Below is a brief outline of our first year initiatives and the outcomes. Formed in October 2008 the OMMSA received a 2 year grant from the Ontario Trillium Foundation The formation of the OMMSA was to include all minor sports associations within the Township of Oro Medonte. While 5 of the associations remain members, 1 association has chosen not to take part. A Sports Administrator was hired for the association a process that commenced in January and concluded with a start date of March 3rd, 2009. Development of organizational and financial policies and procedures Association incorporated as a Non Profit Organization Completed April 2009 Development of 3 general initiatives for the OMMSA and member associations to focus on o Fundraising o Community Awareness o Volunteer Recruitment Development of our website was a high priority this year. We will need to continue this project into next year as we ran into some difficulties with the website designer we were initially using. Providing general support wherever necessary to member associations Direction for the Association in the coming year Grow number of members involved in the association set standards for membership Develop a sustainability plan Improvement in the level and quality of sport instruction in the member associations done through NCCP training courses, and guest speakers with sport related topics Increase the level of participation in all minor sports associations Focus on volunteer burnout a topic that has been discussed with each member association We will work on these new initiatives all while continuing to focus on our initial three goals of fundraising, community awareness and volunteer recruitment. OPP SAFETY CRIME PREVENTION MESSAGE Preventing Theft The most successful way to prevent theft is to make it difficult for the criminal to commit the action. The most common theft in Oro Medonte is theft from unlocked motor vehicles, this can be easily remedied by following the guidelines from the OPP's Lock it or Lose it program, Always lock your doors with windows up and take your keys with you and never leave valuables in plain sight. Residences should always be secured with quality locks and valuables should be clearly marked with personal identification numbers or letters. Distracted Driving Legislation As of October 26 2009, Drivers must use hands free devices for communication while in a motor vehicle. A vehicle has to be parked in a safe location in order to use a HANDS ON communica- tion device, note stopped at a red light or stop sign is not parked and is not considered a safe location. A fine of up to $5OO.00 can be levied. Texting by a driver is not allowed regardless of whether or not a hands free device is being used. Being involved in a Collision as the result of using a hands on cell phone or texting can result in a Careless Driving Charge or a Dangerous Driving charge under the Criminal Code. Operating a motor vehicle requires l00% concentration on Driving. The use of 911 for emergency calls is allowed. Motorized Snow Vehicle (Snow- mobile) Each year numerous snowmobile fatalities are investi- gated throughout the Province. Excess speed is a common theme in fatal collisions with many of today's machines having more horsepower than the family car, Alcohol use, riding at night, riding in unfamiliar areas and riding too early or late in the season. Only ride on approved trails that are officially open or areas that have been monitored and checked by local recreational business owners. Always check conditions before heading out for a ride. Become famil- iar with the capabilities and limitations of your snow- mobile. There are several worthwhile training courses available locally to increase your proficiency regardless of your skill level. Slow down and enjoy the ride and arrive safely. Township of Oro- Medonte Recreation Community Services Brochure Winter 2009/2010 21 BAYVIEW MEMORIAL PARK CREEK RESTORATION PROJECT OFFICIAL CELEBRATION HELD SEPTEMBER 24, 2009 The Oro Medonte Horticultural Society in partnership with the Township and the Lake Simcoe Regional Conservation Authority recently restored a creek in Bayview Memorial Park. The creek fed by artesian wells now flows freely to Lake Simcoe providing important habitat for invertebrates and amphibians. The project received grant funding from Walmart Evergreen, LSRCA, Recreating Eden and the Town- ship of Oro Medonte. On September 24th the group commemorated the project with a sign unveiling and ceremony. Thanks to all who attended and those who contributed to this project but were unable to attend. In June 2009 Council received a request to re -name the Warminster Park in memory of Danny McHugh. Danny McHugh was a life- long resident of Warminster and a long time member of the Warminster Legion Branch. He was well respected for his skill as a fastball pitcher and all round player in Warminster where he grew up playing the game of baseball in the Warminster Ball Park. Danny played in leagues all over the North Simcoe area from Orillia to Barrie to Elm vale and beyond from the 5o's through to the 70's. His abilities were recognized at a young age when he first played as a teen- ager in the Orillia Men's league. Danny's durability was legend, often playing on more than one team in different leagues during the same season. Often the strength of his pitching arm and his skills carried his team through a tournament to victory. He could hit and field as well as anyone that he played with through the seasons as well. His peers respected him for his skills and sportsmanship. Many have memories of the Labour Day Warminster Tournament and Danny with his Warminster team hosting it. You could say that he was Mr. Fastball in Warminster and the North Simcoe area. Danny was always ready to help anyone who wanted to learn the game that he so loved to play. He sure liked to tell stories about the game and those who played it with and against him. Snowmobile use is permitted to access Lake Sim coe via Memorial Park and Shelswell Park, and Bass Lake via South Side Bass Lake Park. The Township maintains a use agreement with the OFSC which permits seasonal use of Snowmobiles on the Oro Medonte Rail Trail. Gatherings of family and friends can mean an increase in cooking activity, which is the leading cause of home fires. Alcohol consumption also tends to increase this time of year and is cited as a contrib- uting factor in many of Ontario's fire deaths. Add candles, holiday decorations and heating equipment to the mix and the potential for disaster is great. Cooking: Look while you cook unattended cooking is the leading cause of kitchen fires. Wear tight- fitting or rolled -up sleeves when cooking and keep all combustible materials a safe distance from the stove. Alcohol: Cooking or smoking while under the influence of alcohol can be deadly. Keep a close eye on any drinkers in your household and make sure all cigarettes are properly extinguished and the stove is off before going to bed. Candles: Keep candles in a sturdy holder away from children, pets and combustible materials. Snuff them out before leaving the room. Christmas trees: Buy a fresh tree and keep the base of the trunk in water at all times. Discard any broken or frayed sets of lights. The intent of the consultation sessions is to obtain feedback and input from our community and businesses regarding develop- ment of an Economic Development Strategy for the Town- ship. This would align with the current priorities of Council identified for 2009 -2010 related to Tourism and Economic Development. Following the consultation sessions and review of survey information, a report would be prepared providing a sum- mary that would be presented to Council in the Spring 2010. This report is also intended to form background to assist in the preparation of a work plan and an updated Township Community Strategic Plan. The Township is utilizing staff from the Ministry of Tourism and the Ministry of Agriculture, Food, and Rural Affairs for these consultation sessions given their expertise on similar r 1 projects conducted for other municipalities. Following the consultation session, being conducted by Ministry staff, the following will occur: Ministry staff will formulate a report summarizing the findings and identifying common issues and priorities from the consultation sessions Presentation of findings of summary report to Council in Spring 2010. The comprehensive Township -wide strategy prepared by the team of the Rethink Group, AECOM Architects Canada Ltd and the Tourism Company builds upon and integrates the individual provision strategies that have been devel- oped for each type of facility. Key elements and themes include: measures to reduce facility and service deficiencies in some parts of the Township; some consolidation and clustering of facilities to improve efficiency and effective- ness; strengthening the three tiered hierarchy of parks and facilities (local, community and Township- wide); partner- ships and strategic alliances with other public entities, and the non -profit and commercial sectors; and a gradual and steady increase in the direct and indirect role of the Municipality in the provision of leisure services, including increased emphasis on leisure interests that are growing in popularity. Fundamental to the Strategic Facility Plan are the Planning and Provision Principles, which define key policy direction and provide tools to help adjust and refine the strategy over time. As part of the Strategic Facility Plan Council has approved the development of a Feasibility Study for the Oro -Me- donte Community Arena which will review capital and The objective of the Transportation Services Department of the Township of Oro Medonte is to provide a high level of snow removal service for safe and passable road condi- tions. Please make the effort to make this winter safe for every- one by keeping the following in mind: Don't forget to remove your parked car from the street during snow removal operations. Parked cars make plow- ing difficult and sometimes impossible. With your help, winter maintenance crews can plow faster and more efficiently. By -Law No. 2009 -138 states that any vehicle(s) interfering with winter road maintenance between Octo- ber 15th and April 30th, inclusive, could be ticketed and/ or towed. This "no parking" ban applies to everyone while snow removal operations are underway. To facilitate the removal of snow from roadways during weekly garbage pickup, residents are encouraged not to place garbage boxes /containers or blue boxes on the road or on the snow banks. Residents are encouraged to help with winter mainte- nance activities by keeping the hydrant in front of their property clear of snow. STRATEGIC FACILITY PLAN operating costs for a new and enhanced arena complex and compare with the projected expenses of maintaining the existing aging infrastructure. This component will also review the addition of enhanced sports fields at the 8o acre site in Guthrie and provide conceptual designs of what a new facility could look like and how it could be arranged on the site. Significant public input has already been received through an extensive public consultation process which included a stakeholder survey, written submissions and briefs, a com- munity search conference, focus groups, and a community forum, from which comments have been incorporated into the draft plan. Public review and comment on the draft plan is encour- aged, and input will continue to be accepted. Updates on the plan may be viewed on line at www.oro medonte.ca. On November 1, 2008 the department imple- mented the following for building permit applications and must be completed in the following sequence: Planning First Pre submission 1. Contact the Planning Division to submit a Zoning Certifi- cate application along with the required drawings in order to obtain a Zoning Certificate. The Planning Division will inform you of the requirements for approvals from engi- neered lot grading applicable deposit, MTO, conserva- tion authorities or other applicable law. 2. Obtain all required permit approvals from the above authorities. Complete Permit Submission 3. Submit a completed building permit application along with all required drawings, engineered details and all cer- tificates and approvals from any outside authorities includ- ing a Zoning Certificate. Note: Only applications with all required drawings, engi- neering and related approvals will be accepted. If you are missing information your application will be refused at the counter. LAKE SIMCOE REGION CONSERVATION AUTHORITY: The Township of Oro Medonte and the Lake Simcoe Region Conservation Authority (LSRCA) are now providing envi- In the past few weeks, the Township has received numer- ous phone calls from residents asking about a company requiring access for water sampling on behalf of the Town- ship. Over the past 12 months, staff have identified similar scams involving unknown individuals coming to residents' doors stating that they are testing the drinking water for the Township. These individuals are not connected with the Township of Oro Medonte. The Township would like to remind residents of the following: 1. Township employees normally only test water in subdivi- sions on Municipal Water System, not private wells. 2. Township employees will be carrying appropriate identi- fication, and DEVELOPMENT SERVICES ronmental planning services through the LSRCA staff at the Township offices. An environmental planner is available for meeting/appointments at the Township offices on the first and third Tuesdays of the month. Appointments /Meetings can be pre scheduled through the Township offices. The intent is to provide the opportunity for LSRCA staff to meet with residents and respond to general inquiries and to assist residents in the completion of LRSCA applications in an effort to provide improved service delivery to the residents and to facilitate the processing of planning and permit applications. TOWNSHIP OFFICIAL PLAN REVIEW: The Council of the Corporation of the Township of Oro Medonte is required to complete a conformity exercise on the Township's Official Plan in the form of an amendment. The purpose of the proposed amendments to the Official Plan is to complete a conformity exercise to ensure the Township's Official Plan is consistent with the Provincial Policy Statement (2005), the Province's Places to Grow Growth Plan (2005), and the County Official Plan (adopted November 2008) and to provide Council with the most ap- propriate policies for directing growth and change for the next zo years. An initial work plan was adopted through staff report DS 2009 -019 and posted on the Township's website under "Planning Initiatives At this time the pro- cess is currently on hold pending decisions by the Province on the County of Simcoe Official Plan which the Township is required to conform to. Business Sports Administrators Report a) Toronto Marlies Fundraiser date is set for December 30 2009, tickets are $25 each The skating club will be performing during an intermission the Thriller number from the April 2009 carnival. A bus has been booked at $20 /person round trip. We are able to cancel the bus if we don not have enough people. December 14 is the cut off date for cancellation. Andrew has been in contact with the coaches. We need to sell 75 tickets to cover our $1500 deposit (Cheque 999877) Saturday November 14 will be a tentative promotional day as well as a few others at the arena to sell tickets. Christine will send out notices for these days Posters have been posted at the arena, township office, as well as other places in the community to promote this event. Christine has also put the same poster in the winter brochure. Christine will find out the number of kids permitted for each promotion during the game i.e. Fan tunnel, player's bench, national anthem, meet and greet players Christine will also track the number of people interested in the preskate b) Results from community awareness events since last meeting Christine attended both the Shanty Bay Festival and the Oro Fair. The association received a great response from people at these events. Christine has been in contact with Damian Spaulding he has worked and developed the registration software for soccer. His company is Radiant Web Productions. He will be in contact with each individual minor sport to discus the needs for each website. Each site will be unique to each sport. Steve has agreed to monitor website concerns. The website plan is as follows: Because each website will be clearing their own ecommerce, each website will need their own domain name with IP address. It will be best to manage each site independently while unifying each presence visually through the OMMSA template. Because we are a non profit organization, and Radiant Web Productions have an existing relationship with Oro Soccer, pricing has been reduced. $425 to migrate the present technology to the new site management technology $325 on average for each website to create or migrate to the Content Management Technology (each website will have different demands and will be quoted accordingly) $0 for setup for each ecommerce service for each website $10 /month hosting for the main OMMSA website, all other site are free $20 /month for the management software per site $0 /month for the credit card clearing technology Each custom registration technology would be independently quoted as each site's needs will be different The above pricing may adjust slightly to accommodate minor adjustments as needed. The idea behind the website is that all minor sports will be encompassed under one site: a one stop information source for all minor sports in our community. Each individual minor sport will still be responsible for the upkeep of their site. You will have access to the information and be able to update it at your leisure. Christine will confirm the timeline for the website completion. c) NCCP Christine is selecting a date with Shawn to host an intro to competition course as per Trillium Grant requirement. $1000 for hosting clinics. April possible date. We will need to promote this through the coaches in the community These clinics would be good for continuing education. d) Oro Medonte Grant Christine and Sandie have worked together to apply for this grant available from the township. Amount requested $2835 to cover rent from April 2009 December 2009 Page 121 of 122 Agenda Item 5f) Oro Medonte Minor Sports Association, minutes of meeting hel... $3780 to cover rent from January 2010 December 2010 Total amount requested $6615 If the grant is approved, the money will go towards the rent expense of the office space in the Hawkestone Hall. Currently, OMMSA pays $315 month The grant will be put towards covering this cost. Christine will present this to town council December 4 at their meeting. f) OTF Report due November 15 Once this report is complete and submitted, OMMSA will receive our third installment of the grant fund. Christine has worked with Sandie on the financials, and Jim will look over the report and sign it before it is submitted. We are responsible for a summary form, financial information as well as An outcomes chart. Christine has been working on developing the strategic plan for the association which is currently based on the requirements that have been set out by the Trillium Foundation. She has broken down what their requirements are into goals /objectives and set out strategies /tactics on how we will achieve these goals. All information being used for this plan is based on what was developed in the committee meetings in June, and discussed at the July meeting. Christine will look into reapplying to the OTF again nest year under continuous funding. Christine would also like to discuss a sustainability plan for the OMMSSA. Shawn will work with us on this.
