Group at its meeting of March 18, 2010, endorsed the following recommendation
through agenda item 6a) Food Procurement Policy and Motion No. OMEGA100318 -04:
"It is recommended

CW090902 -16 which reads:
"It is recommended that:
1. The verbal information presented by Councillor Agnew, re: Food Procurement
Policy be received.
2. And That OMEGA provide recommendations on implementation of the principles
of a Local Food Policy and Zero Waste Program."
And Whereas Council established an OMEGA Working Group for Zero Waste and
appointed members in December 2009;
Now Therefore be it resolved that Council receives OMEGA Motion No.
OMEGA100318 -04;
And that OMEGA be advised that it did not adhere to its mandate as outlined in By -law
No. 2007 -100, Being a By -law to Establish a Technical Support Group entitled Oro
Medonte Environmental Group Advisors (OMEGA, in researching and providing
information requested by Council;
And that Council re- confirms its direction to OMEGA, as outlined in Motion No.
CW090902 -16, in which OMEGA is to provide recommendations on implementation of
the principles of a Local Food Policy and Zero Waste Program for Council's
consideration.

February 15, 2010 and Motion No. OMEGA100318 -06:
"It is recommended
1. That the information presented by the Zero Waste Working Group, re: Notes of
meeting held on February 15, 2010 be received.
2. That OMEGA endorses the Zero Waste Working Group meeting notes of
February 15, 2010.
3. And That the Zero Waste Working Group recommendations contained in the
February 15, 2010 meeting notes be forwarded to Council for their
consideration."
And Whereas Council at its meeting of February 24, 2010, enacted Motion No.
C100224 -6, requesting the Council of Simcoe include Municipal Facilities in their Waste
Management and Recycling/Composting Program, which is consistent with
Recommendation #3 of the Zero Waste Working Group meeting notes of February 15,
2010;
Now Therefore be it resolved that Council acknowledges to the OMEGA Zero Waste
Working Group approaching the Oro Agriculture Society and Horseshoe Valley Resort
with respect to Zero Waste initiatives;
And That until such time as OMEGA provides recommendations on implementation of
the principles of a Zero Waste Program for Council's consideration, the Zero Waste
Working Group recommendations with respect to waste audits on Township buildings
and a checklist for guidance to Hall Boards and special events are premature;
And that OMEGA be advised of Council's decision.

Association, received January 18, 2010, be deferred until such time as the Township is
made aware of the extent of support that the County of Simcoe is providing to Simcoe
County Farm Fresh in 2010.

"It is recommended that the matter of ice fishing and parking of vehicles and
utilization of snowmobiles on Lake Simcoe, considering the environmental concem,
be referred to Council for consideration/comments and OMEGA advised of results;
and that Lake Simcoe Region Conservation Authority be requested to comment."
And Whereas Council endorsed OMEGA Motion No. OMEGA 080918 -7 with respect to
discouraging people from driving on lakes within the Township by not facilitating parking
(i.e. not plowing the ice) in order to prevent automotive contaminants from finding their
way into the lake;
And Whereas the Township of Oro Medonte does not have jurisdiction on Lake Simcoe;
Now Therefore be it resolved that Council receives OMEGA Motion No.
OMEGA100318 -10;
That comments be solicited from Lake Simcoe Region Conservation Authority with
respect to the use of motorized vehicles on Lake Simcoe during the winter months;

The Township of Oro Medonte recognizes the environmental benefits of reducing its carbon
footprint and the local economic benefits of supporting local businesses, wherever possible.
The Township of Oro Medonte will bear the aforementioned benefits in mind when
purchasing food to be served at Township functions.
For the purposes of this policy "local" shall be defined as the Township of Oro Medonte,
Simcoe County, Province of Ontario, Country of Canada, whenever possible.
The Township of Oro Medonte would request that its food suppliers consider the
environmental and local economic benefits when establishing their menus and selecting their
supplier networks.

Re: Use of Motorized Vehicles on Lake Simcoe During Winter Months
We are in receipt of a letter from Council requesting comments from the Lake Simcoe Region Conservation
Authority (LSRCA) regarding the following resolution:
Be it resolved that
Whereas the Oro Medonte Environmental Group Advisors (OMEGA) Technical Support Group
at its meeting on March 18, 2010, endorsed the following recommendation through agenda
item 9a) Issues /opportunities from Council and Motion No. OMEGA 100318 -10:
"It is recommended that the matter of ice fishing and parking of vehicles and utilization of
snowmobiles on Lake Simcoe, considering the environmental concern, be referred to Council
for consideration /comments and OMEGA advised of results; and that Lake Simcoe Region
Conservation Authority be requested to comment."
And Whereas Council endorsed OMEGA Motion No. OMEGA- 080918 -7 with respect to
discouraging people from driving on lakes within the township by not facilitating parking (i.e.
not plowing the ice) in order to prevent automotive contaminants from finding their way into
the lake;
And Whereas the township of Oro Medonte does not have jurisdiction on Lake Simcoe;
Now Therefore be it resolved that Council receives OMEGA Motion No. OMEGA 100318 -10;
That comments be solicited from Lake Simcoe Region Conservation Authority with respect to
the use of motorized vehicles on Lake Simcoe durina the winter months:

And that the comments from Lake Simcoe Region Conservation Authority be forwarded to
Council and OMEGA for their information."
The LSRCA concurs that the issue of the impact of vehicles on the ice needs to be reviewed in the context of
both the environment and the ice fishing economy.
Accordingly, we note and support Section 7.12 -SA of the Lake Simcoe Protection Plan which states that:
7.12 -SA Beginning within one year of the date the Plan comes into effect, the Province, in
collaboration with municipalities, recreation and tourism industry and related associations
will develop a multi- seasonal recreational strategy for the Lake Simcoe watershed to improve
conditions for environmentally sustainable recreation by:
a) measuring sustainability with recreational activities that will contribute to an
improved quality of life and the preservation of the ecosystem; and
b) considering a review of relevant recreational plans, where applicable. The strategy
will identify key recommended actions while considering, at a minimum, the
environmental impacts of recreational activities (e.g. boating) that may impair the
ecological health of Lake Simcoe; issues related to public access sites (e.g. quality of
sites, affordability, public stewardship opportunities, available parking); and
identifying priority areas (e.g. waterfronts, potential public land acquisitions, cultural
and historical sites). The strategy will identify potential amendments to the Plan to
ensure the recommended actions are undertaken and completed by 2012.
I have taken the liberty of copying your Council resolution and this letter to Mr. Phil Brennan, Manager, Lake
Simcoe Project, Ministry of the Environment for his information.
I would appreciate if you could forward this response to your Council.

Gentlemen,
Enclosed please find a Grant Application for the Huronia Woodland Owners Association Maple
Tree Replacement Program and Maple Seed Gathering for 2010 -2011.
This year's tree distribution was a resounding success. In 2009 we distributed 1189 Maple trees
throughout Oro Medonte Township. In 2010 we increased the numbers to 1307.
We are expanding our activities to include Maple seed gathering in order to guarantee an
ongoing supply of native Maple trees.
For the past two years, Oro Medonte Council and the OMEGA Program have assisted us in our
activities. Our expanded projects in tree planting and seed gathering direct us to apply for a
Grant to continue this worthwhile venture.

Funds received from Oro- Medonte will be used to continue our Annual Maple Tree Replacement
Program. This program commenced in 2006 and in 2007, 1500 Maple trees were planted
throughout Simcoe County with the largest percentage being located in Oro Medonte. In 2008,
another 1500 trees were distributed and planted throughout Simcoe County with 70% of the trees
being planted in Oro Medonte. In 2009 we were over subscribed for Maples and scrambled to
find an extra 200 trees.

2009 1700 Sugar Maple Trees planted by 76 recipients
In 2009, 79% of the participants lived in Oro Medonte and accounted for 72% of the distributed
trees. The increase in numbers and percentages are due in part to the "OMEGA" assistance. We
could not accommodate late requests for trees and already have a waiting list of 450 Maple trees.
Our 2010 Program is underway and will consist of sourcing trees, advertising, co- ordinating tree
pick up, applications for trees and distribution of same.
The Huronia Woodland Owners Association orchestrates these activities in conjunction with Oro
Agriculture Society as the distribution point.
While the Maple trees were provided in the first two years at no cost, all other expenses were
borne by H.W.O.A. as well as pick up and distribution costs. The 2009 Program was on a 50/50
cost sharing for Maple trees which were supplied by "Maple Leaves Forever
The OMEGA Grant made the Project a total success.
The 2010 Program was expanded to 2400 trees for distribution.
In 2009 we placed 1189 trees in Oro Medonte. In 2010 we increased the trees to 1307 Maple
trees.
We are now launching a Maple tree seed gathering initiative.
Your favourable response to our Grant Request will assist our continuance in this very
worthwhile Program.

At its meeting of April 21, 2010, Council received Report No. CS2010 -06 regarding recommendations
for updates to the Procedural By -law. Council subsequently reviewed an updated Draft Procedural
By -law on May 5, 2010, and directed staff to make some additional amendments.
Council will be considering the updated Procedural By -law at its meeting of May 12, 2010. If enacted
at this meeting, the updated Procedural By -law will come into force on Monday, May 17, 2010, for all
meetings of Council and its advisory bodies.
Members appointed to Council's advisory bodies are encouraged to familiarize themselves with the
