1. Call to Order- Private Prayer/Moment of Reflection:
Mayor H.S. Hughes assumed the Chair and called the meeting to order followed by a
private prayer/moment of reflection.

2. Adoption of Agenda:
a) Motion to Adopt the Agenda.

Moved by Crawford, Seconded by Coutanche
Be it resolved that the agenda for the Special Council meeting of Wednesday,
December 22, 2015 be received and adopted.
Carried.
3. Disclosure of Pecuniary Interest:
Mayor H.S. Hughes declared a pecuniary interest on Item 4d) Robin Dunn, CAO re:
Litigation affecting the municipality (Burl's Creek) as his grandson, who is now a
teenager, has lived in his household continuously since he was 6 months old. His
biological parents do not. He began employment with the former owner of Burl's Creek
in September, 2014. His grandson worked at the June and September 2015
Automotive Flea Market and anticipates continuing to work for the former owner. Mayor
Hughes subsequently learned that the application for zoning impacts the former owner.
The former owner has an agreement to continue operating the Flea Market on lands
within the zoning application. Hence, the financial impact for his grandson is extended
by the Act to include Mayor Hughes as an elected official. Mayor H.S. Hughes was not
present for Item 4d) and did not participate in the discussion or vote on this item.

Be it resolved that Rule 3.7c) of Procedural By -Law No. 2014-194 be suspended in
order to allow the meeting to proceed past the 4 hour adjournment requirement.

Be it resolved that we do now Rise at 9:55 a.m. and Recess until 10:00 a.m. at which

2. And That staff bring forward the appropriate by-law to the January 13, 2016 Council
meeting.

1. That the presentations presented by Robin Dunn, CAO and Senior Management Team
re: 2016 Budget Presentations and Deliberations be received.
2. And That the CAO bring forward a recap to the January 13, 2016 Council meeting with
respect to the 2.96% overall projected tax increase.

Whereas the agenda for the Special Council meeting of December 22, 2015 includes a
Closed Session matter regarding litigation affecting the municipality (Burl's Creek);
And Whereas Council considered the matter early in the meeting and rose and reported
on the matter.
And Whereas prior to the Special Council meeting of December 22, 2015 being
adjourned, additional information with respect to the litigation affecting the municipality
(Burl's Creek) has become known;
Now Therefore Be it resolved that the provisions of Procedural By -Law No. 2014-194 be
waived to permit further discussion on the matter.
And That we do now go in Closed Session at 4:57 p.m. to discuss
• litigation affecting the municipality (Burl's Creek).
