TAKE NOTUOC that the Council of the Corporation of the Township of Oro - Medonte will hood a
Public Meeting on Wednesday March 12, 2014 ail7:00pm in the Municipal Council Chambers.
The purpose of the Public Meeting is to obtain public comments on a proposed Amendment to the
Zoning By -law, under Section 34 of the Planning Act, R.S.O. 1990 c. P. 13.
THE PURPOSE of the proposed Zoning By -law Amendment is to rezone a portion of the lands
known as: Part of Lot 17, Concession 5. The lot was created through a consent application
approved on July 7, 1988 and the lot was zoned Agricultural /Rural (A/RU) when it was created.
Later, the zoning was amended and this lot, as well as other lots in the vicinity, were zoned to
the Environmental Protection (EP) Zone which prohibits the construction of a dwelling. The
owner is now seeking to restore the zoning permissions in effect at the time of severance in
1988. More specifically the application seeks a rezoning of part of the north half of the subject
land from Environmental Protection (EP) Zone to Rural Residential 2 Exception Zone (RUR2 ° )
to permit a single detached dwelling. The requested exceptions are for reductions from the
following sections of the Zoning By -law:
Section 5.28 - 30 metre setback in the Environmental Protection Zone
Section 5.32 - 23 metre setback from 33% slope
Section 5.33 - 30 metre setback from top of bank of a watercourse
A KEY MAP illustrating the location of the subject lands is included with this notice.
ANY PERSON may attend the public meeting and /or make written or verbal representation either
in support of, or in opposition to, the proposed Amendment. If a person or public body that files an
appeal of a decision of the Township of Oro - Medonte in respect of the proposed Amendment does
not make oral submission at the Public Meeting, or make written submissions to the Township
before the proposed Amendment is adopted, the Ontario Municipal Board may dismiss all or part
of the appeal.
If you wish to be notified of the decision of the Township of Oro - Medonte in respect to the
proposed Zoning By -law Amendment, you must make a written request to the address bellow.

Thank you for circulating a copy of the proposed Zoning By -law Amendment Application
for the above -noted property to this office. The applicant has applied to rezone the
property currently zoned Environmental Protection (EP), which prohibits the construction
of a dwelling, to Rural Residential 2 Exception Zone (RUR2 *) to permit a single
detached dwelling.
Elementary students residing in this area may attend Moonstone Elementary School and
secondary students will be bussed to Midland Secondary School.

I am the owner and resident of 5789 Line 4 North, Hillsdale, On. LOL 1 VO
Legal description CON 5W PT Lot 18.
Regarding the meeting scheduled for Wednesday March 12/2014 on the
above subject wanting to rezone lands from Environmental Protection
Zone to Rural Residential 2 Exception Zone for a single detached
dwelling.
Unfortunately I cannot attend the meeting. I have been advised to file my
objection to the proposed zoning by -law amendment in writing via e -mail.
I do object for the following reasons:
Since Line 4 N has been surfaced the traffic has increased substantially.
The bridge across the river would have to be widened to at least the width
of the present width of Line 4 N to handle increased traffic. Two cars
cannot pass on that bridge.
There are too many houses on this road already, the peaceful way of life
would be disturbed if more development would be allowed.
It is not my desire to live in a country style subdivision. The increased
activities such as parties, cars, snowmobiles and the associated noise
would not be to my liking.

The Environmental Protection laws where put into place in order to
protect the environment in every respect. We did not create these laws to
later go around it and change it to suit, especially not for profit. Animals
and plants have rights too. If anything, we should be enhancing the
environment and create more habitat.
The question of increased soil contamination and surface contamination
would have to be addressed too. We have good clean drinking water right
now and I want to keep it that way.
If council votes in favour of this amendment then I am worried that more
rezoning and building permit applications will follow. What is good for
the goose is good for the gander!

Gentlemen,

Regarding the meeting scheduled for Wednesday March 12/2014 on the above
subject of wanting to rezone lands from Environmental Protection Zone to Rural
Residential 2 Exception Zone for a single detached dwelling.
As I can not attend this meeting as I will be working I have decided to voice my
objection to the proposed zoning by -law amendment in writing.
I am voicing my objections for the following reasons:
I am very worried over what will become of the wetlands and its animals. We have
some very good fishing spots that there due to the river and the wetlands surrounding
it. Having more housing on the wetlands or near wetlands will pollute the existing
wetlands, in time killing off the population. This will also affect the local wildlife above
and beyond the loss of habitat to the addition of housing.
Many of the other people living in the area and I depend on the wetlands for our
drinking water. Any new development in the area runs risk of contaminating our
water and us along with. Having to install water purification may be a requirement if
the water does become contaminated, costing the others and I thousands of dollars
each.
With the addition of more housing comes the addition comes more traffic and more
noise. I moved here around 20 years ago for the peace and quiet. I have enjoyed
this life as it currently exists and would not like to see it change.
Having this amendment passed would open up the area to developers in the future
and bring the city life out here to us. As many of us moved out here to get away from
the city life and surroundings this would run the risk of alienating us.

The Nottawasaga Valley Conservation Authority (NVCA) has reviewed': this
proposed. Zoning By -law Amendment in- accordance with 'Natural Heritage
and Natural Hazard policies established under the Provincial Policy
Statement and regulations established under the Conservation Authorities
Act. We offer the following comments.
The property is within a woodland feature and is traversed by the two
Sturgeon Creek tributaries. The NVCA has reviewed the Slope
Assessment prepared by Teraprobe (dated May 31, 2013) and the
Environmental Impact' Study prepared by Tarandus Associates Limited
(dated March 23, 2014). Based upon a site inspection and on -site
discussions with the applicant's agents, the NVCA believes there is a
development envelope on the property' which is not subject to flood or
erosion hazards and also maintains an adequate environmental buffer
from the watercourses. The development envelope as outlined on the
attached plan takes advantage of ` the higher knoll on the property which
the NVCA supports. Provided the area to be rezoned is restricted to the
tableland as approximated on the attached development envelope plan,
the NVCA has no objection to the;approval of this, application. The NVCA
recommends the balance of the property remain within an Environmental
Protection(EP) zone.
Please note our comments reflect Section 2.1 (Natural Heritage) and
Section 3.1 (Natural Hazards) of the Provincial Policy Statement
We advise that the property is under the regulatory jurisdiction of the
Slmcoe NVCA whereby a permit is required under the Conservation Authorities Act
prior to development. Through the. permit process, sediment and erosion
control measures would be implemented and site alteration/disturbance

would be restricted to the tablelands. Tree clearing should be limited to the extent
possible and should not occur between April 15th and July 31 a to protect nesting locations
of migratory birds in accordance with Migratory Bird Convention Act.
