A By -law to Authorize the Execution of a Funding Agreement between the
County of Simcoe and Township of Oro - Medonte
Whereas Section 224 of the Municipal Act, 2001, S.O. 2001, c.25, as amended,
provides that it is the role of Council to ensure that administrative practices and
procedures are in place to implement the decisions of Council.
And Whereas Council authorized a submission of a request for project funding
assistance from the County of Simcoe pursuant to Motions C140122 -18 and
C140212-4.
And Whereas Council deems expedient to enter into a Funding Agreement
between the County and the Township of Oro - Medonte.
Now Therefore the Council of the Township of Oro - Medonte hereby enacts as
follows:
1. That the Mayor and Clerk be authorized to execute the Funding Agreement
between the County of Simcoe and the Township of Oro - Medonte, attached
hereto as Schedule "A" and forming part of this by -law;
2. And That this by -law shall take effect on the final passing thereof.

Funding Agreement between
County of Simcoe and Township of Oro - Medonte
On April 8, 2014, Committee of the Whole received Item CCW 14 -193 outlining options
regarding correspondence received from the Township of Oro - Medonte requesting
financial assistance with respect to a long term strategy to ensure the preservation of
the Oro African Methodist Episcopal Church. The Oro African Methodist Episcopal
Church was erected in 1849 at the southeast corner of the intersection of Line 3 of Oro -
Medonte and Side Road 10/11 (Old Barrie Road). The church building and unmarked
cemetery stand today as a unique witness to early African Canadian settlement in
Upper Canada. The site was designated in 2000 as a National Historic Site of Canada.
Definitions
1. "County" means the Corporation of the County of Simcoe.
2. "other funding sources" means financial contributions from sources other than
those contributions provided by the Township of Oro - Medonte and the County
of Simcoe.
3. "Township" means the Corporation of the Township of Oro - Medonte.
Funding Agreement terms
This agreement is based on County of Simcoe Recommendation No. CCW- 155 -14,
dated April 22, 2014:
THAT the County of Simcoe provide financial assistance in the amount of $73,852
subject to the Township of Oro - Medonte entering into an agreement to repay the
County of Simcoe an amount equivalent to funding received from other funding
sources including the application under Parks Canada's National Historic Sites
Cost - sharing program as outlined in Option 4 of Item CCW 14 -193.

BETWEEN:
THE CORPORATION OF THE COUNTY OF SIMCOE
-and-
THE CORPORATION OF THE TOWNSHIP OF ORO- MEDONTE
The Township agrees that:
1. The emergency funding support requested from the County for the restoration of
the Oro African Methodist Episcopal Church is equivalent to the Township's
application to Park Canada under the 2014 -2015 National Historic Sites Cost -
Sharing program or other funding source ($73,852).
2. The emergency funding support provided by the County will only be used for the
purpose of restoring the Oro African Methodist Episcopal Church. Should the
restoration project not proceed, the total amount of $73,852 will be returned to
the County.
3. Should the actual costs incurred for the restoration project be less than the
estimated ($147,770), the Township shall repay to the County 50% of the
savings realized.
4. The Township will repay to the County an amount equivalent to funding received
from other funding sources for the restoration project, including any monies
received as a result of the Township's application under the 2014 -2015 Parks
Canada's National Historic Sites Cost - Sharing program or other funding source,
up to an amount of $73,852.
5. The County of Simcoe requests recognition of the County of Simcoe's
contribution to this project.
