Call to Order -Moment of Reflection: Mayor H.S. Hughes assumed the Chair and called the meeting to order followed by a moment of reflection. 2. Adoption of Agenda: a) Motion to Adopt the Agenda. That staff proceed as directed in Confidential Report No. DS2017-012. 3. And that the applicant be advised of the Township's position for the hearing scheduled for April 5, 2017. Douglas Irwin, Director, Legislative Services/Clerk, delegated his authority under Section 228(4) of the Municipal Act, S.O. 2001, c.25, as amended, with regard to the discussion of the February 15, 2017 Special Council Meeting, Agenda Item 4d) Robin Dunn, CAO re: Labour relations/employee negotiations (Staffing) to Robin Dunn, Chief Administrative Officer of the Township of Oro-Medonte. Carried. b) Correspondence dated January 12, 2017 from Loan Le, Project Engineer, Ministry of Transportation re: Application for Noise Exemption, Rehabilitation of Highway 12 from 200m West of Simcoe Road 23 Easterly to 500m West of Simcoe Road 22, Detail Design and Class Environmental Assessment Study. That the correspondence dated January 12, 2017 from Loan Le, Project Engineer, Ministry of Transportation re: Application for Noise Exemption, Rehabilitation of Highway 12 from 200m West of Simcoe Road 23 (Vasey Road) Easterly to 500m West of Simcoe Road 22 (Horseshoe Valley Road East), Detail Design and Class Environmental Assessment Study be received. 2. That an exemption be granted to Township Noise By-law No. 2012-167 for the portion of the project within the boundaries of the Township of Oro-Medonte as outlined on the Application for Noise Exemption from May 22, 2017 through to December 1, 2017. 3. Reports of Municipal Officers: a) Report No. DS2017-011, Andria Leigh, Director, Development Services re: Subdivision Agreement Phases 1 B and 1 C, Braestone Development Corporation (formerly Buffalo Springs), Part of Lots 2 and 3, Concession 9, RP 51 R-21804, Part 1 (Oro) Application: 43-T-91031 [Refer to Item 7a)]. otion No. SC170215-9 Moved by Hall, Seconded by Jermey Be it resolved 1. That Report No. DS2017-011, Andria Leigh, Director, Development Services re: Subdivision Agreement Phases 1 B and 1 C, Braestone Development Corporation (formerly Buffalo Springs), Part of Lots 2 and 3, Concession 9, RP 51 R-21804, Part 1 (Oro) Application: 43-T-91031 be received and adopted. 2. That the Township of Oro-Medonte enters into a Subdivision Agreement with Braestone Development Corporation for Phases 1 B and 1 C, upon receipt of the Insurance Certificate and Letter of Credit. 3. That the Clerk bring forward the appropriate By-law for Council's consideration to enter into a Subdivision Agreement with Braestone Development Corporation. 4. That the Ontario Municipal Board be provided a Clearance letter from the Township regarding the satisfaction of the conditions of Draft Plan for Phase 1 B and 1 C. 5. And that the applicant be advised of Council's decision under the Director, Development Services' signature. Carried. b) Report No. FD2017-02, Hugh Murray, Fire Chief re: Equipment Replacement [to be distributed at meeting]. Motion No. SC170215-10 Moved by Crawford, Seconded by Macpherson Be it resolved 1. That Report No. FD2017-02, Hugh Murray, Fire Chief re: Equipment Replacement be received and adopted. 2. That the Fire Chief be authorized to enter into an agreement with Midwest Fire for the purchase of the FDIC 2017 Stock unit # 2730. 3. That the Mayor and Clerk be authorized to execute the appropriate contract. 4. And That the Fire Chief proceed accordingly. Carried. Carried. d) Robin Dunn, CAO re: 2017 Budget Deliberations. A PowerPoint presentation was presented. Correspondence was distributed to members of Council and staff. Motion No. SC170215-12 Moved by Coutanche, Seconded by Macpherson Be it resolved 1. That the PowerPoint presentation entitled Draft 2017 Capital & Operating Budget Recap presented by Robin Dunn, CAO be received. 2. And that the 2017 Budget Adjustments to February 15, 2017, as presented by Paul Gravelle, Director, Finance/Treasurer/Deputy CAO and Robin Dunn, CAO be received. Carried. Motion No. SC170215-13 Moved by Macpherson, Seconded by Hall Be it resolved that Council endorses the 2017 Operating, Capital and Reserve Budgets with an Overall Tax Increase of 2.99%. Carried. Motion No. SC170215-14 Moved by Jermey, Seconded by Coutanche Be it resolved that the CAO provide Council with an update, at the March 8, 2017 Council meeting, of 2017 Budget Adjustments to the current 3.33% Overall Tax Increase to achieve an Overall Tax Increase of 2.99%. Motion No. SC170215-15 Moved by Macpherson, Seconded by Crawford Be it resolved that a) By -Law No. 2017-024: A By-law to Authorize the Execution of a Subdivision Agreement between The Corporation of the Township of Oro-Medonte and Braestone Development Corporation be read a first, second and third time, passed, be engrossed by the Clerk, signed and sealed by the Mayor. And Whereas Council considered the matter early in the meeting and rose and reported on the matter. And Whereas prior to the Special Council meeting of February 15, 2017 being adjourned, additional information with respect to the labour relations/employee negotiations (Staffing) has become known. And Whereas the agenda for the Special Council meeting of February 15, 2017 includes a Closed Session Items (Unfinished Items) section.
