1. Call to Order - Moment of Reflection:
Mayor H.S. Hughes assumed the Chair and called the meeting to order followed by a
moment of reflection.
2. Adoption of Agenda:
a) Motion to Adopt the Agenda.

Be it resolved that the agenda for the Special Council meeting of Wednesday,
September 7, 2016 be received and adopted.

3. Disclosure of Pecuniary Interest:
Councillor Crawford declared a pecuniary interest on Item 4c) Shawn Binns, Director,
Operations and Community Services and Andria Leigh, Director, Development Services
re: Litigation affecting the municipality (Special Event Permit) as the matter involved Oro
Agricultural Society property; he is the 1St Vice President of the Oro Agricultural Society.
Councillor Crawford was not present for Item 4c) and did not participate in the
discussion or vote on this item.
4. Closed Session Items:
a) Motion to go In Closed.

Be it resolved that we do now go in Closed Session at 3:37 p.m. to discuss
• Litigation affecting the municipality (Special Event Permit).

b) Motion to Rise and Report.

Be it resolved that we do now Rise at 4:09 p.m. and Report on the Closed Session

Be it resolved
1. That the confidential verbal information presented by Shawn Binns, Director,
Operations and Community Services and Andria Leigh, Director, Development
Services re: Litigation affecting the municipality (Special Event Permit) be received.
2. That Council issue the Special Event Permit on the appropriately zoned lands.
3. And That staff proceed as directed by Council and report back at a future meeting.

5. Confirmation By -Law:
a) By -Law No. 2016-134: Being a by-law to confirm the proceedings of the Special
Council meeting held on Wednesday, September 7, 2016.

Be it resolved that By -Law No. 2016-134: Being a by-law to confirm the proceedings of
the Special Council meeting held on Wednesday, September 7, 2016 be read a first,

Mayor.
