07 23 2014 Development Charges Public MeetingNOTICE OF PUBLIC MEETING WITH REGARD TO DEVELOPMENT CHARGES BACKGROUND STUDY AND DRAFT BY -LAW Proud HeritgNe, F.xrilfi ig Future On Wednesday, July 23, 2014 the Council of the Corporation of the Township of Oro - Medonte will hold a public meeting, pursuant to Section 12 of the Development Charges Act, 1997, to present and obtain public input on the Township's proposed Development Charges By -law and underlying background study. All interested parties are invited to attend the Public Meeting of Council and any person who attends the meeting may make representations relating to the proposed by -law and background study. The meeting is to be held: Wednesday, July 23, 2014 2:00 p.m. Township of Oro - Medonte Administration Centre Council Chambers 148 Line 7 South Oro - Medonte, ON LOL 2E0 In order that sufficient information is made available to the public, copies of the proposed by -law and the background study are being made available as of July 9, 2014 from the Township at the above location and online at the Township's website www.oro- medonte.ca. Identify amount, type and location of growth 2. Identify servicing needs to accommodate growth s. Deduct: - Grants, subsidies and other contributions - Benefit to existing development - Statutory 10% deduction (soft services) - Amounts in excess of 10 year historic service calculation - DC Reserve funds (where applicable) s. Net costs then allocated between residential and non - residential benefit s. Net costs divided by growth to provide the DC charge OK Watson Overview of DCA - Policy Matters v Exemptions: ■ Mandatory Exemptions: • for industrial building expansions (may expand by 50% with no DC) • May add up to 2 apartments for a single as long as size of home doesn't double • Add one additional unit in medium & high density buildings • Upper /Lower Tier Governments and School Boards $ O Watson & Associates Overview of DCA - Policy Matters ❑ Exemptions: ■ Discretionary Exemptions: • Reduce in part or whole DC for types of development or classes of development (e.g. industrial or churches) • May phase -in over time • Redevelopment credits to recognize what is being replaced on site (not specific in the Act but provided by case law) OK Watson 9 & Associates Overview of Oro=Medonte's Existing DCA Exemptions v Exemptions: • The issuance of a building permit in accordance with Section 2(3) of the Act; • Farm buildings; • A place of worship exempt under Section 3 of the Assessment Act; o r ■ A public hospital under the Public Hospitals Act.
