Goal #5: Financial Stewardship:
To continue to improve value received in the expenditure of tax
financial position that is fiscally sound for the Township.
Priority Strategies 2011-2014:
- Completion of an in-house review of professional services (legal and engineering outsourcing)
with recommendations for achieving efficiencies and cost savings
- In-house review of revenue generation/cost-recovery options by Department with
recommendations for adjustments to user fees, user charges, Development Charges, permit
fees, cash-in-lieu of parkland, etc. as required;
- As required, completion and updating of departmental and operational business
cases/financial analyses to ensure the maximum value is received for the Townships capital
expenditures as well as wise use of tax dollars for the Townships operating expenses;
- Development of a long-term Roads and Bridges infrastructure strategy which includes
assessment of road viability, upgrade requirements, completion of the road paving/resurfacing
and the related maintenance plan reflective of priority areas, including time frames and
financial plan;
- Review of the delivery of Township policing services (OPP, neighbourhood policing committee,
etc.) including cost benefit analysis; identification of value-add opportunities;
- With the efforts of all members of the Senior Management Team, ongoing Identification of
alternative operational funding opportunities including grants, subsidies, sponsorships,
intermunicipal agreements/working relations, and public service partnerships; With the
participation of each Department Head, identification of grants and sponsorships available to
the Township from private sector organizations, associations, and/or corporations;
- Development of a long-term financial plan to support the development approved in the Offici
Plan and to ensure that development in the Township proceeds in a fiscally responsible
manner;
- Conducting a comprehensive review of the operations and attainment of service delivery
standards for the Recreation & Community Services Department; implementation of
recommendations to improve effectiveness of work processes, staff utilization, operating
efficiency;
- Conducting of a comprehensive review of the operations and attainment of service delivery
standards for the Fire & Emergency Services Department, implementation of
recommendations to improve effectiveness of work processes, staff utilization and operating
efficiency;
- Complete a review and develop an action program to increase the Townships purchasing
power;

THE CORPORATION OF THE TOWNSHIP OF ORO-MEDONTE
BY-LAW NO. 2011-187
Being a By-Law to Confirm the Proceedings of the Special Council Meeting
held on Wednesday, November 30, 2011
WHEREAS
Section 5 of the Municipal Act, 2001, S.O. 2001, C. 25, as amended
provides that the powers of the Municipal Council shall be exercised by By-Law,
unless the municipality is specifically authorized to do otherwise;
AND WHEREAS
The Council of The Corporation of the Township of Oro-Medonte
deems it expedient that the proceedings at this Special Council Meeting be
confirmed and adopted by By-Law;
NOW THEREFORE
the Council of The Corporation of the Township of Oro-
Medonte hereby enacts as follows:
1. That the actions of the Council at its Special Council Meeting held on
Wednesday, November 30, 2011, and in respect to each Motion, Res
other actions passed and taken by the Council at its said Meeting is, except
where prior approval of the Ontario Municipal Board is required, hereby adopted,
ratified and confirmed.
2. That the Mayor and the proper Officials of the Township are hereby authorized
and directed to do all things necessary to give effect to the said action or to
obtain approvals where required and to execute all documents as may be
necessary on behalf of the Council of the Corporation of the Township of Oro-
Medonte.
3. That the Mayor and Clerk are hereby authorized and directed to execute and
affix the corporate seal to all necessary documents.
4. And That this by-law shall come into force and take effect on the final passing
thereof.
