1. Opening of Meeting:
Deputy Mayor Hough assumed the Chair and called the meeting to order.
2. Agenda Approval:

5. Public Meetings:
a) Notice of Receipt of a Complete Application, Notice of Particulars and Public
Access, Notice of Public Meeting for a Proposed Amendment to the Zoning By -Law
of the Township of Oro-Medonte, East Part Lot 1, North Part Lot 2, Concession 11,
3000 Line 11 North, 2017-ZBA-15 (Braestone Land Corp.).
Deputy Mayor Hough called the meeting to order at 5:34 p.m. and explained the public
meeting is being is being held in accordance with Section 34 of the Planning Act, to
obtain public comment with respect to a proposed Zoning By-law Amendment
Application. The purpose of Application 2017-ZBA-15 is to rezone the subject lands to
permit a club house addition, tournament venue, spa, accessory accommodation &
maintenance building.
Notice of the Public Meeting was mailed to landowners within 120 metres of the
specified site, circulated to the appropriate Agencies and posted on the Township's
website on or before November 15th, 2017.
The following correspondence was received: Simcoe County District School Board
dated November 15, 2017; Township of Oro-Medonte, Manager, Development
Engineering dated November 16, 2017; Enbridge Gas Distribution dated November 16,
2017; Barb and Steve Tudhope dated November 29, 2017; Allan Baker dated
December 5, 2017.
Derek Witlib, Manager, Planning Services, explained the purpose and effect of the
proposed amendment. A PowerPoint presentation was presented.
Celeste Phillips, Celeste Phillips Planning Inc., on behalf of the applicant, was present
and provided an overview. A PowerPoint presentation was presented. Greg Hickey,
Braestone Club provided comments of the location of tees.
The following public persons offered verbal comments with respect to the proposed
amendment:
Barb Tudhope provided comments with respect to potential future development, safety
and road concerns.
Allan Baker questioned the ownership of the two abutting properties.
There being no further comments or questions, the meeting adjourned at 5:58 p.m.

a) Report No. DS2017-142, Todd Weatherell, Intermediate Planner re: Minor Variance
Application 2017-A-62 (Storey), 2191 Line 2 North (Oro).
The following correspondence was received: Township of Oro-Medonte, Manager,
Development Engineering dated November 9, 2017; Simcoe County District School
Board dated November 15, 2017.
Derek Witlib, Manager, Planning Services, explained the purpose and effect of the
application. A PowerPoint presentation was presented.
Allan Storey, applicant, was present. Terry Clark, farming tenant, provided setback
comments.
The following public persons offered verbal comments: None.

It is recommended
1. That Report No. DS2017-142, Todd Weatherell, Intermediate Planner re: Minor
Variance Application 2017-A-62 (Storey), 2191 Line 2 North (Oro) be received and
adopted.
2. That Minor Variance Application 2017-A-62 by Allen Storey, specifically to permit an
agricultural lot size of 1.54 hectares (3.80 acres) for a property located at 2191 Line
2 North, Township of Oro-Medonte, be approved.
3. That, notwithstanding Table B4 of Zoning By-law 97-95, the severed lot shall
otherwise comply with all other applicable provisions of the Zoning By -Law.
4. That, notwithstanding Section 6.0 — Definitions (Hobby Farm), on the severed lands
the keeping of horses is prohibited.
5. Notwithstanding Table B -4C and Section 5.1.3, the minimum northerly interior side
year is 10 metres for a dwelling and accessory buildings.
6. And that the applicant be advised of the Committee's decision under the Secretary -
Treasurer's signature.

The following correspondence was received: Township of Oro-Medonte, Manager,
Development Engineering dated November 15, 2017; Township of Oro-Medonte, Operations
Division dated November 15, 2017; County of Simcoe, Transportation and Engineering
Department dated December 1, 2017.
Derek Witlib, Manager, Planning Services, explained the purpose and effect of the application.
A PowerPoint presentation was presented.
The applicant was not present.
The following public persons offered verbal comments:
Jackie Hill provided safety concerns with respect to sight line vision from the driveway onto the
road of the abutting property, parking and number of vehicles comments and site plan options.

It is recommended
1. That Report No. DS2017-139, Andy Karaiskakis, Senior Planner re: Minor Variance
Application 2017-A-59, Freestar Marketing Corp. (Hawkestone Service Centre), 235 Line 11
South be received and adopted.
2. That Minor Variance Application 2017-A-59 by Freestar Marketing Corp. (Hawkestone
Service Centre) specifically to permit the construction of a canopy addition to the existing
automotive repair garage with a minimum front yard setback of 4.5 metres (14.7 feet) and to
recognize the existing southerly side yard setback of 1.23 metres (4.03 feet) on lands known
as 235 Line 11 South, Township of Oro-Medonte, be approved.
3. That the following conditions be imposed on the Committee's decision:
a) That notwithstanding Table B2 — LC Zone of Zoning By-law 97-95, as amended, the
proposed canopy shall otherwise comply with all other applicable provisions of the
Zoning By-law;
b) That the proposed canopy be substantially and proportionally in conformity with the
dimensions as set out on the application and sketches submitted and approved by the
Committee;
c) That the applicant applies for and obtain Site Plan approval from the Township with
respect to the construction of the addition to the automotive repair garage;
d) That the applicant applies for and obtains a County variance to permit a 4.5 metre front
yard setback.
e) That the appropriate Zoning Certificate, Engineered Lot Grading Plan if required, and
Building Permit be obtained from the Township only after the Committee's decision
becomes final and binding, as provided for within the Planning Act R.S.O. 1990, c.P. 13.
4. And that the applicant be advised of the Committee's decision under the Secretary -
Treasurer's signature.

dated November 16, 2017; Township of Oro-Medonte, Operations Division dated November
15, 2017; Simcoe County, Transportation and Engineering Department dated November 30,
2017.

1. That Report No. DS2017-141, Deborah -Ann Liske, Planner re: Minor Variance
Application 2017-A-61, Jason & Jennifer O'Neill, 1735 Ridge Road West be received
and adopted.
2. That Minor Variance Application 2017-A-61 by Jennifer & Jason O'Neill, specifically to
permit a detached accessory building (north garage) with a floor area of 179.10 square
metres (1927.87 square feet), a maximum height of 5.1 metres (16.7 feet), and a
reduced setback from a watercourse of 6 metres (19.6 feet), and a detached accessory
building (south garage) with a floor area of 132.22 square metres (1423.25 square feet)
and a 27 metre (88.5 feet) setback from a watercourse, on the lands municipally known
as 1735 Ridge Road West, Township of Oro-Medonte, be approved.
3. That the following conditions be imposed on the Committee's decision:
a) That notwithstanding Sections 5.1.6, 5.1.4 and 5.32 of Zoning By-law 97-95, the
proposed detached accessory buildings shall otherwise comply with all other
applicable provisions of the Zoning By-law;
b) That the proposed buildings/structures and landscaping on the property be
substantially and proportionally in conformity with the dimensions as set out on the
application and sketches submitted and approved by the Committee;
c) That the applicant satisfy any permits and/or approvals required from the Lake
Simcoe Region Conservation Authority; and
d) That the appropriate Zoning Certificate, and Building Permit be obtained from the
Township only after the Committee's decision becomes final and binding, as provided
for within the Planning Act R.S.O. 1990, c.P. 13.
4. And that the applicant be advised of the Committee's decision under the Secretary -
Treasurer's signature.

1. That Report No. DS2017-140 regarding Zoning By-law Amendment Application
2017-ZBA-11 for 2679 Lakeshore Road East, Township of Oro-Medonte, be
received and adopted;
2. That Zoning By-law Amendment Application 2017-ZBA-11, 2679 Lakeshore Road
East, Township of Oro-Medonte, that would rezone the subject lands from Shoreline
Residential (SR) to the Shoreline Residential Exception 282 Hold (SR *282 (H))
Zone on Schedule A7 to Zoning By-law No. 97-95, be approved;
3. That the Deputy Clerk bring forward the appropriate by-law for Council's
consideration;
4. That the required Holding (H) Provision not to be removed from the zoning of the
subject lands until such time as the appropriate Development Agreement between
the Owners and the Township is executed;
5. And that the applicant be advised of the Committee's decision under the Director,
Development Services signature.
