Call to Order- Private Prayer/Moment of Reflection: Mayor H.S. Hughes assumed the Chair and called the meeting to order followed by a private prayer/moment of reflection. 2. Adoption of Agenda: a) Motion to Adopt the Agenda. Motion No. C150625-1 Moved by Jermey, Seconded by Crawford Be it resolved that the agenda for the Council meeting of Thursday, June 25, 2015 be received and adopted. Carried. 3. Disclosure of Pecuniary Interest: Mayor H.S. Hughes declared a pecuniary interest on Items 4d) Robin Dunn, CAO re: Solicitor -client privilege (Burl's Creek) and 10e) Report No. RC2015-06, Shawn Binns, Director, Recreation and Community Services re: Proposed amendments to regulations pertaining to special events taking place in the Township of Oro-Medonte as his grandson, who is now a teenager, has lived in his household continuously since he was 6 months old. His biological parents do not. He began employment with the former owner of Burl's Creek in September, 2014. His grandson worked at the June 2015 Automotive Flea Market and anticipates working at the upcoming September 2015 Automotive Flea Market. Mayor Hughes subsequently learned that the application for zoning impacts the former owner. The former owner has an agreement to continue operating the Flea Market on lands within the zoning application. Hence, the financial impact for his grandson is extended by the Act to include Mayor Hughes as an elected official. Mayor H.S. Carried. 6. Recognition of Achievements: a) Joyce Sinton re: 2015 Oro-Medonte Citizen of the Year Award Recipient. Joyce Sinton was presented certificates for the 2015 Oro-Medonte Citizen of the Year Award. b) Betty and Tom Partridge re: 2015 Ontario Seniors of the Year Award Recipient. Betty and Tom Partridge were presented certificates for the 2015 Ontario Senior of the Year Award. c) Correspondence dated May 1, 2015 from Art Pullan, Executive Director, Fire Marshal's Public Fire Safety Council re: Cheque Presentation to Oro-Medonte Fire & Emergency Services' Department. Representatives from the Fire Marshal's Public Fire Safety Council and Enbridge Gas Distribution Inc. presented the Township with a credit to purchase firefighter training materials. And That the Oro-Medonte Firefighters Association be recognized under the Mayor's signature. Carried. 7. Public Meetings: a) Public Meeting re: Proposed Building Permit Fee Schedule Revisions. Deputy Mayor Hough called the meeting to order at 7:33 p.m. and explained the public meeting has been called under the authority of the Building Code Act, Section 7.(6), S.O. 1992, c.23 as amended, to obtain public comment with respect to proposed amendments to the Fees and Charges By -Law. Notice of the Public Meeting was emailed to Orillia District Construction Association and Barrie Homebuilders Association for distribution and posted on the Township's website. The following correspondence was received: None. Bobbi Leppington Chief Building Official, explained the purpose and effect of the proposed By -Law. A PowerPoint presentation was presented. The following public persons offered verbal comments with respect to the proposed By - Law: Derek Watson. Deputy Mayor Hough advised that no additional deputations to Council will be permitted with respect to the proposed By -Law. A digital recording of the meeting is available for review through the Township's website. That Report No. DS2015-054, Andria Leigh, Director, Development Services re: Clearance of Draft Plan Conditions and Execution of Subdivision Agreement with Braestone Development Corporation — Phase 1 A, Part of Lots 2 and 3, Concession 9 (Oro), RP 51 R-21804, File: 43-T-91031 be received and adopted. 2. That the Township of Oro-Medonte enters into a Subdivision Agreement with Braestone Development Corporation, upon receipt of the appropriate Letter of Credit. 3. That Report No. DS2015-055, Andria Leigh, Director, Development Services re: Source Water Protection — Implementation & Enforcement, and Agreement for Provision of Risk Management Services be received and adopted. 2. That Council approve the By-law to appoint Keith Sherman of the Severn Sound Environmental Association as the Risk Management Official and Risk Management Inspector, and Melissa Carruthers of the SSEA as Risk Management Inspector for the Township of Oro-Medonte under Part IV of the Clean Water Act; and, 3. That the Township of Oro-Medonte enter into an Agreement with the Severn Sound Environmental Association for Enforcement of Part IV of the Ontario Clean Water Act and policies relating in the Approved Source Water Protection Plan; and 4. That the Fees and Charges By-law for the Township of Oro-Medonte be amended to include fees regarding the services of the Risk Management Officer pursuant to the Clean Water Act; and 5. That the required by-laws be brought forward for Council's consideration. 6. And that the Severn Sound Environmental Association be advised of Council's decision under the Director, Development Services' signature. Carried. d) Shawn Binns, Director, Recreation and Community Services re: By -Law No. 2015-024: A By-law to Authorize the Execution of a Funding Agreement between the County of Simcoe and Township of Oro-Medonte. That the verbal information presented by Shawn Binns, Director, Recreation and Community Services re: By -Law No. 2015-024: A By-law to Authorize the Execution of a Funding Agreement between the County of Simcoe and Township of Oro- Medonte be received. 2. That the County of Simcoe be provided an update on the Oro African Methodist Episcopal Church restoration project. 3. And That staff be directed to repay the financial assistance from the County of Simcoe per By -Law No. 2015-024 upon ratification of a funding agreement with Parks Canada. Carried.
