Motion No. C121010-20 Moved by Coutanche, Seconded by Meyer Whereas, the Township of Oro-Medonte is pleased that both the Liberal Government and the Progressive Conservative party have kept the issue of interest arbitration reform at the forefront of major policy discussions; And Whereas, the Township of Oro-Medonte supports the overall intention of interest arbitration reform; And Whereas, a preliminary review indicates that there appears to be room for improvement in both pieces of draft legislation before the legislature; And Whereas, the Township of Oro-Medonte trusts that through further consultation these issues can be resolved; And Whereas, the Township of Oro-Medonte is aware that AMO and the Emergency Services Steering Committee are reviewing these issues and look forward to further discussion and input; Now Therefore, the Township of Oro-Medonte requests that the legislature will work collectively in the best interest of Ontario municipalities and Ontario taxpayers on this important issue of interest arbitration reform; And that the Honourable Dalton McGuinty, Premier, Garfield Dunlop, MPP Simcoe North, and AMO be advised of Council's decision under the Mayor's signature. This will be a tremendous help to us in our awareness efforts on behalf of all persons throughout your community and Canada who suffer with this rare, life threatening lung disease. PULMONARY HYPERTENSION, or PH, is a disease affecting the arteries of the lungs. It can strike anyone regardless of age, sex, social or ethnic background. In pulmonary hypertension (which means high blood pressure in the lungs), the arteries of the lungs become narrowed and scarred, which can result in almost complete closing of the arteries. People affected with this disease suffer from continuous high blood pressure in the lungs which results in an enlargement of the heart, and can lead to heart failure. Some symptoms of pulmonary hypertension are: shortness of breath (especially with activity); bluish or purplish hands, feet and lips; swelling of hands and feet; light-headedness/dizziness, especially when climbing stairs or standing up; chest pain, especially with physical activity; feeling tired all the time; and sometimes even fainting. The somewhat "generic" symptoms, as seen above, often get mistaken for other less serious illnesses and conditions and patients therefore experience significant delays in receiving lifesaving treatments. I am the moth young woman who is living with Pulmonary Hypertension (PH). I am also the Co-Leader for the Toronto Chapter, Pulmonary Hypertension Support Group. THE CORPORATION OF THE TOWNSHIP OF ORO-MEDONTE BY-LAW NO. 2012-180 A By-law to Prohibit Heavy Truck Traffic On Certain Highways within the Township of Oro-Medonte And to Repeal By-law No. 2012-091 (No Heavy Truck Routes) WHEREAS Section 11(3) of the Municipal Act, 2001, S.O. 2001, c.25, as amended authorizes a municipality to pass by-laws respecting highways, including traffic on highways; AND WHEREAS Council deems is appropriate to prohibit heavy truck traffic on certain highways under the jurisdiction of the Township of Oro-Medonte; NOW THEREFORE the Council of the Township of Oro-Medonte hereby enacts as follows: 1. DEFINITIONS For the purpose of this by-law the following definitions shall a a) “heavy truck” means a truck having an unloaded weight of at least 4.6 metric tonnes. b) “sign” means a sign as described as “No Heavy Trucks” pursuant to Highway Traffic Act, R.R.O. 1990, Regulation 615 – Signs, as amended. 2. OFFENCES a) No person shall operate a heavy truck on the highways or parts of highways identified in Schedule “A” to this by-law. b) No person shall permit a heavy truck to be operated on the highways or parts of highways identified in Schedule “A” to this by-law. 3. EXEMPTIONS Notwithstanding Section 2 of this by-law, the provisions of this by-law shall not extend to the use of the said highways or parts of highways for deliveries to or removals from any premises abutting thereon, to emergency services vehicles, to public utility vehicles, to waste management vehicles while engaged in picking up waste from premises abutting thereon, to vehicles actually engaged in works undertaken for or on behalf of the Corporation, or to a privately-owned vehicle driven to or from the owner’s residence abutting thereon. 4. ENFORCEMENT AND FINES a) Every person who contravenes any provision of this by-law is guilty of an offence and shall be liable to a fine in the amount to be determ to the Provincial Offences Act, R.S.O. 1990, Chapter P. 33, and every such fine is recoverable under the Provincial Offences Act. b) The conviction of an offender upon the breach of any provisions of this by-law shall not operate as a bar to a prosecution against the same offender upon any continued or subsequent breach of any provision and the Judge or Justice may convict any offender repeatedly for continued or sub breaches of the By-law and the provisions of the Municipal Act, S.O. 2001, c.25, as amended, from time to time, shall further apply to any continued or repeated breach of this by-law. c) If any court of competent jurisdiction finds that any of the provisions of this by- law are ultra vires the jurisdiction of Council or are invalid for any reason, such provision shall be deemed to be severable and shall not invalidate any other provisions of the by-law which shall remain in full force 13 Page of Page 119 of 128 15a) A Bylaw to Prohibit Heavy Truck Traffic On Certain... 5. PERMIT PARKING 3. 3.1 Permits for the parking of vehicle(s) are hereby authorized the Council of the Corporation of the Township of Oro-Medonte may hereafter designate for the locations specified in Schedules “A” this By-law. 3.2 Permits shall be issued to residents, at no charge, through Administration Office. Such permits will allow the holder to pa locations specified in Schedules “A” and “B” of this By-law, pro other provisions of this By-law are complied with. 3.3 Permits may be purchased, on a daily or annual basis, by non a fee as specified in the Township Fees and Charges By-law.
