Neil Craig be authorized to attend. Carried. b) Rural Ontario Municipal Association, correspondence re: ROMAlOGRA Combined Conferences, February 22-25, 2004, Fairmont Royal York Hotel. Motion No. CW-4 Moved by Marshall, Seconded by Crawford It is recommended that the correspondence re: ROMAlOGRA Combined Conferences from The Rural Ontario Municipal Association from February 22-25, 2004 at Fairmont Royal York Hotel be received and be authorized to attend. Carried. d) David and Linda Myles, correspondence dated November 25, 2003 re: Hardwood Hills Access to Simcoe County Forests. Motion No. CW-6 Moved by Crawford, Seconded by Fountain It is recommended that the correspondence dated November 25, 2003 from David and Linda Myles, re: Hardwood Hills Access to Simcoe County Forests be received and forwarded to The Corporation of The County of Simcoe; and that a meeting be arranged between The Township of Oro-Medonte and The Corporation of the County of Simcoe to discuss this issue. Motion No. CW-8 Moved by Fountain, Seconded by Marshall It is recommended that the correspondence dated November 26, 2003 from The Corporation of the County of Simcoe, re: Four Way Stop, County Road 20 (Ridge Road) and 2"' Line of Oro-Medonte be received. Carried. g) City of Orillia, correspondence dated October 31,2003 re: Speed Limit on Bass Lake Side Road. Motion No. CW-9 Moved by Fountain, Seconded by Crawford It is recommended that the correspondence dated October 31, 2003 from The City of Orillia, re: Speed Limit on Bass Lake Side Road be received; that the Township concur with the recommendations of the City of Orillia to reduce the speed limit on the Township portion of Bass Lake Sideroad East, East of Line 15 North to Harvie Settlement Road to 60 km/h; and further that the Clerk bring forward the appropriate by- law for Council's consideration. Carried. 6. FINANCE, ADMINISTRATION AND FIRE: a) Report No. TR 2003-09, Paul Gravelle, Treasurer, re: One-Third Tax-Free Allowance. Motion No. CW-10 Moved by Marshall, Seconded by Crawford It is recommended that Report No. TR 2003-09, Paul Gravelle, Treasurer, re: One-Third Tax-Free Allowance be received and adopted; and further that Council resolve, pursuant to S.283(7) of the Municipal Act, 2001, its intention that one-third of the remuneration paid to elected members of Council shall continue as expenses incident to the discharge of their duties as members of Council. Motion No. CW-11 Moved by Fountain, Seconded by Marshall It is recommended that Report No. TR 2003-10, Bonnie McPhee, Accounting Clerk, re: Statement of Accounts, November 2003 be received; and further that the accounts for the month of November, 2003 totalling $1,474,209.88 be received. Carried. c) Report No. ADM 2003-53, Jennifer Zieleniewski, CAO, re: Historical Documents Previously Held at the Old Town Hall. Motion No. CW-12 Moved by Buttineau, Seconded by Hughes It is recommended that Report No. ADM 2003-53, Jennifer Zieleniewski, CAO, re: Historical Documents Previously Held at the Old Town Hall be received; and further that the Township encourage the Simcoe County Archives to apply for funding from the Canadian Council of Archives to restore and preserve the Township of Oro-Medonte's historically significant documents. Motion No. CW-13 Moved by Hughes, Seconded by Hough It is recommended that staff bring forward a report on Municipal water systems with respect to water conservation in the Township which promotes conservation by charging for actual water use. BUILDING, PLANNING AND DEVELOPMENT: a) Report No. PO 2003-23, Wes Crown, Meridian Planning Consultants Inc., re: Draft Plan of Subdivision Application S-2!03, Bachly Investments Inc., (David Bachly), Part of Lot 15, Concession 8, Blocks 65-66, Registered Plan 51 M-679. Motion No. CW.14 Moved by Hughes, Seconded by Buttineau It is recommended that Report No. PO 2003-23, Wes Crown, Meridian Planning Consultants Inc., re: Draft Plan of Subdivision Application S-2/03, Bachly Investments Inc., (David Bachly), Part of Lot 15, Concession 8, Blocks 65-69, Registered Plan 51 M- 679 be received and adopted; that the use of the Part Lot Control provisions of the Planning Act regarding the further process of Application No. S-2/03 (Bachly Subdivision) be approved; that Meridian Planning Consultants be authorized to request Bachly Investments Inc. to update the technical reports respecting the MOE reasonable use guideline for development on private sewage systems and stormwater management; and further that staff be directed to negotiate with the owner regarding a possible site for a new Fire Hall.
