Maplewood Limited thereby permitting the removal of the Holding Provision applying

3. That the appropriate by-laws to enter into a Site Plan Agreement with Democrat
Maplewood Limited and to remove the Holding Provision applying to the lands
described as Lot 109 of Plan 51M-957 respectively be brought forward for Council's

and adopted.
2. That Zoning By-law Amendment Application 2014-ZBA-03, being on Schedule A 14
to Zoning Bylaw 97-95 be approved and that Zoning By-Law 97-95, as amended, is
hereby further amended by changing the zone symbol applying to lands located at,
2101 Horseshoe Valley Road Concession 1 Part Lot 40 (Vespra) in the Township of
Oro-Medonte, from Institutional (I) Zone to a Local Commercial Exception 245 (LC*
245) Zone as noted in draft By-law No. 2014-065.

advisory body meetings, with the exception of the Human Resources Committee, will
be scheduled for the months of September, October and November 2014.

Planned Usage vs. capacity needed. Keith Sherman
Keith reported that the Tier 3 water budget exercise taking place in the Midland
and Penetanguishene area, the Ministry prescribes the methods that are used.
The technical modelling studies are being carried out by Golder Associates Ltd.
for the Midland-Penetanguishene-Tiny study area. An important aspect of the
study currently under consideration is the planned capacity being estimated as
input to the modelling. This capacity for taking water is estimated on an average
basis and may not consider the peak water taking needed by municipalities to
meet instantaneous water demand. Municipal staff are being asked to provide
the estimated planned capacity for their water systems. SSEA has helped in
assembling other model inputs for the project.

4. ELECTION OF SSEA CHAIR AND VICE CHAIR
Chair Ray Millar turned the board over to Keith Sherman to conduct the
elections. Keith reviewed the general rules of the elections as quoted in
the Agenda for this meeting. \[Agenda was sent to all board members on

January 20, 2014\].
Two nominations were received.Perry Ritchie nominated Ron Stevens
for Chair and Ray Millar as Vice Chair.
Andrew Hill asked if there was a procedural by-law that nominees had to
be present.
Stephan Kramp and Andrew Hill made comment regarding proxy voting
and where it was written in the rules. Keith Sherman reminded them the
rules had been sent out in the agenda the week before the board meeting.
Pat Marion verified that the SSEA is using standard procedures that have
been practiced for many years.

9. STAFF SALARY REPORT
Keith Sherman reported that the Town of Midland report to General

Committee of October 15, 2013 recommended a 0% salary increase for
2014 in the Management/Non-Union staff category. Keith reminded the
board that they have an opportunity to approve or change it.

Motion: To hold the SSEA staff salary budget at the 2013 rate for 2014 in
accordance with the Town of Midland terms and conditions for a 0% salary
increase in 2014.

Discussion after motion approved:
Stephan Kramp suggested the SSEA move away from the Town of
Midlands terms and conditions such as salary decisions and begins to act
as a separate entity making their own decisions. Stephan further
commented that any of the partner municipalities could have been used as
a model therefore an independent report from SSEA would be
appropriate. Pat Marion questioned what had been set in the 2014
budget. Keith Sherman commented he thought the budget had been set
with a 0% increase to salaries and a 5% increase to benefits. Pat Marion
commented that we have to stick with what the board approved as a
budget. Keith further commented that the operations budget does not
reflect the total payroll budget for SSEA staff. The full payroll budget is
split between operations, core activities and special projects. It is up to this
board to ultimately decide on the percentage increase. The SSEA board
has made decisions in the past that are not aligned with the Town of
Midland. Kelly Meyer commented that if the budget has been set at 0%,
then the board should vote same.Ray Millar commented that each
municipality acts individually regarding salaries, the SSEA staff should not
be bound by the contractual obligations of the Town of Midland in a go
forward basis.
10. SSEA STATEGIC PLANNING
Verbal report was deferred to next meeting. Keith will provide the board
with updated Working Plan regarding Strategic Plan.

11. ORO-MEDONTE MEMORANDUM OF UNDERSTANDING

To receive and approve the following recommendation:
WHEREAS the tri-party Memorandum of Understanding continues
to be of benefit to all three parties in establishing responsibilities
within the Township;
And WHEREAS the SSEA supports and benefits from the
continuation of the MOU;
BE IT RESOLVED: that the SSEA Joint Municipal Services Board
supports renewal of the agreement for another three years (2014 to
2016 as per section h(7) of the MOU).

4.Report from SPC Committee- Lynn Dolin, Chair
A Presentation by Lynn Dolin was made and a handout of her SPC update was
distributed. Her presentation focused on Source Protection Municipal
Implementation Funding that area municipalities are receiving from the Province.
Report attached.
5. Report from Ben Longstaff, Source Water Manager LSRCA
Ben Longstaff and Keith Sherman provided a presentation of technical updates.
The technical updates included: Refining Significant Threats Counts; Update
SPP Approval and Resubmission; Tier 3 water budget and policy development;
and an update on Implementation Preparedness and the Effective Date of the
SPP. Report attached.
6. Other Business
As the timing of the submission of the final draft of the SPP will not be ready for
endorsement by the SSSPA Board at our regular meeting time in April, a special
meeting will be arranged to consider the final SPP endorsement and the
Assessment Report Supplement. A date of May 29, 2014 was considered and
will be confirmed.

Whereas
pursuant to Section 11(3) of the Municipal Act 2001, S.O. 2001, c.25, as
amended, Council is empowered to pass by-laws respecting highways;
And Whereas
Section 34 of the Municipal Act, S.O. 2001, c.25, as amended, provides
procedures for highway closing;
And Whereas
the Part of the Original Road Allowance between Lots 20 and 21, and
Part of Lot 21, Concession 9 (geographic Township of Oro), Township of Oro-Medonte,
(Part of PIN 58549-0007 (LT)), described as Part 1, Plan 51R-39338, Township of Oro-
Medonte, County of Simcoe, is no longer required for municipal purposes;
And Whereas
Council has determined that the said lands are not required for municipal
purposes, and has by resolution declared the lands designated as Part of the Original
Road Allowance between Lots 20 and 21, and Part of Lot 21, Concession 9 (geographic
Township of Oro), Township of Oro-Medonte, (Part of PIN 58549-0007 (LT)), described
as Part 1, Plan 51R-39338, Township of Oro-Medonte, County of Simcoe, described in
Schedule A attached hereto, to be surplus to the needs of the municipality;
And Whereas
Section 270 ofthe Municipal Act, 2001, S.O. 2001, c.25, as amended,
authorizes a Council of a municipality to sell or otherwise dispose of land in accordance
with policies adopted and maintained by the municipality in respect thereof;

Council passed By-law No. 2012-112 on the 6 day of June, 2012, being
a By-law to establish a policy with respect to the sale and other disposition of land;
And Whereas
Council has previously caused notice to be given of its intention to

2. Authorization of Sale Council does hereby authorize the sale of Part of the

PIN 58549-0007 (LT)), described as Part 1, Plan 51R-39338, Township of Oro-
Medonte, County of Simcoe, to the registered owners from time to time of the
abutting lands, at a Sale Price hereinafter set out, as follows and that the title to
the transferred lands merge with those lands owned by the respective abutting
owner:

A By-law to Amend By-law No. 2011-177, Being a By-law to regulate, license and
control canines within the Township of Oro-Medonte
(Canine Control By-law)
Whereas
the Protection of Livestock and Poultry from Dogs Act, R.S.O. 1990, c. L.24,
the Animals for Research Act, R.S.O. 1990, c. A.22, the Pounds Act, R.S.O. c. P.17, the
Dog Owners Liability Act, R.S.O. 1990, c. D.16, the Health Protection and Promotion
Act, R.S.O. 1990, c. H.7, contain provisions enabling municipalities to pass By-laws;
And Whereas
Section 11 of the Municipal Act, 2001, S.O. 2001, c.25, as amended,
defines spheres of jurisdiction under which a municipality may pass by-laws;
And Whereas
the spheres of jurisdiction include animals;
And Whereas
Section 103 of the Municipal Act, 2001, S.O. 2001, c.25, as amended,
states that if a municipality passes a by-law regulating or prohibiting with respect to the
being at large or trespassing of animals,
it may provide for, (a) the seizure and
impounding of animals being at large or trespassing contrary to the by-law; and (b) the sale
of impounded animals, (i) if they are not claimed within a reasonable time, (ii) if the
expenses of the municipality respecting the impounding of the animals are not paid, or (iii)
at such time and in such manner as is provided in the By-law;
And Whereas
Section 105 of the Municipal Act, 2001, S.O. 2001, c.25, as amended,
provides that where a municipality requires a dog to be muzzled the owner may request
a hearing and that such requirement to muzzle remains in effect until such time as the
hearing is conducted;
And Whereas
Section 128 of the Municipal Act, 2001, S.O. 2001, c.25, as amended,
provides that a local municipality may prohibit and regulate with respect to public
nuisance;
And Whereas
the Council of The Corporation of the Township of Oro-Medonte deems
it advisable to provide for the licensing, regulating and controlling of dogs and to
provide for the removal of dog excrement on public or private property within the
Township of Oro-Medonte;
Therefore
the Council of the Corporation of the Township of Oro-Medonte hereby
enacts as follows:

And that Appendix A to By-law 2011-177 be amended by adding the following
subsections:
7.4.1
Such Notice to Muzzle may be reevaluated after one (1) year from the
date of service by the Municipal Law Enforcement Officer and may be
rescinded if all terms and requirements have been complied with in that
year and the owner has provided proof of obedience training for such
dog.

The Corporation of the Township of Oro-Medonte
By-Law No. 2014-068
Being a By-Law to Confirm the Proceedings of the Council Meeting held on
Wednesday, May 14, 2014
Whereas
Section 5 of the Municipal Act, 2001, S.O. 2001, C. 25, as amended
provides that the powers of the Municipal Council shall be exercised by By-Law,
unless the municipality is specifically authorized to do otherwise;
And Whereas
The Council of The Corporation of the Township of Oro-Medonte
deems it expedient that the proceedings at this Council Meeting be confirmed and
adopted by By-Law;
Now Therefore
the Council of The Corporation of the Township of Oro-Medonte
hereby enacts as follows:
1. That the actions of the Council at its Council Meeting held on Wednesday, May
14, 2014, and in respect to each Motion, Resolution and other actions passed
and taken by the Council at its said Meeting is, except where prior approval of
the Ontario Municipal Board is required, hereby adopted, ratified and confirmed.
2. That the Mayor and the proper Officials of the Township are hereby authorized
and directed to do all things necessary to give effect to the said action or to
obtain approvals where required and to execute all documents as may be
necessary on behalf of the Council of the Corporation of the Township of Oro-
Medonte.
3. That the Mayor/Chair and Clerk/Designate are hereby authorized and directed to
execute and affix the corporate seal to all necessary documents.
4. And That this by-law shall come into force and take effect on the final passing
thereof.
