An Amendment to the Official Plan of the
Township of Oro-Medonte OPA No. 33
(Heidi's RV Campground)
WHEREAS The Corporation of the Township of Oro-Medonte is empowered
to Amend its Official Plan as required;
AND WHEREAS Sections 17, 21, and 22 of the Planning Act, R.S.O. 1990,
Chapter P. 13, as amended, provide Council such authority to amend its
Official Plan;
AND WHEREAS the policies of the Official Plan of the Township of Oro-
Medonte are approved and in force and effect at this time;
AND WHEREAS. Council has considered the appropriateness of amending
the Official Plan in regard to lands within Part of Lot 20, Concession 11,
municipally known as 3982 Highway 11, Township of Oro-Medonte (former
Township of Oro);
AND WHEREAS the Council of the Corporation of the Township of Oro-
Medonte deemed it necessary and desirable to adopt an amendment to the
Official Plan of the Township of Oro-Medonte;
AND WHEREAS Council of the Corporation of the Township of Oro-Medonte
now deems it necessary and desirable to amend Official Plan Amendment
No. 33;
NOW THEREFORE the Council of the Corporation of the Township of Oro-
Medonte enacts as follows:
That Schedule "A-1" of By-law 2013-061 is hereby repealed and replaced
with the attached Schedule "A", which constitute the schedule to
Amendment Number 33 to the Official Plan and;
2. That the County of Simcoe be provide the amended Schedule "A" of
Amendment No.33 to the Official Plan of the Township of Oro-Medonte for
their approval; and
3. That this By-law shall come into effect upon the date of passage therefore
subject to the provisions of the Planning Act R.S.O. 1990, c. P. 13, as
amended.

NOTICE OF DECISION
With Respect to an Official Plan Amendment
Subsection 17(35) and 21 of the Planning Act
A decision was made by the County of Simcoe on the date noted above to approve Amendment No. 33 to
the Official Plan for the Township of Oro-Medonte, as adopted by Township By-law No. 2013-061 and as
modified by Township By-law 2014-041 and by Item CCW 14-187.
Purpose and Effect of the Official Plan Amendment
The purpose of Amendment No. 33 is to amend the Official Plan of the Township of Oro-Medonte by re -
designating approximately 23.5 hectares (58.07 acres) of the subject lands from the "Agricultural' to
"Agricultural Exception" and to designate a portion of the subject lands that contain key natural heritage
features to the "Environmental Protection Two" Overlay.

When and How to File An Appeal
Any appeal to the Ontario Municipal Board must
be filed with the Clerk of the County of Simcoe
no later than 20 days from the date of this
notice, shown above as the last date of appeal
The notice of appeal should be sent to the
attention of Brenda Clark, County Clerk, at the
address shown below and it must:
(1) set out the specific part of the proposed
official plan amendment to which the appeal
applies,
(2) set out the reasons for the request for the
appeal, and
(3) be accompanied by the fee prescribed under
the Ontario Municipal Board Act in the
amount of $125.00, payable by certified
cheque to the Minister of Finance, Province
of Ontario.
Who Can File An Appeal
Only individuals, corporations or public bodies
may appeal the decision of the County of
Simcoe to the Ontario Municipal Board. An
appeal may not be filed by an unincorporated
association or group. However, a notice of
appeal may be filed in the name of an individual
who is a member of the association or group.
No person or public body shall be added as a
party to the hearing of the appeal unless, before
the plan was adopted, the person or public body
made oral submissions at a public meeting or
written submissions to the council or, in the
opinion of the Ontario Municipal Board, there are
reasonable grounds to add the person or public
body as a party.
When the Decision Is Final
The decision of the County of Simcoe is final if a
Notice of Appeal is not received on or before the
last date of appeal noted above.

Executive Summary:
The following provides a summary of the Township's Official Plan Amendment:
Location: Part of Lot 20, Concession 11, (Oro), known municipally as 3982 Highway 11,
Township of Oro-Medonte (Schedule 1).
Applicant: Heidi's RV Campground
Proposal: To amend the Official Plan of the Township of Oro-Medonte by re -designating
approximately 23.5 hectares (58.07 acres) of the subject lands from the "Agricultural"
to "Agricultural Exception" and to designate a portion of the subject lands that contain
key natural heritage features to the "Environmental Protection Two" Overlay.

Background/Analysis/Options:
The subject lands proposed for re -designation consist of 23.5 hectares (58.07 acres) and possess 340
metres of frontage along Oro-Medonte Line 11 North and 382 metres of frontage along Highway 11
South. The subject lands are contained within two separate parcels, comprised of 39.7 hectares (98
acres) of land in total, both of which are currently designated "Agricultural." Approximately 16.23
hectares will remain in the "Agricultural" designation if Official Plan Amendment No. 33 is approved.
The Amendment proposes to re -designate the existing campground from "Agricultural" to "Agricultural
Exception." The Amendment will also re -designate a portion of the abutting parcel to "Agricultural

Exception" and "Environmental Protection Two" Overlay to allow for an expansion of the campground
operation from approximately 160 campsites to approximately 260 campsites. The proposed
campground expansion would be approximately 6.24 hectares (15.42 acres) in area, in addition to the
17.2 hectares (42.6 acres) currently operating as a campground.
The subject lands are designated "Agricultural" in the Township's Official Plan; therefore are subject to
the General, and Agricultural policies of the County of Simcoe Official Plan. The County's Agricultural
policies generally do not permit non-agricultural uses within the "Agricultural" designation, however,
"General Subdivision and Development" Policy 3.3.9 allows for expansion or enlargement of legally
existing uses which do not conform to the designation within the Plan. Although designated
"Agricultural," the parcel fronting Highway 11 South has operated continuously as a campground since
1983 and is zoned Agricultural/Rural Exception 92 in the Township Zoning By-law, which permits a
camping establishment.
The Provincial Policy Statement (PPS), 2014 provides policy direction on matters of provincial interest
related to land use planning and development. Section 2.3.6.1 of the PPS provides a set of criteria
whereby planning authorities may permit limited non-agricultural uses in an Agricultural designation. An
Agricultural Impact Assessment as well as a Supply, Demand and Policy Analysis Report were
completed (and subsequently peer reviewed), which demonstrated the proposed campground
expansion meets the criteria to permit the limited non-residential use in the prime agricultural area.
In addition, the Growth Plan for the Greater Golden Horseshoe (Growth Plan) provides guidance in
Sections 2.2.2.9 and 2.2.2.1(i) regarding the management or use of resources, resource-based
recreational activities, and rural land uses that cannot be located in settlement areas. The proposed re-
designation to expand a seasonal campground is in keeping with the Growth Plan.
During the County's review of Official Plan Amendment No. 33, County planning staff in conjunction
with staff from the Township and the Lake Simcoe Region Conservation Authority, modified the Official
Plan Amendment. The modifications include changes to the mapping as well as edits to the text of the
Amendment, however, the proposed modifications do not alter the principles of the policies.
In keeping with the Lake Simcoe Protection Plan, Official Plan Amendment No. 33 has been modified
from its original version (Schedule 2) adopted by Township of Oro-Medonte By-law No. 2013-061 to
recognize key natural heritage features on the subject lands, including a significant woodland and a
significant valleyland feature. Through consultation with staff from the Township and the Lake Simcoe
Region Conservation Authority, it was determined that the "Environmental Protection Two" (EP2)
Overlay was an appropriate measure to protect and buffer these features. Consequently, further
editorial modifications were added to the proposed Official Plan Amendment to ensure that future
development is subject to Site Plan Control and that the lands subject to the EP2 Overlay be
ecologically enhanced through a restoration plan subject to the satisfaction of the Lake Simcoe Region
Conservation Authority. A Township Staff Report (Schedule 3) outlining the proposed modifications to
Official Plan Amendment No. 33 have been endorsed by Township Council.
Following Township Council's adoption of the Amendment, the Province released an update to the
Provincial Policy Statement (PPS), with an in -effect date of April 30, 2014. As a result of the timing
between the Amendment's adoption by Township Council and the in -effect date of the PPS, 2014,
additional modifications to the text of the adopted Amendment are required in order to be consistent
with the PPS, 2014. The modifications are centred on the PPS, 2014 policies related to lands in prime
agricultural areas. The effect of the additional modifications proposed through CCW 14-187 will keep
the subject lands within the "Agricultural" designation, but will permit a seasonal campground operation
as a recreational use on the lands as an "Exception". These modifications are consistent with PPS,

2014 Section 2.3.6.1, which outlines the criteria for limited non-agricultural uses in prime agricultural
areas. County staff has proposed the following modifications, as noted below, to those already .
endorsed and adopted by Township Council. Township staff has agreed to the additional modifications
proposed through CCW 14-187.
The proposed Amendment and associated proposed modifications for the Township of Oro-Medonte's
Official Plan is in keeping with the policies of the County Official Plan and the Lake Simcoe Protection
Plan, the Growth Plan for the Greater Golden Horseshoe and is consistent with the Provincial Policy
Statement, 2014.
Proposed Official Plan Amendment No. 33 Modifications:
The following modifications are proposed for Official Plan Amendment No. 33:
1. Part B — The Amendment — Section 1.0 is modified by adding 'from Agricultural" after "the
Township of Oro-Medonte," as well as replacing to "Recreational" with to "Agricultural
Exception" and "Environmental Protection Two Overlay."
2. Part B — The Amendment — Section 1.0 is modified by adding the following text:
C.1.4.3 — Part of Lot 20, Concession 11, (Oro)
Notwithstanding any other policy in this Plan, a seasonal campground is permitted on
the lands shown to be subject to this Section on Schedule A of this Plan.
Site plan control approval or other legal agreement on title in accordance with the
policies contained in this Plan, shall be required prior to the development of the site.
In addition to the policies of the Plan and the requirements of Section 41 of the
Planning Act, if applicable, the agreement shall contain measures to maximize the
ecological function of the lands subject to the "Environmental Protection Two" Overlay
as shown in Schedule A, by enhancing this area with native plantings, subject to a
restoration plan to the satisfaction of the Township and Lake Simcoe Region
Conservation Authority.
Prior to execution of the Site Plan Agreement, a Functional Servicing Report shall be
completed to the satisfaction of the Township of Oro-Medonte, Lake Simcoe Region
Conservation Authority Ministry of Environment and other agencies with designated
approval authority for the subject lands."
3. That `Schedule A' to Official Plan Amendment 33 proposed through By-law No. 2014-
041 (Schedule 4), be modified to depict the lands being re -designated from
"Agricultural" to "Agricultural Exception" and "Environmental Protection Two Overlay"

PART A — THE PREAMBLE
LO PURPOSE
The purpose of this amendment is - to redesignate lands from "Agtic ltutaP, to
"Recreational", to accurately reflect the current use:of the site. Furthermoiq this
amendment, and an implementing Zoning By-law Amendment, is intended to facilitate an
expansion to the existing campground found on the site.
2.0 LOCATION
The properties subject to this amendment, ate located on the north side of Highway 11
while being adjacent to and on the west side of Township Line 11. The properties are legally
described as Part of Lot 20, Concession 11, in the Township of Oso-Medonte, County of
Simcoe. The subject properties consist of 39.7 ha (98 acres) and possesses 340 m (1115 ft)
frontage along Oro-Medonte Line 11 North and 382 m (1253 ft) along Highway 11 South.
3.0 BASIS
The lands currently possess a long standing family oriented Recreational Campground
(HeiRs) which has been in existence since 1983. The campground consists of
approximately 160 total sites.
On January 4d, 2010 the Ministry of the Environment (MOE) issued notification to Heidi's
RV Campground via an "Onsite Sewage Disposal Site inspection Report", that their
respective septic system and tile fields were unacceptable and failing. The applicant, as well
as the MOF, each realized that a new sewage treatment facility is required to service the
trailers on site. Such a sewage treatment facility requires a very high capital expenditure.
Through consultation with Township & County Staff, it was determined that the entire site
(cutrent and proposed areas) should be re -designated to a more appropriate category
through an OPA. The proposed amendment will alter the current designation from
Agricultural to Recreational to better reflect the existing and proposed land use. This
amendment will allow for the expansion of the campground by 6.24 hectares (15.42 acres)
respectively. The total combined area (current & expansion) to be redesignated from
Agricultural to Recreational is 23.47 hectares (58.00 acres).
To put the subject property in better context, the surrounding land uses are as follows:
North: Agricultural lands and entities exist to the north. The adjacent parcel of land to the
existing Campground is owned by the applicant.

South: Directly south exists. Highway 11, beyond, which is Hawkestone Creek and the
environmental lands associated with it Further south is the settlement lures of
Hawkestone and the shores of lake Simcoe
East: Big Curve Acta Farm exists to the East . Highway 11 exists to the East as well,
beyondwhich lies more Agricultural. lands within the Township.
West: Heals RV Superstom a sales centre for travel ttailers and recreational vehicles, is
positioned to the West, beyond. Hawkestone Creek. and fronting' Highway 11.
Several commercial entities are positioned on, the opposite side of Highway 11, West
of the subject site. Behind these commercial entities exists Trehaven Golf Course.
As Highway 11 exists directly south, Township Line 11 directly east; and Hawkestone Creek
directly west of the existing campground, the only feasible direction for expansion is to the
north. The layout and position of the proposed expansion ams has been designed to mesh
with the current configuration, allow for easy access, allow for an abundance of area for the
new sewage treatment facility, as well as respect all necessary Minimum Distance Separation
setbacks to existing agricultural operations. If is felt that the proposed expansion area is the
most logical, and only suitable size and location for expansion of the campground.
As a result of the expansion, approximately one hundred (100) new trailer spaces will be
created. The development is proposed to be serviced with the existing private communal
water supply and a new wastewater treatment facility. The expansion area camper sites have
been designed larger than the existing sites to allow for it larger trailer size (40) within the
past two decades. The proposed expansion sites ate of the same configuration as the
existing sites to ensure optimum design and integration.
The subject applications and proposed development should be seen as improving and
sustaining the local economy. Heidi's RV Campground draws the travelling public from
surrounding regions to Oro-Medonte. As such, the proposed expansion should be viewed
as development and diversification of the tourism industry in Oro-Medonte. The Township
should encourage the retention and expansion of this existing business.
A comprehensive Agricultural Impact Assessment has bees completed with respect to the
proposed expansion lands, and included with this submission. This study concludes the
proposed expansion does not represent incompatible development and will not have any
negative effect on the flexibility and efficiency of surrounding Agricultural operations.
A Traffic Impact Study has been completed substantiating that the existing roadways can
accommodate the traffic generated by the expansion. A Functional Servicing Report has
also been completed displaying no negative impacts to the surrounding lands will result from
the proposed expansion.
As Heidi's RV Campground is an existing and long standing recreational use within the
township, it should be considered compatible with the surrounding rural and agricultural
character based on the premise that these uses have coexisted and caused no negative
impact to one another for the two decades. The Official Plan dictates the Township must

encourage the expansion and diversification of recreational uses, such that Heidi's can take
Advantage of the market potential, as is the goal of this amendment As the proposed
expansion is smaller in both overall area as well as unit count than the existing RV
Campground, it should be considered minor in nature. The subject development win respect
and have no negative. impact on the rural character or natural heritage system within the
Township. The development will also permit the recreational and tourism use in Heid?s RV
Campground to exist and thrive; per the Official Place.
The ratite site is cuttesdy serviced with private communal water and sewage disposal
services, as is most appropriate for the location of this lot and development In conjunction
with these applications, a state of the an sewage disposal system will be installed to the
subject lands to service the site. Sufficient and appropriate supply of water currently exists
and services the existing Campground as discussed in the Functional Servicing Report
Heals RV Campground is considered a passive and active recreational use currently
providing recreation and leisure opportunities within the Township. As such it ispermitted
under the Recreational designation. The expansion Will allow the Campground to viably
exist in the future while allowing more local and regional residents to enjoy the recreation.
This development will respect the surrounding natural heritage featuresin the font of
Hawkestone Creek.
The proposed development represents an expansion to an existing use onto lands which are
not currently designated Recreational. As such, the Official Plan deems it necessary to
complete an Amendment to the Official Plan. The adjacent land uses include both
Agricultural as wen as Environmental Protection. As proven by the supporting studies, the
proposed expansion is appropriately buffered from these uses and will have no significant
impact The existing Campground is contiguous with the surrounding mead character. The
proposed expansion will continue to be compatible with the surrounding uses and character.
The proposed development is situated in the most appropriate location for expansion of
Heidi's RV Campground, on a site along the Highway 11 corridor, in close proximity to the
Om-Medonte Line 11 interchange to Highway 11, in order to service both local and regional
residents, as well as the travelling public

LO DETAILS OF THE AMENDMENT
The Official Plan of the Township of Oro-Medonte, as amended is hereby further amended
as follows:
Schedule A to the Official Plan, as amended, is hereby further amended by designating the
lands known as Part of Lot 20, Concession 11, in the Township of Oro-Medonte to
"Recreational", as shown on Schedule "A" attached hereto and forming Part of this
Amendment
2.0 IMPLEMENTATION
Subsequent to the adoption of this Amendment, Council will pass a by-law amending the
Comptehensive Zoning By-law as amended, as it relates to the subject land by rezoning
these lands into an appropriate zoning category.
3.0 INTERPRETATION
The Provisions of the Official Plan as amended from time to time shall apply in regard to
this Amendment

Official Plan and Zoning By-law Amendments; and
4. That the County of Simcoe be advised of Council's decision
Background:
The purpose of this report is to consider proposed modifications to the Official Plan and
Zoning By-law Amendments that were approved by Council in May 2013. The
modifications are the result of additional detailed review of the environmental conditions
on the north-west portion of the property and additional environmental review work
completed by the applicant, through Azimuth Environmental Consulting, to address the
Lake Simcoe Protection Plan conformity requirements.
The proposed modifications have been reviewed by staff at the Township, County of
Simcoe, and Lake Simcoe Region Conservation Authority who all support the
modifications being presented to Council.
The modifications include: additional lands that are considered significant woodland
being designated Environmental Protection Two Overlay and zoned Environmental
Protection (EP), a modification to ensure the provisions of Section 5.28 Setback from an
Environmental protection zone boundary does not apply within the campground as this

30 metre setback has already been incorporated within the EP zone, and a modification
requiring Site Plan Control in accordance with the Township's Site Plan Control Area
bylaw.
Analysis:
The property is located in the northeast comer of Highway 11 and Line 11. The
property is municipally known as 3982 Highway 11 and is legally described as Part of
Lot 20, Concession 11, Township of Oro-Medonte.
The existing campground has 157 camping sites and was proposed to be expanded to
include an additional 110 camp sites. The new sites are designed to accommodate
larger trailer sizes in a similar configuration to the existing camp sites. The existing and
proposed campground will be serviced by the existing private communal water supply
and a new wastewater treatment facility.
The Amendments to the Official Plan and Zoning By-law were required to permit the
campground expansion.
The property is subject to a Holding provision which requires the approval of a Site Plan
Agreement with Council prior to building permits being considered. The Site Plan will
be required to ensure that the necessary tree buffering, lot grading/drainage, access is
identified on a more detailed site plan to be considered by Council and the LSRCA. The
Site Plan Agreement is also registered on title which ensures that any future landowner
is also obligated by the site plan requirements for any future development. The new
requirement for the site plan approval is the completion of a functional servicing report
to the satisfaction of the LSRCA and the Township.

A detailed analysis of all policies and applicable legislation was provided in staff report
DS2013-023 regarding the proposed amendments and their conformity will all
applicable Provincial, County, and Township policies. The proposed amendments
would assist in more clearly defining the environmental protection lands within the site,
would continue to conform with the analysis previously provided including conformity
with the Lake Simcoe Protection Plan.

Attachment #1- Proposed OPA # 33 Modifications
1. Part A — The Preamble - Section 1.0 Purpose is modified by adding the following
"and Environmental Protection Two Overlay" after 'from Agricultural to
Recreation."
The modification is required to reflect the significant woodland areas to be
protected as noted in the Lake Simcoe Region Conservation Authority letter
of February 20, 2014.
2. Part B — The Amendment - Section 1.0 is modified by adding the following "and
Environmental Protection Two Overlay" after "from Agricultural to Recreation,"
3. Part B — The Amendment — Section 1.0 is modified by adding the following new
section "Site plan control approval, in accordance with the policies contained in
this Plan, shall be required prior to the development of the site. In addition to the
policies of the Plan and the requirements of Section 41 of the Planning Act, the
agreement shall contain measures to maximize the ecological function of the lands
subject to the Environmental Protection Two Overlay as shown on Schedule A, by
enhancing this area with native plantings, subject to a restoration plan to the
satisfaction of the Township and the Lake Simcoe Region Conservation Authority.
Prior to execution of the Site Plan Agreement, a Functional Servicing Report shall
be completed to the satisfaction of the Township, Lake Simcoe Region
Conservation Authority, Ministry of Environment and other agencies with
designated approval authority for the subject lands."

A By-law to Amend By-law 2013-061 a By-law to Adopt
An Amendment to the Official Plan of the
Township Of Oro-Medonte OPA No. 33
(Heidi's RV Campground)
WHEREAS The Corporation of the Township of Oro-Medonte is empowered
to Amend its Official Plan as required;
AND WHEREAS Sections 17, 21, and 22 of the Planning Act, R.S.O. 1990,
Chapter P. 13, as amended, provide Council such authority to amend its
Official Plan;
AND WHEREAS the policies of the Official Plan of the Township of Oro-
Medonte are approved and in force and effect at this time;
AND WHEREAS. Council has considered the appropriateness of amending
the Official Plan in regard to lands within Part of Lot 20, Concession 11,
municipally known as 3982 Highway 11, Township of Oro-Medonte (former
Township of Ora);
AND WHEREAS the Council of the Corporation of the Township of Oro-
Medonte deemed it necessary and desirable to adopt an amendment to the
Official Plan of the Township of Oro-Medonte;
AND WHEREAS Council of the Corporation of the Township of Oro-Medonte
now deems It necessary and desirable to amend Official Plan Amendment
No. 33;
NOW THEREFORE the Council of the Corporation of the Township of Oro-
Medonte enacts as follows:
1, That Schedule "A-1" of By-law 2013.061 is hereby repealed and replaced
with the attached Schedule "A", which constitute the schedule to
Amendment Number 33 to the Official Plan and;
2. That the County of Simcoe be provide the amended Schedule "A" of
Amendment No.33 to the Official Plan of the Township of Oro-Medonte for
their approval; and
3. That this By-law shall come into effect upon the date of passage therefore
subject to the provisions of the Planning Act R.S.O. 1990, c. P. 13, as
amended.
