TAKE NOTICE that the Council of the Corporation of the Township of Oro - Medonte will hold a Public
Meeting on Wedrie6 ay June 23, 2010 at 6 :00 p.m. in the Municipal Council Chambers.. The purpose of
the public meeting is to obtain public comments on a proposed amendment to the Zoning By -law, under
Section 34 of the Planning Act, R.S.O. 1990 c. P. 13.
THE PURPOSE of the Zoning By -law Amendment is to rezone a portion of the lands described as Part
Lot 2, Concession 4, municipally known as 1161 Line 15 North in the Township of Oro - Medonte
(formerly Orillia). The lands are proposed to be rezoned in order to permit a residential use and to
facilitate the proposed creation of three new residential lots by way of application for consent. The
subject lands are currently zoned Agricultural /Rural Exception 90 (A/RU *90) Zone.
A KEY MAP illustrating the location of the subject lands is provided below.
ANY PERSON may attend the public meeting and /or make written or verbal representation either in
support of or in opposition to the proposed Amendment. If a person or public. body that files an appeal of a
decision of the Township of Oro - Medonte in respect of the proposed Amendment does not make oral
submission at the public meeting or make written submissions to the Township before the proposed
Amendment is adopted, the Ontario Municipal Board may dismiss all or part of the appeal.
If you wish to be notified of the decision of the Township of Oro - Medonte in respect to the proposed Zoning
By -law Amendment, you must make a written request to the address below.

Thank you for circulating a copy of the proposed Zoning By -law Amendment Application
for. the above -noted property to this office. The applicant has applied to rezone the
property to permit residential use through the creation of three (3) residential lots by way
of application for consent.
Elementary students residing in this area are bussed to Marchmont Public School and
secondary students will be bussed to Orillia District Collegiate & Vocational Institute.

Township of Oro - Medonte Planning Department:
As a resident of 1164 Oro - Medonte Line 15 North, I am very much
concerned with respect to the proposed by -law amendment (2010 -ZBA -O
rezoning it from agricultural to residential. This area has been a water
absorbing area since it was a cow pasture in my youth. Even then, the cows
got wet feet. Since then it has grown trees and is even more essential to
water absorption in this area during flood times. All of this very much aids
in Spring runoff and in heavy rains which tend to back up and overflow the
properties on the lake side of the road. The area marked on your maps to
the right of this section as flood land is not enough, part of this land is also
flood land.
I see no problem with 3 or 4 houses fronting on Oro - Medonte Line 15
North to the depth of the Nichols property next door at 1179 and would not
object to this amount being severed and rezoned residential but until those
directly concerned see a proper environmental assessment, taking into
account the amount of development, mammoth projects already under
construction in the next concession to the south, the back part should remain
agricultural .

Re: Proposed Amendment to Zoning B -Law (Lot 2, Concession 4, 1161 Line 15 N. in the
Township of Oro - Medonte (formerly Orillia)
This is to confirm that I have reservations towards the rezoning of this plot of land. I am
concerned that a full environmental study has not been completed and the rezoning
could/will result in damage to my property and the wetlands adjacent to it. The clearing
of this land will involve the removal of trees, shrubs, etc. that absorb and direct water
away from my property. My property is already under distress due to the grading that was
approved for the development of the land beside it. This rezoning will simply exacerbate
this distress. I am concerned that without the proper drainage system that my property
will be flooded on a regular basis causing irreparable damage. I would like the
commitment from the Township of Oro - Medonte that a full environmental impact study
will be completed prior to the rezoning and development of this land. I also would like
the Township of Oro - Medonte to assure me that the development of this land will in no
way negatively impact drainage on my property.
I wish to be notified of the decision of the Township of Oro - Medonte in respect to the
proposed Zoning By -law Amendment at the address below.

1. It appears that a watercourse crosses the southerly part of the
property and is zoned Environmental Protection. Have any studies been
completed to determine the actual extent of the flood plain of the water
course. Are 4 lots technically feasible?
2. Dwellings located downstream of this property have experienced
flooding on occasions of heavy rain. The situation has worsened over the
years due to urbanization upstream causing faster runoff conditions. The
development of this property will also result in more runoff thereby
compounding the problem for downstream residents. Has this been
reviewed? If so, I would like copies of the documentation.
3. Planning approvals, which include rezoning, severances, plan of
subdivision etc, require a comprehensive review of all aspects and
implications of any given development proposal. This includes, but is
not limited to, compatibility with neighbouring development, the ability
to service the lands with water supply and septic, environmental
constraints of existing natural features such as the water course, and
traffic issues. These matters must all be addressed before Council can
make an educated decision on any planning matter, including this
application.
4. Please provide me with all background material and studies submitted
in support of this application.
5. Please advise me in writing of all future meetings dealing with this
application.

We live at 1156 Line 15N - directly across the road from the property applying for
rezoning. We have lived here
for 42 years and over this period of time have seen the water level high enough to run
over the road and flood
property on the West side of the road. The water runoff from rain and melting snow
must run down the hills and either be absorbed by the land or run into Bass Lake.
Presently in this area, there is one culvert and that is inadequate to
handle the water flow which causes flooding.
As houses and septic beds are added to the land, there is less area for the water to lie or
be absorbed. Three houses
will certainly add to the problem and with a road access to the property at the back, we
have little doubt that eventually
houses will also be added to this area, compounding the problem and increasing
flooding.
We have no objections to this property eyesore being cleaned up, with the old building
and its contents being removed,
however, before rezoning takes place, we believe a thorough environmental assessment
must take place to properly
deal with the water issues.
We wish to be notified of the decision of the Township of Oro - Medonte in respect to the
proposed Zoning By -law Amendment.
