The Corporation of the Township Of Oro-Medonte
By -Law No. 2014-194
A By-law to Govern the Proceedings of Council and Committees/Technical
Support Groups of Council in the Township of Oro-Medonte
and to Repeal By-law No. 2013-054
Whereas Section 238(2) of the Municipal Act, 2001, S.O. 2001, c.25, as amended
states that every municipality and local board shall pass a procedure by-law for
governing the calling, place and proceedings of meetings;
And Whereas Section 238(2.1) of the Municipal Act, 2001, S.O. 2001, c.25, as
amended states that the procedure by-law shall provide for public notice of meetings;
And Whereas the Township of Oro-Medonte By-law No. 2013-054, being a by-law to
govern the proceedings of Council and Committees/Technical Support Groups of
Council in the Township of Oro-Medonte was passed under the authority of the
Municipal Act, 2001, S.O. 2001, c.25, Section 238(2);
And Whereas the Council of the Corporation of the Township of Oro-Medonte deems it
expedient to repeal By-law No. 2013-054 so that Council may reflect the current
practices, procedures and statutory requirements of Council and Committees/Technical
Support Groups of Council;
Now Therefore the Council of the Township of Oro-Medonte hereby enacts as follows:
1. That the proceedings of Council and its Committees/Technical Support Groups,
the conduct of the Members and the calling of meetings shall be governed by the
provisions and regulations contained in Schedule "A", attached hereto and
forming part of this by-law.
2 That the current edition of "Robert's Rules of Order Newly Revised" shall be the
basis of interpretation for questions of procedure or order not provided for in
Schedule "A".
That should any section, subsection, clause, paragraph or provision of this by-
law be declared by a court of competent jurisdiction to be invalid, the same shall
not affect the validity of the by-law as a whole or any part thereof, other than the
provision so declared to be invalid. Any provincial Statutes imposed contrary to
this by-law shall take precedence.
That this by-law may be cited as the "Procedural By-law".
That By-law No. 2013-054 is hereby repealed in its entirety.
This by-law shall take effect on the 1st day of January, 2015.
By-law read a First, Second and Third time, and Passed this 10th day of
December, 2014.

1.0 Definitions
That in this By-law:
a) "Agenda" means a list of all items to be considered by the CounciUCommittee
at the meeting for which the agenda was published.
b) "Closed Session" means a meeting, or portion thereof, closed to the public in
accordance with Section 239 of the Municipal Act, 2001, as amended.
c) "Committee" means an advisory committee or technical support group of
Council or similar entity.
d) "Chair" means the person presiding over a meeting of a Council or
Committee/Technical Support Group.
e) "Clerk" means the Clerk of the Township of Oro-Medonte, or the Deputy
Clerk, or the Coordinator, Corporate Services, acting in the capacity of the
Clerk in his/her absence, or a person who the Clerk has delegated authority
to in accordance with Section 228(4) of the Municipal Act, 2001, as amended.
f) "Consent Agenda" means a list of items on the agenda containing
recommendations from staff as to their disposition, all of which may be
adopted by one motion, but any of which may be transferred to the regular
agenda for consideration upon the request of a member.
g) "Council" means the Council of The Corporation of the Township of Oro-
Medonte.
h) "Deputation/Delegation" means a person or group of persons who address
CounciVCommittee on behalf of an individual or a group for the purpose of
making a presentation.
i) "Emergency Meeting" means a meeting not scheduled in accordance with the
approved schedule of meetings and must be held as expeditiously as
possible.
j) "Head of Council" means the Mayor of The Corporation of the Township of
Oro-Medonte or the Deputy Mayor acting in the capacity of the Mayor in
his/her absence.
k) "Holiday" means:
(i) any holiday as defined in the Section 88 of the Legislation Act,
2006. S.O. 2006, c.21, Sched. F,
(ii) any day proclaimed by the Head of the Council as a Civic Holiday.
I) "Improper Language" means the use of profane, indecent or obscene
language.
m) "Local Board" means a public utility commission, transportation commission,
board of park management, board of health, planning board, or any other
board, commission, committee, body or local authority established or
exercising any power or authority under any general or special act with
respect to any of the affairs or purposes of a municipality or of two or more
municipalities or parts thereof.
n) "Meeting" means any regular, special, committee or other meeting of Council,
or a local board or of a committee of either of them.
o) "Member" means a member of the Council, including the Head of Council, or
a member which Council has appointed to a Committee/Technical Support
Group.

p) "Notice of Motion" means an advance notice to members of a matter on which
Council will be asked to take a position.
"Recorded Vote" means the recording of the name and vote of every Member
on any matter of question.
q)
r) "Resident" means an individual who resides or rents/owns property within the
boundaries of the Township.
s) "Special Meeting" means a meeting not scheduled in accordance with the
approved schedule of meetings.
t) "Technical Support Group" means an advisory committee where Tess than 50
per cent of the members are members of Council of the Township of Oro-
Medonte.
u) "Township" means The Corporation of the Township of Oro-Medonte.
2.0 Notice of Meeting
a) The Clerk shall ensure that the agenda for each regular meeting of
Council and Committee shall be posted to the Township website on the
morning of the first business day of the week of the meeting.
b) Notice of a Special Council Meeting shall be given to the public by posting
of the Agenda on the Township website as soon as is practicable after
notice of the Special Meeting has been given.
c) Notice of an Emergency Council Meeting shall be given to the public by
posting the Agenda on the Township website as soon as is practicable.
Such posting may not occur prior to the Emergency Meeting.
d) The Mayor or Chair may, if it appears that a storm or like occurrence will
prevent the members from attending a meeting, postpone that meeting by
advising the Clerk and as many members as they are able to reach.
Postponement shall not be for any longer than the next regularly
scheduled meeting.
e) The Chair may cancel a meeting due to lack of items for consideration, or
when it has been confirmed before the meeting that there will be a lack of
quorum present. Such cancellation shall be noted on the Township's
website as soon as is practical after the meeting has been cancelled.
The Clerk, or designate, shall provide notice of cancellation to Council,
Staff, Media and all other interested parties a minimum of two (2) hours,
whenever possible, in advance of any meeting, public meeting, hearing, or
information session in the case of severe inclement weather. The notice of
cancellation shall be posted on the Township's website, and may be
communicated in any other manner deemed appropriate for the
circumstances of the cancellation.

3.0 Calling, Place and Time of Meetings
3.1 Inaugural Meeting of Council
a) The Inaugural Meeting of Council shall take place at 7:00 p.m. on the first
Wednesday of December following a regular election.
b) The Mayor -elect and Clerk shall be responsible for the location, content
and format of the agenda for the Inaugural Meeting and all arrangements
for the Inaugural proceedings.
c) That prior to the commencement of the first meeting of the newly elected
Council, the Clerk in consultation with the Mayor, shall establish the
seating arrangement to be used for the Term of Council, or portion
thereof.
3.2 Regular Meeting Schedule of Council
The regular schedule of meetings for the Council of The Corporation of the
Township of Oro-Medonte shall be:
a) Council Meetings on the second and fourth Wednesday of each month
(except July, August and December — as defined further in this section).
b) The public session meeting on the second Wednesday of the month will
commence at 10:00 a.m. The meeting may commence up to 1 hour
earlier to deal with Closed Session Items. In the event that Council
concludes discussion on the Closed Session Items prior to the 10:00 a.m.
public session, Council will rise and recess and reconvene at 10:00 a.m.
for the reporting of the Closed Session Items during the public session.
Any matter which is not concluded during the preliminary Closed Session
will be carried forward to the Closed Session Items (Unfinished Items)
towards the end of the meeting agenda.
c) The public session meeting on the fourth Wednesdays of the month will
commence at 7:00 p.m. The meeting may commence earlier to deal with
Closed Session Items. The Closed Session commencement time will be
as noted on the agenda cover pages for the said meeting. In the event
that Council concludes discussion on the Closed Session Items prior to
the 7:00 p.m. public session, Council will rise and recess and reconvene
at 7:00 p.m. for the reporting of the Closed Session Items during the public
session. Any matter which is not concluded during the preliminary Closed
Session will be carried forward to the Closed Session Items (Unfinished
Items) towards the end of the meeting agenda.
d) During the months of July and August, a Council meeting shall be held on
the Wednesday of the week, in which the 15th day falls between Sunday
and Saturday with the public session commencing at 10:00 a.m. The
meeting may commence up to 1 hour earlier to deal with Closed Session
Items. In the event that Council concludes discussion on the Closed
Session Items prior to the 10:00 a.m. public session, Council will rise and
recess and reconvene at 10:00 a.m. for the reporting of the Closed
Session Items during the public session. Any matter which is not
concluded during the preliminary Closed Session will be carried forward to
the Closed Session Items (Unfinished Items) towards the end of the
meeting agenda.

e) During the month of December, meetings shall be held as follows:
i) The public session meeting on the second Wednesday of the
month will commence at 10:00 a.m. The meeting may commence
up to 1 hour earlier to deal with Closed Session Items. In the event
that Council concludes discussion on the Closed Session Items
prior to the 10:00 a.m. public session, Council will rise and recess
and reconvene at 10:00 a.m. for the reporting of the Closed
Session Items during the public session. Any matter which is not
concluded during the preliminary Closed Session will be carried
forward to the Closed Session Items (Unfinished Items) towards the
end of the meeting agenda.
ii) On the third Wednesday to be held at 7:00 p.m. which shall be
dedicated to Recognition.
iii) There shall be no meeting the fourth Wednesday of the month.
f) When a Development Services Committee meeting is held, there shall be
a Regular meeting of Council held immediately following the Development
Services Committee. This Regular meeting of Council shall be held solely
for the purposes to adopt the recommendations of the Development
Services Committee meetings and consideration of any By-laws emanating
from the recommendations of the Development Services Committee.
Meetings of Council/Committee shall be held at the Township of Oro-
Medonte Administration Centre, 148 Line 7 South, Oro-Medonte or any
other location within the municipality otherwise designated from time to
time for such purposes. The location shall be identified on the agenda
cover pages for the said meeting.
h) In the event that the day scheduled for a regular Council meeting is a
public holiday, civic holiday, or a day on which a Municipal Election is to
be held, the Council shall meet at the same hour on the 1St day thereafter,
unless otherwise provided by resolution.
i) Where a Regular meeting of Council is to be held at a time, day or place
other than as set out in this Section, Council shall give notice, at least 48
hours in advance of such meeting, by publication on the Township
website, and if deemed appropriate by the Clerk, in a newspaper that is, in
the Clerk's opinion, of sufficient general circulation in the area to give the
public reasonable notice of the meeting.
Notwithstanding Section 3.2 j), where a Regular meeting of Council is to
be held at a location within the Township as a Travelling Council meeting,
Council shall give notice, at least 30 calendar days in advance of such
meeting, by publication on the Township website and any other manner
which is deemed appropriate by the Clerk, to inform the residents of the
area in which the meeting will be held.

3.3 Council Meetings — Special or Emergency
a) The Mayor may, at any time, summon a Special Meeting of the Council.
b) The Clerk, in consultation with the Mayor, may summon a Special Meeting
of the Council in circumstances where Council needs to make decisions and
actions need to be taken before the next regularly scheduled meeting.
c) Upon receipt of a petition of the majority of the Members of Council, the
Clerk shall summon a Special Meeting for the purpose and at the time
mentioned in the petition.
d) No business may be transacted at a Special Meeting of Council other than
that specified in the notice of the meeting or agenda.

e) Once the agenda for a Special Meeting of Council is posted on the
Township website, there shall be no amendment to the notice of the
meeting or the agenda.
f) Notice of a Special Meeting of Council shall be delivered to all members of
Council at least one calendar day before the date established for the
Special Meeting.
g)
If a Special Meeting of Council is summoned as the result of a request
from an applicant to deal with a specific matter before the next regular
meeting of Council, the applicant shall be responsible for all costs
associated with the Special Council meeting, including per diem and
mileage payments, etc. The minimum charge of $750.00 shall be
applicable in such circumstances where a Special Council meeting is
deemed to be a "half day".
h) The Mayor may, at any time, summon an Emergency Meeting of Council
without the required one calendar day notice where the Mayor is satisfied
an extraordinary situation exists that will negatively impact the health,
safety and well-being of persons, expose the municipality to liability, or
negatively impact the municipality's position in negotiation, if Council does
not make a decision and the Township does not act on the matter within
one calendar day of the Emergency Meeting.
i) No business may be transacted at an Emergency Meeting of Council other
than the business dealing directly with the emergency or extraordinary
situation.
j)
When the Mayor summons an Emergency Meeting of Council, the Clerk
shall notify members of Council of the meeting in the most expedient
manner.
k) For the purposes of the Township's Remuneration By-law, an Emergency
Meeting of Council shall be classified as a Special Meeting of Council.
3.4 Committees or Technical Support Groups of Council Meetings
a) Committees or Technical Support Groups wholly within the sphere of the
jurisdiction of Council may be established, revised, disbanded and
replaced as Council deems necessary.
b) All members of such Committees/Technical Support Groups shall be
residents within the municipality.
c) The Mayor shall be an ex -officio member of all Township Committees and
Technical Support Groups where not otherwise prohibited by any Act.
d) Council of the Township of Oro-Medonte, in its sole discretion, may
amend the appointment of any public member to a Committee/Technical
Support Group during its term.
e) The provisions of this By-law, with necessary modification, shall apply to
Township Committees or Technical Support Groups and to any other
Committees or local boards established by Council from time to time.
f) In the event that Council has enacted a Committee/Technical Support
Group specific procedural by-law, the provisions of this By-law, shall apply
when the Committee/Technical Support Group specific procedural by-law
does not speak to the matter in question.
Meetings of Committees or Technical Support Groups of Council shall be
scheduled by the Township.

h) In the event that the day scheduled for a regular Committee meeting is a
public holiday, civic holiday, or a day on which a Municipal Election is to
be held, the Committee shall meet at the same hour on the 1St day
thereafter, unless otherwise provided by resolution.
3.5 Time Meetings to Commence
As soon after the hour fixed for the Council or Committee/Technical Support
Group meeting as there is a quorum present, the Head of Council or Chair shall
take the chair and call the Members to order.
3.6 Clerk Required
No meeting of Council or Committee/Technical Support Groups, including any
Closed Session, shall be held in the absence of the Clerk or his/her designate.
3.7 Time Meetings to Adjourn
a) Day meetings shall adjourn at 1:00 p.m. unless this rule is temporarily
suspended by resolution of the majority of the Members present.
b) Night meetings shall adjourn at 10:00 p.m. unless this rule is temporarily
suspended by resolution of the majority of the Members present.
c) Special Meetings and Emergency Meetings of Council shall adjourn 4
hours after their scheduled commencement unless this rule is temporarily
suspended by resolution of the majority of the Members present.
d) Notwithstanding Sections 3.7 a) and b), a meeting lasting 4 hours or less
shall be deemed to be a "half day" in accordance with the Township's
Remuneration By -Law.
4.0 Quorum
4.1 Quorum — Council
a) Four (4) Members of Council shall constitute a quorum.
b) Where quorum is not present within thirty minutes of the time appointed
for a meeting, the Clerk shall call the roll and record the names of the
Members present. The meeting shall stand adjourned until the next
regular meeting or until a Special Meeting is called.
4.2 Quorum — Committees or Technical Support Groups of Council
a) A majority of the whole number of voting members required to constitute
the Committee or Technical Support Group shall be necessary to form a
quorum (being the next whole number in excess of one-half the number of
members).
b) Where quorum is not present within thirty minutes of the time appointed
for a meeting, the Clerk shall record the names of the Members present.
The meeting shall stand adjourned until the next regular meeting or until a
date is fixed by the Chair for which 48 hours notice is given to all
committee or technical support group members.
4.3 Attendance
Any member of Council may attend any meeting of any Committee or Technical
Support Group to which he/she has not been appointed and such a member shall
only participate in the discussion at the invitation of the Chair. Such attendance
at the Committee/Technical Support Group meeting shall be at the member's
own discretion and without per diem.

4.4 Non -Attendance — Committees or Technical Support Groups of Council
a) The seat of a member of a Committee or Technical Support Group shall
be declared vacant if the member is absent for three (3) consecutive
meetings, without prior approval from Council, with the exception of
illness/health reasons.
b) If that person is prepared to show just cause why they should remain on
the Committee or Technical Support Group, the continuation of their
appointment shall be determined by Council.
c) Members of a Committee or Technical Support Group are required to
inform the Clerk's office of any anticipated, but unavoidable, absences
from upcoming meetings.
5.0 Open and Closed Meetings - General
5.1 Open Meetings
All meetings of Council and all meetings of any Committees/Technical Support
Groups of Council shall be open to the public subject to the exceptions listed in
Section 5.2.
5.2 Closed Session Meetings
a) A meeting or part of a meeting may be closed to the public if the subject
matter being considered relates to:
i) the security of the property of the municipality (may be cited as
"security of municipal property");
ii) personal matters about an identifiable individual, including
municipal employees (may be cited as "personal matters about an
identifiable individual");
iii) the proposed or pending acquisition/disposition of land by the
municipality (may be cited as "acquisition/disposition of land");
iv) labour relations or employee negotiations (may be cited as "labour
relations/employee negotiations");
v) litigation or potential litigation affecting the municipality, including
matters before administrative tribunals (may be cited as "litigation
affecting the municipality");
vi) advice that is subject to solicitor -client privilege, including
communications necessary for that purpose (may be cited as
"solicitor -client privilege");
vii) a matter in respect of which a council, committee or other body may
hold a closed meeting under another Act;
viii) the consideration of a request under the Municipal Freedom of
Information and Protection to Privacy Act, if the Council is
designated as the head of the institution for the purposes of the Act;
ix) the education or training of the members; provided that no member
discusses or otherwise deals with any matter in a way that
materially advances the business or decision making of the Council
or committee (may be cited as "education or training of members").
b) Before all or part of a meeting is closed to the public, the Members shall
state by resolution:
i) the fact of the holding of the closed meeting and the general nature
of the matter to be considered at the closed meeting; or
ii) in the case of a meeting under Section 239(3.1), Education or
training sessions, the fact of the holding of the closing meeting, the
general nature of the matter and that it is closed under that
subsection.

c) All members shall ensure that all confidential matters disclosed to them
with respect to a Closed Session Item are maintained as Confidential, and
that all materials distributed to members during a Closed Session are
required to be returned to the Clerk, at the conclusion of the matter, for
destruction.
6.0 Head of Council
6.1 Chair — Council
The Head of Council shall assume the duties of Chair during Council Meetings.
6.2 Duties of Chair
a) The Chair shall preserve order and decorum, decide questions of order
(subject to an appeal to the Council/Committee by any Member) and,
without unnecessary comment, cite the rule of authority commonly
accepted (under parliamentary procedures) applicable to the case, if
called upon to do so.
b) To open the meeting of Council/Committee by taking the chair and calling
the Members to order.
c) To announce the business before the Council/Committee in the order in
which it is to be acted upon.
d) To receive and submit, in the proper manner, all motions presented by the
Members of Council.
e) To put to vote all questions which are regularly moved and seconded, or
necessarily arise in the course of proceedings, and to announce the
results.
f) To decline to put to vote motions which infringe on the rules of procedure.
g) To restrain the Members, within the rules of order, when engaged in
debate.
h) To enforce, on all occasions, the conduct of the Members.
i) To expel any person for improper conduct.
j) To call by name any Member persisting in breach of the rules of order of
the Council/Committee, thereby ordering him/her to vacate the Council
Chamber, or designated meeting place.
k) To receive all messages and other communications and announce them
to the Council/Committee.
I) To authenticate, by his/her signature when necessary, all by-laws (if
applicable), resolutions and minutes of the Council/Committee.
m) To represent and support the Council/Committee, declaring its decision in
all things.
n) To ensure that the decisions of Council/Committee are in conformity with
the laws and by-laws governing activities of the Council/Committee.
o) To adjourn the meeting when the business is concluded.
p) To adjourn the meeting without the question put, in the case of grave
disorder arising in the Council Chamber, or designated meeting place.

6.3 Vacate the Chair — Head of Council
a) If the Head of Council/Chair desires to introduce a motion or by-law,
he/she shall vacate the chair for that purpose only, and shall call on
another Member of Council to fill his/her place until he/she resumes the
chair.
b) The Clerk shall note in the minutes of the meeting when the Head of
Council/Chair vacates and resumes the chair.
6.4 Absence from Council Meeting
a) In the absence of the Head of Council, within fifteen minutes after the time
appointed for the meeting, the Deputy Mayor shall call the Members to
order and, if a quorum is present, shall preside during the meeting or until
the arrival of the Head of Council. In the absence of the Head of Council
and the Deputy Mayor, and a quorum is present, the Clerk shall call the
members to order, and a Chair shall be chosen from the Members to
preside during the meeting or until the arrival of the Head of Council or
Deputy Mayor.
b) When the Chair is vacated by the Head of Council, the Deputy Mayor shall
assume the Chair and shall preside during the meeting until the Head of
Council resumes the chair.
c) While presiding, the Deputy Mayor or Chair chosen by Council shall have
all the powers of the Head of Council and shall be entitled to vote as a
Member.
7.0 Chair — Committees or Technical Support Groups of Council
The Chair of a Committee or Technical Support Group of Council shall be
appointed by Council.
7.1 Absence from Committee or Technical Support Group Meeting
a) In the absence of the Chair and quorum is present, the Clerk shall call the
members to order and a Chair shall be chosen from among the members
of the Committee/Technical Support Group to preside during the meeting
or until the arrival of the Chair.
b) The Chair of a Committee/Technical Support Group may appoint another
member of the Committee to act as the Chair while he/she is temporarily
absent from the meeting.
8.0 Conduct
8.1 Conduct — Members of Council
Members of Council shall:
a) not disturb another, or the Council itself, by any disorderly deportment
disconcerting to any Member speaking.
b) not resist the rules of Council or disobey the decision of the Head of
Council or Chair on questions of order or practice or upon the
interpretations of the rules of order of the Council.
c) not be permitted to retake his/her seat at any meeting after being ordered
by the Head of Council or Chair to vacate after committing a breach of any
rule of order of the Council, without making apology and the consent of the
Council expressed by a majority vote of the other Members present,
determined without debate.

d) not speak until he/she has addressed himself/herself to the Head of
Council or Chair.
not walk across or out of the Chamber/designated meeting place or make
any noise or disturbance when the Head of Council or Chair is putting a
question and shall occupy his/her seat while a vote is being taken and
until the result thereof is declared.
f) not disclose any written or verbal information received at a meeting or part
of a meeting closed to the general public.
Where a member of Council has exhibited conduct, outside of the Council
Chambers, that is unbecoming of a Council member, Council may impose
sanctions and/or reprimands on that member of Council, in its sole
discretion, by a majority of members present.
h) declare where a pecuniary interest or possible pecuniary interest exists,
and shall not participate in the discussion of or vote on any question with
respect to the matter.
g)
i) convey the position of Council once a question has been decided,
including when a member had a minority opinion, while demonstrating
respect for democracy.
1)
adhere to a dress code for Council Meetings as agreed to by the current
term of Council.
8.2 Conduct — Committees or Technical Support Group Appointees
Statement
Persons appointed to Township Committees or Technical Support Groups are
representatives of the Township and their conduct reflects on the Township and the.
Council. Council expects that Appointees will perform their duties with a high standard
of personal and professional conduct, integrity, impartiality, good faith and in the best
interests of the Township.
The Township is committed to providing a safe and secure workplace that respects
human rights and is free from violence, discrimination, threats and harassment. The
Township will not tolerate any action or failure to act which results in violence,
discrimination, threat, harassment or a violation of the human rights of any employee, or
persons appointed to Committees or Technical Support Groups.
Principles of Conduct
a) All members of Committees or Technical Support Groups of the Council of
the Township of Oro-Medonte shall:
1) Promote the general goals, objectives and policies of the Township.
ii) Convey the position of the Committee/Technical Support Group, and
Council once a question has been decided, including when a
member had a minority opinion, while demonstrating respect for
democracy.
iii) Not disclose any written or verbal information received at a meeting
or part of a meeting closed to the general public;
iv) Declare where a pecuniary interest or possible pecuniary interest
exists, and shall not participate in the discussion of or vote on any
question with respect to the matter;

v) Not discriminate or harass another member of Council, Committees,
Technical Support Groups, staff or public.
vi) Not benefit from the use of information acquired or used, and that is
not generally available to the public, during the course of their duties.
vii) Council Appointees, their immediate family and family members
residing in their households may not sell goods, materials or services
to the Township without the express permission of the Chief
Administrative Officer.
viii) Not place themselves in a position where they could derive any
benefit or gain from any Township contracts, persons, groups,
companies or organizations with which the Township does business.
ix) Not accept gifts that are given in anticipation of special consideration
by the Township.
Consequences for Violations of Conduct
All reports of incidents shall be considered serious, will be investigated and appropriate
action will be taken, up to and including removal from the Township Committee or
Technical Support Group.
8.3 Conduct — Members of the Public
Members of the public shall respect the decorum of Council/Committee and shall
refrain from public outbursts; shouting; or behaviour intended to disrupt the
debate, discussion and/or general proceedings of Council/Committee. The Head
of Council or Chair may request that a member or members of the public vacate
the meeting room if their behaviour is deemed to be disruptive to the business at
hand. The Head of Council or Chair may unilaterally suspend the meeting until
order is restored in the meeting room.
9.0 Rules of Debate
9.1 Rules of Debate — Head of Council/Chair
In directing the course of debate, the Head of Council/Chair shall:
a) designate the Member who has the floor when Members raise their hand
to speak.
b) preserve order and decide questions of order.
c) cause to be read all motions/recommendations presented in writing and
state all motions/recommendations presented verbally before permitting
debate on the question, except when otherwise provided in this by-law.
9.2 Rules of Debate — Members
In addressing the Council/Committee, no member shall:
a) speak disrespectfully of Her Majesty the Queen or any of the Royal
Family, or of the Governor-General, Lieutenant -Governor or any member
of the Senate, the House of Commons of Canada, or the Legislative
Assembly of Ontario.
b) use offensive, insulting or improper language in or against the
Council/Committee or any member thereof, employees of the Township or
citizens of the Township.

c) speak beside the question in debate.
d) speak against any decision of Council/Committee except for the purpose
of moving that the question be reconsidered or to bring forward a motion
to rescind or alter or amend the decision.
e) disobey the rules of Council/Committee or a decision of the Head of
Council/Chair.
9.3 Rules of Debate — In Council/Committee
a) Every member when speaking to any question or motion shall respectfully
address the Head of Council or Chair.
b) When a member is speaking, no other member shall pass between
him/her and the Chair, or interrupt him/her except to raise a point of order.
c) Any member may require the question or motion under discussion to be
read at any time during the debate, but not so as to interrupt a member
while speaking.
d) No member shall speak more than once, except as outlined in Section
9.3 e), until every member who desires to speak has spoken.
e) Upon verbal notification by the Head of Council or Chair of their intention
to enforce the following time limits, no member shall speak to the same
question for longer than 2 (two) minutes. With the leave of the Head of
Council or Chair, a supplementary question with a further 1 (one) minute,
may be granted.
(i) A member may ask a question only for the purpose of obtaining
facts relevant to the matter under discussion and necessary for a
clear understanding thereof.
(ii) All questions shall be stated succinctly and questions shall not be
used as a means of making statements or assertions.
f) The Head of Council or Chair may take part in any debate without leaving
the Chair.
10.0 Voting
10.1 Voting — Head of Council
Notwithstanding Section 10.3 c), the Head of Council (except where disqualified
from voting by reason of interest or otherwise) may vote with the Members on all
questions.
10.2 Voting — Chair of Committee or Technical Support Group of Council
Members of Council sitting as members of Committees or Technical Support
Groups of Council may not vote with the public members of the
committee/technical support group on any question.

10.3 Voting on Questions
a) When the Head of Council or Chair calls for the vote on a question, each
member shall occupy his/her seat and shall remain there until the result of
the vote has been declared by the Head of Council or Chair. During such
time no member shall walk across the room or speak to any other member
or make any noise or disturbance.
b) After a question is finally put by the Head of Council, Chair or member, no
Member shall speak to the question nor shall any other motion be made
until after the vote is taken and the result has been declared.
c) Every member present at a meeting of the Council/Committee, when a
question is put, shall vote thereon, unless he/she has declared any
pecuniary interest, direct or indirect in the question.
d) The manner of determining the decision of the Council/Committee on a
motion shall be by a "show of hands".
e) Any motion shall require a majority of votes of the quorum present in order
to be valid and binding on Council/Committee.
10.4 Failure to Vote
Failure to vote by any member present, except when a member has declared a
pecuniary interest, shall be taken as a negative vote.
10.5 Appeal of Declaration of Result
If a member who has voted on a question disagrees with the declaration of the
Head of Council or Chair that the question is carried, or lost, he/she may, but
only immediately after the declaration by the Head of Council or Chair, appeal
the declaration. On an appeal of the declaration by a member, the Head of
Council or Chair shall call for arecorded vote to be taken on the question in the
manner prescribed in Section 10.7 of this By-law.
10.6 Equality of Votes
Where a vote on a question results in an equality of votes, the result shall be
deemed to be negative.
10.7 Recorded Vote
a) When a member present requests, immediately prior to or immediately
subsequent to the taking of the vote, that the vote be recorded, each
member present, except a member who is disqualified from voting by any
Act, shall announce his/her vote openly.
b) The Head of Council or Chair, immediately following the request for a
recorded vote, will put the question again.
c) All members present at the Council or Committee Meeting, unless
disqualified from voting by any Act, must vote in alphabetical order,
beginning with the member who has requested the recorded vote. The
Clerk shall call each member individually, record the member's vote, and
report the result of the vote to the Head of Council or Chair.
d) The Head of Council or Chair shall vote last.

10.8 Voting — Closed Session Meeting
a) Subject to Section 10.3, a meeting shall not be closed to the public during
the taking of a vote.
b) Notwithstanding Section 10.3, a meeting may be closed to the public
during the taking of a vote where:
i) Section 5.2 permits a meeting to be closed to the public; and
ii) The vote is for a procedural matter or for giving directions or
instructions to officers, employees or agents of the Township or
persons retained by or under contract with the Township.
11.0 Motions/Recommendations
11.1 Motions/Recommendations - General
a) Motions/recommendations, or notices thereof, shall be in writing, moved
and seconded.
b) Every motion/recommendation, when duly moved and seconded, shall be
received by the Head of Council or Chair, and shall then be open for
discussion prior to the vote being taken. Immediately preceding the taking
of the vote, the Head of Council or Chair, may state the question in the
form introduced and shall do so if required by a Member. He/she shall
state the question in the precise form in which it will be recorded in the
minutes.
c) The following matters may be introduced orally, without written notice, and
without leave:
(i) a point of order or personal privilege
(ii) presentations of petitions
(iii) a motion to suspend a rule of procedure or in compliance with a
rule of procedure
(iv) a motion to adjourn (not debatable)
(v) a motion that the vote now be taken
(vi) a motion to defer shall not be considered until every member who
desires to speak has spoken.
d) When the motion, under consideration, concerns two or more matters, a
vote on each matter, upon the request of any member, may be taken
separately.
A motion in respect of a matter which is beyond the jurisdiction of Council
shall not be in order.
A member shall speak to a motion in accordance with Section 9.3 - Rules
of Debate — In Council/Committee.
11.2 Withdrawal of a Motion
After a motion has been received and/or read by the Head of Council or Chair, it
shall be deemed to be in the possession of the Council/Committee but may be
withdrawn by the mover, with the consent of the seconder, prior to amendment or
voting thereon.

11.3 Motion to Amend
A motion to amend:
a) shall be presented in writing.
b) shall be relevant to the question to be received.
c) shall not be received proposing a direct negative to the question.
d) shall receive disposition of Council/Committee prior to a decision on the
main question.
e) shall be disposed of in the reverse order of presentation to any further
amendment and/or the original motion.
f) shall not be further amended, more than once, provided that further
amendment may be made to the original motion.

11.4 Notice of Motion
a) A motion to rescind or alter or amend a motion entered upon the minutes
shall be received or put only when notice of intention to introduce such
motion is given in accordance with Section 11.4 b).
b) Notice of motion requires the Member of Council to provide, at a minimum,
a brief verbal explanation of the matter and to provide the Head of Council
with a written motion at a regularly scheduled meeting of Council. Such
motion shall be provided to Members in an agenda for consideration by
Council at its next regularly scheduled meeting.
11.5 Motion to Reconsider
After any question has been decided, the following shall prevail:
a) A motion to reconsider a question can only be made by a Member who
voted on the prevailing side, or a Member who was absent from the
meeting when the question was considered, and must be made on the day
the vote was taken or at the next succeeding regular meeting of Council.
b) No discussion, except that obtaining information that justifies the
reconsideration, shall be allowed until the motion for reconsideration is
decided upon.
c) No main motion may be reconsidered more than once, and may only be
reconsidered if action has not yet been taken.

12.0 Agenda and Minutes
12.1 Council Agenda
a) The Clerk shall forward all notices and agendas, to each member of
Council, for regular meetings of Council a minimum of 48 hours in
advance of such meetings.
b) In accordance with the Township's Accountability and Transparency
Policy, additions to the agenda shall not be permitted, except when a
matter is of a time sensitive. In the event of a matter of a time sensitive
nature, the Member shall provide the matter to the Clerk, along with
justification as to why the matter is of a time sensitive nature, by noon on
the day of an evening meeting or noon of the day prior to a day meeting.
If the Clerk, Head of Council and Chief Administrative Officer are satisfied
that the matter is of a time sensitive nature, and should not wait until the
next regular meeting, the Clerk shall add the matter to the agenda on the
Township's website in advance of the meeting. The matter will then be
included in the Adoption of the Agenda motion.
c) For the purpose of this section, a matter is deemed to be of a time
sensitive nature when it will negatively impact the health, safety and well-
being of persons, expose the municipality to liability, or negatively impact
the municipality's position in negotiation, if Council does not make a
decision and the Township does not act on the matter prior to Council's
next regular meeting.
d) When the Clerk's office has not been advised in a timely fashion to permit
a matter to be included on the agenda, and such matter does not meet the
definition of a matter of a time sensitive nature as defined in Section 12.1
c), the matter shall be referred to the appropriate staff member for
consideration prior to being brought forward for Council's consideration.
e) The Order of the Day shall have preference during the Council meeting,
save and except that the Head of Council may change the order at any
time during the meeting.

12.2c), the matter shall be referred to the appropriate staff member for
consideration prior to being brought forward for Committee's
consideration.
12.3 Verbal Matters
a) In the event that a matter is addressed during a meeting, and no report,
memorandum or correspondence exist as background for the matter, it
shall be the responsibility of the member of Council/Committee or staff
member, who spoke to the matter, to provide, at a minimum, a written
record of speaking points to the Clerk's office within 7 calendar days of the
meeting.
b) Such written record shall be included in the agenda package for all open
session matters.
c) For closed session matters, such record shall be retained by the Clerk's
office, in a secure manner.
12.4 Announcements
a) Announcements of Interest to the Public are to be provided to the Clerk's
office by 9:00 a.m. 7 calendar days prior to the meeting.
b) Upon receipt of the aforementioned announcements, the Clerk's Office shall
prepare a written record of the Announcements, which shall be included in the
Consent Agenda portion of the agenda.

12.5 Minutes — Council and Committee
The minutes of meetings of Council and Committee shall record, without note or
comment:
a) the place, date and time of meeting;
b) the names of those present;
c) disclosure of pecuniary interest and the nature thereof;
d) the fact of the holding of a closed meeting and the general nature thereof;
e) all resolutions/recommendations, decisions and proceedings of the
meeting.
13.0 Public Meetings/Public Information Sessions
a) Council, from time to time, may conduct Public Meetings or Public
Information Sessions for any purpose giving such notice as may be
deemed necessary or required by legislation or the Township's Notice
Policy.
b) Public Meetings required for an application, in accordance with the
Planning Act, may be conducted during a scheduled meeting of Council or
Committee, or if deemed necessary by the Clerk, or designate, may be
conducted as a separate meeting on a designated day.
c) All Public Meetings/Public Information Sessions shall be digitally recorded,
and such recording shall be available to the public through the Township
website.
14.0 Petitions and Communications
a) Every communication, including a petition designed to be presented to the
Council/Committee and filed with the Clerk, shall be legibly written or
printed; shall not contain any obscene or improper matter or language;
shall be signed and dated by at least one person; and shall include an
address and telephone number where return correspondence or contact is
to be directed and shall become part of the public record of the meeting at
which it is received.
b) Petitions designed to be presented to the Council/Committee and filed
with the Clerk, shall contain original signatures, and all information on the
petition, including names, addresses and telephone numbers shall
become part of the public record of the meeting at which it is received.
c) Communications addressed to Mayor and Members of Council shall be
placed on a Council agenda for disposition, at the Clerk's discretion, in
consultation with the Head of Council or Chair and Chief Administrative
Officer.
e) Every communication or petition, to be printed on an agenda, shall be
delivered to the Clerk no later than 9:00 a.m. 7 calendar days prior to the
meeting. If, in the Clerk's opinion, the communication/petition is of a time
sensitive nature, the Clerk may bring forward such communication/petition

15.0 Deputations/Delegations
a) Council/Committee will entertain up to three (3) deputations/delegations
per meeting.
b) Persons desiring to present information verbally on matters of fact or
make a request of Council/Committee shall give notice, in writing on the
prescribed form, to the Clerk; by 9:00 a.m. 7 calendar days prior to the
preferred meeting, stating the purpose of the Deputation and providing a
general outline of the subject matter.
c) No additional deputations to Council will be permitted with respect to any
applications which have proceeded through a Public Meeting in
accordance with the Planning Act.
d) Council/Committee may, at its sole discretion, entertain deputations/
delegations with Tess notice as circumstances warrant. When determining
if a deputation/delegation will be heard with less notice than stipulated in
Section 15 b), consideration shall be given to the Township's
Accountability and Transparency Policy.
e) Deputations shall be limited in speaking to not more than ten (10) minutes.
f) A delegation wishing to appear before Council/Committee shall be limited
to no more than two (2) speakers with a total speaking time of not more
than ten (10) minutes.
g) Upon consent of the majority of Members present, the ten (10) minute
time limit for deputations/delegations may be extended.
h) Persons requesting to appear before Council/Committee shall be advised
of the time limitation in advance of their deputation.
i) Specific types of audio visual equipment may be used to assist in
deputations/delegations; to Council/Committee, provided that such
equipment has been requested from the Clerk at the time of the
deputation/delegation request. Deputation/delegation material must be
provide in an electronic format to the Clerk by 9:00 a.m. 2 business days
prior to the meeting date.
j) The Chair of a Committee Meeting or Council Meeting may expel or
exclude from the meeting, any person who in the opinion of the Chair, has
behaved improperly.
k) Deputations/delegations appearing before Council/Committee with respect
to the same matter on the agenda will be requested to limit their
deputation so as not to repeat the same points.
I) Deputations/delegations;ito Council/Committee will be limited to one
appearance before Council/Committee with respect to the same matter.
m) Deputations/delegationsto Council/Committee will be encouraged to
provide written copies of presentations.
n) No deputation/delegation shall:

o) Upon the completion of comments to Council/Committee by a
deputation/delegation, any discourse between the members of
CounciVCommittee and the deputation/delegation shall be limited to
members asking questions for clarification and obtaining additional,
relevant information only. Members of Council/Committee shall not enter
into debate with the deputation/delegation respecting their comments.
16.0 By -Laws
a) Every by-law shall be introduced upon motion by a Member of the Council,
specifying the title and number of the By-law.
b) Every by-law when introduced shall be in typewritten form and shall
contain no blanks except such as may be required to conform to accepted
procedure or to comply with provisions of any act and shall be completed
by the Clerk.
c) All amendments to any by-law approved by Council shall be deemed to be
incorporated into the by-law and if the by-law is enacted and passed by
the Council, the amendments shall be inserted therein by the Clerk.
d) Every by-law shall have three; readings prior to it being passed.
e) The first, second and third readings of all by-laws listed on an agenda,
with the exception of the Confirmation By-law, shall be the subject of one
motion, unless a separate vote is requested by a Member of Council, or
deemed appropriate by the Clerk.
f) If Council so determines, a by-law may be taken as read.
g) The Clerk shall set out on all by-laws enacted by Council the date of the
several readings thereof.
h) Every by-law enacted by.'the Council shall be numbered and dated and
shall be sealed with the seal of the Corporation and signed by the Clerk
and the Head of Councilor Chair and shall be deposited by the Clerk in
the office for safekeeping.
By-laws approved in accordance with this Procedural By-law will be
available on the Township's website once signed by the Head of
Council/Chair and Clerk.'
17.0 Confirmation By -Law
a) There shall be enacted a by-law at the end of each Council Meeting to
confirm each recommendation contained in a Report of the Committee of
Council and, in respect of each motion, resolution and other actions
passed and taken by the Council at the meeting, except where the prior
approval of the Ontario Municipal Board or any other body or agency is
required.
b) A motion for leave to pass a by-law to confirm the proceedings of a
meeting of Council shall be voted on without debate.

Remuneration Of Council Members
1. The annual remuneration for Members of Council for 2014 shall be:
Mayor $ 30,288
Deputy Mayor $ 24,232
Councillors $ 18,886
2. That the annual remuneration for Members of Council shall be subject to an annual
escalation factor of the lessor of:
• The annual rate of inflation being the increase in the Consumer Price Index (CPI)
for the prior year; or
• The cost of living adjustment stipulated for the current year in the collective
agreement; or
• The cost of living adjustment provided to bargaining unit excluded staff for the
current year.
3. That pursuant to S.283(7) of the Municipal Act, Council resolved that the one-third of
the remuneration paid to elected members of Council shall continue as expenses
incident to the discharge of their duties as members of Council for the 2014-2018
term, as documented in Motion No. 0141210-13.
4. Members of Council shall receive, in addition to their annual remuneration, per diem
payments as follows:
• $ 80.00 for each half day or evening meeting
• $ 160.00 for each full day meeting
Where a Member of Council attends multiple meetings on the same day, which are
eligible for per diem payments, the Member of Council shall be entitled to a single
per diem not to exceed the full day meeting per diem identified above.
5. The per diem stipulated in Section 4 shall exclude the following:
5.1 Attendance at meetings of Council, as defined in Regular Meeting Schedule of
the Procedural By-law;
5.2 Attendance at a function for the purpose of presenting Congratulatory
Certificates on behalf of the Township; and
5.3 Attendance at special functions/events where the Township has purchased a
ticket for the Member, such as Awards Dinners, etc.
6. The per diem stipulated in Section 4 shall apply to the following:
6.1 Attendance at Special meetings of Council, as defined in the Procedural By-law;
6.2 Attendance at Public Meetings/Public Information Sessions, as defined in the
Procedural By-law, when such meetings are conducted as a separate meeting
on a designated day;
6.3 Attendance at Development Services Committee meetings, as defined in the By-
law to Constitute and Appoint a Development Services Committee and the
Procedural By-law;
6.4 Attendance at meetings of local boards, committees/technical support groups or
special Ad -Hoc committees to which the Member of Council has been appointed
by resolution of Council, unless specified otherwise in a resolution of Council;

1. Per Kilometer Payments
1.1
Effective July 1, 2014, the municipality shall compensate Members of
Council, Council's Appointees to Local Boards & Committees/Technical
Support Groups and Employees at the rate of $.495 per kilometer for the use
of non -township owned vehicles.
1.1.1 That the per kilometer rate will be adjusted on July 1St each year to
$0.055 below the Canada Revenue Agency (CRA) rate for Ontario
for the previous year.
1.2 Members of Council shall receive a per -kilometer payment as outlined further
in this section:
1.2.1 Members of Council shall receive a per -kilometer payment for travel
from their residence and back to attend meetings, conferences,
conventions and seminars stipulated in Section 6 of Schedule "A",
upon submission of Meeting and Mileage Expense Statements on a
quarterly basis.
1.2.2 Members of Council shall receive a per -kilometer payment for travel
from their residence and back to attend meetings stipulated in
Section 5.1 of Schedule "A", upon submission of Meeting and
Mileage Expense Statements on a quarterly basis.
1.2.3 Notwithstanding Section 1.2.2 above, Members of Council shall not
receive a per -kilometer payment for travel from their residence and
back to attend meetings stipulated in Section 5.1 of Schedule "A"
when such meeting of Council is held immediately following a
Development Services Committee meeting.
1.2.4 The Mayor, or his/her designate, and/or the appropriate Ward
Councillor shall receive a per -kilometer payment for travel from their
residence and back to attend a function as stipulated in Section 5.2
of Schedule "A", upon submission of Meeting and Mileage Expense
Statements on a quarterly basis.
1.2.5 Members of Council shall not receive a per -kilometer payment for
travel from their residence and back to attend functions/events
stipulated in Section 5.3 of Schedule "A".
1.2.6 Members of Council shall receive a per -kilometer payment for travel
from their residence and back to attend functions as representatives
of the municipality, upon submission of Meeting and Mileage
Expense Statements on a quarterly basis.
1.2.7 Members of Council shall be limited to one per -kilometer payment for
travel from their residence and back to attend multiple meetings,
functions/events at the same location on a single day.
1.3 Members of local boards & committees/technical support groups shall
receive a per -kilometer payment for travel from their residence and back to
attend meetings, conferences, conventions and seminars stipulated in
Section 3 of Schedule "B".
1.4 Township employees shall receive a per -kilometer payment for each
kilometer driven in a non -township owned vehicle while on Township
business.

2. Luncheon & Dinner Meetings
2.1 The municipality shall be responsible for the cost of Council or Committee
luncheon/dinner meetings when such meetings are called by Council or the
Committee concerned.
2.2 Council members and Senior Staff shall have the discretion to invite visitors
for lunch or dinner in connection with Township business and such expense
shall be borne by the Township.
3. Conferences, Conventions, Seminars and Meetings
3.1 Attendance at conferences, conventions, seminars and meetings shall be
pre -authorized by Council resolution or in accordance with Township policy.
3.2 The following expenses shall be paid:
i) Hotel/Motel accommodation - actual cost
ii) Parking - actual cost
iii) Registration - actual cost
iv) Meals and incidental expenses - actual cost to a maximum of $100/day
v) The municipality will provide registration for a double room, when a
spouse is attending an approved conference, convention or seminar.
4. Advances
4.1 The Treasurer shall have the authority to furnish advances to meet estimated
expenses for those authorized to attend conferences, conventions and
seminars.
5. Expense Statements
5.1 Statements for expenses shall be submitted in a form determined by the
Township.

WHEREAS Section 12 (1) of the Ontarians with Disabilities Act, 2001, S.O. 2001, c.32,
as amended, provides that the council of every municipality having a population of not
less than 10,000 shall establish or continue an accessibility advisory committee;
AND WHEREAS Section 29, of the Accessibility for Ontarians with Disabilities Act,
2005, S.O. 2005, c. 11 provides that the council of every municipality having a
population of not less than 10,000 shall establish an accessibility advisory committee or
continue any such committee that was established before the day this section comes
into force;
AND WHEREAS Section 224 of the Municipal Act 2001, S.O. 2001, c.25, as amended,
provides that the role of Council is to ensure that administrative practices are in place to
implement the decisions of Council;
AND WHEREAS the Council of The Corporation of the Township of Oro-Medonte
deems it desirable to pass a by-law to continue an Accessibility Advisory Committee;
NOW THEREFORE the Council of the Township of Oro-Medonte hereby enacts as
follows:
1. That an Accessibility Advisory Committee be continued, and that such Committee be
known as the Oro-Medonte Accessibility Advisory Committee.

1.0 Introduction:
The purpose of the Accessibility for Ontarians with Disabilities Act, 2005 (AODA), as
enacted by the Provincial Government, is to achieve accessibility with respect to goods,
services, facilities, employment, buildings, structures and premises by January 1, 2025.
The AODA consists of the following accessibility standards: Customer Service,
Information and Communication, Employment, Built Environment, and Transportation.
All standards, with the exception of Transportation, apply to the Corporation of the
Township of Oro-Medonte (the Township). The Transportation standard will only apply
to organizations that are in the business of providing or licensing passenger
transportation services in the public and private sector. A summary of these standards
is included in Appendix 1 of this report. The AODA was developed to assist
organizations in both the public and private sector in identifying barriers to accessibility.
Even though the AODA received Royal Assent on June 13, 2005 and is now the law,
the Planning requirements of the Ontarians with Disabilities Act, 2001 (ODA) remain in
force until the Act is repealed.
Under the ODA, all municipalities have a legal obligation to prepare a multi-year
accessibility plan which is to be reviewed no less than once every five years. The ODA
specifies that municipalities must consult with people with disabilities in preparing their
accessibility plan. Municipalities of 10,000 or more residents are required to establish a
local accessibility advisory committee, and a majority of their members must be people
with disabilities.
This document represents the 2013 — 2017 multi-year accessibility plan as prepared by
Township staff in consultation with the Township's Accessibility Advisory Committee
(AAC). The Accessibility Plan describes the measures the Township has taken in the
past, and the measures that the Township will take in the future to identify, remove and
prevent barriers for people with disabilities who use the facilities and services of the
Township.
The Corporation of the Township is committed to the identification and removal of
barriers, as well as the prevention of new barriers, for person with a disability in the
years ahead. Through continued association with the AAC and staff, the Township can
provide equal access to the Township's goods and services for people with disabilities.

The Township is a diverse and beautiful community with a central location in Ontario.
With a population of 20,078, the Township covers a land area of 61,000 hectares,
stretching from the westerly border with Barrie, the southerly border with Lake Simcoe,
the easterly border with Orillia and Severn Township and the northerly border shared
with Tay and Severn Townships. The Township's prime location provides residents and
visitors alike with the riches of rural life and the convenience of a short drive to Barrie,
Orillia and the Greater Toronto Area.
The Township is accessible by:
- Provincial Highways 11, 12 and 400 and the County of Simcoe road systems;
- The Lake Simcoe Regional Airport operated by the municipalities of Oro-Medonte
and Barrie which is located in the Township;
The Canadian Pacific Rail line, which passes through the Township as it travels from
Toronto to Vancouver;
The Lake Country Oro-Medonte Rail Trail which links the Cities of Barrie and OriIlia;
and
- Lake Simcoe, which borders the Township to the South.
The Township's natural beauty, strategic location, excellent quality of life and
progressive municipal government have made us one of the fastest growing rural,
family-oriented municipalities in Ontario.

3.0 Accessibility Advisory Committee:
The AODA requires that municipalities with populations greater than 10,000, which
includes the Township, form an Accessibility Advisory Committee (AAC). The AAC
must be made up of at least 51 % of person with a disability. The committee's role is to
develop, prepare and review the municipality's Accessibility Plan (the Plan). This Plan
must be made available to the public. The Multi-year Accessibility Plan identifies which
actions the Township used in previous years as well as future plans to identify, remove
and prevent barriers confronting people with disabilities.
Additionally, the AAC must:
a) Advises Council about the requirements and implementation of accessibility
standards and the preparation of accessibility reports and such other matters for
which Council of the Township (Council) may seek its advice;
b) Review in a timely manner the site plans and drawings described in section 41 of the
Planning Act that the committee selects; and
c) Perform all other functions that are specified in the regulations. 2005, c. 11, s. 29(4).

The AODA defines the role of the AAC as to advise Council on the requirements and
the implementation of the AODA standards and the preparation of the AODA standards
reports.

4.0 Accessibility Planning:
4.1 Council's Commitment to Accessibility Planning:
People with disabilities represent a significant and growing part of our population.
According to Statistics Canada, 1.85 million people in Ontario have disabilities which
represent 15.5% of Ontario's population. Disability tends to increase with age. In two
decades it is estimated that 20% of the population with have disabilities. Enhancing the
ability of people with disabilities to live independently and contribute to the community
will have positive effects on the future prosperity in Ontario.
Improving accessibility is a shared responsibility. The ODA and the AODA require that
the provincial and municipal governments and key public sector organizations review
their policies, programs and services through the development of a multi-year annual
accessibility plan.
Municipal governments play a crucial role in the Planning and development of our
communities: in their streets, parks, public transit, libraries, social housing, ambulance
services, public buildings and elections. Responsibilities, which include enforcing the
barrier -free access requirements of the Ontario Building Code and implementing key
accessibility considerations under the ODA and AODA, are crucial to realizing a vision
of local communities that improve accessibility and mobility for their residents.
The ODA and AODA builds on relationships and practices which currently exist among
councilors, planners, builders and community groups to make municipalities more
accessible to people with disabilities.
The new legislative requirements provides standards that all organizations in the private
and public sector, including the Township, must follow to ensure that existing barriers
for people with disabilities are removed over time and that no new barriers are created.
The Township wishes to demonstrate leadership in working with people with disabilities
to create innovative approaches and solutions for an accessible community. Council
appointed an Accessibility Advisory Committee to update our Accessibility Plan, report
on accomplishments and act in an advisory capacity as required.
4.2 Objectives of the Accessibility Plan:
The objectives of the Plan are to:
1) Review previous efforts to identify, remove and prevent barriers to people with
disabilities (Recent Initiatives).
2) Describe the process that the Township will use to identify, remove and prevent
barriers to people with disabilities in the future.
3) Identify the measures that the Township will take in the coming years to identify,
remove, and prevent barriers to people with disabilities (listed in priority).

4) Identify the means in which the Township will make the accessibility plan and
report of accomplishments available to the public.
4.3 Barriers:
A "barrier" is anything that may prevent a person with a disability from fully participating
in all aspects of society because of his or her disability, including a physical barrier,
architectural barrier, informational or communication barrier, attitudinal barrier,
technological barrier, or a policy or a practice. A summary of the standards which
reference these barriers is included in Appendix 1 of this report.
An example of each type of barrier is shown below:

people with hearing impairments cannot hear clearly.
4.4 Barrier Identification Methodology:
In 2009 AECOM Canada Architects Ltd. conducted building condition audits on the Oro-
Medonte Community Arena and the eight municipally owned community halls. The
audits which formed part of the Strategic Facility Plan reviewed the facilities and
provided recommendations, cost estimates and phasing for enhanced accessibility to
these facilities.

These recommendations, coupled with the facility assessments conducted by the AAC
in 2008 and 2011, form the basis for our Accessibility Plan as they pertain to physical
and architectural barriers and are outlined in Appendix 3.
In addition to physical and architectural barriers, recommendations to remove other
barriers identified in the Communication and Information Standard and the Employment
Standard are also included in Appendix 3.
4.5 Consultation Activities:
Input on this plan has been received from municipal staff and the members of the AAC.
4.6 Review and Monitoring Process:
Following the approval of the Accessibility Plan, staff will monitor the progress on the
actions required in the Plan, and will be reviewed as a reoccurring agenda item for the
AAC.
Minutes from the AAC are forwarded to Council for receipt.
The Plan will be updated no less than once every 5 years, in consultation with the AAC,
and presented to Council for consideration.
A report outlining the progress and accomplishments with respect to implementation of
the Plan will be prepared annually, reviewed by the AAC and presented to Council.
4.7 Communication of the Plan:
Copies of the Plan and the report of accomplishments will be made available upon
request from the Township Office and on the Township's website at www.oro-
medonte.ca in a format suitable to the requester. Notice will also be placed in the
Recreation and Community Brochure and in our biweekly community newspage which
is distributed to all Township residents.

Appendix 1
Accessibility Standards
Customer Service Standard
The Accessible Customer Service Standard regulation was approved by the Lieutenant -
Governor and came into force on January 1, 2008. The Accessibility Standards for
Customer Service, Ontario Regulation 429/07 requires that the Township establish
policies, procedures and practices on the provision of goods and services to people with
disabilities. Additionally, all staff, including volunteers and other third parties who work
on behalf of the Township, must have mandatory customer service training regarding
the provision of the Township's goods and/or services to person with a disability. Every
person who participates in the development of the Township's policies, practices and
procedures governing the provision of goods or services to members of the public or
other third parties, must also receive the customer service training.
The following is a summary of the fourteen (14) requirements of the Accessible
Customer Service Standard (Source: Accessible Customer Service Standard, Ontario
Regulation 429/07, p. 12 — 13):
The following requirements of the customer service standard apply to all providers that
are covered by the standard. If you are a provider, you must:
1. Establish policies, practices and procedures on providing goods or services to
people with disabilities.
2. Set a policy on allowing people to use their own personal assistive devices to
access goods and services and about any other measures the Township offers
(assistive devices, services, or methods) to enable them to access your goods
and use your services.
3. Use reasonable efforts to ensure that policies, practices and procedures are
consistent with the core principles of independence, dignity, integration and
equality of opportunity.
4. Communicate with a person with a disability in a manner that takes into account
his or her disability.
5. Train staff, volunteers, contractors and any other people who interact with the
public or other third parties on your behalf on a number of topics as outlined in
the customer service standard.
6. Train staff, volunteers, contractors and any other people who are involved in
developing your policies, practices and procedures on the provision of goods or
services on a number of topics as outlined in the customer service standard.
7. Allow people with disabilities to be accompanied by their guide dog or service
animal in those areas of the premises you own or operate that are open to the
public, unless the animal is excluded by another law. If a service animal is
excluded by law, use other measures to provide services to the person with a
disability.

8. Permit people with disabilities who use a support person to bring that person with
them while accessing goods or services in premises open to the public or third
parties.
9. Where admission fees are charged, provide notice ahead of time on what
admission, if any, would be charged for a support person of a person with a
disability.
10. Provide notice when facilities or services that people with disabilities rely on to
access or use goods or services are temporarily disrupted.
11. Establish a process for people to provide feedback on how you provide goods or
services to people with disabilities and how you will respond to any feedback and
take action on any complaints. Make the information about your feedback
process readily available to the public.
Public Sector organizations must also:
1. Document in writing all policies, practices and procedures for providing
accessible customer service and meet other document requirements set out in
the standard.
2. Notify customers that documents required under the customer service standard
are available upon request.
3. When giving documents required under the customer service standard to a
person with a disability, provide the information in a format that takes into
account the person's disability.

Integrated Accessibility Standards
This regulation establishes the accessibility standards for: Information and
Communications; Employment and Transportation.
This regulation applies to every designated public sector organization, which includes
the Township and to every other person or organization that provides goods, services or
facilities to the public and that has at least one employee in Ontario.
As a large designated public sector organization having more than 50 employees, the
Township shall comply with the dates specific to this classification.
1. General:
Accessibility Policies:
Every obligated organization shall develop, implement and maintain policies governing
how the organization achieves accessibility through meeting its requirements under the
standards of the regulation. There is a requirement to include a statement of
organizational commitment to meeting the accessibility needs of person with a disability
in a timely manner and further that these policies will be made available publicly and in
an accessible format upon request.
Deadline for compliance: January 1, 2013.
Accessibility Plans:
Every obligated organization shall:
- Establish, implement, maintain and document a multi-year accessibility
plan which outlines the organization's strategy to prevent and remove
barriers and meet its requirements under the regulation.
- Post the Plan on the organization's website and make it available in an
accessible format upon request.
- Review and update the Plan at least every five years in consultation with
their AAC and person with a disability.
- Prepare an annual status report on the progress of measures taken to
implement the Plan and post this status report on their website and make
it available in an accessible format upon request.
Deadline for compliance: January 1, 2013.

Procuring/Acquiring Goods, Services or Facilities:
Every obligated organization shall incorporate accessibility criteria and features when
procuring/acquiring goods, services or facilities, except where it is not practical to do so
and if determined not practical, shall provide an explanation upon request.
Deadline for compliance: January 1, 2013.
Self -Service Kiosks:
Obligated organizations shall incorporate accessibility features when designed,
procuring or acquiring self-service kiosks (an interactive electronic terminal intended for
public use that allows users to access 1 or more services/products)
Deadline for compliance: January 1, 2013.
Training:
Every obligated organization shall provide training on the requirements of accessibility
standards referred to in this regulation to all employees, volunteers, individuals who
participate in developing organizational policies or who provide goods and services on
behalf of the organization. Training will be appropriate to the duties of the individual and
will be delivered as soon as practical and whenever changes to policies are made.
Further the organization will maintain printed records of training provided including
dates and names of trainees.
Deadline for compliance: January 1, 2014.
2. Standards:
Information and Communication Standard
The Information and Communication Standard includes communications between two
or more individuals where information (data, facts or knowledge) is sent or received in
text audio, digital or image formats.
Feedback:
Every obligated organization that receives or sends feedback shall ensure that
processes are accessible to person with a disability by providing/arranging for the
provision of accessible formats/supports upon request.
Deadline for compliance: January 1, 2014.

Accessible Formats/Supports:
Every obligated organization, upon request, shall provide/arrange for the provision of
accessible formats/supports in a timely manner and at no additional cost beyond what is
regulated under the Fees and Charges By -Law. The person making the request will be
consulted with to determine the suitability of format or support, however, the final
decision rests with the organization. The public shall be notified of the availability of
accessible formats/supports.
Deadline for compliance: January 1, 2015.
Emergency Plans/Public Safety Information:
If an obligated organization prepares emergency procedures, plans or public safety
information and that information is made available to the public then that information
must be available in an accessible format as soon as possible upon request.
Deadline for compliance: January 1, 2012.
Websites and Web Content:
The Municipality shall make its Internet website and content conform to the World Wide
Web Consortium Web Content Accessibility Guidelines (WCAG) 2.0 initially at Level A,
and subsequently Level AA as follows:
January 1, 2014 — new websites and content — Level A
January 1, 2021 — all websites and content — Level AA
If the municipality controls directly or through a contractual relationship that allows for
modification, then web content published after January 1, 2012 must comply with Level
A.
Note: Other requirements pertaining to education materials, educators and libraries are
included, but do not apply to the municipality and have not been included in the Plan.
Employment Standard
The Employment Standard applies to those organizations that have paid employees — it
does not apply to volunteers or non -paid individuals.
Recruitment:
During the recruitment process, the Township shall notify its employees and the public
about the availability of accommodation for applicants with disabilities,

Selection Process:
Notify job applicants, who are selected to participate in the selection process for a job,
that accommodations are available upon request pertaining to the materials/processes
to be used. And if the applicant requests an accommodation that the employer shall
consult with the applicant and provide for a suitable accommodation with the ultimate
decision resting with the employer.
Offers of Employment:
Notify the successful applicant of its policies for accommodating employees with
disabilities.
Informing Employees:
Notify its employees of its policies used to support employees with disabilities including
job accommodations; and
Notify new employees, as soon as possible, as to their policies/practices with respect to
accessibility and provide information to all employees when changes are made to their
existing accessibility policies.
Communication Supports for Employees:
When an employee with disability requests, the Township will consult with the employee
and provide the information needed to perform their job and any additional information
that is available to other employees in accessible formats/communication support that is
suitable, with the ultimate decision resting with the Township.
Accommodation Plans for Employees:
Shall develop and have in place a written process for the development of documented
individuals accommodation plans for employees with disabilities;
o The development process shall include:
• The manner that the individual requesting the accommodation can participate in
the development of the Plan;
• The means by which the employee is assessed;
• The manner in which the employer can request an evaluation by an outside
expert (at the owner's expense) to determine if, how accommodation can be
achieved;
• The manner in which the employee can request participation by the bargaining
agent or another representative;
• The steps taken to protect privacy;
• The frequency that plans will be reviewed and updated;
• If an individual accommodation plan is denied, the manner that the employee will
be notified of the denial;
• The means of providing the individual accommodation plan in a format that takes
into account the disability;
Plans shall document the accessible formats/communications supports, include
individualized workplace emergency response information and any other
accommodations provided.

Return to Work:
Not overriding any other return to work process created under any other statute, the
Township shall develop a return to work process that includes a documentation process
for those who have been absent due to a disability and require a disability related
accommodation to return to work;
The process shall outline the steps the employer will take to facilitate the return to work
and will use individual documented accommodation plans.
Performance Management:
When using performance management, the Township shall take into account the
accessibility needs of employees with disabilities and individual accommodation plans.
Career Development/Advancement:
An employer that provides career development and advancement to its employees shall
take into account the accessibility needs of its employees with disabilities and individual
accommodation plans.
Redeployment:
An employer that uses redeployment shall take into account the accessibility needs of
its employees with disabilities and individual accommodation plans.
Deadline for compliance: January 1, 2014.
Workplace Emergency Response Information:
Shall provide individualized workplace emergency response information to employees
who have a disability, if the disability is such that it is necessary and the Township is
aware;
With the employee's consent, the Township shall provide the emergency response
information to the individual designated to assist the employee;
Shall provide this information as such as practical after the Township becomes aware of
the need for accommodation;
Shall review individual workplace emergency response information when the employees
changes location within the organization; when the employee's accommodation needs
are reviewed and when the Township updates its general emergency response policies.
Deadline for compliance: January 1, 2012.
Transportation Standard:
The Transportation Standard is a sector -specific standard. This standard will apply only
to organizations that are in the business of providing or licensing passenger
transportation services in the public and private sector, e.g. fixed route and public transit
services, taxi services and school transportation.

1. BACKGROUND
The Accessibility for Ontarians with Disabilities Act, 2005 ("AODA") was passed with the
purpose of developing, implementing and enforcing accessibility standards in order to
achieve accessibility for all persons with disabilities with respect to goods, services, facilities,
accommodations, employment, buildings structures and premises.
Ontario Regulation 429/07 entitled "Accessibility Standards for Customer Service" (Ontario
Regulation 429/07) came into force on January 1, 2008. It establishes accessibility standards
specific to customer service for public sector organizations and other persons or
organizations that provide goods and services to members of the public or third parties.
2. DEFINITIONS
"Assistive Device" shall mean a device used to assist persons with disabilities in carrying out
activities or in accessing goods and services provided by the Township of Oro-Medonte.
"Disability" shall mean:
(a) any degree of physical disability, infirmity, malformation or disfigurement that is caused by
bodily injury, birth defect or illness and, without limiting the generality of the foregoing,
includes diabetes mellitus, epilepsy, a brain injury, any degree of paralysis, amputation, lack
of physical co-ordination, blindness or visual impediment, deafness or hearing impediment,
muteness or speech impediment, or physical reliance on a guide dog or other animal or on a
wheelchair or other remedial appliance or device;
(b) a condition of mental impairment or a developmental disability;
(c) a learning disability, or a dysfunction in one or more of the processes involved in
understanding or using symbols or spoken language;
(d) a mental disorder; or
(e) an injury or disability for which benefits were claimed or received under the insurance plan
established under the Workplace Safety and Insurance Act.

"Employees" shall mean every person who deals with members of the public or other third
parties on behalf of the Township of Oro-Medonte, whether the person does so as an
employee, agent, volunteer or otherwise.
"Nurse" shall mean a Registered Nurse or Registered Practical Nurse who is a registered
member in good standing with the College of Nurses of Ontario.
"Persons with Disability" shall mean those individuals that are afflicted with a disability as
defined under the Ontario Human Rights Code.
"Physician" shall mean a physician who is a registered member in good standing with the
College of Physicians and Surgeons of Ontario.
"Service Animal" shall mean any animal used by a person with a disability for reasons relating
to the disability where it is readily apparent that the animal is used by the person for reasons
relating to the disability; or where the person provides a letter from a physician or nurse
confirming that the person requires the animal for reasons relating to the disability; or a valid
identification card signed by the Attorney General of Canada or a certificate of training from a
recognized service animal training school.
"Support Person" shall mean a person who accompanies a person with a disability in order to
assist the person with communication, mobility, personal care, medical needs or with access
to goods and services.
"Township" shall mean the Corporation of the Township of Oro-Medonte.
3. STATEMENT
The Township of Oro-Medonte shall use reasonable efforts to ensure that its policies and
procedures are consistent with the following principles:
• The goods and services will be provided in a manner that respects the dignity and
independence of persons with disabilities;
• The provision of goods and services to persons with disabilities, and others, will be
integrated unless an alternate measure is necessary, whether temporarily or on a
permanent basis, to enable a person with a disability to obtain, use or benefit from the
goods and services;
• Persons with disabilities will be given an opportunity equal to that given to others to
obtain, use and benefit from the goods and services;
• Persons with disabilities may use assistive devices and/or support persons in the
access of goods and services;
• Communication with a person with a disability shall be done in a manner that takes
into account the person's disability.
This policy and applicable procedures applies to all persons who deal with members of the
public, including third parties on behalf of the Township of Oro-Medonte, whether the person
does so as an employee, member of Council, Committee or Advisory Group, agent,
volunteer, student on placement, or otherwise, and all persons who participate in the
provision of goods and services to members of the public or other third parties.

When communicating with a person with a disability, employees shall take the person's
disability into account. The Township shall follow four core principles:
• Dignity;
• Independence;
• Integration; and
• Equal opportunity.
What can employees do to help persons with disabilities access our services?
• Ask how you can help;
• Offer a variety of methods of communication and how to interact with persons with
disabilities; and
• Understand the nature and scope of the service offered.
What types of assistive devices are available to people with disabilities at our facilities?
• Wheelchair ramps;
• Wheelchair accessible washrooms, change rooms (including showers);
• Amplifying systems, microphones, headphones;
• Magnifying devices;
• A list of types will be maintained and reviewed periodically, and attached to this Policy
as Appendix "A".
4. COMMUNICATION
4.1 Communicating with Persons with Disabilities
• When communicating with a person with a disability, employees shall do so in a
manner that takes into account the person's disability;
• Should the Township be requested to provide a person with a disability a public
document or information related to Ontario Regulation 429/07, the Township will take
into consideration the communication needs of the person with the disability and
provide the document or information in a format that is agreed upon by the person with
the disability;
• In-house printed material and publications produced on behalf of the Township related
to Ontario Regulation 429/07 may contain a note indicating "alternative formats are
available upon request" and include relevant contact information and where possible,
adhere to the CNIB's Clear Print Standards;
• If one form or method of communication cannot be used by a person with a disability,
the Township will do their best to provide another form or method, or a combination.
Practices and Procedures — In person
• Treat people with disabilities with the same respect and consideration you have for
everyone else;
• Patience, and a willingness to find a way to communicate are your best tools;
• Smile, relax, and keep in mind that people with disabilities are just people;
• Don't make assumptions about what type of disability or disabilities a person has;
• Some disabilities are not visible, take the time to get to know your customers' needs;
• Be patient, people with some kinds of disabilities may take a little longer to understand
and respond;

• If you're not sure what to do, ask the person "May I help you?";
• If you can't understand what someone is saying, just politely ask again;
• Ask before you offer to help. Persons with disabilities know if they need help and how
you can provide it;
• Find a good way to communicate, a good start is to listen carefully;
• Look at your customer, but don't stare;
• Speak directly to a person with a disability, not to their interpreter or someone who is
with them;
• Use plain language and speak in short sentences;
• Don't touch or address service animals as they are working and have to pay attention
at all times;
• Ask permission before touching a wheelchair or a piece of equipment;
• Make sure you know the emergency procedures for customers with disabilities.
Practices and Procedures — Over the telephone
• Speak clearly and directly;
• Don't worry about how their voice sounds, concentrate on what's being said;
• Be patient, don't interrupt and don't finish the person's sentences. Give the person
time to explain him/herself;
• If you don't understand, just ask again;
• If you're not certain what was said, just repeat or rephrase what you've heard;
• If a the person is using an interpreter or a TTY line, speak to the person, not to the
interpreter;
• If the person has great difficulty communicating, make arrangements to call back when
it's convenient to speak with someone else.
5. TYPES OF DISABILITIES
Below are a few types of disabilities and in no way excludes other types of disabilities.
5.1 Physical Disabilities
Physical disabilities include a range of functional limitations in moving or coordinating one or
more parts of the body (i.e. muscle weakness, tremors, paralysis, Muscular Dystrophy,
tendonitis, etc.). A physical disability may affect an individual's ability to:
• Perform manual tasks such as holding a pen, turning a key or gripping a door knob;
• Move around independently;
• Walk for long distances;
• Sit or stand for extended periods of time;
• Control the speed or coordination of movements;
• Coordination and balance;
• Manipulate objects; and/or
• Have strength or endurance.
Practices and Procedures
• Speak directly to the person, not to their support person;
• Ask if they require assistance as people with disabilities often have their own way of
doing things;
• Do not touch, lean on or interfere with their assistive equipment as this is part of their
personal space;

• Provide information about accessible features of the facility (i.e. accessible washrooms
and sitting areas);
• Keep ramps and corridors free of clutter;
• Make yourself available to them (i.e. if counter is too high then step around it);
• Don't leave the person in an awkward, dangerous or undignified position or place;
• Provide seating for those who have difficulty standing for periods of time; and/or
• Be patient and ask a coworker for assistance if you require it.
5.2 Deaf, Deafened and Hard of Hearing
Hearing Toss may cause problems in distinguishing certain frequencies, sounds or words. A
person who is deaf, deafened or hard of hearing may be unable to:
• Maintain conversations over the telephone;
• Understand speech in noisy environments; and/or
• Pronounce words clearly enough to be understood.
Practices and Procedures
• Attract the person's attention before speaking (i.e. gentle touch on the shoulder or a
gentle wave);
• Always ask how you can help in a clear voice;
• Don't shout;
• Be clear and precise when giving instructions, and repeat or rephrase if necessary;
• Ask if you've been understood;
• Face the person and keep your hands and other objects away from your face and
mouth;
• If the person is using sign language or an interpreter, give the person who is deaf your
attention and not the interpreter;
• If the person uses a hearing aid, try to have the conversation in an area where there
are fewer competing noises;
• If necessary, write notes or provide them with preprinted information; and/or
• Be patient and ask a coworker for assistance if you require it.
5.3 Vision Disabilities
Vision disabilities can include loss of peripheral (side) vision, lack of central vision therefore
the person cannot see straight, tunnel vision where a person can only see straight ahead,
some people can see the outline of objects while others can see the direction of light, and
some people are completely blind. Vision loss may result in:
• Difficulty reading or seeing faces;
• Difficulty maneuvering in unfamiliar places;
• May restrict a person's ability to read signs, locate landmarks or see hazards;
• Inability to differentiate colours or distances;
• A narrow field of vision;
• The need for bright light, or contrast; and/or
• Night blindness.

• Don't assume the person can't see you;
• Identify yourself before making physical contact;

• Don't touch the service animal as it is working;
• Provide a verbal description of the setting, form, or location if necessary;
• Offer your arm to guide the person. If they accept inform them when you begin to
walk, walk slowly and identify landmarks;
• Speak precise, clearly and directly to the person;
• Don't touch the person without asking permission unless it's an emergency;
• Provide documents in Targe print or with help of a magnifier;
• Don't leave the person unattended in the middle of a room. Show them to a chair or
comfortable and safe area before walking away;
• Don't walk away without saying good-bye; and/or
• Be patient and ask a coworker for assistance if you require it.
5.4 Deaf -Blindness Disabilities
Deaf -blindness is a combination of hearing and vision loss. A person with this disability may
utilize sign language systems, Braille, telephone devices, communication boards or a
combination these. Many people who are deaf -blind use the services of an Intervener who
relays the information to the person with the disability. Deaf -blindness may result in great
difficulty to:
• Access goods and services;
• Communicate;
• Learn or comprehend; and/or
• Orientation and mobility.
Practices and Procedures
• Don't assume the person can't see you or hear you;
• Don't assume what the person can or can't do;
• The person who is deaf -blind may explain to you how to communicate with them or
give you an assistance card or note explaining how to communicate with them;
• Identify yourself before making physical contact;
• Don't touch the service animal as it is working;
• Provide a verbal description of the setting, form, or location if necessary;
• Offer your arm to guide the person. If they accept inform them when you begin to
walk, walk slowly and identify landmarks;
• Speak precise, clearly and directly to the person;
• Don't touch the person without asking permission unless it's an emergency;
• Provide documents in large print or with help of a magnifier;
• Don't leave the person unattended in the middle of a room. Show them to a chair or
comfortable and safe area before walking away;
• Don't walk away without saying good-bye; and/or
• Be patient and ask a coworker for assistance if you require it.
5.5 Speech Disabilities
Speech disabilities involve the partial or total loss of the ability to speak, and includes
difficulty with:
• Pronunciation;
• Pitch and loudness;
• Hoarseness or breathiness; and/or

• Stuttering or slurring.
Practices and Procedures
• Try to have the conversation in an area where there are fewer competing noises;
• Don't interrupt or finish their sentences, give them the time they need to get their point
across;
• Ask them to repeat only if necessary or to write notes;
• Phrase your questions so that they can be answered with a `yes' or `no';
• Ask if you've been understood; and/or
• Be patient and ask a coworker for assistance if you require it.
5.6 Intellectual or Developmental Disabilities
Intellectual disabilities affect a person's ability to think and reason and the person may have
difficulty with:
• Understand verbal or written information;
• Conceptual information;
• Perception of sensory information; and/or
• Memory.
Practices and Procedures
• Don't assume what a person can and cannot do;
• Use clear, simple language;
• Ask if they understand;
• Make sure you understand what they are asking for and if you don't, ask them again;
• Provide one piece of information at a time;
• Be prepared to explain and provide examples regarding information;
• Remember that the person is an adult and unless you are advised otherwise, can
make their own decisions;
• Provide the information in various forms (i.e. verbal, written, drawings);
• Speak directly to the person; and/or
• Be patient and ask a coworker for assistance if you require it.
5.7 Learning Disabilities
Learning disabilities include a range of disorders that affect the how a person receives,
expresses or processes information and can result in difficulty with:
• Reading, mathematical skills, writing and/or fine motor skills;
• Problem solving;
• Time management;
• Orientation and following directions; and/or
• Processing information.
Practices and Procedures
• Ask if you can provide assistance with tasks required (i.e. filling out forms);
• Don't assume what a person can and cannot do;
• Use clear, simple language;
• Give them the time they need to get their point across;

• Ask if they understand;
• Make sure you understand what they are asking for and if you don't, ask them again;

• Speak directly to the person; and/or

5.8 Mental Health Disabilities
Mental health disabilities include a range of disorders; however there are three main types:
anxiety, mood and behavioral. People with mental health disabilities may appear:
• Irritated;
• Aggressive;
• Abrupt;
• Indecisive; and/or
• Spontaneous laughter or anger.
Practices and Procedures
• Treat each person as an individual;
• As what would make him/her the most comfortable;
• Respect his/her needs to the maximum extent possible;
• Be confident and reassuring;
• Stay calm and courteous even if the customer exhibits unusual behaviour;
• Don't take things personally; and/or
• Be patient and ask a coworker for assistance if you require it.
5.9 Smell Disabilities
Smell disabilities may involve the inability to sense smell or a hypersensitivity to smells. The
person may have allergies to certain odours, scents or chemicals or may be unable to identify
dangerous gasses, smoke, fumes or spoiled foods.
5.10 Touch Disabilities
Touch disabilities may affect a person's ability to sense texture, temperature, vibration or
pressure. Touch sensations may be reduced or heightened resulting in a hypersensitivity to
touch, temperature, sensations, or the opposite, numbness.
5.11 Taste Disabilities
Taste disabilities may limit the experience of the four primary taste sensations: sweet, bitter,
salty or sour. A person with a taste disability may be unable to identify spoiled food or
noxious substances.

6. ASSISTIVE DEVICES
A person with a disability may provide their own assistive device for the purpose of obtaining,
using and benefiting from the Township's goods and services. Situations where the
Township had identified the assistive device to be a health and safety risk to either the of the
person with the disability or others on the premises, the Township will make every reasonable
effort to provide other means of assistance in order for the person with the disability to obtain,
use or benefit from the goods and services. At all times, it is the responsibility of the person
with the disability to be in care and control of the assistive device.
Practices and Procedures
• Where Township devices are available, appropriate employees within the applicable
area will be knowledgeable of the presence and trained in the use of the assistive
devices and provide assistance to persons with disabilities upon request;
• Ensure that a person with a disability is permitted to enter the premises with the device
and to use the device to access goods and services;
• Ensure that persons with disabilities are aware of assistive devices available on the
Township's premises;
• Offer an assistive device in a manner that respects the person's dignity and
independence;
• Do not lean or reach over an assistive device;
• Where possible, remove potential barriers to the use of assistive devices;
• A list of all devices available will be maintained and reviewed from time to time, and
attached to this Policy as Appendix "A".
7. SERVICE ANIMALS
Persons with a disability may enter Township owned or operated premises accompanied by a
service animal provided that the animal is not prohibited by law (i.e. banned by Provincial or
Federal Legislation) or excluded by law (i.e. where food is prepared). In the event that the
animal is prohibited, the Township will make every reasonable effort to provide other means
of assistance in order for the person with the disability to obtain, use or benefit from the
goods and services. If it is not readily apparent that the animal is a service animal, the
Township may ask for a letter signed by a nurse, physician or the Attorney General of
Canada, or a certificate of training from a recognized service animal training school. At all
times, it is the responsibility of the person with the disability to be in care and control of the
service animal.
Practices and Procedures
• Every employee shall use reasonable efforts to allow persons with disabilities to be
accompanied by their service animals;
• When the service animal is unruly or disruptive (i.e. jumping, biting, growling or other
harmful or potentially harmful behavior), an employee may ask the person with the
disability to remove the animal from the area or refuse to provide goods or services.
Other reasonable arrangements to provide goods and services shall be explored with
the assistance of the person with the disability;
• Employees will not touch, handle, feed or speak to the service animal;
• Where a service animal is excluded by law from the premises, the reason why the
animal is excluded shall be explained to the person with the disability.

8. SUPPORT PERSONS
Persons with disabilities may enter premises owned or operated by the Township with a
support person and have access to the support person while on the premises. The Township
may require a person with a disability to be accompanied by a support person where it is
necessary to protect the health or safety of the person with the disability or others on the
premises.
Practices and Procedures
• The support person may be permitted to attend at no charge where admission fees are
applicable. If an amount is payable by a support person for admission to the premises
or in connection with a person's presence at the premises, notice shall be given in
advance, and attached to this Policy as Appendix "B";
• Employees will communicate directly with the person with the disability and not the
support person unless otherwise instructed;
• Confidential information (i.e. tax information, personal information) that is discussed in
the presence of a support person will be identified as such prior to the information
being released, and the person with the disability will determine if the information can
be released in the presence of the support person;
• If the confidential information to be discussed is of such great importance, the support
person may be required to sign a confidentiality agreement, which is attached to this
Policy as Appendix "C".
9. NOTICE OF DISRUPTIONS IN SERVICES AND FACILITIES
In the event of a planned or unforeseen disruption of any services or facilities provided by the
Township, the Township will make all reasonable efforts to provide notice of the disruption to
the public. The notice may include the reason for the disruption, its anticipated duration,
description of any alternative facility or service and any other available information.
Practices and Procedures
• The notice will be posted on the Township's website at www.oro-medonte.ca, on any.
reasonably visible locations, noted on the Township's main voice message, any
appropriate voice mail and in any other manner deemed necessary, as soon as
reasonably possible, and attached to this Policy as Appendix "D";
• The Township will appoint a person and a back-up person to be responsible for
posting and maintaining the notice of service disruption.
10. FEEDBACK / COMPLAINTS
The Township will invite and welcome any feedback or complaints and view it as an
opportunity to learn and improve.
Practices and Procedures
• The Feedback / Complaint Form, attached to this Policy as Appendix "E", will be
posted on the Township's website at www.oro-medonte.ca, or provided upon request
in a manner that takes into account the person's disability;
• Feedback or complaints from members of the public shall be received by the Office of
the Chief Administrative Officer in any communicative form appropriate for the person

• Any responses will be coordinated appropriately per the direction of the Chief
Administrative Officer in a timely manner;
• Feedback or complaint will be reviewed by the appropriate employees to ensure that
all appropriate and available measures will be undertaken by the Township in the
provision of goods and services to persons with disabilities;
• Feedback or complaint will be considered highly confidential to ensure the protection
of personal information;
• If feedback or complaint is received verbally, the employee shall produce the feedback
or complaint in a written format and repeat the information to the person providing the
feedback or complaint to ensure accuracy.
11. TRAINING
The Township will ensure that all persons to whom this policy applies receives training as
required by Ontario Regulation 429/07 "Accessibility Standards for Customer Service", as
soon as reasonably practicable, and reviewed when any amendments are made to the
Township's policy and procedures.
Practices and Procedures
• The amount or format of training will be tailored to suit each person's interactions with
the public on behalf of the Township. The content of the training will include, but not
limited to:
• a review of the purpose of the AODA;
• the Ontario Regulation 429/07 entitled "Accessibility Standards for Customer
Service";
• a review of the Township's policy and procedures related to the provision of goods
and services to persons with disabilities and how to interact and communicate with
persons with disabilities;
• the various methods and information about assistive devices and services
provided by the Township to help with the provision of goods and services.
• Attendance and training provided will be documented as per the practices and
procedures of the Human Resources Department.
12. AVAILABILITY OF DOCUMENTS
The Township shall provide notice that upon request it will provide a copy of all documents
required by Ontario Regulation 429/07 entitled "Accessibility Standards for Customer
Service", including the related Township policies and procedures and current Accessibility
Plan.
Practices and Procedures
• A notice of availability of the documents will be posted on the Township's website;
• Requests for documents will be received by the Office of the Chief Administrative
Officer, attached to this Policy as Appendix "F";
• Documents will be made available subject to the Municipal Freedom of Information
and Protection of Privacy Act;
• Documents will be provided in a format as requested;
• The timeframe attached to the conversion process will vary depending on the media
chosen, the size, the complexity and quantity of documents to be converted;

• Conversion shall be processed in-house whenever possible;

13. EXCLUSIONS
The Accessibility Standards for Customer Service Policy shall not apply during any period
where Council has declared a "State of Emergency" as defined under the Emergency
Management Act.
14. NON-COMPLIANCE
Failure to comply with this policy and applicable procedures will result in disciplinary action up
to and including dismissal.
15. REVIEW AND AMENDMENTS
The Accessibility Advisory Committee shall be responsible for the review process and any
subsequent amendments to this policy document. Review and amendments shall take place
within the first quarter of every year, or as reasonably possible.
It is the responsibility of all employees of the Township of Oro-Medonte to ensure that
they are aware of this policy by completing POL-HR-01-Form 1.

1. Background
The Accessibility for Ontarians with Disabilities Act, 2005 ("AODA") was passed with the
purpose of developing, implementing and enforcing accessibility standards in order to
achieve accessibility for all persons with disabilities with respect to goods, services, facilities,
accommodations, employment, buildings structures and premises.
The purpose of the Accessibility Policy to is to develop, implement and maintain policies
which govern how the municipality will achieve accessibility measures as required through
the Accessibility for Ontarians with Disabilities Act.
2. Definitions
"Disability" shall mean:
(a) any degree of physical disability, infirmity, malformation or disfigurement that is caused by
bodily injury, birth defect or illness and, without limiting the generality of the foregoing,
includes diabetes mellitus, epilepsy, a brain injury, any degree of paralysis, amputation,
lack of physical co-ordination, blindness or visual impediment, deafness or hearing
impediment, muteness or speech impediment, or physical reliance on a guide dog or
other animal or on a wheelchair or other remedial appliance or device;
(b) a condition of mental impairment or a developmental disability;
(c) a learning disability, or a dysfunction in one or more of the processes involved in
understanding or using symbols or spoken language;
(d) a mental disorder; or
(e) an injury or disability for which benefits were claimed or received under the insurance plan
established under the Workplace Safety and Insurance Act.
"Township" shall mean the Corporation of the Township of Oro-Medonte.

3. Statement
The Township of Oro-Medonte shall use reasonable efforts to ensure that its policies and
procedures are consistent with the following principles:
• The goods and services will be provided in a manner that respects the dignity and
independence of persons with disabilities;
• The provision of goods and services to persons with disabilities, and others, will be
integrated unless an alternate measure is necessary, whether temporarily or on a
permanent basis, to enable a person with a disability to obtain, use or benefit from the
goods and services;
• Persons with disabilities will be given an opportunity equal to that given to others to
obtain, use and benefit from the goods and services;
• Persons with disabilities may use assistive devices and/or support persons in the access
of goods and services;
• Communication with a person with a disability shall be done in a manner that takes into
account the person's disability.
4. General
Through the Accessibility Policy, the Township will develop, implement and maintain policies
which govern how the municipality will achieve accessibility measures as required through
the Accessibility for Ontarians with Disabilities Act (AODA).
The Township is committed to meet the accessibility needs of persons with a disability in a
timely manner.
i. Accessibility Plans
The Township will establish, implement, maintain and document a multi-year Accessibility
Plan. The Plan will outline the Township's strategy to prevent and remove barriers and meet
its requirements under the AODA.
The Plan will be reviewed by the Township's Accessibility Advisory Committee (AAC) and
approved by Council at least once every five years. Members of the public, including those
who have a disability, are encouraged to provide input into the development of the Plan.
An Annual Status Report will be created which will identify the progress of the measures
taken to implement the Plan. The Report will be presented to the AAC and Council.
The complete Accessibility Plan and Annual Status Report will be available to the public
through the municipal website and at Township facilities. At request, it can be presented in
accessible formats.

ii. Procuring or Acquiring Goods, Services or Facilities
As per the Procurement By-law, as amended, the Township encourages;
"a) When procuring goods or services, the Township shall have regard, in addition to
quality, cost and timing, the incorporation of accessible criteria and features, where
possible, to prevent barriers to access for people with disabilities. The Ontarians with
Disabilities Act, 2001, S.O. c. 32, and the Corporate Accessibility Plan require that
when deciding to purchase goods or services, Building Construction and equipment,
the Township is to have regard to the accessibility for persons with disabilities to the
goods or services. As such, the Township is committed to accessibility principles and
is taking steps to improve accessibility within the Township in accordance with the
Ontarians with Disabilities Act.
b) If it is not deemed possible to procure accessible goods, services or facilities, the
Township will provide an explanation as to why it did not obtain accessible goods,
services or facilities when asked and will provide the explanation is the most suitable
accessible format to the requester.
c) Any successful bidder who provides customer service on behalf of the Township is
legally responsible with the provisions outlined in Ontario Regulation 429/07 with
respect to training. The successful bidder shall ensure that such training includes,
without limitation, a review of the purposes of the Act and requirements of the
regulation, as well as instruction regarding all matters set out in the regulation. By
signing the Forms of Quotations, Tenders or Proposals, the contractor has agreed to
be in full compliance with this regulation. Additionally the successful bidder will review
and acknowledge the Township's Accessible Customer Service Policy and
Procedures."
If the Township determines that it is not practicable to incorporate accessibility criteria and
features when procuring or acquiring goods, services or facility, an explanation will be
provided.
iii. Training
The Township is committed to ensuring training is provided on the requirements of the
accessibility standards to all employees, volunteers, persons who participate in the
developing of Township policies, and all other persons who provide goods and services on
behalf of the municipality.
Every person will be trained as soon as practicable. Training will also be provided in respect
to changes in the policy on an ongoing basis. Records of the training will be maintained —
including dates and names of individuals trained.

5. Information and Communication
i. Feedback
The Township will ensure that feedback processes are accessible to persons with disabilities
by providing or arranging for the provisions of accessible communications and support, upon
request. Feedback can be received online, through writing or verbally.
ii. Accessible Formats and Communication Support
Upon request, the Township will provide or arrange for the provision of accessible formats
and communication supports for persons with a disability. The formats will be provided in a
timely manner and take into account the person's disability needs. There will be no additional
cost charged to the person to provide an accessible format.
The Township will consult with the person making the request to determine the suitability of
an accessible format or communication support. Final determination as to which accessible
format or communication support used rests with the Township.
The Township will notify the public about the availability of accessible formats and
communication supports.
iii. Emergency Procedure, Plans or Public Safety Information
The Township has in place several different emergency procedures, plans and public safety
information. Upon request, public information regarding the Township's emergency
procedures, plans or public safety information will be provided in an accessible format. This
information will be made as soon as practicable upon request.
iv. Accessible Websites and Web Content
The Township will ensure the official municipal website and web content conforms to the
World Wide Consortium Web Content Accessibility Guidelines (WCAG). Except where
meeting this requirement is not practicable, this conformity applies to websites, web content
and web -based application that are controlled directly or through a contractual relationship
that allows for the modification of the product and to web content.
6. Employment Standards
Employment standards apply to paid employees — not volunteers and other non -paid
individuals. These standards are documented in detail in the municipality's Human Resource
Policy Manual. Specifically, the following standards are included and provide for accessibility
accommodations: Recruitment; Accessible Formats and Communication Support for
Employees; Workplace Emergency Response Information; Documented Individual
Accommodation Plans; Return to Work Process; Performance Management; and
Career Development and Advancement.

1. Background
1.1 The Accessibility for Ontarians with Disabilities Act, 2005 ("AODA") was passed with the
purpose of developing, implementing and enforcing accessibility standards in order to
achieve accessibility for all persons with disabilities with respect to goods, services,
facilities, accommodations, employment, buildings structures and premises.
1.2 Ontario Regulation 191/11 entitled "Integrated Accessibility Standards Regulation"
("IASR") came into force in July 2011. Part II of the IASR establishes accessibility
standards specific to information and communications for public sector organizations
and other persons or organizations that provide goods and services to members of the
public or third parties.
2. Definitions
"Accessible formats" may include, but are not limited to, large print, recorded audio, electronic
formats such as HTML, PDF, TIFF and MS Word, braille, read, write or draw, closed
captioning, assistive devices, sign language or interpretation, repeating, clarifying or restating
the information, and other formats usable by persons with disabilities;
"Communications" means the interaction between two or more persons or entities, or any
combination of them, where information is provided, sent or received;
"Communication supports" may include, but are not limited to, captioning, alternative and
augmentative communication supports, plain language, sign language and other supports
that facilitate effective communications;
"Disability" shall mean:
a) Any degree of physical disability, infirmity, malformation or disfigurement that is caused by
bodily injury, birth defect or illness and, without limiting the generality of the foregoing,
includes diabetes mellitus, epilepsy, a brain injury, any degree of paralysis, amputation,
lack of physical co-ordination, blindness or visual impediment, deafness or hearing

audio, digital or images, and that conveys meaning.
"Person with a Disability" shall mean those individuals that are afflicted with a disability as
defined under the Ontario Human Rights Code.
"Township" shall mean the Corporation of the Township of Oro-Medonte.
3. Statement
3.1 The Township shall use reasonable efforts to ensure that its policies and procedures are
consistent with the following principles:
1) Shall, upon request, provide or arrange for the provision of accessible formats and
communication supports for persons with disabilities in a timely manner that takes
into account the person's accessibility needs, at a cost that is no more than the
regular cost charged to other persons;
2) Shall consult with the person making the request in determining the suitability of an
accessible format or communication support;
3) Shall notify the public about the availability of accessible formats and communication
supports;
4) Shall communicate with a person with a disability in a manner that takes into account
the person's disability.
3.2 When communicating with a person with a disability, employees shall take the person's
disability into account. The Township shall follow four core principles:
1) Dignity;
2) Independence;
3) Integration; and
4) Equal opportunity.
3.3 What can employees do to help persons with disabilities access our documents?
1) Ask how you can help;
2) Offer a variety of methods and formats of communication and how to interact with
persons with disabilities; and
3) Understand the nature and scope of the service offered.

3.4 This policy and applicable procedures applies to all persons who communicate with
members of the public, including third parties on behalf of the Township, whether the
person does so as an employee, member of Council, Committee or Advisory Group,
agent, volunteer, student on placement, or otherwise, and all persons who participate in
the provision of goods and services to members of the public or other third parties.
3.5 As provided by the IASR, exemptions to the provision of accessible documents may
include:
1) When the technology to convert the information is not readily available; or
2) The information may be lost in the conversion process and cannot be conveyed in a
meaningful way (examples: visual information in an architectural blueprint).
3.6 If it is not possible to convert the requested material, the Township will provide the
requester with an explanation as to why the information or communications are
unconvertible and a summary of the information or communications requested.
4. Communication Practice
4.1 In-house printed material and publications produced on behalf of the Township shall
contain a note indicating "alternative formats are available upon request" and include
relevant contact information. Where possible, Township publications shall adhere to the
CNIB's Clear Print Standards', being, but not limited to:
1) Use high contrast colours for text and background (examples: black or dark blue text
on a white or yellow background, or white/yellow text on a black/dark blue
background, avoid use of red);
2) Printed material is most readable in black and white and reserve coloured text for
titles, headlines or highlighted material;
3) Keep the text preferably between 12 and 18 points;
4) Leading space, which is the space between lines of text, should be at least 25 to 30
per cent of the point size;
5) Use an Arial or Tahoma font;
6) Use fonts with medium heaviness and avoid light type with thin strokes (examples:
when emphasizing a word or sentence, use a bold or heavy font; avoid italics or
upper-case letters);
7) Choose a monospaced (non -justified) font rather than one that is proportionally
(justified) spaced, keep a wide space between letters;
8) Separate text into columns to make it easier to read;
9) Use wide binding margins or spiral bindings if possible;
10) Use flat pages;
11) Use a matte or non -glossy finish to cut down on glare;
12) Avoid watermarks or complicated background designs;
13) Use distinctive colours, sizes and shapes on the covers of materials to make them
easier to tell apart;
14) Avoid using the return key to add multiple spaces.

4.2 Electronic materials and publications produced on behalf of the Township shall be
provided in electronic formats such as, but not limited to, HTML, PDF, TIFF or MS Word.
4.3 Should the Township be requested to provide a person with a disability a public
document or information, the Township will take into consideration the communication
needs of the person with the disability and provide the document or information in a
format that is agreed upon by the person with the disability.
4.4 If one form or method of communication cannot be used by a person with a disability,
the Township will do their best to provide another form or method, or a combination.
5. Types of Disabilities
Below are a few types of disabilities and in no way excludes other types of disabilities.
5.1 Physical Disabilities
Physical disabilities include a range of functional limitations in moving or coordinating one or
more parts of the body (i.e. muscle weakness, tremors, paralysis, Muscular Dystrophy,
tendonitis, etc.). A physical disability may affect an individual's ability to:
1) Perform manual tasks such as holding a pen, turning a key or gripping a door knob;
2) Move around independently;
3) Walk for long distances;
4) Sit or stand for extended periods of time;
5) Control the speed or coordination of movements;
6) Coordination and balance;
7) Manipulate objects; and/or
8) Have strength or endurance.
Information and Communication Procedures:
Ask if they require assistance as people with disabilities often have their own way of doing
things;
1) Do not touch, lean on or interfere with their assistive equipment as this is part of their
personal space;
2) Advise of the Township's use of the CNIB's Clear'Print Standards and ask if they
require an alternative format (i.e. audio, PDF, HTML, TIFF, Targe print, provide the
information electronically);
3) Offer a verbal explanation of the information they are seeking;
4) Ask for their format preference and provide the document or information accordingly.
5.2 Deaf, Deafened and Hard of Hearing
Hearing loss may cause problems in distinguishing certain frequencies, sounds or words. A
person who is deaf, deafened or hard of hearing may be unable to:
• Maintain conversations over the telephone;
• Understand speech in noisy environments; and/or
• Pronounce words clearly enough to be understood.

Vision disabilities can include Toss of peripheral (side) vision, lack of central vision therefore
the person cannot see straight, tunnel vision where a person can only see straight ahead,
some people can see the outline of objects while others can see the direction of light, and

• Difficulty reading or seeing faces;
• Difficulty maneuvering in unfamiliar places;
• May restrict a person's ability to read signs, locate landmarks or see hazards;
• Inability to differentiate colours or distances;
• A narrow field of vision;
• The need for bright light, or contrast; and/or
• Night blindness.
Information and Communication Procedures:
1) Don't assume the person can't see the document;
2) Advise of the Township's use of the CNIB's Clear Print Standards and ask if they
require an alternative format (i.e. audio, PDF, HTML, TIFF, Targe print, provide the
information electronically);
3) Offer a verbal explanation of the information they are seeking.
5.4 Deaf -Blindness Disabilities
Deaf -blindness is a combination of hearing and vision Toss. A person with this disability may
utilize sign language systems, Braille, telephone devices, communication boards or a
combination of these. Many people who are deaf -blind use the services of an Intervener who
relays the information to the person with the disability. Deaf -blindness may result in great
difficulty to:
• Access goods and services;
• Communicate;
• Learn or comprehend; and/or
• Orientation and mobility.
Information and Communication Procedures:
1) Don't assume the person can't see the document or can't hear you;
2) As if the person requires the information in Braille or if the person utilizes a screen
reader (examples: JAWs, Dragon Naturally Speaking, Kurzweil) and if the person
desires the document to be formatted to be read by a screen reader.

5.5 Speech Disabilities
Speech disabilities involve the partial or total Toss of the ability to speak, and includes
difficulty with:
• Pronunciation;
• Pitch and loudness;
• Hoarseness or breathiness; and/or
• Stuttering or slurring.

1) Don't assume the person can't understand the information;
2) Advise of the Township's use of the CNIB's Clear Print Standards and ask if they
require an alternative format (Le. audio, PDF, HTML, TIFF, large print, provide the
information electronically);
3) Offer a verbal explanation of the information they are seeking.
5.6 Intellectual or Developmental Disabilities
Intellectual disabilities affect a person's ability to think and reason and the person may have
difficulty with:
• Understand verbal or written information;
• Conceptual information;
• Perception of sensory information; and/or
• Memory.
Information and Communication Procedures:
1) Don't assume the person can't understand the information;
2) Advise of the Township's use of the CNIB's Clear Print Standards and ask if they
require an alternative format (i.e. audio, PDF, HTML, TIFF, large print, provide the
information by email);
3) In written information, use the Glenn Pound Methodology's of Plain Language2,
being, but not limited to:
• Say what you mean, write what you mean;
• Use the verb form rather than the noun form (avoid use of impersonal tone);

expresses or processes information and can result in difficulty with:
• Reading, mathematical skills, writing and/or fine motor skills;
• Problem solving;
• Time management;
• Orientation and following directions; and/or
• Processing information.
Information and Communication Procedures:
1) Use the Glenn Pound Methodology's of Plain Language3, being, but not limited to:
• Say what you mean, write what you mean;
• Use the verb form rather than the noun form (avoid use of impersonal tone);
• Use an active voice rather than a passive voice by using the word order:
subject, verb and object);
• Use positive rather than negative;
• Cut out unnecessary words;
• Keep paragraphs short;
• Leave space between paragraphs;
• Be generous with white space.
2) Give them the time they need to get their point across;
3) Ask if they understand;
4) Make sure you understand what they are asking for and if you don't, ask them again;
5) Provide one piece of information at a time;
6) Be prepared to explain and provide examples regarding information;
7) Remember that the person is an adult and unless you are advised otherwise, can
make their own decisions;
8) Provide the information in various forms (i.e. verbal, written, drawings);
9) Speak directly to the person; and/or
10)Be patient and ask a coworker for assistance if you require it.
5.8 Mental Health Disabilities
Mental health disabilities include a range of disorders; however there are three main types:
anxiety, mood and behavioral. People with mental health disabilities may appear:
• Irritated;
• Aggressive;
• Abrupt;
• Indecisive; and/or
• Spontaneous laughter or anger.

6. Assistive Devices.
A person with a disability may provide their own assistive device for the purpose of obtaining,
using and benefiting from information and documentation. At all times, it is the responsibility
of the person with the disability to be in care and control of the assistive device.
7. Feedback / Complaint Forms.
7.1 The Township will invite and welcome any feedback or complaints and view it as an
opportunity to learn and improve.
7.2 The Feedback / Complaint Form, attached to this Policy as Appendix "A", will be posted
on the Township's website at www.oro-medonte.ca, or provided upon request in a
manner that takes into account the person's disability.
7.3 Feedback or complaints from members of the public shall be received by the Office of
the Chief Administrative Officer in any communicative form appropriate for the person
providing feedback or complaint.
7.4 Any responses will be coordinated appropriately per the direction of the Chief
Administrative Officer in a timely manner.
7.5 Feedback or complaint will be reviewed by the appropriate employees to ensure that all
appropriate and available measures will be undertaken by the Township in the provision
of information and documentation to persons with disabilities.

7.6 Feedback or complaint will be considered highly confidential to ensure the protection of
personal information.
7.7 If feedback or complaint is received verbally, the employee shall produce the feedback
or complaint in a written format and repeat the information to the person providing the
feedback or complaint to ensure accuracy.
8. Training.
8.1 The Township will ensure that all persons to whom this policy applies receives training
as required by Ontario Regulation 191/11 entitled "Integrated Accessibility Standards
Regulation", as soon as reasonably practicable, and reviewed when any amendments
are made to the Township's policy and procedures.
9. Non -Compliance.
9.1 Failure to comply with this policy and applicable procedures will result in disciplinary
action up to and including dismissal.
10. Review and Amendments
10.1 The Accessibility Advisory Committee shall be responsible for the review process and
any recommendation of any subsequent amendments to this policy document. Review
and amendments shall take place within the first quarter of every year, or as reasonably
possible.
It is the responsibility of all employees of the Township of Oro-Medonte to ensure that
they are aware of this policy by completing POL-HR-01-Form 1.
