1994-071 To Adopt an Education and Training Policy for the Township of Oro-Medonte il ,I :1 CORPORATION OF THE TOWNSHIP OF ORO-MEDONTE BY-LAW NO. 94-71 il II II .- II II Being a By-Law to Adopt an Education and Training policy for the Township of Oro-Medonte WHEREAS Section 115 of the Municipal Act, R.S.O. 1990 provides that Councils of every municipality may pass by-laws for providing for the payment of costs incurred by officers or servants of the Corporation enrolling in programs or courses of instruction, training or education; AND WHEREAS The Corporation of the Township of Oro-Medonte wishes to clearly state the pOlicies and procedures relating to education and training of employees and Council members; AND WHEREAS the Province of ontario has established a grant program called the Municipal Incentive Training Grants program which will help fund education and training costs provided an education and training policy has been adopted by by-law; NOW THEREFORE the Council for The Corporation of the Township of Oro hereby enacts as follows: 1. That the Education and Training POlicy, attached as Schedule "A" to this by-law, forms a part of this by-law. 2. That any by-law or part of any by-law by the former municipalities of the Township of Oro and the Township of Medonte to adopt an Education and Training Policy are hereby repealed. 3. That this By-law shall come into force and take effect upon the date of passing thereof. Preamble The Corporation of the Township of Oro-Medonte recognizes the importance and benefits derived from continuing education and training of staff and Council members. All permanent employees are encouraged to take courses of instruction or training directly related to the employee's job. The philosophy of encouraging professional development resulted in policies contained in the Township's "Employment Conditions" by-law. Purpose of this policy The purpose of this policy is to focus on education and training and provide a brief and comprehensive outline of the current opportunities available to staff and coucil members of the Township of Oro-Medonte. This policy is also being formalized within its own by-law to meet the requirements to qualify for a Provincial grant under the Municipal Training Incentive Grants Program. Definitions: (a) "Corporation" means The Corporation of the Township of Oro- Medonte. (b) "Council" means the Council of The Corporation of the Township of Oro-Medonte. (c) "Employee" means any salaried officer, clerk, workperson, servant or other person in the employ of the Township but does not include any person in the employ of a local board. (d) "Permanent Employee" means an employee engaged for an indefinite period of time and working in a position for which the regular work week is not less than 35 hours, and who has satisfactorily completed his/her probationary period of employment and has been placed on permanent staff of the Township. (e) "Township" means The Corporation of the Township of Oro- Medonte. Eligible Participants: All permanent employees enrolling in courses related to the performance of their duties and all members of Council. . Eligible Courses: Courses or other training to be undertaken by an employee must have prior approval of Council and/or the Chief Administrative Officer and relate to the duties of the individual employee. All types of courses, including technical, administrative, managerial etc. will be eligible for assistance by the Township. In courses when no examinations a~e held, upon the eligible participant supplying the Townsh~p Administrator with satisfactory proof that he/she has attended at least 80% of the total lectures; Examination fees and other similar fees, upon presentation of the receipts to the Township Treasurer; Books and course materials, upon presentation of receipts to the Township Treasurer. Transportation, accomodation and meals, upon presentation of receipts to the Township Treasurer and subject to the specific approval of Council. with regard to members of Council: Members of Council shall receive in addition to their annual remuneration, per diem payments in the amount of $150.00 for attendance at Conferences, Seminars and for attendance at out of town meetings relating to municipal business to which they have been authorized or delegated to attend by Council. When an eligible employee attends an education or training course of which the gross Township cost, excluding salary, exceeds $500.00, the employee shall agree to remain in the employ of the Township for a period of one (1) year following the completion of the course, or the employee shall reimburse the Township at the rate of 10% of the total Township costs for each month of the year for which the requirement was not fulfilled to a maximum of the total gross Township costs. participant's Responsibility: . It is the participant's responsibility to dutifully attend those training sessions or courses sponsored by the Municipality and to submit appropriate and timely reports as may be required. -3 Budgetary Commitment: The Township has recognized education and training costs in past budgets and intends to continue to set aside monies towards the education and training of its employees and Council members. . .
