County hosts Public Information Sessions
on status of Official Plan

Midhurst/ March 20, 2015
The County of Simcoe is hosting two Public Information Sessions on the
status and approval process of its Official Plan. The identical sessions will run from 2 p.m. to 4 p.m. and
again from 6 p.m. to 8 p.m. on April 20, 2015 at the Simcoe County Museum, 1151 Highway 26,
Minesing, Ontario.
The first half hour of each session will feature an informal open house with display boards outlining the
County of Simcoe Official Plan approval process, as well as information and considerations that go into
the development of an Official Plan. Presentations and Q&A will follow.
The Official Plan provides overall direction on land use planning and development matters. The
Province of Ontario requires the Official Plan to be in conformity with provincial legislation and policy.
Once approved, local municipalities will use the Official Plan to bring their own local official plans into
conformity on matters such as growth, environmental protection, sustainable transportation and
infrastructure, and resource conservation.
County Council first adopted the updated Official Plan in 2008, and due to changes in provincial
legislation, the Official Plan was further updated and again endorsed by County Council in 2013. During
this period, the Official Plan has been under appeal with the Ontario Municipal Board. The hearing
commenced in March 2013 and is ongoing.
A brief history of events is as follows:
County Council adopted the updated Official Plan in 2008 based on conformity with provincial
legislation and policy of the day
In 2009 the County appealed the lack of decision on the Official Plan by the Province to the
Ontario Municipal Board
Approximately 100 other parties joined the hearing process as either appellant parties, parties,
or participants since 2009
Between 2009 and 2012 a number of changes were required to the Official Plan in order to
conform to emerging provincial legislation including the Lake Simcoe Protection Plan and
Growth Plan Amendment 1 (Simcoe Sub-Area)
The County provided public notice of the Modified Official Plan and invited public comment
during summer 2012
The Modified Official Plan was endorsed by County Council in 2013
The Ontario Municipal Board hearing commenced in March 2013 and is ongoing: of the 148
pages of the Official Plan approximately 70 pages are approved. Of the 489 polices, 352 have
been approved by the Ontario Municipal Board
The County of Simcoe has no jurisdiction to reconsider matters that have been determined by or
are before the Ontario Municipal Board

Our Official Plan is an important document that will guide growth and responsible planning in our
County for future generations, said Warden Gerry Marshall. These Public Information Sessions will
provide an opportunity for residents to learn about the history and current status of the appeal of our
Official Plan, as well as next steps in the process at the Ontario Municipal Board.
Purpose of the Public Information Sessions:
At its meeting on March 10, 2015, County Council approved a motion to hold a Public Information
Session. The purpose of these sessions is to provide information on the status and approval process of
the County of Simcoe Official Plan. As the Official Plan is currently under appeal at the Ontario
Municipal Board, residents should be advised that the sessions will be for information only. The County
of Simcoe has no jurisdiction to reconsider matters that have been determined by or are before the
Ontario Municipal Board.
Topics Presented at the Public Information Sessions:
The Public Information Sessions will outline the history of the development of the Official Plan, including
key milestones and the role that the public, agencies, and Province of Ontario have with the
development of the Official Plan. Information will also outline what sections of the Official Plan have
been approved by the Ontario Municipal Board and what the timelines are for consideration of the
remaining sections and summarize the roles and responsibilities of the County, the Province and public
at the Ontario Municipal Board when an Official Plan is appealed.

VII.PRESENTATIONS
a)Scanlon Creek Conservation Area Management Plan
General Manager, Conservation Lands, Brian Kemp, provided the Board with a presentation regarding the
Scanlon Creek Conservation Area Management Plan, first giving credit to Land Management Technician, Kate
Lillie, who has been working on the Management Plan and had prepared the presentation, but due to
unforeseen circumstances was unable to attend the meeting.
GM Kemp noted that the 300 hectares just north of Bradford that comprise Scanlon Creek Conservation Area
is a mixture of forest, meadow, wetland and creek. Buildings situated on the property include the original
farmhouse, the nature centre, the operations centre for stewardship, forestry and education staff, as well as
a workshop, garage and storage facilities. This conservation area has over 10 km of trails, picnic pavilions,
accessible washrooms, a play garden, and an off-leash dog park.
GM Kemp explained that the purpose of the management plan is to, amongst other things, measure success,
set long- and short-
strategic plan. Steps taken to update the management plan included a public survey, which revealed visitors
seek the natural setting and biodiversity of the conservation area. The survey revealed concerns regarding
user fees, improved amenities, communication, accessibility, ecosystem management, off-leash dogs and
public engagement.
GM Kemp also outlined the budget projections for the next five years, as well as potential revenue sources,
funding to implement the recommendations.

CAO Walters introduced David Lembcke, Manager, Environmental Science and Monitoring, and Co-
, and commended staff for taking on this initiative, voluntarily and with
limited budget.

initiative. Mr. Lembcke explained that the committee, made up of representatives from all LSRCA
departments, has come together to improve and enhance environmental sustainability. Involving all staff,

include: print reduction, turning off lights, more efficient paper towel system, adding an electric vehicle to
the fleet, as well as participating in Smart Commute (an effort that Aquatic Ecologist, Rob Wilson has been
coordinating for a number of years). Mr. Lembcke noted that the committee is also looking into low impact
development (LID) options for offices parking lot
committee who were in attendance were introduced to Board members.
In response to a question from Councillor Eek regarding LID and RainScaping, Mr. Lembcke advised that
landowners may be entitled to funding and technical assistance to complete LID projects
RainScaping Program. Interested landowners may contact Stewardship staff to discuss options:
LSRCA Stewardship Technician.
Mayor Hackson thanked Mr. Lembcke for his presentation and encouraged to Board members to lead by
example and go paperless with Board agendas.

XII.OTHER BUSINESS
General Manager, Integrated Watershed Management, Ben Longstaff, explained that as a requirement of the
Lake Simcoe Protection Plan (LSPP), staff has been working on the development of in-stream flow targets for
specific watercourses throughout the watershed. The development of an environmental flow (E-flow)
framework for Lake Simcoe tributaries would meet the three main objectives of LSPP Policy 5.1-SA.
Accordingly, there is a need for a consultant to undertake the Modelling of Environmental Flow Targets for
the Lovers Creek Subwatershed.

Councillor Simpson questioned the additional ask of approximately $11,000 for an analysis entitled Climate
Change Assessment, as it related to the term . GM Longstaff explained that staff is working
closely with the Ministry of Environment and Climate Change on a number of studies regarding the impact of
extreme weather resulting in either too much precipitation resulting in high flows and flooding versus too
little precipitation causing low flows and droughts. These extreme weather events have dramatic impacts on
the flow regime in rivers and creeks throughout the watershed and increase the difficulty of the
development of environmental flows targets. Councillor Eek supported the assessment, noting that it is
suspected that extreme weather events will continue to have a growing impact especially in relation to
agriculture.

NVCA 2015 Budget Approved
The board of directors The 2015
budget is $267,044 higher than 2014. Of that increase, $61,000 came from a 3%
increase in the municipal levy. The levy accounts for 42% of the approved budget; the
remainder comes from government grants, uses fees, donations and interest income.
The budget is available on the NVCA website under About Plans, Annual Reports &
Financials.
2015-2018 NVCA Business Plan Approved
Business Plan to put goals from Strategic Plan into Operation
Initiatives at their last meeting,
staff presented a business plan outlining how these initiatives will be implemented over
the next three years.
Internal program leads, costs to implement, action items and implementation periods
are set for each of the 39 strategic initiatives coming out of the Strategic Plan.
The board approved the business plan, requiring staff to formally report on status of
plan on an annual basis.

Helping hand for the Tiffin Forest

the generous donation of $1,774.25 to support
restoration at the Tiffin Conservation Area!
Children from Maurice Cody come to Tiffin every
year in the spring. When they heard about the
damage from last year's tornado, they held a
dance-a-thon to raise money to help replant trees
lost during the storm.

Utopia Grist Mill Restoration Plan
The board of directors heard from Susan Antler, chair of the Friends of the Utopia Grist
Mill & Park, a non-profit group dedicated to the preservation and enhancement of the
which is located at the site.
Starting in 2007, the Friends assumed financial and stewardship responsibility for the
Utopia Conservation Area under an agreement with the NVCA. Among their activities to
date, they have established and maintained walking trails, installed fencing, and hosted
a number of well-received community events. In addition to raising annual operating
funds, the Friends have garnered $150,000 for the restoration of the gristmill.
Ms. Antler presented the business plan and the plans for Phase I of the gristmill
restoration. Members of the board approved the plan and commended the Friends for
their efforts to date.

The appointment of Nathan Cutler as an officer for the NVCA as per the
Conservation Authorities Act.

$160,000. More than 213,000 trees will be planted by NVCAs forestry program
this year.

outreach activities.
