Previouu|y, the rate had been $.35. This rote had been in effect since April 1. 2001 At the time of the increase to $.40. the municipality went through the age old ritual of surveying Simooe County municipalities to assess what rate would be appropriate for Oro-K8mdVnte. Consideration should be given to establishing a methodology that would result in a regular review and adjustment, if required, of the municipality's per-kilometer rate. THE CORPORATION OF THE TOWNSHIP OF ORO- MEDONTE BY -LAW NO. 2010 -081 A By -law to Provide for Remuneration and Expenses for Members of Council and Council's Appointees to Local Boards and Committees /Technical Support Groups, and Expenses for Employees, and to Repeal By -law Nos. 2007 -069 and 2008 -078 WHEREAS Section 283 of the Municipal Act, 2001, S.O. 2001, c. 25, as amended, provides that a municipality may pay any part of the remuneration and expenses of the Members of Council of the municipality and of the officers and employees of the municipality; AND WHEREAS Council deems it expedient to pass a By -law to provide for the remuneration and expenses of Members of Council and Council's Appointees to Local Boards and Committees /Technical Support Groups and for expenses for employees; NOW THEREFORE the Council of the Township of Oro - Medonte hereby enacts as follows: That Schedules "A ", "B" and "C" appended hereto from part of this By -law. The annual remuneration for Members of Council for 2010 shall be: Mayor $ 25,182.06 Deputy Mayor $ 19,465.89 Councillors $ 14,432.17 2. That the annual remuneration for Members of Council shall be subject to an annual escalation factor of the lessor of: • The annual rate of inflation being the increase in the Consumer Price Index (CPI) for the prior year; or • The cost of living adjustment stipulated for the current year in the collective agreement 3. Members of Council shall receive, in addition to their annual remuneration, per diem payments as follows: • $ 75.00 for each half day or evening meeting • $ 150.00 for each full day meeting 4. The per diem stipulated in Section 3 shall exclude the following: 4.1 Attendance at Regular evening meetings of Council, as defined in the Procedural By -law; 4.2 Attendance at a function for the purpose of presenting Congratulatory Certificates on behalf of the Township; and 4.3 Attendance at special functions /events where the Township has purchased a ticket for the Member, such as Awards Dinners, etc. 5. The per diem stipulated in Section 3 shall apply to the following: 5.1 Attendance at Regular day meetings of Council, as defined in the Procedural By -law, in the months of July, August and December of each year; 5.2 Attendance at Committee of the Whole meetings and Special meetings of Council, as defined in the Procedural By -law; 5.3 Attendance at Public Meetings /Public Information Sessions, as defined in the Procedural By -law, when such meetings are conducted as a separate meeting on a designated day; 5.4 Attendance at meetings of local boards, committees /technical support groups or special Ad -Hoc committees to which the Member of Council has been appointed by resolution of Council, unless specified otherwise in a resolution of Council; 5.5 Attendance at conferences, conventions and seminars as authorized by resolution of Council; 5.6 Attendance at special meetings required for a specific purpose relative to municipal business, including interview committees, and authorized by resolution of Council; 5.7 Attendance by the Mayor, or his /her designate, at business functions as representatives of the municipality, including the Mayor in his /her capacity as ex- officio, or his /her designate, in an ex- officio capacity; 5.8 Attendance at non - committee /technical support group meetings where the Members of Council's attendance has been authorized by resolution of Council. The Public Members of the: • Accessibility Advisory Committee • Recreation Technical Support Group shall receive per diem payments as follows: $ 40.00 for each half day or evening meeting $ 80.00 for each full day meeting 2. The Public Members of the Committee of Adjustment shall receive per diem payments as follows: $ 75.00 for each half day or evening meeting $ 150.00 for each full day meeting 3. The per diem stipulated in Sections 1 and 2 of this Schedule shall apply to the following: 3.1. Attendance at meetings of the local board or committee; 3.2. Attendance at conferences, conventions and seminars as authorized by resolution of Council; 3.3. Schedule "C" to By -law No. 2010 -081 EXPENSES FOR MEMBERS OF COUNCIL, COUNCIL'S APPOINTEES TO LOCAL BOARDS & COMMITTEES AND EMPLOYEES PER KILOMETER PAYMENTS 1.1 The municipality shall compensate Members of Council, Council's Appointees to Local Boards & Committees /Technical Support Groups and employees at the rate of $.44 per kilometer for the use of non - township owned vehicles. 1.1.1 That the per kilometer rate will be adjusted on July 1s` each year to $0.055 below the CRA rate for Ontario for the previous year. 1.2 Members of Council shall receive a per - kilometer payment, in addition to the applicable per diem, for travel from their residence and back to attend meetings, conferences, conventions and seminars stipulated in Section 5 of Schedule "A ". 1.2.1 The Mayor, or his /her designate, and /or the appropriate Ward Councillor shall receive a per - kilometer payment for travel from their residence and back to attend a function for the purpose of presenting Congratulatory Certificates on behalf of the Township. 1.3 Members of local boards & committees /technical support groups shall receive a per - kilometer payment for travel from their residence & back to attend meetings, conferences, conventions and seminars stipulated in Section 3 of Schedule "B ". 1.4 Township employees shall receive a per - kilometer payment for each kilometer driven in a non - township owned vehicle while on Township business. 2. LUNCHEON & DINNER MEETINGS 2.1 The municipality shall be responsible for the cost of Council or Committee luncheon /dinner meetings when such meetings are called by Council or the Committee concerned. 2.2 Council members and Senior Staff shall have the discretion to invite visitors for lunch or dinner in connection with Township business and such expense shall be borne by the Township. 3. CONFERENCES, CONVENTIONS, SEMINARS AND MEETINGS 3.1 Attendance at conferences, conventions, seminars and meetings shall be pre - authorized by Council resolution or in accordance with Township policy. 3.2 The following expenses shall be paid: i) Hotel /Motel accommodation actual cost ii) Parking actual cost iii) Registration actual cost iv) Meals and incidental expenses actual cost to a maximum of $100 /day v) The municipality will provide registration for a double room, when a spouse is attending an approved conference, convention or seminar. 4. ADVANCES 4.1 The Treasurer shall have the authority to furnish advances to meet estimated expenses for those authorized to attend conferences, conventions and seminars. 5. EXPENSE STATEMENTS 5.1 Statements for expenses shall be submitted to the Treasurer for actual cost of items in a form recommended by the Treasurer. File #: RECOMMENDATION(S): Requires Action For Information Only It is recommended that: 1. Report No. CS 2010 -15 be received and adopted. 2. That Council approve a Compliance Audit Committee composed of three members. 3. That the Compliance Audit Committee Terms of Reference be approved. 4. That the Clerk bring forward the appropriate by -laws for Council's consideration. 5. And Further That staff bring forward applications to Council for consideration of appointments. BACKGROUND: The Good Government Act, 2009, Bill 212, was proclaimed on December 17, 2009. Bill 212 contained amendments to the Municipal Elections Act, 1996 (MEA) that came into effect on January 1, 2010. As a result of these amendments, it is now a requirement for Council to establish a Compliance Audit Committee (previously, the appointment of such a Committee was optional). Pursuant to the MEA, the Committee shall receive and make decisions on applications for compliance audits of candidates' municipal election campaign finances and any by- elections during Council's term. The MEA provides that the Committee shall be appointed before October 1, 2010 of each election year for the term of Council under the following criteria: • Minimum 3 / maximum 7 members, • Members cannot have been candidates in the election, Council /Board members or employees • Serve the four (4) year term of Council - • Clerk or board secretary to act as Officer of the Committee Accordingly, the Committee's term of office is from December 1, 2010 to November 30, 2014 to deal with applications from the 2010 election and any by- elections during Council's term. The Committee will perform the functions relating to the compliance audit application process as set out in Sections 81 and 81.1 of the MEA. These sections are attached as Attachment #1. ANALYSIS: Members of the Committee should have the ability to understand and apply the election campaign finance provisions of the Act and must be considered impartial with respect to their ability to fulfill their responsibilities. Preference shall be given to those applicants with experience in accounting, law and law enforcement. Accordingly, it is staff's recommendation that the Township's Audit Compliance Committee membership be comprised of three (3) members. The Committee is not an advisory body to Council. They are a delegated authority similar to the Committee of Adjustment. Therefore, it is recommended that remuneration be established similar to the Committee of Adjustment, being $75.00 for a half day meeting and $150.00 for a full day meeting plus applicable mileage. Attachment #2, a draft terms of reference, outlines the mandate, composition, term of operation and selection process. Attachment 43, a draft newspaper advertisement, is included for Council's information. Staff will be advertising in paid subscription newspapers of circulation, the North Simcoe Community News, posted on the Township's website and posted to various community areas throughout the Township. FINANCIAL: The Township is responsible for paying all costs in relation to the Compliance Audit Committee's operation and activities. Attachment 1 to Report No. CS 2010 -15 Compliance audit Application 81. 1 An elector who is entitled to vote in an election and believes on reasonable grounds that a candidate has contravened a provision of this Act relating to election campaign finances may apply for a compliance audit of the candidate's election campaign finances. 2009, c. 33, Sched. 21, s. 8 (44). Requirements An application for a compliance audit shall be made to the clerk of the municipality or the secretary of the local board for which the candidate was nominated for office; and it shall be in writing and shall set out the reasons for the elector's belief. 2009, c. 33, Sched. 21, s. 8 (44). Deadline The application must be made within 90 days after the latest of, (a) the filing date under section 78; (b) the candidate's supplementary filing date, if any, under section 78; (c) the filing date for the final financial statement under section 79.1; or (d) the date on which the candidate's extension, if any, under subsection 80 (4) expires. 2009, c. 33, Sched. 21, s. 8 (44). Application to be forwarded to committee Within 10 days after receiving the application, the clerk of the municipality or the secretary of the local board, as the case may be, shall forward the application to the compliance audit committee established under section 81.1 and provide a copy of the application to the council or local board. 2009, c. 33, Sched. 21, s. 8 (44). Power of committee 14 The committee shall consider the report within 30 days after receiving it and may, (a) if the report concludes that the candidate appears to have contravened a provision of this Act relating to election campaign finances, commence a legal proceeding against the candidate for the apparent contravention; (b) if the report concludes that the candidate does not appear to have contravened a provision of this Act relating to election campaign finances, make a finding as to whether there were reasonable grounds for the application. 2009, c. 33, Sched. 21, s. 8 (44). Recovery of costs 15 If the report indicates that there was no apparent contravention and the committee finds that there were no reasonable grounds for the application, the council or local board is entitled to recover the auditor's costs from the applicant. 2009, c. 33, Sched. 21, s. 8 (44). Immunity 16 No action or other proceeding for damages shall be instituted against an auditor appointed under subsection (7) for any act done in good faith in the execution or intended execution of the audit or for any alleged neglect or default in its execution in good faith. 2009, c. 33, Sched. 21, s. 8 (44). Attachment 2 to Report No. CS 2010 -15 Draft THE CORPORATION OF THE TOWNSHIP OF ORO- MEDONTE TERMS OF REFERENCE COMPLIANCE AUDIT COMMITTEE 1. Name The name of the Committee is "The Township of Oro - Medonte Compliance Audit Committee ". 2. General The Compliance Audit Committee shall be established before October 1 of an election year. The term of office for the Compliance Audit Committee is the same as the term of office of Council, being four years. 3. Mandate The powers and functions of the Compliance Audit Committee are set out in Sections 81 and 81.1 of the Municipal Elections Act, 1996, as amended. The Compliance Audit Committee will perform the functions relating to the compliance audit application process as outlined in the Act. These functions include: a) considering a compliance audit application by an elector and decide whether it should be granted or rejected; b) appointing an auditor, if the application Is granted; c) receiving the auditor's report; d) considering the auditor's report and decide whether legal proceedings should be commenced; and e) determining whether to recover costs of conducting the compliance audit from the applicant if the auditor's report indicates there were no apparent contraventions and if there appears to be no reasonable grounds for having made the application. 4. Membership The Compliance Audit Committee will be composed of three (3) members. The following are excluded from being members of the Committee: • Candidates in the election for which the Committee is established; • Council or Local Board Members; and • Municipal Employees and Officers. Chair The Compliance Audit Committee members shall select a Chair from amongst its members at its first meeting. 6. Membership Selection Through public recruitment, applications will be presented to Council in Closed Session for consideration of appointment to the Compliance Audit Committee. The selection criteria will be based on, but not limited to: • Demonstrated knowledge and understanding of municipal election campaign financing rules; • Proven analytical and decision - making skills, • Experience working on committees, task forces or similar settings, • Demonstrated knowledge of quasi - judicial proceedings, • Availability and willingness to attend meetings; and • Excellent oral and written communications skills 7. Meetings The Compliance Audit Committee will meet, as needed, with meetings to be scheduled by the Clerk, in consultation with the Chair, when a compliance audit application is received. Meetings of the Compliance Audit Committee will be conducted in accordance with the open meeting requirements of the provisions of the Municipal Act, 2001, subject to any need to meet in closed session for a purpose authorized by Section 239 of the Municipal Act, 2001 and the provisions of the Township's Procedural By -Law. Approval / Comments: CORPORATE SERVICES June 16, 2010 Report No. 2010 -016 Page 2 of 2 Page 26 of 74 4e) - Doug Irwin, Director of Corporate Services /Clerk, re: Draft THE CORPORATION OF THE TOWNSHIP OF ORO- MEDONTE BY -LAW NO. 2010 -093 A By -law of The Corporation of the Township of Oro - Medonte to provide for the imposition of fees or charges (Fees and Charges By -law) And to Repeal By -law Nos. 2009 -056, 2009 -081 and 2009 -115 WHEREAS Section 8 of the Municipal Act, 2001, S.O. 2001, c. 25, as amended provides the powers of a municipality under this or any other Act shall be interpreted broadly so as to confer broad authority on the municipality to enable the municipality to govern its affairs as it considers appropriate and to enhance the municipality's ability to respond to municipal issues; AND WHEREAS Section 9 of the Municipal Act, 2001, S.O. 2001, c. 25, as amended provides that a municipality has the capacity, rights, powers and privileges of a natural person for the purpose of exercising its authority under this or any other Act; AND WHEREAS Part XII, Section 391 (1) of the Municipal Act, 2001, S.O. 2001, c. 25, as amended, authorizes a municipality to impose fees or charges on persons, for services or activities provided or done by or on behalf of it; for costs payable by it for services or activities provided or done by or on behalf of any other municipality or local board; and for the use of its property including property under its control; AND WHEREAS Section 391(2) of the Municipal Act, 2001, S.O. 2001 c.25, as amended, provides that a fee or charge for capital costs related to services or activities my be imposed on persons not receiving an immediate benefit from the services or activities but who will receive a benefit at some later point in time; AND WHEREAS Section 11(3) of the Municipal Act, 2001, S.O. 2001, c. 25, as amended, provides that a municipality may pass by -laws respecting matters relating to waste management; AND WHEREAS the Council of The Corporation of the Township of Oro - Medonte deems it necessary to levy waste management charges to finance the annual estimates for waste management; AND WHEREAS Section 11(3) of the Municipal Act, 2001, S.O. 2001, c. 25, as amended, provides that a municipality may pass by -laws respecting matters relating to public utilities; AND WHEREAS The Corporation of the Township of Oro - Medonte operates and maintains communal tile beds hereinafter referred to as the "sewage works "; AND WHEREAS the Council of The Corporation of the Township of Oro - Medonte deems it necessary to impose a sewer service charge upon those lands that derive a benefit from the sewage works; AND WHEREAS The Corporation of the Township of Oro - Medonte operates and maintains municipal water systems; AND WHEREAS Section 398(2) of the Municipal Act, 2001, S.O. 2001, c. 25, as amended, provides the Treasurer of a local municipality may add charges imposed by the municipality under Part XII of the said Act to the tax roll for the property to which the public utility was supplied and collect them in the same manner as municipal taxes; AND WHEREAS Section 69(1) of the Planning Act, R.S.O., 1990, c.P.13, as amended, provides that a municipality may establish a tariff of fees for the processing of applications; Page 1 of 22 Page 27 of 74 4e) - Doug Irwin, Director of Corporate Services /Clerk, re: Draft AND WHEREAS Section 7(1) of the Building Code Act, 1992, S.O. 1992, c.23, as amended, authorizes the Council of a municipality to pass by -laws requiring the payment of fees on applications for and on the issuance of permits, requiring the payment of fees for maintenance inspections, and prescribing the amounts of the fees; AND WHEREAS Section 5(0.1) of the Fire Protection and Prevention Act, 1997, S.O. 1997, c.4, as amended, authorizes a municipality to establish, maintain and operate a fire department for all or any part of the municipality. NOW THEREFORE the Council of The Corporation of the Township of Oro - Medonte enacts as follows: 1. That this By -law be known as the "Fees and Charges By -law ". 2. Despite the provision of Section 4, Council or its delegated authority may, in its discretion upon application to it, waive or reduce the fees set out in Schedules "A" to and including "J" for any person, on a one time or on a continuing basis. 6. All fees payable under this by -law shall be payable in advance of providing the service except for: a) emergency services; b) actions taken by the Township of Oro - Medonte to rectify failures or by -law infractions on the part of a resident; C) specific fees prescribed in Schedule "E" (Planning) to this by -law; in which case the fee payable will be in arrears and invoiced subsequent to the service or activity provided. If for any reason fees owing under this by -law remain unpaid after 30 days, same shall bear interest at the rate of 1.25% per month until paid in full. In addition to any interest owing, each payment that is not paid when due, shall bear an administrative penalty of $25.00. Where a deposit is required under this by -law for services rendered by the Township, and actual costs exceed the deposited amount, such costs shall be deemed to be fees owing under this by -law and Section 7 of this by -law shall pertain to such outstanding costs. Water Charges, Billing and Collection 2.1 As soon as the water connection installation is approved by the Township Inspector, he shall forthwith turn the water on for the owner. For good reason, this section is designated 50 km/hr. When the Town line was paved to Upper Big Chute Road, the Town Line became a through route and we have experienced a significant number of speeders and speeding incidents. Most recently, there has been a dramatic increase in traffic and speeders as a result of the extensive delays due to construction on Highway 12. In particular, there have been numerous occasions where impatient drivers travelling at 80 km or more pass other drivers who respect the 50 km residential zone. This has become a hazard for those entering from Warminster, as we have become the "Highway 12 By- Pass ", and we are petitioning Councils for some interim relief. We have contacted the OPP, and they will try to increase enforcement within their limited capacity. We know that we are not the only community with a speeding problem and we appreciate their support. However, we need something more than occasional enforcement. At least some of the speeders on the Town Line come from the 80 km zone to the west. A stop sign at the Warminster Sideroad would eliminate the high speed traffic at that point and would make it safer for Warminster traffic wishing to turn or cross through the intersection. Southbound drivers on the Town Line may not notice the 50 km signage at the Warminster Sideroad, and a "Stop" on the Town Line at the Warminster Sideroad would give through drivers (particularly those who normally take Highway 12) a chance to recognize the change from rural to residential area and the change in required speed. For northbound travelers on the Town Line, the upcoming stop would reduce the incentive to pass at high speeds through the 50 km zone, and provide greater safety for Warminster Road traffic. We believe that temporary stop signs at the Warminster Sideroad would improve safety and give us some timely relief from speeders on the Town Line and therefore respectfully ask the assistance of both the Oro - Medonte and Severn Township Councils. my g L. We measured speeds up to 104 km /hr, 87 % of vehicles were above the 50 km limit, and 25 % were significant speeders (at speeds where fines and lost points would occur). Clearly, enforcement alone is failing to provide safety for pedestrians, cyclists, children, pets and vehicles trying to exit from driveways in the residential zone. In September there was a serious accident in the zone where a child was knocked from her bicycle by through traffic, and there have been many reports of pets killed by speeding motorists. The situation will only get worse because there is a new subdivision under construction in Warminster that will discharge more traffic onto the Town Line, and a new bakery and retail outlet is coming to the intersection with the Warminster Road where vehicles regularly pass at speeds in excess of 80 km /hr. Specifically, the residents of the Town Line residential zone between Highway 12 and the Town Line request the active support of Oro - Medonte Council for three measures, and that Council communicate this support to Severn Council which is responsible for the safety and management of this portion of the Town Line: Page 32 of 50 Page 62 of 74 9b) - Councillor Allison, re: Speeding Issues on Townline. At the STOP signs on Warminster Road there were 13 vehicles that waited more than 10 seconds for the intersection to clear. Included in Appendix "A" is the Purpose and Background for a "STOP" sign from Ontario Traffic Manual, Book 5, Regulatory Signs. The highlighted section indicates that portable or part time STOP signs are not to be used. STOP signs are not to be used for speed control and are not to be used indiscriminately. While on site and observing that there was not an issue regarding vehicle movement at this intersection, it is clearly evident that the installation of STOP signs on Town Line would adversely affect traffic flow. This is supported in Appendix "A" in the description and use for STOP signs. While on site it was evident that the number of flagrant speeding vehicles was minimal. The issue is one of enforcement of the Speed Bylaw which is under the jurisdiction of the OPP. Financial Implications: Not applicable. Conclusions: The addition of STOP signs on the through road at the intersection of Town Line and Warminster Road would have a negative impact on traffic movement in the area. Over 140 municipalities worked with LAS and Marbek Consultants on this project since October 2008 by filling out detailer organizational and facility surveys, responding to requests for information, and enabling site tours. Data from 393 municipal facilities across Ontario was compiled and analyzed throughout 2009. resulting in the final report and Best in Class Case studies included in the package. If you are also among the 140 participating municipalities, the staff involved will also.receive a two -page report for each building studied that contains a confidential analysis of facility energy performance and associated technical, management and organizational practices as well as appropriate next steps to improve performance. Energy Performance Benchmarking is a proven technique for helping organizations understand how their staff and their buildings perform relative to similar buildings and staff. The knowledge and experience gained from a Benchmarking exercise can identify the next logical steps to realize energy savings and the related cost savings in the buildings studied. LAS developed this project to enable municipalities such as yours to answer the following questions: • How energy - efficient are our facilities? • Can we improve the performance of our facilities by using more efficient technologies? • Are there operational ways in which we can improve energy efficiency? • Do our corporate policies and organizational structure support effective energy management? What are some of the differences between our facilities and top - performing similar facilities in Ontario? (e.g. types of technology, policies and practices) • Which of our facilities, if any, need further investigation? In general, the results show a low -level of energy performance in Ontario's . municipal sector relative to best practices. The median technical best practice score is 40 on a scale of 1 to 100 indicating significant unrealized energy savings potential. Similarly, the median management and organizational best practice scores are 25 and 21 respectively; highlighting the need to address the internal practices necessary to improve and sustain energy performance over the long -term. BACKGROUND: The Fire & Emergency Services provide a number of emergency services to the municipality and address many emergency responses. With respect to Motor Vehicle Responses, Emergency First Responder, Fire Emergencies, Rescues, Airboat Ice Water Rescues, and Fire Prevention Inspections / Public Education; many of these emergency responses deal with the community's immediate needs, while other types of responses have little impact on the call volumes experienced on an annual basis. Our response to Fire emergencies increase annually and the Fire Protection & Prevention Act deals with the manner in which we exercise our response while administrating our legislative requirements. Identification of the types of responses in which the Fire & Emergency Services engages itself tends to place additional workload on our existing staff and volunteers to respond to incidents. As such, for the purposes of this report, the additional fees for services that are recommended may be far reaching. It is our intent to provide minimum additions in order to attempt to offset the operational cost of the recommended services. Fire & Emergency Services June 9, 2010 Report No. FD2010 -14 Page 1 of 4 ANALYSIS: Municipalities in Ontario and specifically Fire Departments have considered and implemented fees for services in order to provide an off -set to operational costs for their emergency services. Each service in and of itself may not indicate a significant cost; however, when all services are coupled together they tend to represent a much larger financial cost to each municipality. For the purposes of this report, examination of those types of services and incidents that are legislatively driven, such as Motor Vehicle Response to the King's Highway are of significant importance with respect to the reclaiming of financial compensation. However, those services provided over and above our statutory requirements, such as Airboat rescues and incident containment also require consideration as to the method and amount of financial reclaiming of remuneration from the incident. It should be pointed out that not all emergency responses will result in the claiming of fees, e.g. response to public safety (downed power lines, wild -land fire fighting, and emergency medical assist calls are examples of non re- numerated services). It should be the intent of this report to identify the additional recommended services to be added to the existing fees for services that have already been established and approved through Council. The MTO, using information from our reports and from the OPP, identifies the operators of the vehicles, assigns the related charges and bills them to the vehicle owners. In most cases, these fees are paid by the insurers of the vehicles involved in the incident. Once these additional Fees for Services has been adopted by Council, it is respectfully suggested that a review of an administrative process is developed by the Fire Chief and the Treasurer to devise a plan of implementation for the invoicing and collection process of this program. Upon the determination of level and types of services by Council, a report on the administrative requirements will be presented. FINANCIAL: If accepted in full, this package of proposed new fees for services, along with the existing approved fees, will provide the Township with a process to recuperate costs for a variety, but not extensive, list of services should these services be required. CONCLUSION: The Township Fire & Emergency Services provide a variety of services to our community. Some of these services are provincially mandated through Legislation, however, many services for safety are not mandated and therefore require a method of recuperation of costs of providing those enhanced services to our community and the traveling public.
