Counting on the Legislature to Get Arbitration Reform Right.

Whereas, the Township of Oro-Medonte is pleased that both the Liberal Government
and the Progressive Conservative party have kept the issue of interest arbitration reform
at the forefront of major policy discussions;
And Whereas, the Township of Oro-Medonte supports the overall intention of interest
arbitration reform;
And Whereas, a preliminary review indicates that there appears to be room for
improvement in both pieces of draft legislation before the legislature;
And Whereas, the Township of Oro-Medonte trusts that through further consultation
these issues can be resolved;
And Whereas, the Township of Oro-Medonte is aware that AMO and the Emergency
Services Steering Committee are reviewing these issues and look forward to further
discussion and input;
Now Therefore, the Township of Oro-Medonte requests that the legislature will work
collectively in the best interest of Ontario municipalities and Ontario taxpayers on this
important issue of interest arbitration reform;
And that the Honourable Dalton McGuinty, Premier, Garfield Dunlop, MPP Simcoe
North, and AMO be advised of Council's decision under the Mayor's signature.

Mayor H.S. Huges Your Honour, I am writing to request a proclamation from the Oro Medonte to declare
November Pulmonary Hypertension Month. This will be a tremendous help to us in our awareness efforts on
behalf of all persons throughout your community and Canada who suffer with this rare, life threatening lung
disease. PULMONARY HYPERTENSION, or PH, is a disease affecting the arteries of the lungs. It can strike
anyone regardless of age, sex, social or ethnic background. In pulmonary hypertension (which means high
blood pressure in the lungs), the arteries of the lungs become narrowed and scarred, which can result in almost
complete closing of the arteries. People affected with this disease suffer from continuous high blood pressure in
the lungs which results in an enlargement of the heart, and can lead to heart failure. Some symptoms of
pulmonary hypertension are: shortness of breath (especially with activity); bluish or purplish hands, feet and
lips; swelling of hands and feet; light-headedness/dizziness, especially when climbing stairs or standing up;
chest pain, especially with physical activity; feeling tired all the time; and sometimes even fainting. The
somewhat "generic" symptoms, as seen above, often get mistaken for other less serious illnesses and conditions
and patients therefore experience significant delays in receiving lifesaving treatments. I am the moth
young woman who is living with Pulmonary Hypertension (PH). I am also the Co-Leader for the Toronto

Severn Sound Environmental Associations Call for Nominations for the
2012 Bob Whittam Environmental Award
From 1989 to 1997, renowned biologist and naturalist Bob Whittam was the
Chair of the Public Advisory Committee for the Severn Sound Remedial Action
Plan. Bob retired from his post in 1997, but his continued support of the Severn
Sound Environmental Association is highly valued by the staff. Each year we
recognize those who are dedicated and truly interested in improving the Severn
Sound Watershed and area. The nominees considered could include assisting
the Severn Sound Environmental Association or developing their own initiative
such as habitat restoration, stewardship, or environmental education, all of which
promote a healthy Severn Sound ecosystem. We are inviting everyone in our
communities to nominate worthy individuals or groups for the 2012 Bob Whittam
Award.
To nominate someone, a group or an individual who has made an important
contribution during 2012 to the Severn Sound ecosystem, please contact the
SSEA office for a nomination form or visit our website at www.severnsound.ca.

THE CORPORATION OF THE TOWNSHIP OF ORO-MEDONTE
BY-LAW NO. 2012-180
A By-law to Prohibit Heavy Truck Traffic
On Certain Highways within the Township of Oro-Medonte
And to Repeal By-law No. 2012-091
(No Heavy Truck Routes)
WHEREAS
Section 11(3) of the Municipal Act, 2001, S.O. 2001, c.25, as amended
authorizes a municipality to pass by-laws respecting highways, including traffic on
highways;
AND WHEREAS
Council deems is appropriate to prohibit heavy truck traffic on certain
highways under the jurisdiction of the Township of Oro-Medonte;
NOW THEREFORE
the Council of the Township of Oro-Medonte hereby enacts as
follows:
1. DEFINITIONS
For the purpose of this by-law the following definitions shall a
a) heavy truck means a truck having an unloaded weight of at least 4.6 metric
tonnes.
b) sign means a sign as described as No Heavy Trucks pursuant to Highway
Traffic Act, R.R.O. 1990, Regulation 615 Signs, as amended.
2. OFFENCES
a) No person shall operate a heavy truck on the highways or parts of highways
identified in Schedule A to this by-law.
b) No person shall permit a heavy truck to be operated on the highways or parts
of highways identified in Schedule A to this by-law.
3. EXEMPTIONS
Notwithstanding Section 2 of this by-law, the provisions of this by-law shall not
extend to the use of the said highways or parts of highways for deliveries to or
removals from any premises abutting thereon, to emergency services vehicles, to
public utility vehicles, to waste management vehicles while engaged in picking up
waste from premises abutting thereon, to vehicles actually engaged in works
undertaken for or on behalf of the Corporation, or to a privately-owned vehicle
driven to or from the owners residence abutting thereon.
4. ENFORCEMENT AND FINES
a) Every person who contravenes any provision of this by-law is guilty of an
offence and shall be liable to a fine in the amount to be determ
to the Provincial Offences Act, R.S.O. 1990, Chapter P. 33, and every such
fine is recoverable under the Provincial Offences Act.
b) The conviction of an offender upon the breach of any provisions of this by-law
shall not operate as a bar to a prosecution against the same offender upon
any continued or subsequent breach of any provision and the Judge or
Justice may convict any offender repeatedly for continued or sub
breaches of the By-law and the provisions of the Municipal Act, S.O. 2001,
c.25, as amended, from time to time, shall further apply to any continued or
repeated breach of this by-law.
c) If any court of competent jurisdiction finds that any of the provisions of this by-
law are ultra vires the jurisdiction of Council or are invalid for any reason,
such provision shall be deemed to be severable and shall not invalidate any
other provisions of the by-law which shall remain in full force

5. REPEAL
a) Township of Oro-Medonte By-law No. 2012-091 is hereby repealed in its
entirety.
6. ENACTMENT
a) Schedule A attached hereto shall form part of this by-law.
b) This by-law may be cited as No Heavy Truck Routes.
c) This by-law shall take effect on the final passing thereof.

A By-Law to Provide for Permit Parking on Highways and Other Des
within the Township of Oro-Medonte
and to Repeal By-Law Nos. 2007-074, 2008-023 and 2008-147
WHEREAS
Section 11(3) of the Municipal Act, 2001, S.O. 2001, c.25, as amended,
provides that a lower-tier municipality may pass by-laws respect
parking and traffic on highways and respecting parking, except o

Section 27 of the Municipal Act, 2001, S.O. 2001, c.25, as amended,
states a municipality may pass by-laws in respect of a highway o

AND WHEREAS
Sections 63 and 101 of the Municipal Act, 2001, S.O. 2001, c.25, as
amended, provide for the removal and impounding or restraining a

the Council of the Corporation of the Township of Oro-Medonte
deems it expedient to provide for permit parking on highways and
areas within the Township of Oro-Medonte;
NOW THEREFORE
the Council of the Township of Oro-Medonte hereby enacts as
follows:
DEFINITIONS
1.
1.1 The meaning ascribed to any term defined in Section 1(1) of Highway
Traffic Act, R.S.O. 1990, Chapter H.8, as amended, are the meanings of
that term as used in this By-law, unless that term is otherwise defined in
this section.
1.2 Authorized Sign means a sign or other device placed or ere
highway or elsewhere pursuant to the provisions of this By-law.
1.3 Council means the Council of The Corporation of The Townsh
Medonte.
1.4 Municipality means The Corporation of the Township of Oro-
1.5 Non-resident means an individual who does not either resid
rents/owns property within the boundaries of the Township.
1.6 Permit means a permit to park a vehicle in the locations i

GENERAL REGULATIONS
2.
2.1 The Director of Transportation and Environmental Services fo

Schedules A and B.
2.4 If compliance therewith be impractical, the provisions of th

2.4.1. ambulances, police, fire department, or public utility emergency
vehicles; or,
2.4.2. vehicles actually engaged in works undertaken for, or on

PERMIT PARKING
3.
3.1 Permits for the parking of vehicle(s) are hereby authorized
the Council of the Corporation of the Township of Oro-Medonte may
hereafter designate for the locations specified in Schedules A
this By-law.
3.2 Permits shall be issued to residents, at no charge, through
Administration Office. Such permits will allow the holder to pa
locations specified in Schedules A and B of this By-law, pro
other provisions of this By-law are complied with.
3.3 Permits may be purchased, on a daily or annual basis, by non
a fee as specified in the Township Fees and Charges By-law. Per
purchased by non-residents will allow the holder to park in the
specified in Schedule B of this By-law, provided that all other provisions of
this By-law are complied with.
3.4 While a vehicle(s) is parked pursuant to a permit issued und
the permit shall be placed on or affixed to the vehicle(s), to b
displayed and clearly visible.
3.5 Vehicles shall not park in the designated areas during perio
maintenance or snow removal.
3.6 When authorized signs have been erected, no person shall par
vehicle or permit a vehicle to remain parked in any location ide
Schedules A and B of this By-law unless a parking permit has
issued and is appropriately display in accordance with the provi

4.1 Every person who contravenes any Provision of this By-law is
offence and shall be liable to a fine in the amount to be determ

4.2 The owner of a vehicle may be charged with and convicted of
under this By-law for which the driver or the vehicle is subject
and on conviction the owner is liable to the penalty prescribed
the offence, unless, at the time of the offence, the vehicle was in possession
of some person other than the owner without the owners consent.
4.3 If any court of competent jurisdiction finds that any of the
By-law are ultra vires the jurisdiction of Council, or are inval
such provision shall be deemed to be severable and shall not inv
of the other provisions of the By-law which shall remain in full
effect.
This By-law shall be enforced by the Municipal Law Enforcement D

IMPOUND VEHICLE
5.
5.1 Notwithstanding any other penalty imposed by this By-law, th

WHEREAS
Part XII, Section 391(1) of the Municipal Act, 2001, S.O. 2001, c. 25, as
amended, authorizes a municipality to impose fees or charges on persons, for
services or activities provided or done by or on behalf of it; for costs payable by it for

Being a By-Law to Confirm the Proceedings of the Council Meeting
Wednesday, October 24, 2012
WHEREAS
Section 5 of the Municipal Act, 2001, S.O. 2001, C. 25, as amended
provides that the powers of the Municipal Council shall be exercised by By-Law,
unless the municipality is specifically authorized to do otherwise;
AND WHEREAS
The Council of The Corporation of the Township of Oro-Medonte
deems it expedient that the proceedings at this Council Meeting be confirmed and
adopted by By-Law;
NOW THEREFORE
the Council of The Corporation of the Township of Oro-
Medonte hereby enacts as follows:
1. That the actions of the Council at its Council Meeting held on Wednesday,
October 24, 2012, and in respect to each Motion, Resolution and
passed and taken by the Council at its said Meeting is, except where prior
approval of the Ontario Municipal Board is required, hereby adopted, ratified and
confirmed.
2. That the Mayor and the proper Officials of the Township are hereby authorized
and directed to do all things necessary to give effect to the said action or to
obtain approvals where required and to execute all documents as may be
necessary on behalf of the Council of the Corporation of the Township of Oro-
Medonte.
3. That the Mayor/Chair and Clerk/Designate are hereby authorized and directed to
execute and affix the corporate seal to all necessary documents.
4. And That this by-law shall come into force and take effect on the final passing
