1. Call to Order- Moment of Reflection:
Mayor H.S. Hughes assumed the Chair and called the meeting to order followed by a
moment of reflection.
2. Adoption of Agenda:
a) Motion to Adopt the Agenda.

Be it resolved that Rule 14.21 a) of Procedural By-law No. 2015-203 be suspended in
order to allow the meeting to proceed past the 4 hour adjournment requirement.

4. Presentations:
a) Oscar Poloni, KPMG re: Water, Stormwater, Communal Tile Bed and Wastewater Rate
Analysis;
and
Report No. ES2017-01, Michelle Jakobi, Manager, Environmental Services Compliance &
Capital Projects re: Water, Stormwater, Communal Tile Bed and Wastewater Rate
Analysis.
A PowerPoint presentation was presented.

Be it resolved that the PowerPoint presentation dated January 9, 2017 and presented by
Oscar Poloni, KPMG re: Water, Stormwater, Communal Tile Bed and Wastewater Rate

Be it resolved
1. That Report No. ES2017-01, Michelle Jakobi, Manager, Environmental Services
Compliance & Capital Projects re: Water, Stormwater, Communal Tile Bed and
Wastewater Rate Analysis be received and adopted.
2. That the KPMG recommendations regarding the financial billing models for Water,
Stormwater and Communal Tile Beds be endorsed;
3. That Staff report back with a detailed financial analysis for billing rates for Water,
Stormwater and Communal Tile beds and updated fees & charges;
4. And Further that Staff coordinate a Community Information Centre to address questions
from the community.

Be it resolved
1. That KPMG's recommendations regarding wastewater services be endorsed;
2. And that Staff report back to Council prior to March 31, 2017 on the result of negotiations
with Skyline.

Five individuals provided comments with respect to Item 4a).

Agriculture, Food and Rural Affairs re: Economic Development Strategic Planning

Development Strategic Planning Session be received.

7. Confirmation By -Law:
a) By -Law No 2017-003: Being a by-law to confirm the proceedings of the Special
Council meeting held on Monday, January 9, 2017.

Be it resolved that By -Law No. 2017-003: Being a by-law to confirm the proceedings of the
