Mayor Ian Beard chaired the meeting.
Mayor Ian Beard opened the meeting by explaining to those
present that this Public Meeting was to receive public comments
with respect to a proposed zoning By-Law Amendment, under
provisions of section 34, of the Planning Act. The applicant
has applied to rezone certain lands, Part of Lot 28, Concession
5, former Township of Oro, to permit permanent residential use.

To date, the Council of the Corporation of the Township of Oro-
Medonte have not made a decision on this application, other than
proceeding to this Public Meeting. Only after comments are
received from the Public, requested agencies and Township Staff,
within the appropriate time period, will Council make a decision
on this application.
Notice of the Public Meeting was mailed out on December 29,
1994, to all property owners within 120 metres of the subject
lands.

Mayor Beard then asked the Clerk if there had been any
correspondence received on this matter. The Clerk responded by
indicating that no correspondence had been received.
The Mayor then stated that those persons present would be
afforded the opportunity of asking questions with respect to the
proposed Amendment. He then turned the meeting over to the
Township Planner, Ms. Kris Menzies, to explain the purpose and
effect of the proposed Zoning By-Law Amendment.

Thank you Mr. Mayor. The purpose of tonight's meeting is to
afford Council the opportunity to hear public comment on a
proposed rezoning on Part Lot 28, Concession 5, in the former
Township of Oro. The rezoning is a rezoning from the Shoreline
Residential Zone which currently permits a single family
dwelling of seasonal occupancy only to the General Residential
Zone which permits a single family dwelling unit of permanent
occupancy. A common name for this type of zoning is called a
Conversion. There are various policies in the Official Plan
which the applicant would have to adhere to before the Planning
Department makes a favourable recommendation to Council on the
rezoning; and, those are my comments, Mr. Mayor. Does the
public have any questions?

Can you tell me exactly where this is.

I'll do my best. It's basically located in between the 4th and
5th Concession Roads and it fronts onto Lake Simcoe.

Are there any further questions from Council? For the third
time, does anyone have any questions on this public meeting on
Part Lot 28, Concession 5?

I have a question to Kris, I don't know whether you can answer
it or not. With this type of a conversion, is it the normal
course or policy of the Township to ensure that the Health unit
has been advised and the septic systems are brought up to date
to handle permanent use?

I could, Mr. Mayor. The policies in the Shoreline Residential
designation in the Official Plan basically has three
requirements. One, the lot must have a minimum of fifteen
metres road frontage; two, the lot must have a minimum of eleven
hundred square metres area which this lot conforms to both of
those items; and, three, either the Health Unit or the Ministry
of the Environment and Energy who, as you know, issues Class 6
tile field systems would have to consent before Planning
Department could make a favourable recommendation to Council.
In short, yes.

matters before reaching a decision. If anyone wishes to be
