NOTICE OFSTUDYCOMMENCEMENT
Horseshoe Craighurst Corridor Water, Wastewater and Transportation Master Plan
The Horseshoe Craighurst Corridor (HCC)

Landowners Group Inc. (the Landowners) and
the Township of Oro-Medonte have started a
Water, Wastewater and Transportation Master
Plan to identify a long-term servicing plan for the
future development of the HCC Development
Area. Thepreliminary study area includes both the
Craighurst and Horseshoe Valley settlement areas
and adjacent lands (see map). It is anticipated that
new servicing infrastructure will be proposed
within this area to service future development of
thetwo settlement areas. This preliminary study
area may be expanded prior to the Public Open
House, depending on the servicing alternatives
developed through the Master Planning process. If
the study area expands,a similar public
notification will be provided.
Development in thetwo settlementareas is subject to the specific policies and related amendments of the Township of
Oro-Medonte Official Plan (2007) and the County of Simcoe Official Plan (2008, as amended).Water and wastewater
servicing outside of the two settlement areas is not part of this Master Planning process.
The Process
The study will follow the Municipal Engineers Association (MEA) Master Planning process Approach #2,
as outlined in the MEA Class EA (October 2000, as amended October 2007 & 2011) document. The Master Plan
will carry out the requirements for Schedule A, A+ and B projects, and set the stage for future Schedule C projects. The
study will define existing problems and opportunities, and consider and evaluate alternative solutions to ultimately
identify the preferred water, wastewater and transportation servicing strategy.
Public Consultation
Consultation with and input from the public and government review agencies is a vital part of the Class EA process.
Anyone with an interest can participate by providing comments which will be considered as the project moves
forward. In addition, a Public Open House will be held to provide information and receive feedback. It is
anticipated the Open House will be held inthe Fallof 2015 and will present study background information, the
various servicing solutions considered, the preliminary recommended servicing solutions and next steps. The Open
House date and venue will be similarly advertised.

I would like to express my appreciation to Township of Oro-Medonte Council and staff for
assisting with
Program.
This was the sixth year the program has been offered in the Township of Oro-Medonte. The
initiative was a successful partnership between Severn Sound Environmental Association,
Dufferin Simcoe Land Stewardship Network, the Townships of Tay, Tiny, Oro-Medonte,
Springwater and Severn, the Towns of Midland and Penetanguishene, and the City of Orillia.
The goal of the program was to promote tree planting by offering reasonably-priced, native tree
seedlings to residents of the eight municipalities. The program was quite successful; response
to the project was good, and we distributed 6,300 native trees and shrubs of eight species in
total. Many of the participants expressed their appreciation that the program was offered this
year, and indicated they would like to participate in future years.
Samah Othman and Janette Teeter provided valuable assistance with promoting and
, and Councillor Crawford and his wife were most helpful on tree
sorting/packaging day.
We will be preparing a final report on the project, and will send a copy to each of the
participating municipalities when it is complete.

1.0 Welcome and Approval of Agenda
The meeting came to order at 11am. Chair asked for any corrections or additions to the
agenda. No changes. Agenda approved. Roundtable introductions, as the committee
welcomed Melinda Bessey, as a temporary representative for the Town of Penetanguishene.
2.0 Review and Approval of Minutes from Last Meeting (February 6, 2015)
The minutes of the previous meeting were distributed on February 11, 2015, with minor
corrections prior to final distribution on March 26, 2015. The Chair requested comment.
There being no further corrections, motion to approve as written by M. Burton. Motion to
second by M. Whelan. Minutes approved by the committee.

3.0 Update on Action Items Resulting from February 6 Meeting
Coordinator reviewed the action items, noting no outstanding action items from the
February 6 meeting. Indicted that budget request and invoices were sent via post-mail to
each municipality on March 31, 2015. This letter was also sent via e-mail to each
respective SPSC representative. Coordinator explained that each action item (as relevant)
will be discussed as part of the 2015 Work Plan Item (Item 4.0).
4.0 2015 SSS Work Plan Items
4.1 Sustainable Speaker Series (community-focused)
Walmart-Evergreen Green Grant
Coordinator provided an update on the status of the application, which
although the high quality of the application was recognized, SSS was not
approved for the funding request of $10,000 to support the 2015/2016
Sustainable Speaker Series. No further action required.
TD FEF Grant
Sustainable Severn Sound was contacted by the TD FEF Program Manager (PM) on
March 16, who was very impressed by our grant submission, and has approved 50%
of the request. As the PM sees the merit of the proposal and would like see the TD
FEF fund the entire $10,000, she will approach the Executive Director and Regional
Board to -
expected on April 8.
Action Item: (1) Coordinator to send TD FEF application to each SPSC
representative (FYI). (2) Oro-Medonte is looking for information on the speaker
series (could be this or the panel sessions). Contact person was identified as Donna
Hewitt. Coordinator will connect with Ms. Hewitt to provide the information
requested. (3) Coordinator will provide update (via e-mail) on the status of the
application after receiving an update from the TD FEF PM on April 8.
4.2 Community Sustainability Survey, Georgian College Research Analyst Program
The student research team and I met on Wednesday, March 25 to refine the phone
script, e-mail template, focus group locations, and overall format of the survey and
focus groups. Please find a DRAFT of the media materials below for your review.

SSS will ask each SPSC member to facilitate the placement of (1) the
media/communication materials on their respective websites; and (2) a prominent
link to the finalized survey on their website and any print materials.
The Coordinator expanded upon the project, providing additional background for
the attendees. During the prior meeting with the students on Wednesday, March 11
at the SMDHU in Barrie, SSS and SMDHU had discussed the survey, and how to
best acquire the data to support the objectives outlined in the Research Plan. Input
from Tim (the course Professor) and John (Epidemiologist, SMDHU) were in
alignment in that the delivery of a survey to a new set of respondents would be
the 2015 survey, and invite a representative panel of previous respondents to a
focus group activity (2-3, to be determined). Major tasks and responsibilities were
defined, with a meeting scheduled for Wednesday, March 25.

Coordinator noted that Tuesday, April 14 has been booked for the student
presentation to the client (SSS) to approve the final project design and
methodology. Coordinator will finalize details and send to SPSC for their
information. The RAP sub-committee (Keith, Marina, John B.) will be invited to
attend.
Coordinator proposed the idea of using the survey and focus groups
as an opportunity to initiate an update and review of the Severn Sound
Sustainability Plan (SSSP). The input from the survey, the focus groups, the
proposed speaker series, and the municipal discussion panel could all be used to
identify priorities, and increase community engagement of the SSSP as we move
forward. This exercise would also help redefine and refocus the efforts of
Sustainable Severn Sound, and help us meet the expectations of our municipal
partners and the community. Comments received from the attending SPSC
members was positive, with comments supporting the initiative including:
SSSP was intended to be a living document that would be updated approximately
every 5 years, this is timely;

Survey is a good chance to build community engagement and lead it into the SSSP
review;
New ideas and focus areas have changed, the SSSP would be more relevant if
updated, but still important to include measurables;
This would require a review of other sustainability plans (i.e., what has made others
successful, review of external literature);
Community wants things to be more sustainable, how do we engage residents in the
process;
Potential strategy could be to review strategic directions and actions, use the
existing plan to review and streamline the plan;
Who would the review be directed towards? Define target (i.e., elected officials,
municipal staff, and/or community members?);
Strategy could consider sitting down with each member to determine the best
approach to reviewing the plan (i.e., Coordinated Section Committee, key staff
and/or councils);
Options for engagement could include a charrette/visioning exercise for councils,
staff; as well as for direct engagement with the community;
Is it worth having a meeting to discuss options for implementation;
A strategic approach could be approaching the directors and asking for their input
on the best method of engagement;
Another approach would be to go through the actions as a group and review each
action and determine relevance;
Develop a scan of best practices of sustainability action plans, and consider the
following:
SSSP is a hybrid plan (government and community-based plan) that have
o
multiple elements that result in almost a miss-match, lots of changes to the
landscape (i.e., green energy, regulations, climate change); and
SPSC members should challenge each other to facilitate a valid selection
o
process;
Link the review with the baseline report (2014);
Originally, FCM was very involved in this process, consider what resources may be
available to assist the SPSC in moving forward with this process;
Research/review of best practices by Amelia Clarke (regional and community-based)
could be a good place to start;
SPSC members would require guidance questions/criteria to go through plan and
review/edit prior to next meeting (i.e., utilizing SMART goals);
This could redefine and focus SSS and the SSSP as an organization that (1)
communicates/shows sustainability trends (data), and (2) as a group that advocates
and engages/educates.
Green municipal hub (inherent potential for
growth);
Consider researching the Clean Air Council model (SMDHU is a member), every
month there is a council meeting, with a focus theme for each meeting (i.e., climate

change, energy, air quality) opportunity to develop a community hub or sharing
group to encourage sustainable practices; and
Questions to consider:
- Are the criteria available to do an appropriate review?
- Should the Coordinator develop a few questions to help guide
representatives through the Plan?
Action Item: (1) Coordinator to finalize RAP client presentation details for April 14
and send invitation to RAP sub-committee (Keith-SSEA, Marina-SMDHU, and John-
SMDHU). (2) Coordinator to complete a review of best practices/literature in
regards to Community Sustainability Plan review and/or updates and send to
committee for review by April 23, 2015. (3) Coordinator to develop some draft
criteria for reviewing the Plan based upon the findings from the review (Action Item
(2)) and request SPSC review/comment at the SPSC meeting scheduled for May 7,
2015. (4) Coordinator to look into assistance from FCM to facilitate this
process, including funds and staff support (for guidance and/or a facilitated
process).
4.3 Sustainability Discussion Sessions (municipally-focused)
The completed Project Proposal for SPSC review and comment was sent March
19, 2015. This began to take shape from the comments SSS received as part of
delegations to municipal councils, and it was supported by the SPSC during our
last meeting that the Coordinator go forward with a meeting to discuss the idea
(held February 27, and attended by Keith, Mara, Councillor Stevens, and Councillor
File and Councillor Main). Please find that document enclosed below. The
Coordinator requested comment and review of the proposal and asked the
attending SPSC members to vote on whether to proceed with the first event in mid-
June, 2015.
Comments:
Conceptually, this is a good idea, I would recommend 2 events in order to
really determine the success of the project/initiatives;
Ensure that this is manageable exercise;
The topic may become clearer through initial planning activities;
For the June event, it was recommended to research the Ontario
Sustainability Energy Network and consider the inclusion of both the MPUC
and Newmarket-Tay Hydro; and
Is it possible to consider a travelling video show (pro/con) (i.e., success with
the Orillia EAC and the incinerator debate).

Coordinator asked if the committee would like SSS to proceed with the planning of
a June event, and would start with engaging with the potential identified speakers
and the utility corporations. There being no further comments, the Chair asked for
a vote for SSS to proceed with the first event scheduled for June. Moved by R.
Stevens, motion to second by M. Burton. Approved.
Action Item: (1) Coordinator to move forward with the planning of an event for
June. Update to be provided at May 7, 2015 SPSC meeting.
4.4 Sustainable Meeting and Event Policy Development
Sustainable Meeting and Event (Best Practice Scan/Literature Review)
A review of the information has been completed, was attached for your review on
March 26, 2015. This was discussed at the February meeting, and it was decided
that a review of existing practices be completed for SPSC review and comment
before proceeding. The SPSC shall vote to determine if (1) SSS is to proceed with the
development of a Sustainable Meeting and Event Guide, and (2) if a sub-committee
is required to oversee the development of the guide.
Action Item: (1) Due to work plan considerations, it was supported by the attending
SPSC members that the Item be deferred to next meeting for further discussion.
4.5 Comment on the Town of Midland Official Plan
Letter was provided for SPSC review at the meeting with a deadline for
Wednesday, April 8 for comments. Letter to be submitted to the Town by April 10
deadline.
Action Item: (1) SPSC members in attendance were asked to review the letter and
provide comments at their earliest convenience. (2) Coordinator to send letter to
each SPSC member for review and comment by Tuesday, April 7, 2015, with a
request for comment by Thursday, April 9, 2015. (3) Coordinator will send letter to
the Town of Midland by the deadline of Friday, April 10, 2015.

It was requested that a Thursday, May 7 meeting be added as a working meeting to
review options for updating of the Sustainability Plan. Also, the June SPSC meeting
is to be moved to Wednesday, June 3 from 11am-1pm instead of Thursday, June 4
as the meeting would conflict with the SSEA Watershed Tour. The change was
supported unanimously by the SPSC.
Action Item: (1) Coordinator to send meeting request reflecting the addition of the
Thursday, May 7 meeting 11am-1pm and the change of the June 4 meeting to
Wednesday, June 3 from 11am-1pm, 105 Fourth Street, Midland.
