Public Meetings: a) Notice of Receipt of a Complete Application, Notice of Particulars and Public Access and Notice of Public Meeting for Proposed Amendments to the Official Plan and Zoning By-law of the Township of Oro-Medonte, Part of Lot 40 Concession 1 (E.P.R.), formerly in the Township of Oro, now in the Township of Oro-Medonte, 3239 Penetanguishene Road (County Road 93), Applications 2017-OPA-01 & 2017- ZBA-05 (Costellos of Craighurst Inc. c/o Bill Player). Deputy Mayor Hough called the meeting to order at 5:33 p.m. and explained the public meeting is being is being held in accordance with Sections 17, 22 and 34 of the Planning Act, to obtain public comment with respect to a proposed Official Plan Amendment Application and proposed Zoning Amendment Application. The purpose of Applications 2017-OPA-01 and 2017-ZBA-05 are to amend the Official Plan and Zoning By-law to permit the development of a Tim Horton's Restaurant with a Drive-Thru component, as well as an expansion to the existing mixed-use commercial/residential building on the subject lands. Notice of the Public Meeting was circulated to the appropriate `Agencies and posted on, the Township's website on or before June 16, 2017. A PowerPoint presentation was presented. Jamie Robinson, MHBC Planning Limited, on behalf of the applicant, presented an overview. A PowerPoint presentation was presented. The following public persons offered verbal comments with respect to the proposed amendment: Sheila Craig provided comments on the number of exceptions being granted, setting a precedent, conflict with County of Simcoe and Township plans, welcoming the sidewalks, traffic concerns, scheduling of traffic analysis, volume of cars through the drive-through when backed up, rain water/drainage concerns including water overflow, questioned plan with Horseshoe sewage water, and parking management. Carolyn Sugg provided comments regarding extra water usage, potential impact on her shared well, potential issues of well drying and remedy, and questioned if there was plan to build a fence for privacy for her backyard to the parking lot. Betty Veitch provided comments with respect to the application not fitting in with the character of Craighurst, the two sufficient locations that serve coffee, concerns of residents picking up their mail at the post boxes on the edge of the proposed site, traffic concerns with taking a different route with respect to the post office boxes, the number of exceptions to what is already in the Plan. Derek Watson provided comments with resect to design of stormwater management, septic, urban site plans vs. rural site plans, wells vs. septic, no area for fire service, space concerns, application being more designed for city, property elevation differences, water flow concerns, not opposed to plan but wants it done right. The following public persons offered verbal comments: Bob Turner provided concerns of the potential number of cars being parked at the location, fire hydrantlemergency vehicles access concerns, not in agreement with the application, questioned control for rentals at the top level of the dwelling. Michael Trubashnik provided comments regarding traffic concerns, safety of children and domestic pets, setting a precedent, frontage concerns, parking concerns for three vehicles, detrimental effect on residents.
