06 01 2016 2016-ZBA-01 (Horseshoe Valley Lands Ltd.)Development Services Committee Minutes — Wednesday, June 1, 2016. b) Notice of Receipt of a Complete Application, Notice of Particulars and Public Access, Notice of Public Meeting for a Proposed Draft Plan of Subdivision and Amendment to the Zoning By -Law, Part of Lot 4, Concession 4 (Oro), Township of Oro-Medonte, 2016 - SUB -01 and 2016-ZBA-01 (Horseshoe Valley Lands Ltd.). Deputy Mayor Hough called the meeting to order at 5:42 p.m. and explained the public meeting is being held in accordance with Section 34 and 51 of the Planning Act to obtain public comment with respect to proposed Development Applications. The purpose of Application 2016 -SUB -01 is to consider a proposal for a Draft Plan of Subdivision comprised of 73 residential units (25 single detached dwelling lots and 48 freehold townhouse units). The purpose of Application 2016-ZBA-01 is to consider a proposal to amend the Zoning By-law for the lands from the current Residential One Exception 140 Exception (R1 *140) Zone to the following two new zones: 1) Residential One (R1) Exception Zone (for the proposed single detached dwellings); and 2) Residential Two (112) Exception Zone (for the proposed freehold townhouses). Notice of the Public Meeting was mailed to landowners within 120 metres of the specified site on May 12, 2016 and a notice sign was posted on the subject property on or before May 12, 2016. The following correspondence was received: Simcoe County District School Board dated April 20 and May 13, 2016; Township of Oro-Medonte Building Division dated May 16, 2016; Township of Oro-Medonte Recreation and Community Services Department dated May 18, 2016; Hydro One dated April 19, 2016 and May 18, 2016; Township of Oro- Medonte Transportation Division dated May 18, 2016; Bell Canada, dated April 20, 2016; Canada Post Corporation dated April 26, 2016; County of Simcoe dated April 27, 2016; Enbridge Gas Distribution dated May 2, 2016; AECOM dated May 24, 2016; Township of Oro-Medonte Environmental Services Division dated May 25 and May 30, 2016. Derek Witlib, Manager, Planning Services explained the purpose and effect of the proposed amendment. A PowerPoint presentation was presented. Angela Rudy, Rudy & Associates Planning on behalf of applicant was present. A PowerPoint presentation was presented. A Public Comment Sheet was submitted as an additional venue for public comments regarding a related Integrated Class Environmental Assessment. Josh Maitland, Project Engineer, Greenland International Consulting Ltd., on behalf of the applicant, provided an overview. The following public persons offered verbal comments with respect to the proposed draft plan of subdivision and amendment to the zoning by-law: Page 4 of 16 Development Services Committee Minutes — Wednesday, June 1, 2016. Keith Walker provided comments regarding density, traffic concerns, usage of temporary road for construction only, change of nature and culture, opposition to building more homes/townhouses, and the preference of a community centre/park existence. Gavin May provided comments regarding intensification/density from original plan, the zoning and slope of land, safety concerns at the intersection visually and speeding concerns. Deputy Mayor Hough advised that additional deputations to the Committee or Council regarding this application may be permitted, but only for the introduction to new information not already presented through the Public Meeting process.
