TAKE NOTICE that the Council of the Corporation of the Township of Oro- Medonte will hold a Public Meeting
on Wednesday, January 22, 2014, at 7.00 p.m. in the Municipal Council Chambers. The purpose of the
Public Meeting is to obtain public comments on proposed Amendments to the Official Plan and the Zoning
By -law, under Sections 22 and 34 of the Planning Act, R.S.O. 1990 c. P. 13.
THE PURPOSE of the proposed amendment to the Township of Oro- Medonte Official Plan is to site
specifically amend the Agricultural policies of the Official Plan by adding a policy to Section C1.4 — Exceptions,
to permit a "Heavy Equipment Training Facility", described as the training of students in the operation and
maintenance of construction equipment such as excavators, dozers, back hoe loaders, front end loaders and
compactors.
THE PURPOSE of the proposed amendment to Township of Oro- Medonte Zoning By -law 97 -95 is to site -
specifically expand an existing Rural Industrial (RI) Zone on the lands, as well as add special provisions to
the expanded Rural Industrial (RI) Zone to permit the "Heavy Equipment Training Facility" described above,
thereby placing the subject lands in a Rural Industrial Exception Zone (RI "Exception).
The above -noted amendments are proposed to apply only to those lands identified in this Notice as the
"Subject Lands ", located at 544 and 556 Line 11 north and described as Part of the East Half of Lot 17,
Concession 11 (Oro), in the Township of Oro- Medonte.
A KEY MAP illustrating the location of the subject lands is provided with this Notice
ANY PERSON may attend the public meeting and /or make written or verbal representation either in support
of, or in opposition to, the proposed Amendments. If a person or public body that files an appeal of a decision
of the Township of Oro- Medonte in respect of the proposed Amendments does not make oral submission at
the Public Meeting, or make written submissions to the Township before the proposed Amendments is
adopted, the Ontario Municipal Board may dismiss all or part of the appeal.
If you wish to be notified of the decision of the Township of Oro- Medonte in respect to the proposed Official
Plan and Zoning By -law Amendments, you must make a written request to the address below.

Dear Mr. Irwin:
Thank you for circulating the above noted applications to the County of Simcoe. The subject property is located in
a prime agricultural area on Canada Land Inventory Class 1, 2 or 3 soils, is designated Agricultural in the
Township's Official Plan and therefore subject to the Agricultural policies of the County Official Plan.
County Planning staff have recently met with Township staff and the applicants to discuss the proposed
applications. It is our understanding that the applicant is applying to amend both the Township's Official Plan and
Zoning By -law to permit, as an exception, a heavy equipment training facility on approximately 7 hectares of the
subject property. For your information, County of Simcoe Planning staff conducted a site visit in the spring of 2011
and provided a pre - consultation letter dated April 8, 2011 (attached) advising an industrial use in the Agricultural
designation needs to be small scale and is required to be in proximity to the farm operation.
County staff has reviewed the relevant policies in the Provincial Policy Statement 2005, and the County of Simcoe
Official Plan, and offers the following comments on the proposed development:
Provincial Policy Statement (PPS) 2005
As previously noted, the subject lands are located in a prime agricultural area and therefore the PPS Section 2.3
Agriculture policies apply to this proposal.
Section 2.3.1 of the PPS states,
"Prime agricultural areas shall be protected for long -term use for agriculture."
Section 2.3.3 of the PPS goes on to state,
"In prime agricultural areas, permitted uses and activities are: agricultural uses, secondary uses
and agricultural - related uses.
Proposed new secondary uses and agriculture - related uses shall be compatible with, and shall
not hinder, surrounding agricultural operations. These uses shall be limited in scale, and criteria
for these uses shall be included in municipal planning documents as recommended by the
Province, or based on municipal approaches which achieve the same objective ".
Secondary uses are defined in the PPS as:
"uses secondary to the principle use of the property, including but not limited to, home
occupations, home industries, and uses that produce value -added agricultural products from the
farm operation on the property ".

Agriculture - related uses are defined in the PPS as:
"means those farm - related commercial and farm - related industrial uses that are small scale and
directly related to the farm operation and are required in close proximity to the farm operation ".

The permitted uses identified in the Section 2.3.3 of the PPS are mirrored in Section 3.6.6 of the SCOP which
states,
"Prime agricultural areas will be protected for agriculture and compatible uses. Permitted uses
are agriculture, agriculture related uses, secondary uses, natural heritage conservation and
forestry, aggregate developments subject to Section 4.4, processing of agricultural products, and
agricultural produce sales outlets generally relating to production in the local area ".
County planning staff encourage the applicants to seek a more appropriate location for the proposed heavy
equipment training facility. It is the County planning staff's opinion that the proposed use is not permitted in the
Agricultural designation as it does not meet the definitions of an agricultural use, secondary use or an agriculture -
related use. The proposed use is not limited in scale, is not secondary to the principle use, and does not provide
value added agricultural products. Therefore County planning staff cannot support the proposed applications
because they are not consistent with the PPS, and do not conform to Simcoe County Official Plan. Please provide

Dear Mr. Shelswell:
Thank you for pre - consulting with the County of Simcoe. This letter is further to our meeting of April 1, 2011 and is
provided to offer the following comments for consideration as they relate to the proposed zoning by -law
amendment application.
The subject property is designated Agricultural in the Local Official Plan, and therefore subject to the Agricultural
policies of the County Official Plan. Simcoe County Official Plan (SCOP) policy 3.6.6 states "prime agricultural
areas will be protected for agriculture and compatible uses. Permitted uses are agriculture, agriculture related
uses, secondary uses, natural heritage conservation and forestry, aggregate developments subject to Section 4.4,
processing of agricultural products, and agricultural produce sales outlets generally relating to production in the
local area ".
In addition, agriculture related uses is defined by SCOP as being "small scale farm related commercial and
industrial uses directly related to and required to be in close proximity to the farm operation ". Therefore, the
County would not object to the proposed excavation school and training provided agriculture is the primary use of
the subject property and the excavation training is agriculturally related and required to be in proximity to a farm
operation. We would respectfully request a copy of documentation submitted to the Township in support of the
proposed application to ensure compliance with the County of Simcoe Official Plan.
The County Official Plan permits local Official Plans and/or zoning by -laws to be more restrictive, therefore
continued pre - consultation with the Township is encouraged.
The above information is intended to be comprehensive and all inclusive, however, over time circumstances and
requirements are subject to change. Additional information, research or study may be required to be provided.
Policy circumstances, (Provincial, County or Local) may also change. The applicant will be required to satisfy any
such requirements.

Thank -you for consulting with the Lake Simcoe Region Conservation Authority (LSRCA) with
regard to the proposed Official Plan and Zoning By -Law amendments. The LSRCA has
reviewed these applications for consistency with the Provincial Policy Statement (PPS) and
conformity with the Lake Simcoe Protection Plan (LSPP). It should also be noted that part of the
subject lands are governed by Ontario Regulation 179/06 under the Conservation Authorities
Act. We understand that the purpose of these applications is to permit a Heavy Equipment
Training Facility.
Based on our review, the rear of the subject property contains and is adjacent to a Key Natural
Heritage feature (woodland) and a Key Hydrologic feature (wetland and watercourses) as
defined by Designated Policies (DP) 6.21 and 6.22 of the LSPP. On this basis we recommend
that any approval of these amendments be subject to the following:
1. That the woodland /wetland feature and the 30 metre minimum vegetation protection
zone be designated Environmental Protection One and zoned Environmental Protection
(EP) through this planning process in accordance with 6.23 DP (LSPP); and
2. That the RI Exception zone (RI- ) be restricted to lands a minimum of 120 metres from
the woodland /wetland feature.
Alternatively, a Natural Heritage Evaluation (NHE) can be completed in accordance with 6.24-
6.28 DP (LSPP) demonstrating no negative impact to the features as a result of the proposed
use. A satisfactory NHE may reduce the 120 metre setback.
