Notice of Public Meeting for a
Proposed Amendment to the Zoning By-law
of the Township of Oro-Medonte

Take notice that the Township of Oro-Medonte deemed the following application to amend Zoning
By-law No. 97-95, as amended, a "Complete Application" pursuant to the Planning Act on the 2nd
day of September, 2016.
And take notice that the Development Services Committee of the Corporation of the Township of
Oro-Medonte will hold a Public Meeting on Wednesday, October 5, 2016, at 5:40 p.m. in the
Municipal Council Chambers. The purpose of the Public Meeting is to notify the public and to
obtain public comments on a proposed Amendment to the Zoning By-law.
The subject lands are described as Part of the East Half of Lot 22, Concession 11. A key map
illustrating the location of the subject lands, and a copy of the applicant's site plan including the
lands affected by the Amendment, are included with this Notice.
The purpose and effect of the proposed Zoning By-law Amendment is to rezone a portion of the
lands to permit a residential building envelope.
Any person may attend the public meeting and/or make written or verbal representation either in
support of, or in opposition to, the proposed Zoning By-law Amendment. Written comments by
any person unable to attend the meeting should be mailed/faxed/e-mailed to the Secretary -
Treasurer, The Corporation of the Township of Oro-Medonte to be received no later than 12:00
p.m. noon on October 5, 2016. Please ensure that you include your name and address so that
you may be contacted if necessary.
If a person or public body does not make oral submissions at the public meeting or make written
submissions to the Secretary -Treasurer, The Corporation of the Township of Oro-Medonte before
the proposed Zoning By-law Amendment is passed or refused, the person or public body is not
entitled to appeal the decision of the Council of the Township of Oro-Medonte to the Ontario
Municipal Board and may not be added as a party to the hearing of an appeal before the Ontario
Municipal Board unless, in the opinion of the Board, there are reasonable grounds to do so.
The application is part of the public record and is available to the public for viewing/inspection
between 8:30 a.m. and 4:30 p.m. at the Township of Oro-Medonte Administration Building and
available on the Township's website www.oro-medonte.ca. Any person wishing further
information or clarification with regard to the application or to arrange to inspect the application
should contact the Planning Division at 705-487-2171. Individuals who submit letters and other
information to Council and its advisory bodies should be aware that all information, including
contact information, contained within their communications may become part of the public
record and may be made available through the agenda process which includes publication on
the Township's website.
If you wish to be notified of the decision of the Township of Oro-Medonte in respect to the
proposed Zoning By-law Amendment, you must make a written request.

Thank you for circulating a copy of the proposed Zoning By-law Amendment Application
for the above -noted property to this office. The applicant has applied to amend the
current zoning from the (A/RU*15) Zone to the (A/RU) Zone in order to accommodate a
single family dwelling use on the lands. The lands are designated Agricultural so a
single family dwelling is a permitted use.
Planning staff have no objection to the proposed zoning by-law amendment. Elementary
students residing in this area may attend East Oro Public School and secondary
students will be bussed to Twin Lakes Secondary School.

Thank you for circulating the Lake Simcoe Region Conservation Authority on the above -noted Application for
Zoning Bylaw Amendment. It is our understanding that the purpose and effect of this application is to permit
the construction of a single family dwelling on the subject lands. It is our understanding that the lands are
currently vacant and restricted to development due to the fact that they are within the vicinity of the
Hawkstone Expansion Area. The applicant wishes to rezone part of the lands designated Agriculture to allow
for a building envelope for a single family dwelling.
The LSRCA has reviewed this application in the context of the Provincial Policy Statement (PPS), the Lake
Simcoe Protection Plan (LSPP), and Ontario Regulation 179/06 under the Conservation Authorities Act. Based
on current information the subject property contains significant woodland and provincially significant wetland.
A tributary of Hawkstone Creek flows through the property and contains its associated floodplain and erosion
hazards.
Based on our review of the submitted materials we are satisfied from a watershed management perspective
that this application is consistent with the Provincial Policy Statement (PPS), conforms with the requirements of
the LSPP, and Ontario Regulation 179/06 of the Conservation Authorities Act. As such, the LSRCA has no further
requirements as they related to this Application for Zoning Bylaw Amendment.

Subject Property
• The subject property is located
just outside of the existing
community of Hawkestone in
the Township of Oro-Medonte.
• The entire site is approximately
6.22 hectares (15.4 acres) in size
with:
• 306.12 metres of frontage along
Ridge Road East
• 20 metres of frontage along Line
11 South.
• The lands are currently vacant.
• The majority of the land is
comprised of agricultural fields
with a heavily treed area located
to the west of the site.
Surrounding Uses
• To the north and the west: Agricultural
and Environmental Protection lands.
• To the east: existing residential
properties located within the
Hawkestone Settlement Area with
frontage along Line 11 South.
• To the south: Ridge Road East with
residential lots within the Hawkestone
Settlement Area located on the
opposite side of the road.
• In the middle of the subject lands, with
frontage along Ridge Road East, there is
an existing residential dwelling located
on agriculturally designated and zoned
lands.
Official Plan Designation
• Located adjacent to the Hawkestone
Settlement Area, a portion of the subject
lands were designated by the Township to
accommodate a potential settlement area
expansion through a Secondary Plan.
• The site is currently designated:

• The Township will be undergoing a
comprehensive review of its Official Plan.
• Township staff have indicated on
expansion of the Hawkestone Settlement

Current Zoning
• The subject property is zoned Environmental
Protection (EP) Zone and Agricultural/Rural
Exception 15 (A/Ru *15) Zone.
• The Environmental Protection (EP) Zone is
located on the westerly portion of the site and
incorporates the existing wetland and heavily
treed area on the lands.
• The Agricultural/Rural Exception 15 (A/Ru *15)
Zone is located on the remainder of the subject
lands.
• Exception 15 states that only uses that
existed on the effective date of the By-law
are permitted on lands denoted by the
symbol *15.
• As the subject lands are currently vacant,
the current zoning restricts any use other
than agriculture across the entire site.
Proposed Zoning By-law Amendment
• The (A/Ru*15) Zone covers lands on
the site that are currently designated
as Agricultural and are not subject to
the Hawkestone Expansion Area
designation policies.
• The current application of the
(A/Ru*15) Zone is restricting uses as
permitted within the Agricultural
designation on agriculturally
designated lands.
• It is the intent of the proposed Zoning
By-law Amendment to remove the
A/Ru*15 Zone from a portion of the
lands designated Agricultural to
accommodate a building envelope on
the subject property.
Proposed Zoning By-law Amendment
• The proposed Zoning By-law Amendment
is intended to permit a building envelope
for one single family dwelling and
associated services only on the existing
lot of record.
• The proposed rezoning does not
contemplate or support the creation of a
new lot for residential purposes.
• It is the intent of the owner to build a
single family dwelling on the lands and to
continue to use the lands for agricultural
uses at this time, as currently permitted.

Environmental Protection One designation and
wetland;
• is located approximately 30 metres from the
Environmental Protection Zone;
• is located outside of the LSRCA regulated area;

• does not impact the future of the Hawkestone
Expansion Area designation;
• provides for an optimal dwelling location on
the existing lot of record;
• is significantly large enough to accommodate a
single family dwelling, associated services as
well as accessory structures; and
• accommodates access from Ridge Road East
only

Good Land Use Planning
The zoning by-law amendment requested will remove an existing hold on the
lands not associated with the Hawkestone Expansion Area designation. The
proposal represents good land use planning as follows:
• The proposal will allow for a dwelling to be built on an existing agricultural lot of
record and does not contemplate new lot creation in an agricultural area.
• The proposal conforms to the goals, objectives, and policies of the Provincial Policy
Statement 2014, the Growth Plan, the County of Simcoe Official Plan, and the
Township of Oro-Medonte Official Plan as the rezoning will accommodate a
permitted use.
• The building envelope location is proposed to be located adjacent to EP lands and to
an existing residential property and will not adversely impact the continued
agricultural use of the lands.
• The proposal facilitates the year round use of an existing agricultural lot of record.
