Public Meetings: a) Notice of Public Meeting and Complete Application for a Proposed Amendment to the Zoning By Law, Concession 1, Part of Lot 40 (Vespra), 3392 & 3396 Penetanguishene Road, 2015-ZBA-16 (Sinton). Deputy Mayor Hough called the meeting to order at 7:07 p.m. and explained the public meeting has been called in accordance with Section 34 of the Planning Act, to obtain public comment with respect to a proposed Development Application. Zoning By-law Amendment Application 2015-ZBA-16 (Sinton/1204600 Ontario Ltd.) proposes to re- zone a portion of the subject lands from Agricultural/Rural Exception 15 (A/RU *15) Zone to a Local commercial (LC) Zone. The lands subject to these applications are located at 3392 and 3396 Penetanguishene Road. Notice of the Public Meeting was mailed to landowners within 120 metres of the specified site on March 3, 2016 and a notice sign was posted on the subject property on or before March 3, 2016. The following correspondence was received: Nottawasaga Valley Conservation Authority received February 2, 2016; Simcoe County District School Board dated March 4, 2016; Maxime Picard, Nation Huronne-Wendat received March 7, 2016; Township of Oro-Medonte, Transportation Division dated March 8, 2016; Township of Oro-Medonte, Building Division received March 14, 2016; County of Simcoe dated March 15, 2016. Derek Witlib, Manager, Planning Services explained the purpose and effect of the proposed amendment. A PowerPoint presentation was presented. Darren Vella, Innovative Planning Solutions, on behalf of the applicant, presented an overview. A PowerPoint presentation was presented. The following public persons offered verbal comments with respect to the proposed amendment: None. Deputy Mayor Hough advised that no additional deputations to Council will be permitted with respect to the proposed amendment. A digital recording of the meeting is available for review through the Township's website. There being no further comments or questions, the meeting adjourned at 7:29 p.m. 8. That the correspondence dated March 15, 2016 from Abdualla Kareem re: Request for Tax Interest Relief be received. 2. That the request to waive tax interest be approved in the amount of $4,818.28 on the condition that the balance of the account is paid in full by April 29, 2016. 3. That RFP # CSI -IT 2016-01 Information Technology Master Plan be awarded to Prior & Prior Associates Ltd. for the tendered amount of $25,983 (plus HST). 3. That the Mayor and Clerk be authorized to execute the appropriate agreement on behalf of the Township. 4. That the applicants, who submitted tenders, be advised of Council's decision under the Manager, Information Technology's signature. 5. And that staff present a progress report prior to May 31, 2016. That Report No. TES2016-06, Jerry Ball, Director, Transportation & Environmental Services re: Shanty Bay Pilot Low Impact Development (LID) Project Tender Results be received and adopted. 2. That the tender for the Shanty Bay Pilot Low Impact Development (LID) Project be awarded to G.E. Binnie Haulage & Excavation Inc. for the tendered amount of $82,245.11 (including HST). 3. That the Mayor and Clerk be authorized to sign the Shanty Bay Park Pilot Low Impact Development (LID) Project Tender No. TES2016-10 Agreement. 4. And That G.E. Binnie Haulage & Excavation Inc. be advised of Council's decision, under the Director, Transportation and Environmental Services' signature. Carried. Motion No. C160323-15 Moved by Crawford, Seconded by Hall Be it resolved 1. That the verbal information presented by Andria Leigh, Director, Development Services re: Proposed Amendment to Section 5.2 Schedule "B" - Building Fees & Charges By -Law be received. 2. That Staff bring forward a by-law amending Section 5.2 of Schedule B of By-law 2015-115 to require double the permit fee for construction commenced without a permit with a minimum fee of $200. 3. And That the appropriate notice of the proposed fee amendment be provided in accordance with the Ontario Building Code.
