Call to Order -Moment of Reflection: Mayor H.S. Hughes assumed the Chair and called the meeting to order followed by a moment of reflection. 2. Adoption of Agenda: a) Motion to Adopt the Agenda. Motion No. SC161221-1 Moved by Crawford, Seconded by Hall Be it resolved that the agenda for the Special Council meeting of Wednesday, December 21, 2016 be received and adopted. Carried. Reports of Municipal Officers: a) Report No. CS12016-32, Donna Hewitt, Director, Corporate & Strategic Initiatives re: Administrative Service Review (ASR) = Consulting Services Award - RFP CSI -CS 2016- 01. Motion No. SC161221-2 Moved by Macpherson, Seconded by Coutanche Be it resolved 1. That Report No. CS12016-32, Donna Hewitt, Director, Corporate & Strategic Initiatives re: Administrative Service Review (ASR) — Consulting Services Award - RFP CSI -CS 2016-01 be received and adopted. 2: That the Request for Proposal (RFP) CSI -CS 2016-01 — Administrative Services Review be awarded to Western Management Consultants (WMC) in the amount of $26,500 plus HST. 3. That staff be directed to execute the necessary contract. 4. And that the proponents be advised of Council's decision under the Director, Corporate and Strategic Initiatives' signature. Carried. b) Shawn Binns, Director, Operations and Community Services re: Winter Operations - Snow Removal. Motion No. SC161221-3 Moved by Hall, Seconded by Crawford Be it resolved that the PowerPoint presentation presented by Shawn Binns, Director, Operations and Community Services re: Winter Operations - Snow Removal be received with thanks. Hughes and Councillor Jermey, Chair, Heritage Committee re: 2017 Doors Open Event. Motion No. SC161221-4 Moved by Coutanche, Seconded by Macpherson Be it resolved 1. That the verbal information presented by Mayor H.S. Hughes and Councillor Jermey, Chair, Heritage Committee re: 2017 Doors Open Event be received. 2. That the Township of Oro-Medonte is unable to participate individually in the Doors Open event in 2017. 3. That, per Motion No. C161214-10 of the December 14, 2016 Council meeting, re: the allocation of $1,500 be rescinded. 4. That the Coordinator, Community Recreation contact member Municipalities and Regional Partners/Ontario's Lake Country to inquire if there is an interest in a partnership for 2018. 5. And That the Coordinator, Community Recreation advise the Heritage Committee of Council's decision. Carried. Motion No. SC161221-5 Moved by Coutanche, Seconded by Macpherson Be it resolved that staff explore opportunities to showcase and promote the preservation of Township properties of cultural/heritage significance and possible funding opportunities. Carried. Council consented to allow members of Council to provide comments regarding updates to Council representatives. The following members of Council provided updates: Mayor Hughes, Deputy Mayor Hough and Councillors Coutanche, Macpherson and Hall. Motion No. SC161221-6 Moved by Crawford, Seconded by Hall Be it resolved that By -Law No. 2016-199: A By-law to Amend By-law 2008-074, "A By- law to Appoint a Deputy Chief Building Official' be read a first, second and third time, passed, be engrossed by the Deputy Clerk, signed and sealed by the Mayor. Carried. Council recessed at 12:44 p.m. and reconvened at 1:14 p.m. 7. Closed Session Items: a) Motion to go In Closed Session.
