Warminster Sideroad (Peter Strik).
Item 6a), Consent Applications 2015-B-18, 2015-B-19 & 2015-B-20 by Peter Strik, 2028
Warminster Sideroad, Part Lot 6, Concession 14 (Medonte) was also dealt with at this
time.
Deputy Mayor Hough called the meeting to order at 5:31 p.m. and explained the public
meeting has been called in accordance with Sections 17, 22, 34, 53 and 54 of the
Planning Act, to obtain public comment with respect to proposed Development
Applications. Zoning By-law Amendment Application 2015-ZBA-11 (Strik) proposes to
re -zone a portion of the subject lands from Agricultural/Rural (A/RU) Zone to a
Residential 1 (R1) Zone. The effect of the proposed Zoning By-law Amendment is to
facilitate the creation of residential lots fronting on Warminster Sideroad.
Notice of the Public Meeting was mailed to landowners within 120 metres of the
specified site on December 17, 2015 and a notice sign was posted on the subject
property on or before December 24, 2015.
The following correspondence was received: Simcoe County District School Board
dated December 22, 2015; Barry Rix received December 23, 2015.
Derek Witlib, Manager, Planning Services explained the purpose and effect of the
proposed amendment. A PowerPoint presentation was presented.
Edward B. Veldboom, Russell, Christie, LLP, on behalf of applicant, presented an
overview.
The following public persons offered verbal comments with respect to the proposed
amendment: Marko Harjupanula; Bert Dobson.
Deputy Mayor Hough advised that no additional deputations to Council will be permitted
with respect to the proposed amendment.

2. The Development Services Committee grant provisional consent to Consent
Application 2015-B-18 to sever a lot, possessing a minimum frontage of 32.81
metres, a maximum lot depth of 60.96 metres and a minimum lot area of 2,000
square metres, for proposed single detached residential uses, together with an
easement for drainage purposes, subject to the following conditions:
a) That one copy of a Registered Reference Plan of the subject lands prepared by
an Ontario Land Surveyor be submitted to the Committee Secretary -Treasurer;
b) That the applicant's solicitor prepare and submit a copy of the proposed
conveyance for the parcels severed, for review by the Municipality;
c) That the applicant apply for and obtain approval of a Zoning By-law Amendment
to rezone the lands to a Residential One (R1) Zone;
d) That the applicant submit a hydrogeological assessment to the satisfaction of the
Township;
e) That the applicant's Conceptual Drainage Plan by Dearden & Stanton Ltd. be
revised to the satisfaction of the Township;
f) That the applicant implement the requirements, if any, of the Nottawasaga Valley
Conservation Authority.
g) That the applicant dedicate to the Municipality a fee of $2,000 as a parkland
contribution for each residential lot to be created as cash -in -lieu of a parkland
contribution pursuant to subsection 53(13) of the Planning Act, R.S.O. 1990 c. P.
13.;
h) That the applicant pay $9,302.74 for each lot created as a pro -rated fee for
upgrades to the municipal water system in the Warminster settlement area;

c) That an Ontario Land Surveyor may be required to verify by pinning the
foundation wall and verifying in writing by way of survey/real property report, prior
to the pouring of the footing and if no footing, the foundation, that the covered
porch is located no closer than 1.0 metre (3.3 feet) from the westerly interior side
lot line; and that the boathouse is located no closer than 1.0 metre (3.3 feet) from
the easterly interior side lot line;
d) That the applicant satisfy any permits and/or approvals required from the Lake
Simcoe Region Conservation Authority;
e) That the applicant submit a Site Plan Application and register an Agreement on
title for the proposed new development;
f) That the appropriate Zoning Certificate and Building Permit be obtained from the
Township only after the Committee's decision becomes final and binding, as
provided for within the Planning Act R.S.O. 1990, c.P. 13.
