10. Identification From the Public of an Agenda Item of Interest:
Provides an opportunity for members of the public to identify an agenda item
which the public member may request be brought forward and considered
earlier in the meeting.
11. Open Forum:
The Open Forum provides an opportunity for the public to provide verbal
comments to Council, in Open Session, on matters scheduled on the current
agenda, and shall be conducted as follows:
Open Forum shall last no longer than 20 minutes;
Each speaker shall be required to identify the agenda item they are
speaking to and provide their name and address, which may become
part of the public record;
A speaker shall be limited to 2 minutes per agenda item;
No response shall be provided to any question posed during Open
Forum;
No discussion, debate or decisions will occur during Open Forum;
Each speaker is permitted to speak only once per agenda item;
A speaker may provide comment on one agenda item and then shall
step aside to enable another to provide comment on an agenda item;
No speaker shall speak to a second agenda item until other
individuals have had an opportunity to speak once;
Speakers providing comment on the same agenda item, shall be
requested to limit their comments so as to provide additional
information and not repeat the same information provided by a
previous speaker;
Comments made during Open Forum will not form part of the minutes
of the meeting;
The following matters will not be permitted during Open Forum:
o Comments/complaints against Members of Council or
Township staff;
o Matters beyond the jurisdiction of Council or the Township;
o Closed Session agenda items, including current or pending
litigation, or Insurance claims and/or pending claims by or
against the Township;
o Comments with respect to Minutes of Council and Committees;
o Comments that are contrary to the Municipal Freedom of
Information and Protection of Privacy Act;
o Comments with respect to any applications which have
proceeded through a Public Meeting in accordance with the
Planning Act, with the exception of comment related to a
recommendation contained within the Staff Report.
The Chair may conclude Open Forum prior to the 20 minute maximum

parties of the scheduled ReplacementofOro-MedonteLine 9 North Bridge and subsequent
Closure ofLine 9 North, in the TownshipofOro-Medonteand CountyofSimcoe.
The new replacement structure will provide the following:
A full two-lane structure.
Improved vertical road profile and sightlines.
Improved barrier protection and installation of guard rail.

2.1SSS Terms of Reference and Membership List (for Information)
Discussion: T. Roxborough summarized the changes to the Terms of Reference and Membership
List as recommended by the committee at the last meeting. Chair requested any additions or
changes. T. Roxborough reviewed the additions, as:
_Committee Composition
The SPSC is composed of one (1) representative appointed from each of the member
organizations, with an alternate designated per the choice of the municipality or organization.
Additionally, representatives from other organizations may be invited to sit on the SPSC as
voting or non-voting members as determined by the Chair._
_Decision Making
Quorum of fifty percent of members will be required to make official decisions. Meetings may
proceed without quorum, with all decisions pending ratification at the next meeting where
quorum is achieved. Tasks will be assigned by consensus. Formal motions will be utilized as
deemed necessary by the Chair. If at any time more than one representative per municipality or
organization is in attendance at a scheduled Sustainability Plan Steering Committee meeting,
and a vote is called by the Chair, only one vote per each municipality or organization shall be
recorded._
The Chair requested a motion to approve the revised SSS and SPSC Terms of Reference and
Membership List. Moved by S. Walma, seconded by J. Main.
Action Item: T. Roxborough to send a copy of the TOR and the Membership List to all committee
members, as signed and dated by D. Luker.

Clerks. For future bulletins, it was recommended that the Coordinator send the bulletin

Discussion: Report will be sent to Councils for Information via the Clerks. SPSC members
will be copied on this e-mail. Council members and staff please pull the item or make
note during Council as to the contents of the report, being:
1.The Benefits of CEP for Municipalities (the _Why_)
2.Options for Plan Development (the _How_)
3.Available Funding Opportunities to Support a CEP (more _How_)
4.Recommendations to Municipalities (if the municipality is not ready for a CEP,
consider the examples of municipally-tested strategies instead).
Action Item: T. Roxborough to edit the report Committee member to support the
submission of the report by making note during Council or Committee meeting(s), and
pulling as appropriate.
DRAFT: March Report to Council (Re: Earth Hour 2017)
Discussion: Report has been developed with a recommendation as follows:
_That the Sustainability Committee recommend that our partner Councils support Earth
Hour and encourage residents and businesses to participate. The report includes a
proclamation template, a media template and promotional items for municipal use._ This
is time sensitive, as March 25 is Earth Hour. SSS would like direction on the best method
for distribution each partner (i.e., (1) via clerk, (2) directly to CAO_s and Council, (3) via
Committee members and they determine the most appropriate point of contact).
The committee directed SSS to send to each representative, and to develop an article
for release to regional media contacts.
Actions: T. Roxborough to send report and the included resources to each

Discussion: T. Roxborough provided an update on case study development, resources, and
funding as added to the SSS website. Two will be added by the release of the late March
Sustainability Bulletin, and shared with municipalities and partners.

The type of initiatives the program supports include:
The assessment of the vulnerability to flooding of buildings in a
neighbourhood.
Ways to reduce GHG emissions from waste collection trucks by
optimizing routes and reducing the frequency of garbage and recycling
pick-up.
Plans to encourage residents to use less polluting forms of
transportation by encouraging cycling, walking and transit.
The impact of a municipal policy change, such as a no-idling policy.
As more information becomes available, SSS will share that information with the committee,
and determine if there is an opportunity to access that funding for the municipalities or for
SSS.
Action Items: T. Roxborough to include in minutes for distribution, and complete a minimum of
2 case studies by month-end, and release through the March Sustainability Bulletin. As
information regarding the FCM funding becomes available SSS will share with the committee.
3.3Project 3: Sustainability Speaker Series
Energy Training Survey
Discussion: T. Roxborough provided an overview of the results from the LAS Group
Energy Training Survey, available at:

Results (10 responses) indicate the Employee Engagement Workshop as option of most
interest. This would involve staff awareness survey, Energy 101, Understanding Your Bill,
Ways to Save at Work and Home, and a follow-up survey. The delivery preference was a

Employee Energy Engagement Workshop for municipalities, with further details and

approval to proceed. Chair requested a motion to approve the initial planning for a half
or full day Employee Energy Engagement Workshop.
Action Item: T. Roxborough to initiate planning and reconnect with LAS to investigate
eligibility for IESO funding to support the workshop.
OTF Funding Application
Discussion: None. Provided for information. Submitted on 22-Feb-17, as approved by
the committee on 5-Jan-17 and further on 9-Feb-17. SSS will summarize the submission
for further discussion and next steps for SSS and the SPSC at the April meeting.

County of Simcoe: Arts, Culture and Built Heritage Funding
Discussion: Application denied due to similarity to previous year submission.

4.1Financial Statement: February 28, 2017
Discussion: T. Roxborough confirmed SSS has received payment from Severn, Tiny,
and Penetanguishene. SSS will be sending invoices to Georgian Bay, Tay, Oro-Medonte and
Midland this afternoon or Monday. In the bank, SSS has assets of, and based on expenses for of
$11,703 for Jan-Feb, was $142 under budget (projected was $11,844). Considering the
unsuccessful application to the County, SSS will explore other opportunities for funding, and
moving forward, although the potential County funding was not included as income for 2017, as

6.1SSS Business Case: SSS Merger with SSEA - Proposal

Discussion: Coordinator provided an overview of the discussions to date regarding the potential
merger of SSS with SSEA, and requested direction from the committee regarding the proposal. J.
Cayley advised that the executive of SSEA will meet to discuss the merger and the submission of
the revised proposal to the SSEA Board at their next meeting scheduled for April 20. SPSC will
review Version 3.0 of the Merger Proposal at the next meeting on April 6. SSS requested
comments on Version 2.0 from the committee, and will send with the draft minutes with a
request for comment. Recommendations were also received from the committee to prepare a
Package of Information, and to ensure careful consideration of communications moving
forward.

6.2Roundtable Sharing of Projects and Information
Discussion:
Tiny: LAS annual Town Hall information sessions have been scheduled in five municipalities
across the province to speak to upcoming Programs and Services, including Roads Assessment
Service, Fleet Management Service, Sewer and Water Line Warranty Service, Fuel
Procurement, Energy Training. Further information is available in the flyer below:
Penetanguishene: A. Betty shared the enclosed information on the Wege Small Cities Grant.
Cities with populations under 100,000 can submit a sustainable and meaningful project for
consideration for an award that balances economic, social, and environmental aspects within
the community that could be used as a best practice in other cities.
County of Simcoe: S. Walma summarized the outcomes from the Waste Management Forum
held on February 9, on how to increase diversion rates, with the solutions being explored:
Curbside textile and electronics pick-up,
Pet waste and diapers through the green bin,
Reward program, and/or
Standard recycling bin sizes.
Also, the government has increased the available rebate on electric vehicles, with up to $13,000

Oro-Medonte: B. Coutanche informed the committee that the Township reviewed the SSS
request and approved the request of $9,800 for $4,200. Further discussions will occur with SSS

June marks the 33anniversary of Seniors Month in Ontario. To recognize the important role seniors play in
our communities, we will be celebrating this year under the theme of Living Your Best Life.
During our celebrations in June, we can highlight how our seniors have built our communities and continue to
contribute their time and talents in many ways.
Its important we all recognize their achievements, and what better way than by proclaiming June as Seniors
Month in your community. I am asking you to make this proclamation and have attached a sample to make it
easier for your municipality to participate. We will also be sending promotional materials for Seniors Month
soon.
I would also like to encourage you to work with your local MPP(s) to host Seniors Month events in your
community. We would be happy to help you promote your event online. Please send your event details
to infoseniors@ontario.ca.
Two years ago we introduced our Twitter account to Ontarios seniors and we were impressed by the
enthusiastic response to our online campaign. If you havent already done so, please follow us @OntSeniors.
For 2017, I encourage you to visit (and like) our new Facebook page: facebook.com/SeniorsOntario, where
seniors across Ontario can share information important to them.
Each year, municipalities have the opportunity to pay tribute to one outstanding senior with the Senior of the
Year Award. A certificate, provided by the Ontario government, is signed by Her Honour the Honourable
Elizabeth Dowdeswell, Lieutenant Governor, myself as Minister of Seniors Affairs, and the local Head of
Council.
I encourage you to submit a nomination before April 30, 2017 and during Seniors Month, showcase how your
seniors are making a difference in your community. Throughout the month of June, I hope to visit a number of
municipalities to help celebrate the achievement of local seniors.
