TAKE NOTICE that the Council of the Corporation of the Township of Oro - Medonte will hold a Public Meeting
on Monday, June 17, 2013, at 6:00 p.m. in the Municipal Council Chambers. The purpose of the Public
Meeting is to obtain public comments on proposed Amendments to the Official Plan and the Zoning By -law,
under Sections 17 and 34 of the Planning Act, R.S.O. 1990 c. P. 13.
THE PURPOSE of the proposed Official Plan Amendment is to:
1. Amend the wording of Section C14.3.4.1 to permit townhouse dwellings and a maximum density of 15
units per hectare on the lands shown on Detail Map `A' attached to this Notice, legally described as
Part of the South Half of Lot 3 and Part of Lot 4, Concession 4, formerly in the Township of Oro, now
in the Township of Oro - Medonte; and
2. Amend Schedule D (Horseshoe Valley Land Use Schedule) to re- designate from a Horseshoe Valley
Low Density Residential Designation to a Horseshoe Valley Medium Density Residential Designation
the lands shown on Detail Map 'B' attached to this Notice, legally described as Part of the South Half
of Lot 3 and Part of Lot 4, Concession 4, formerly in the Township of Oro, now in the Township of Oro -
Medonte.
THE PURPOSE of the proposed Zoning By -law Amendment is to rezone the lands identified on Detail Map
'C' included with this Notice, from a Residential One Exception (131*140) Zone to as follows:
1. Two separate Residential One Exception (R1" - ) Zones to permit single detached residential lots
with varying frontages and areas;
2. A Residential Two Exception (R2` - ) Zone to permit freehold townhouse units; and
3. Open Space (OS) Zones for landscaping and entrance features.
The above -noted Official Plan and Zoning By -law Amendments are proposed in order to accommodate
proposed revisions to a Draft Approved Plan of Subdivision known as Landscape Drive Extension Phase 3
(see attached Proposed Revised Plan of Subdivision), as well as to permit increased residential density on
the remaining undeveloped lands within the Horseshoe Valley Settlement Area that are subject to an existing
draft plan.
A KEY MAP illustrating the location of the subject lands is provided with this Notice.
ANY PERSON may attend the public meeting and/or make written or verbal representation either in support
of, or in opposition to, the proposed Amendments. If a person or public body that files an appeal of a decision
of the Township of Oro - Medonte in respect of the proposed Amendments does not make oral submission at
the Public Meeting, or make written submissions to the Township before the proposed Amendments is
adopted, the Ontario Municipal Board may dismiss all or part of the appeal.

Thank you for circulating a copy of the completed application for the proposed
Official Plan Amendment, Zoning By -law Amendment and Redline Revision and
the Draft Plan of Subdivision for the above -noted property to this office. The
Draft Plan of Common Elements Condominium Application (2012 -SUB 01) that
was previously submitted has been withdrawn. The amendment proposes to
redesignate the subject property from Horseshoe Valley Low Density Residential
to Horseshoe Valley Low Density Residential and Horseshoe Valley Medium
Density Residential to permit a wider range of residential units. The Official Plan
Amendment and Zoning Bylaw Amendment wording and mapping have been
revised to reflect the revised proposed redline revision.
The rezoning will permit a range of single family residential lot sizes, townhouse
units and open space areas as an extension of Landscape Drive.
The redline revisions to the draft approved plan include 57 single family
detached lots and 27 townhouse units.
Planning staff have no objection to these proposed amendments. Elementary
students residing in this area may attend W.R. Best Memorial Public School and
secondary students will be bussed to Eastview Secondary School.

Thank you for circulating the County of Simcoe the notice of public meeting for the above -noted applications.
This letter is further to the County of Simcoe's correspondence of November 23, 2012 and January 4, 2013
regarding these applications.
As previously noted, a portion of the subject lands are located within the 500 metre assessment area
associated with a privately owned closed/former waste disposal site located on the old Edgar Centre
property south of the proposed subdivision. In our review of the Landscape Drive — Phase 3 Draft Plan
of Subdivision — Redline Revision prepared by RUDY & Associates Ltd. last revised May 16, 2013,
proposed Lots 14 through 26 and Block 61 fall within the 500m assessment area. At the County's
request, a Guideline D4 Report was prepared by the applicant in support of the proposed applications to
determine the potential for negative impacts associated with ground and surface water, noise, odour,
dust, methane gas migration, traffic impact, and land use compatibility. A copy of the D4 Guideline
Report prepared by Azimuth Environmental Consulting dated March 2013 is attached.
The D4 Report has now been peer reviewed by the County's consultant GENIVAR and a copy of their
April 30, 2013 report is attached for your records.
For the Official Plan Amendment, the County is requesting the following:
That Schedule D (Horseshoe Valley Land Use Schedule) be amended to identify the 500m
assessment area associated with the privately owned closed /former waste disposal site.
2. The wording of the Official Plan Amendment identify that a MOE D4 Guideline Report has been
prepared by Azimuth Environmental Consulting Inc. dated March 13, 2013 in support of the
proposed Official Plan Amendment and associated subdivision development which has been

reviewed and accepted by the County of Simcoe. Any future change in land use to that
contemplated in the Official Plan Amendment and D4 Guideline Report may require the
completion of an updated D4 Guideline Report to the satisfaction of the County of Simcoe_
3. The wording of the Official Plan Amendment identify that a portion of the subject lands are
located within 500m of a privately owned closed /former waste disposal site located at 1552
Bass Lake Side Road, Township of Oro-Medonte (and legally described as Part of the East and
West half of Lot 5, Concession 3 (former Geographic Township of Oro); part of the Road
Allowance between Concessions 3 and 4 (former Geographic Township of Oro), being parts 3
and 4 on Plan 51 R- 37221, Township of Oro-Medonte, County of Simcoe being all of PIN 58534-
0240 (LT)).
4. The wording of the Official Plan Amendment identify that through the draft plan of subdivision
process, the Owner shall agree in the Subdivision Agreement to include in all Offers of
Purchase and Sale for those development lots /blocks within the 500m assessment area
( "Assessment Area Lots "), a clause advising prospective purchasers that there is a potential for
nuisance effects for these Assessment Area Lots due to their proximity to the former private
waste disposal site.
5. The wording of the Official Plan Amendment identify that the implementing zoning by -law for the
proposed subdivision development include a schedule which identifies the 500m assessment
area associated with the privately owned closed /former waste disposal site.
