b) Councillor Crawford, correspondence dated March 6, 2014 from Association of
Municipalities of Ontario (AMO) re: Wynne Government Embraces Provincial Oversight
of Municipal Government.
Motion No. C140312-10
Moved by Meyer, Seconded by Coutanche
Be it resolved
1. That the correspondence dated March 6, 2014 from Association of Municipalities of
Ontario (AMO) re: Wynne Government Embraces Provincial Oversight of Municipal
Government and correspondence dated March 7, 2014 from The Association of
Municipalities of Clerks and Treasurers of Ontario (AMCTO) re: AMCTO Statement -
Proposed New Municipal Accountability Measures and presented by Councillor
Crawford be received.
2. That the Council of the Township of Oro-Medonte notes that the Provincial Oversight
of Municipal Government initiative was introduced without municipal consultation
and supports AMO's and AMCTO's position on this matter that:
“The Ontario Government would layer Provincial oversight and new administrative
processes on municipal government. It represents duplication and inefficiency, and
importantly, it suggests that Wynne’s Government does not trust in the capacity of
municipal government to expose and address questions about performance and
integrity.
No one knows what it would cost municipal government to fulfill these new
responsibilities. But new costs are inevitable, the administrative burden is likely to be
substantial, and municipalities and their citizens should expect more red tape.
Assigning oversight authority to the Office of the Ontario Ombudsman, a provincial
appointee who is based at Queen’s Park and who reports to Ontario’s Legislature,
has the effect of transferring local municipal accountability to the Province”.
3. And That The Honourable Kathleen Wynne, Premier of Ontario; The Honourable
Linda Jeffrey, Minister of Municipal Affairs and Housing, Bruce Stanton, MP, Simcoe
North, Garfield Dunlop, MPP Simcoe North, AMO and AMCTO be advised of
Council's decision under the Mayor's signature.

Hello Harry,
Hello Harry,
'THanks so very much for this update. We planned to be at the County
Management Committee meeting on the 11th of march, we believe the item of mutual
interest is #16.
We also thank you and Mayor Jeff Lehman ( and staffs) for attending to the matter of
marking Plan one , Kempenfelt Village. We also understand that the City of Barrie
plans to use the County Penetanguishene heritage route signs.. within City limits.
So thanks to all...... it has proved to be a long hard road to navigate. We will pass this
along to the rest of the team.

Re: Signs for K Village
Hello Harry,
Well, this is all very good news! THanks for the relay.
Not knowing the ins and outs of these things, would it not be best for Barrie to decide
how many signs they'll need????
What we can tell you is that historicKempenfelt Village as surveyed and registered
in 1812( map available see below ) has as its Barrie Western boundary PUGET ST.(
Hewson st ) and as its NORTHERN boundary STEELE ST.and in Oro- Medonte the
eastern boundary is old O'Brien STreet. We and Jerry Ball did a little road trip some
time ago and he knows where old O 'Brien was (is) and the Oro Medonte section of
the VIllage. The Penetanguishene Road cuts the Plan right through the middle which
is rather nice.

11.a) Mayor H.S. Hughes, correspondence dated March 7, 2014 ...
Paul is away on vacation but I would be more than willing to review the signage needed
with Jerry Ball if that is how we might best proceed. Please advise.
Below please find the Old 1812 survey FYI.
I'll await any suggestions you may have regarding next steps and thanks for steering
this project through the hoops.

Could you get back to me with the number of signs needed and how many would be

AMO Breaking News - Joint and Several Liability
TO THE IMMEDIATE ATTENTION OF THE CLERK AND COUNCIL
March 4, 2014
Legislature Supports Motion on Municipal Liability Reform More Municipal Action
Needed
On February 27, 2014, MPPs from all parties supported a motion calling on the government to
reform joint and several liability. Passage of this resolution marks a significant milestone in the
municipal campaign for reform. Now that the issue has captured the attention of the
Legislature, it is time for your municipality to consider the endorsement of a more detailed
legislative solution.
Nearly 200 municipalities supported the motion introduced by Randy Pettapiece, MPP for
Perth-Wellington which called on the government to implement a comprehensive, long-term
solution no later than June 2014. Many more also wrote to the Attorney General, the
Honourable John Gerretsen in response to AMOs February 7, 2014 call for support.
Currently, the Ministry of the Attorney General is consulting municipalities and the legal
community on a comprehensive long-term solution. The Ministry describes three options
below:
The Saskatchewan model:
This modification to joint and several liability was adopted in
Saskatchewan in 2004. Under the Saskatchewan model, where there is a shortfall due to one
defendant being insolvent and the plaintiffs own negligence contributed to the harm, the
shortfall is to be divided among the remaining defendants and the plaintiff in proportion to their
fault. This model would apply to all types of defendants in all types of negligence claims.
The Multiplier model:
In road authority cases (auto accident cases in which a municipality is
sued for breach of duty to maintain a public road), where there is a shortfall due to one
defendant being insolvent, the municipality would never be liable for more than two times its
proportion of damages, even if this means that a plaintiff does not fully recover. Because this
rule has the potential to result in a seriously injured plaintiff being unable to fully recover, the
proposal would be limited to municipalities and to the specific subset of cases that
municipalities tell us impose the most significant and unfair burden road authority cases.
The Combined model:
The Saskatchewan model and the Multiplier model could be
combined. In a case in which both models would apply a road authority case involving
contributory negligence on the part of the plaintiff the Saskatchewan model would be applied
first. The Multiplier model would be applied if needed to ensure that the municipality would not
be liable for more than two times its proportion of damages.
AMO supports the adopted of the "Combined model" listed above. This places some
reasonable limits on the damages that may be recovered from a municipality under limited
circumstances. It is a significant incremental step to address a pressing municipal issue.

12.b) Correspondence dated March 10, 2014 from Kathleen Wynn...
The Ministry of the Attorney General is seeking your comments by April 16, 2014. We urge all
municipalities to express their support for this combined model. This includes municipalities
which supported either the Pettapiece motion or AMOs form letter of February 7, 2014.
Below is a draft letter for municipalities to submit to the provincial government by April 16,
2014. Please add your communitys voice of support to this solution.

Dear Premier, Attorney General, MMAH Minister:
\[I or we\] support the governments consideration and adoption of measures which limit the
impact of joint and several liability on municipalities. Specifically, we understand three options
are under consideration the Saskatchewan Model, the Multiplier Model, or a third model
which combines both.
I write to you in support of this third Combined Model as described by AMOs March 4, 2014
policy update. We support AMOs advice to the government that such changes would
represent a significant incremental step to address a pressing municipal issue. This places
some reasonable limits on the damages that may be recovered from a municipality under
limited circumstances.
Negligence Act
The provisions of the have not been updated for decades and the legislation
was never intended to place the burden of insurer of last resort on municipalities. It is entirely
unfair to ask municipalities to carry the lions share of a damage award when at minimal fault
or to assume responsibility for someone elses mistake.
For this reason, \[I or we\] support the adoption of the Combined Model under consideration. We
strongly encourage the government to immediately proceed with legislation which gives effect
to this model.
Sincerely,

Pre Consultation Notice: Deadline for Comments April 8, 2014
Dear Doug Irwin
This letter serves as formal notice regarding changes that have been made to the source
protection plan for the South Georgian Bay Lake Simcoe Source Protection Region. This pre-
consultation period begins today - March 11, 2014 and ends on April 8, 2014.
As an implementing body of one or more of the policies contained within this plan, you are
receiving this letter because it may impact your operations. More details on those changes are
included below.
Background
The entire province is engaged in developing source protection plans to protect municipal
drinking water sources as regulated by the Clean Water Act, 2006. The source protection plan
for the South Georgian Bay Lake Simcoe Source Protection Region was submitted by the
Source Protection Committee to the Ministry of the Environment on October 22, 2012.
Comments were received from the Ministry of the Environment in October 2013. The Source
Protection Committee has reviewed those comments, made the changes they feel are
necessary, and have also updated water quantity policies as a result of new technical work. We
are now engaging in pre-consultation with implementing bodies on the changes made.
Below is a summary of the changes made to the source protection plan - it is being provided to
help you with reviewing the source protection plan and submitting any comments.
Because the source protection plan and supporting explanatory document are too large to
include within this email, below is a link to the documents:

Mr. Irwin,
On Behalf of the Ontario Cycling Association, I would like to request partial road closure
th
of the 6 Line of Oro, North of Old Barrie Road for approx 1,000 m.
The road closure would allow for bicycle crossings from Hardwood Ski and Bike trails
onto the Country Forest Barton Tract for the Summer Epic 8 Hour on August 23rd, 2014.
This event is fully sanctioned and insured through the Ontario Cycling Association ($5
Million), and will have Township of Oro-Medonte named as an additional insured.
The race organization will provide marshals at the closure and crossing points to ensure
rider safety. The riders will be purely crossing the road, not travelling along the road.
Permission for the same events has been granted annually since 2004, with no apparent
th
problems. Below is the proposed letter distributed to all mailboxes on the 6 Line
between Old Barrie Rd and Bass Lake Side Rd.
Please let me know if you require any more information.
Thank you for your consideration.

As part of the event riders will be crossing the 6 line of Oro at two points
with the first 1000m just north of Old Barrie Road by Hardwood Ski and
Bike. These are simply road crossings, and riders will not be traveling
along the road.
The Township has approved a partial road closure at this point, and the
road will be partially barricaded to allow local traffic. The actual crossing
points will be controlled by race officials, and we will endeavor to
minimize any delay to local traffic.
We appreciate your consideration and support of these healthy and fun
events. Please feel free to contact myself if you have any concerns or

Re: 4 dog exemption
Hi
My husband and I are the (705) area coordinators with Danes In Distress, Ontario's
longest running Great Dane rescue. 2 of our personal dogs are rescue Danes from
DID.
DID recently did an intake for a very sick Great Dane puppy, that the owner surrendered
due to the expense of the puppy's medical care. The pup, barely able to walk, needed
to be in a foster home where someone was home 24 hours a day. As DID had no foster
homes available that met the criteria, I offered to foster the puppy in our home.
I didn't realize that fostering the pup would be a numbers isssue, as she is not our dog,
we don't own her. She is here temporarily, as we try to get her past a very bad condition
knows as H.O.D. http://www.akcchf.org/canine-health/your-dogs-health/disease-
information/hypertrophic-osteodystrophy.html
At this time I would like to ask for an exemption from the 3 dog rule so that we can
continue to foster this pup until she is well enough to be adopted to a new family. I
honesty can't tell you if that will be 2 months or 4, as this is the first time I've met a dog
with HOD. She is finally starting to respond to treatment but she needs to get much
better before she goes up for adoption.

Diagnosing Hypertrophic Osteodystrophy
Diagnosis is based on the history, symptoms, physical exam showing pain
and swelling at the growth plates. In addition, x-rays show a thin radiolucent
(dark) line at the metaphysis (growth plate) in the end of the ulna, radius, or
tibia. Bony inflammation and bone remodeling may also be seen at these
sites. Occasionally, there may be involvement and changes in the skull and
teeth.
Treating Hypertrophic Osteodystrophy
The treatment for HOD is supportive. Anti-inflammatory medications and
painkillers, such as buffered aspirin or carprofen (Rimadyl), are used to treat
pain. In severe cases steroids may need to be given to control the pain. In
addition, broad-spectrum antibiotics are often used. Strict rest on a
comfortable, warm bed is recommended. A nutritious, highly palatable food
will help to encourage some dogs to eat. Vitamin C is often supplemented
though its benefit may be questionable. In severe cases, steroids may be
used.

Many owners of large and giant breed puppies are feeding diets lower in fat
and protein to encourage moderate steady growth instead of rapid growth.
Care for Dogs with Hypertrophic Osteodystrophy
Hypertrophic osteodystrophy is a self-limiting disease that can last for a few
weeks per episode and can be managed with medications and other changes.
However, the condition may recur until the dog is eight to ten months of age.
Owners should be sure the dog avoids strenuous exercise (including running
and long walks) on hard surfaces such as concrete and asphalt until the
puppy has matured. Also, puppies should not be allowed to jump up or down
from any sort of height, such as into or out of an SUV or pick-up truck, on or
off the sofa or bed, or over walls and other obstacles. It is generally
recommended that dogs that are severely affected by the disease and are
unresponsive to treatment should be euthanized.
