The purpose of the Public Meeting is to obtain public comments on aproposed Draft Plan of
Subdivision andAmendment to the Zoning By-law, under Sections34and 51 of the Planning Act,
R.S.O. 1990 c. P. 13.
The subject lands,and applicable portions thereof, for Applications 2016-SUB-02and 2016-
ZBA-05are located northof the Warminster Sideroad, east of Highway 12,having frontage on
Demont Drive and Richelieu Road/Champlain Crescent.The subject lands are described as
Part of West Half of Lot 6, Concession 14 (within the former Township of Medonte). A key map
illustrating the location of the subject landsis included with this Notice.
The purposeof Application 2016-SUB-02is to consider a proposal for a Draft Plan of
Subdivision comprised of 50 single detached residential lots.Each of the proposed lots would
have access to and frontage on a new internalroad network.A copy of the proposed Draft Plan
of Subdivision is included with this Notice.
The purposeof Application 2016-ZBA-05isto consider a proposal to amend Zoning By-lawNo.
97-95, as amended, by rezoning the subject lands fromthe current Agricultural/Rural Exception
15 (A/RU*15)Zone to the Residential One (R1) Zone.This zoning would facilitate the proposed
draft Plan of Subdivision for the50 new lots to be developed in accordancewith the Residential
One (R1) Zone provisions ofZoning By-law 97-95, as amended.
And take further notice that pursuant to Sections34 (10.7) and 51 (19.4)of the Planning Act,
the Applicationsarepart of the public record and are available to the public for
viewing/inspection between 8:30 a.m. and 4:30 p.m. at the Township of Oro-Medonte
Administration Building. Any person wishing further information or clarification with regard to
the applicationsor to arrange to inspect the applicationsshould contact the Planning Division
at 705-487-2171. Individuals who submit letters and other information to Council and its
advisory bodies should be aware that all information, including contact information, contained
within their communications may become part of the public record and may be made available

support of, or in opposition to, the proposed Zoning By-lawAmendmentand/or Draft Plan of
Subdivision.Written comments by any person unable to attend the meeting should be

Medonteto be received no later than 12:00 p.m. noon on Thursday July 14, 2016. Please ensure

If a person or public body does not make oral submissions at the public meeting or make written
submissions to the Secretary-Treasurer, The Corporation of the Townshipof Oro-Medontebefore
the proposed Zoning By-law Amendment is passed or refused and/or before the proposed Draft
Plan of Subdivision is approved or refused, the person or public body is not entitled to appeal the
decision of the Council of the Township ofOro-Medonteto the Ontario Municipal Board and may
not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in

I would like to request notification of all decisions of the
Township of Oro-Medonte regarding the above application of subdivision.
We do not object to the Zoning By-law change or the Subdivision.
As the subdivision would border on our property, I would have some
questions that may not be answered at this time. Such as fence information,
grading Etc. along the boundary line. If you have any information pertaining to this
it would be gratefully appreciated. I understand the meeting is to ok the
applications and a lot of this would occur later. As I requested to be notified
of all decisions, would I be able to ask questions later or would it have to be
done at the meeting?

Thank you for circulating the above noted revised application to the County of Simcoe for comment. It is
County planning understanding that the applicant is proposing to revise the original application for a
boundary adjustment. The revised application will covey 33.58 hectares (82.97 acres) of vacant agricultural
land from 1355 Line 3 North to 1525 Line 3 North. The proposed lands to be retained are approximately 1.04
hectares (2.57 acres) in area of vacant land for a future residential and hobby farm use. The total area of the
merged properties will be approximately 70.26 hectares (173.6 acres) and will consist of vacant agricultural
land. The current use of the subject lands is for agricultural purposes.
The County provided comments on the original application in a letter dated May 30, 2016. The County has
reviewed the revised application however, the same concerns regarding consistency with the Provincial Policy
Statement 2014 and conformity with the County Official Plan still remain. The comments below reflect those
included in
Planning Comments
-effect Schedule 5.1 of the County Official Planand
. Therefore, the lands are subject to the General and
Agricultural policies of the approved County of Simcoe Official Plan (2012).
Section 2.3.4.1 of the Provincial Policy Statement (PPS 2014) states that lot creation in prime agricultural
areas is discouraged and may only be permitted for agricultural uses, agricultural-related uses, a residence
surplus to a farming operation as a result of farm consolidation, and infrastructure. Lot creation in prime
agricultural areas is discouraged and may only be permitted provided that the lots are of a size appropriate
for the type of agricultural use(s) common in the area and sufficiently large to maintain flexibility for future

residential lots in prime agricultural areas shall not be permitted, except in accordance with policy 2.3.4.1(c)
County staff note that while no additional lots are being created, the result of this
application will be the formation of a new residential lot in the agricultural area.
Section 2.3.4.2 of the PPS states lot adjustments in prime agricultural areas may be permitted for legal or
as
easements, correction of deeds, quit claims, and minor boundary adjustments, which do not result in the
Policy 3.6.7 of the County Official Plan permits lot creation for agricultural uses, agricultural-related uses,
residence surplus to a farming operation and infrastructure in prime agricultural areas. Policy 3.6.7(a) notes
that new lots for agricultural uses should not be less than 40 hectares or the original survey lot size whichever
is the lesser. Policy 3.3.5 states that consents for the purposes of legal or technical reasons and consolidation
of land holdings may be permitted but shall not be for the purpose of creating new lots except as otherwise
permitted in the Plan and provincial policies. The definition of legal or technical reasons in the County Official
Plan is consistent with the PPS definition.

minor as stated in the definition of a technical or legal severance, does not qualify as a residence surplus to a
farming operation, and would ultimately result in the creation of a residential parcel in the agricultural
designation. The creation of new residential lots in prime agricultural areas is not permitted, except in the
case of farm consolidation, as per the PPS.
The proposed consent to create a 1.04 hectare parcel for a future residential and hobby farm use in the
is not consistent with the Provincial Policy Statement and does not conform with the
County Official Plan. Therefore, based upon the policies noted above, County of Simcoe Planning staff cannot
support the application.
As per Section 3(5) of the Planning Act
County staff trust these comments will assist the Committee in ensuring its decision is consistent with
Provincial policy and conforms to other applicable plans.

Thank you for your revised circulation of the McGill consent application (2016-B-06)
at 1355 and 1525 Line 3 North. It is my understanding that the revision relates to
policies and concerns with regard to the size of the retained hobby farm parcel.
This revision has reduced the retained parcels size from 3.01 ha to 1.04 ha.
As the retained lot will be created in an area outside of the conservation authority
regulated area, and the remaining lands will be conveyed to a neighbouring
agricultural use, also with suitable development areas outside of conservation
authority regulations, the previous comments as provided by NVCA staff on May

27, remain valid.
The NVCA through review of our policies and available hazard information does not
object to this lot line adjustment. The previous letter has been attached once again
for your records.

Thanks for taking time to meet with me on Monday regarding this application. I am the owner of the
property located at 81 Lakeshore Road West.
Although I am not opposed to the proposed construction, I do recognize that the application being
requested is not necessarily minor in nature as it fails to maintain the rural nature of the property. For
that reason I see it reasonable to request that there be some compensating measures taken to offset
the construction taking place directly adjacent to our property.
Clearly it will be necessary to remove portions of the mature privacy hedge located between the
properties, and although it may be possible to replace some of it, the section beside the new garage will
not allow enough space for it. I would appreciate if any approved variance could have in some form or
another the following conditions:
1.Maintaining the existing privacy hedge or replacing it with a solid board cedar fence in a timely
manner.
2.That the elevation exposed to the adjacent property be finished with maintenance free masonry
with no openings.

Hello Ms Spinosa,
I spoke to Ms Liske this date and advised her that I will be revising the measurements of
the proposed severed property.
The proposed residential building lot will measure 200 feet (frontage) along Ingram Road by
300 feet deep, an increase of 100 feet in depth.
I will confirm this in a subsequent e-mail to you early next week. I will be measuring the lot
to determine exactly where the back of the proposed lot will be in relation to our house, as I
value our privacy.
As expected, the Consent Application will be rescheduled for the September meeting.

The Ministry of Transportation has reviewed Minor Variance Application 2016-A-19 for a reduced
setback to a future parking lot expansion at 59 Line 4 North in Oro-Medonte. Please be advised that the
Ministry has no concerns regarding the 2m interior side yard setback, however the following comments
do apply to the proposal as a whole:
Should the variance be approved and the Community Centre Parking lot expansion does occur,
an MTO Building and Land Use Permit will be required prior to parking lot construction and/or
site alteration
back a
minimum of 14m from the Highway 11 property line.
o Only parking spaces in excess of the minimum parking requirement can be within the
14m MTO setback, but must still be setback a minimum of 3m from the Highway 11
property line
Access to the parking lot must be via the road allowance on the northern side of the subject site
I trust the above is clear, however if you do have any questions, feel free to ask.

Hi Teresa and Derek,
The Ministry of Transportation has reviewed Consent Application 2016-B-04 for the property municipally
known as 14 Cahiague Road in Oro-Medonte. After review, the Ministry has no concerns regarding
transposing the lot as depicted in the Consent sketch.
The Township is also advised that the newly created lot with frontage on Dunns Line is outside of the
Ministrys Permit Control Area for this stretch of Highway 12 and will not require any MTO Approvals or
Permits for development.
The existing lot with frontage on Highway 12 and Cahiague Road is within the Ministrys Permit Control
area and access will continue to be restricted to Cahiague Road only, no access of any type to Highway
12 will permitted.
