Carried. 5. Minutes of Council and Committees: a) Minutes of Heritage Committee meeting held on Monday, March 9, 2015. Motion No. C150325 -5 Moved by Hall, Seconded by Coutanche Be it resolved that the draft minutes of the Heritage Committee meeting held on Monday, March 9, 2015 be received. Carried. Motion No. C150325 -6 Moved by Hall, Seconded by Coutanche Whereas the Chair and Vice -Chair are authorized, per Motion No. C150225 -6, to appoint individuals to Working Groups as required. And Whereas further refinement of terminology is in order. Therefore Be it resolved that Working Group has the same meaning as Task Force and may be utilized interchangeably. And That the Chair and Vice -Chair of the Heritage Committee are hereby authorized to establish any Working Group/Task Force as deemed appropriate to fulfill the mandate of the Heritage Committee. Motion No. C150325 -7 Moved by Coutanche, Seconded by Hall Be it resolved that a letter, under the Mayor's signature, be sent to Don Ross, Founder and Chair, Orillia Museum of Art and History that Council supports, in principle, the Orillia Museum of Art and History's petition to the Provincial Government for the Provincial Government to re- instate a Commemorative Plaque for the Celebration of the 400th Anniversary of Samuel de Champlain in the general vicinity as outlined in the correspondence dated February 17, 2015. Carried. Motion No. C150325 -8 Moved by Macpherson, Seconded by Jermey Be it resolved 1. That Council of the Township of Oro - Medonte apply to the Ontario Heritage Trust to erect a Commemorative Plaque for the Celebration of the 400th Anniversary of Samuel de Champlain. 2. And That the Orillia Chamber of Commerce be advised of Council's application and request that the Orillia Chamber of Commerce provide letters of support for the Township's and Orillia Museum of Art and History's application. Carried. b) Minutes of Council meeting held on Wednesday, March 11, 2015. Motion No. C150325 -9 Moved by Jermey, Seconded by Crawford Be it resolved that the draft minutes of the Council meeting held on Wednesday, March 11, 2015 be received and adopted as printed and circulated. That the correspondence received March 5, 2015 and presented by Linda Ambrose and Hal Roe re: Road Allowance from Colborne Street to Lake Simcoe be received. 2. And that staff investigate the matter and report back to Council. Carried. b) Michal Goralski re: Road Allowance from Colborne Street to Lake Simcoe. A PowerPoint presentation was presented. And that staff investigate the matter and report back to Council. Carried. c) Marty Lancaster re: Blue Dot Movement - Suzuki Foundation. A video and electronic presentation were presented. Motion No. C150325 -12 (Amendment) Moved by Hough, Seconded by Hall Be it resolved that the motion with respect to Blue Dot Movement - Suzuki Foundation be amended to add: That the Council of the Township of Oro - Medonte supports, in principle, the Declaration recognizing the right to Fresh Air, Clean Water and Healthy Food. That the Council of the Township of Oro - Medonte supports, in principle, the Declaration recognizing the right to Fresh Air, Clean Water and Healthy Food. 3. And that staff report back with respect to potential implications on supporting the Declaration. Carried as Amended. 9. Therefore be it resolved that the 2015 Operating, Capital and Reserve Budgets, as amended, by Motion No. C150325 -15, effective March 25, 2015, are hereby adopted. Carried. Billing Model Resolution be received. 2. That Council supports the Township of Evantural and further that Council reiterates its decision of its November 12, 2014 meeting, per Motion No. C141112-27, to respectfully request that the Province implement a billing method for policing costs for properties in unorganized townships so that they may contribute their fair share. 3.
