1. Opening of Meeting:
Mayor H.S. Hughes assumed the Chair and called the meeting to order.
2. Adoption of the Agenda:

b) Report No. DS2015 -002, Andria Leigh, Director, Development Services, re: Minor
Variance Application 2014 -A -31, George Wallace, 16 Seneca Lane.
Kelly Scaglione, neighbour, noted the proposed garage would be impede on her view, lessen
the curbside appeal and would set a precedent for the neighbourhood.
Jill Chalmers questioned the impact of the proposed building envelope on the septic system.
She added that the impact would be less if the proposed garage was closer to the house.
She also provided information on coniferous trees.
Michael Rumble questioned the setback noted on the sketch versus setbacks for an attached
garage. He also provided additional information regarding the laying out of coniferous trees.
George Wallace, applicant, arrived at the close of the Public Meeting.

It is recommended Minor Variance Application 2014 -A -31, George Wallace, 16 Seneca Lane
be deferred until the next Development Services Committee meeting of February 4, 2015 or
until such a time that the applicant can respond to concerns.

c) Report No. DS2015 -003, Andria Leigh, Director, Development Services, re: Minor
Variance Application 2014 -A -37, M. & J. Butler, 829 Line 5 South.
Michael and Joan Butler, applicants, were present.
Wayne Lintack questioned how staff made the determination that there was no environmental
impact.

It is recommended:
1. That Report No. DS2015 -003, Andria Leigh, Director, Development Services, re: Minor
Variance Application 2014 -A -37, M. & J. Butler, 829 Line 5 South be received and
adopted.
2. That Minor Variance Application 2014 -A -37 by M. & J. Butler, specifically to permit an
agricultural building and an accessory building (detached garage) with a setback of 0
metres from the limit of an Environmental Protection (EP) Zone, on lands located in East
Part of Lot 25, Concession 5 (Oro), Township of Oro - Medonte, known as 829 Line 5
South, be approved.
3. That the following conditions be imposed on the Committee's decision:
a) That, notwithstanding Section 5.28 (Setbacks from Limits of Environmental Protection
Zone) of Zoning By -law 97 -95, the proposed building shall otherwise comply with all
other applicable provisions of the Zoning By -Law;
b) That the buildings and structures on the property be generally in conformity with the
dimensions as set out on the application and sketches submitted and approved by the
Committee;
c) That the appropriate zoning certificate and building permits be obtained from the
Township only after the Committee's decision becomes final and binding.
4. And That the applicant be advised of the Committee's decision under the Director,
Development Services' signature.

It is recommended:
1. That Report No. DS2015 -001, Andria Leigh, Director, Development Services, re: Zoning
By -law Amendment 2014 - ZBA -18, Gregory & Nadia Bell, 2937 Ridge Road West, Con 2
Pt Lot 2 RP 51 R 31848 Part 1 RP 51 R 33292 Pts 3 and 4, Township of Oro - Medonte be
received and adopted.
2. That Zoning By -law Amendment Application 2014 - ZBA -18 (Bell), be approved to rezone
the subject lands shown on Zoning By -law 97 -95, Zoning Schedule "Al" by changing the
zone symbol applying to the severed parcel conveyed through Consent 2014 -B -22, from
the Agricultural /Rural Exception 142 (NRU *142) Zone and the Shoreline Residential
Exception 142 (SR *142) Zone to the Agricultural /Rural Exception 135 (A/RU *135) Zone
and the Shoreline Residential Exception 135 (SR *135) Zone, as shown on Schedule 'A' of
proposed By -law 2015 -002.
3. That Zoning By -law 97 -95, Section 7.142 be amended by deleting the text 79.00 metres
(259.18 feet)" and replacing with the text "60 metres (196.85 feet) ", and by deleting the
text "3.20 hectares (7.90 acres)" and replacing with the text 1.9 hectares (4.69 acres) ", as
shown on Schedule 'B' of proposed By -law 2015 -002.
4. That the appropriate By -law be brought forward for Council's consideration.
5. That the applicant be advised of the Committee's decision under the Director,
Development Services' signature.
