approval process of OPA #16.

December 8, 2003 re: Board Appointment Request.

It is recommended that the correspondence dated December 8, 2003 from Calvin Stone,
Co-President, Ontario's Lake Country, re: Board Appointment Request be received; and
further that Chris Carter, Recreation Co-ordinator, be appointed as the Township's
representative for the 2003-2006 term to realize the benefit of having a staff
representative to capitalize on advertising and economic development issues.

Whole Meetings.
Councillor Buttineau declared a conflict of interest on this item with respect to the .

It is recommended that the motion with respect to Item 6e) which reads:
"It is recommended that Report No. ADM 2004-01, Jennifer
Zieleniewski, CAO, re: Committee of the Whole Meetings be received
and adopted; that the Consent Agenda item on each Council agenda
be restructured to include all items for receipt for information only; that
Planning Advisory Committee meetings be held on the 2nd
Monday of each month at 7:00 p.m. and that public meetings with
respect to Planning matters be heard on the 3'. Monday of each
month; that future Committee of the Whole meetings be held in the
evening beginning at 7:00 p.m.; that Committee of the Whole meetings
be held on the second and fourth Wednesdays of the month; that a
Council Meeting be held immediately following the Committee of the
Whole meetings for the purpose of ratifying the recommendations
therein; that a regular Council meeting be held on the first Wednesday
of the month at 7:00 pm.; and further that the procedural by-law be
amended to reflect the new schedule as at February 4t", 2004. "

It is recommended that Report No. ADM 2004-01, Jennifer Zieleniewski, CAO, re:
Committee of the Whole Meetings be received and adopted; that the Consent Agenda
item on each Council agenda be restructured to include all items for receipt for
information only; that future Committee of the Whole meetings be held in the evening
beginning at 7:00 p.m.; that Committee of the Whole meetings be held on the second
and fourth Wednesdays of the month; that a Council Meeting be held immediately
following the Committee of the Whole meetings for the purpose of ratifying the
recommendations therein; that a regular Council meeting be held on the first
Wednesday of the month at 7:00 pm.; and further that the procedural by-law be

f) Councillor Fountain, re: High Energy Costs for Farmers (from December 17, 2003
meeting).

It is recommended that:
Whereas the provincial government's new energy pricing policy is scheduled to come into
effect on April 1, 2004;
And Whereas Ontario farmers are currently experiencing net income decrease and will be
adversely affected by higher energy costs;
And Whereas the Ontario Federation of Agriculture has made submission to the Ontario
Justice and Social Policy Committee Hearings with respect amendments to Bill 4, An Act to
amend the Ontario Energy Board Act, 1998; and has further submitted comments to the
Province with respect to alternate means of power generation, conservation, elimination of
barriers to farmers becoming generators of power and the use of new technology to produce
power;
Now therefore, be it resolved that the Township of Oro-Medonte support the Ontario
Federation of Agriculture's request to the Government of Ontario for consideration of the
proposed amendments to Bill 4 that hydro be priced to reflect farmers' real costs and that the
government's proposed short-term rate adjustments do not unfairly penalize the agricultural
sector;
.
And further, that the Ontario Federation of Agriculture be advised of Council's support.

g) Rural Ontario Municipal Association, correspondence re: ROMAlOGRA Combined
Conferences, February 22-25,2004, Fairmont Royal York Hotel (deferred at December
10,2003 meeting).

It is recommended that the correspondence re: ROMAlOGRA Combined Conferences from
The Rural Ontario Municipal Association from February 22-25, 2004 at Fairmont Royal York
Hotel be received and Councillor Marshall and Councillor Crawford be authorized to attend.

7. PUBLIC WORKS:
a) Report No. PW 2004-01, Jerry Ball, Public Works Superintendent, re: Proposed School
Safety Zone - East Oro School (to be distributed at the meeting).

It is recommended that Report No. PW 2004-01, Jerry Ball, Public Works Superintendent,
re: Proposed School Safety Zone - East Oro School be received and adopted; that the .
requests from the East Oro Home and School Association be denied at this time; and
further that the Public Works Superintendent advise the East Oro Home and School
Association accordingly.

8. ENGINEERING & ENVIRONMENTAL SERVICES:
a) Report No. EES 2004-01, Keith Mathieson, Director of Engineering and Environmental
Services, re: 1500494 Ontario Inc., Request for Reduction in Site Plan Securities - 8980
Hwy. #12.

It is recommended that Report No. EES 2004-01, Keith Mathieson, Director of Engineering
and Environmental Services, re: 1500494 Ontario Inc., Request for Reduction in Site Plan
Securities - 8980 Hwy. #12 be received and adopted; that the Treasurer be authorized to
reduce Mr. Meyer's security by $67,373.00 with the Township retaining $11,700.00; and
further that Mr. Meyer be notified of Council's decision.

Environmental Services, re: Marilynn Forbes - Request for Release of Site Plan
Securities.

It is recommended that Report No. EES 2004-02, Keith Mathieson, Director of
Engineering and Environmental Services, re: Marilynn Forbes - Request for
Release of Site Plan Securities be received and adopted; that the Treasurer be
authorized to release securities in the amount of $875.80 to Mrs. Forbes; and further
that Mrs. Forbes be notified of Council's decision.

c) Report No. EES 2004-04, Keith Mathieson, Director of Engineering and
Environmental Services, re: Simcoe County Fast Link Community Connectivity
Project.

It is recommended that Report No. EES 2004-04, Keith Mathieson, Director of
Engineering and Environmental Services, re: Simcoe County Fast Link Community
Connectivity Project be received and adopted; that the Township of Oro-Medonte
enter into a Share of Services Agreement with Point to Point Broadband to allow the
installation of communication towers at all municipal pump house locations; that
Point to Point Broadband provide the Township of Oro-Medonte with alanm
monitoring services for all municipal water systems at no cost, as long as the
communication towers are located on Municipal property; that the Clerk bring
forward the appropriate by-law for Council's consideration; and further that Point to
Point Broadband be notified of Council's decision.
