Don Robinson thinks he has extra boards for the African Church to repair as needed. Raised platform at front of church —Shawn Binns not present to give report. Bruce Wiggins will do patching of the monument. 2. Rice Lucas memorial: Bruce and Shawn will complete within two weeks. 3. Log cabin project update: Costing report not received from Shawn Binns as yet. History of the home —Bruce will report for next meeting. 4. OMHA planning and renewal: Justin reported that Council has directed staff to look into creating a Culture & Heritage Committee. This generated much discussion and was a surprise to our group. We are not sure what direction this Council wants to go in and does it include needing us or not. Can we have an honest discussion and answers? What is their timelines? New Business 1. Jadeen brought up a problem with the Clowes Methodist Monument on the 2nd Concession that has been falling apart and when interested citizens phoned the Township they got a written reply that the church was responsible for the Monument —The church has not existed for 80 years!! Leigh's Corners Cemetery We are here as concerned citizens concerning Leigh's Corners Cemetery. This cemetery is located at the corner of 12'x' line and 15116 side road of Oro - Medonte township. The description is part of lot 16 east half of concession 12. This land was set aside in the 1840's for an Anglican Church and burial ground by a Mr. John Leigh .The church was not built here but at Simpson's Corner now known as East Oro. There was a public school built on the corner of this lot with 15116 side road which was the original number eleven highway in front and line 12 on the East side . As recorded in the book ( History of Oro ) the first teacher was a Noah Cotton in 1844. In Kith and Kin it claims it was 1848 or 1850 when John Leigh reserved one acre for church and burying ground, however no deed or transfer recorded. Mr. Leigh reserved the strip to the West of school as a Leigh burying ground and a strip along the south side as a common burying ground. In 1947 by by -law 666 of the Township of Oro the property that the school was built on was transferred to School Area A of Oro Township. The school was closed in 1965 and the school and land was offered for sale at auction. The land was purchased by Norman and Audrey Crooks for $900.00 on August I Ph, 1966.1n reference to the copy of their deed it shows the survey of the old school and cemetery. We have located a copy of record of plots which was made by a Mr. Leigh in 1977 and a list of names as per names from tombstones. The record of names can be applied to plots . We have no actual proof that this outline is correct or whether there are other burials with no tombstones or records . The first burial as per tombstone was a Mrs. Joanne Norman a sister of John Leigh as per Kith and Kin died in 1833 and buried on Leigh farm , then when graveyard started was moved to this site. The graveyard over the years fell into disrepair and in the late 1940's a group of area residents cleaned the area and since then it has been able to maintain grass cutting. The grass is cut by people volunteering their time and equipment. As volunteers become older and unable to continue looking after cemetery This will again fall into disrepair. There is no possibility of selling plots as no one can confirm if plan is correct and perhaps more burials without tombstones or markers . There is no insurance coverage if anyone was injured while working there. The last burial was Joshua Rowland Leigh in 1987 and Harmon Leigh in 1996 with tombstones for both. Un another area was William Perryman who died in Saskatchewan, he was cremated and his ashes were buried in a grave with his mother in 2006. There would be one more burial in the Leigh area as would be cremated and buried beside her husband . In 1969 a cairn was erected in honour of the Leigh whose ancestor came to Canada in 1831 These people that are buried here are pioneers who came to this area, worked the land and we feel that their burial place should be maintained in respect to them. In reference to the new cemetery act when a cemetery becomes abandon the municipality is required to take control of it. We are requesting that the Township maintains this cemetery . In addition we would like a sign or plaque erected to recognize this cemetery. Several people today are working on genealogy and this would show respect to their families. Budget projections for 2012 were provided as part of the Strategic Plan of the SSEA (Schedule A of the Agreement) and as part of the Business Plan (Schedule B of the Agreement). The SSEA has considered operation costs over a five -year horizon, including 2012. The overall municipal share for 2012 has been $310,864. The share of that cost from the Township of Oro - Medonte has been $35,182. The overall municipal share of the SSEA budget for 2013 will increase to $340,864 as per discussion with the SSEA. The increase is due to slightly increased administration costs to the SSEA but also increased coverage of current staff salary & benefits within the SSEA Operations budget. Accordingly, the request for the 2013 SSEA operating budget from the Township of Oro - Medonte is $38,598. This amount covers SSEA operation and does not include requests for special project funding. Despite the rain, fair attendance was good. The local schools were well represented and there was a high turnout for the opening parade. The participation of our community is an integral part of our rural fair and it is an important opportunity for us to appreciate the efforts of our farmers, gardeners and crafts people that make our community unique and progressive. THE CORPORATION OF THE TOWNSHIP OF ORO- MEDONTE BY -LAW NO. 2012 -188 A By -law to Appoint a Fire Chief and Repeal By -Law No. 2012 -065 WHEREAS the Fire Protection and Prevention Act, 1997, S.O. 1997, c.4, Section 6, as amended, states that if a fire department is established for the municipality, the Council of the municipality shall appoint a fire chief for the fire department; AND WHEREAS the Council of The Corporation of the Township of Oro - Medonte did, on the 25th day of November 2009, enact By -law No. 2009 -165, Being a By -law to Establish and Regulate a Fire Department; AND WHEREAS the Council of The Corporation of the Township of Oro - Medonte deems it expedient to appoint a Fire Chief; NOW THEREFORE the Council of the Township of Oro - Medonte hereby enacts as follows: 1. That the following employee of the Township of Oro - Medonte is hereby appointed as Fire Chief: "Hugh Murray" 2. That the duties and responsibilities shall be performed and carried out as provided within the Fire Protection and Prevention Act, 1997, S.O. 1997, c.4, as amended. 3. That this appointment shall be effective November 14, 2012. 4. That By -Law No. 2012 -065 is hereby repealed in its entirety. 5. That this by -law shall take effect on the final passing thereof. THE CORPORATION OF THE TOWNSHIP OF ORO- MEDONTE BY -LAW NO. 2012 -187 Being a By -Law to Confirm the Proceedings of the Council Meeting held on Wednesday, November 14, 2012 WHEREAS Section 5 of the Municipal Act, 2001, S.O. 2001, C. 25, as amended provides that the powers of the Municipal Council shall be exercised by By -Law, unless the municipality is specifically authorized to do otherwise; AND WHEREAS The Council of The Corporation of the Township of Oro - Medonte deems it expedient that the proceedings at this Council Meeting be confirmed and adopted by By -Law; NOW THEREFORE the Council of The Corporation of the Township of Oro - Medonte hereby enacts as follows: 1. That the actions of the Council at its Council Meeting held on Wednesday, November 14, 2012, and in respect to each Motion, Resolution and other actions passed and taken by the Council at its said Meeting is, except where prior approval of the Ontario Municipal Board is required, hereby adopted, ratified and confirmed. 2. That the Mayor and the proper Officials of the Township are hereby authorized and directed to do all things necessary to give effect to the said action or to obtain approvals where required and to execute all documents as may be necessary on behalf of the Council of the Corporation of the Township of Oro - Medonte. 3. That the Mayor /Chair and Clerk /Designate are hereby authorized and directed to execute and affix the corporate seal to all necessary documents. 4.
