Be it resolved that the agenda for the Special Council meeting of Wednesday,
November 25, 2009 be received and adopted

NATURE THEREOF IN ACCORDANCE WITH THE ACT"
None declared.
5. DEPUTATIONS:
a) Walter Benotto, Chair; Wayne Wilson, CAO, Secretary- Treasurer,
Nottawasaga Valley Conservation Authority, re: Proposed Draft NVCA
Municipal Streamlining Agreement.
Correspondence dated November 25, 2009 titled, "Planning Support
Streamlining Agreement" was distributed to members of Council and staff.

Authority, re: Proposed Draft NVCA Municipal Streamlining Agreement be
received.

6. PUBLIC MEETINGS:
a) 5:30 p.m. Proposed Amendment to the Zoning By -Law, Application 2009
ZBA -18 to 2009 ZBA -23, (Indian Park Association).
Mayor H.S. Hughes called the meeting to order at 5:32 p.m. and explained the
public meeting has been called under the authority of the Planning Act, Section
34, R.S.O. 1990 c.P.13, to obtain public comment with respect to proposed
Amendments to the Zoning By -law, Applications 2009 ZBA -18 to 2009 -ZBA-
23 inclusive (Indian Park Association), located on Huron Woods Drive, Oneida
Avenue and Algonquin Trail, in the Township of Oro Medonte.
Notice of the Public Meeting was mailed to landowners within 120m (400 feet)
of the specified site on November 5, 2009 and posted on a sign on the subject
property on the same date.
The following correspondence was received at the meeting: Simcoe County
District School Board dated October 23, 2009; Jamie Hunter, Huronia
Museum dated November 6, 2009; Gord Smith dated October 9 and 1, 2009;
Neil and Brenda Knelsen received November 24, 2009. Correspondence
dated November 25, 2009 from Jim Purnell was received after the meeting.
Meghan Keelan, Planner, explained the purpose and effect of the proposed
Amendment. A Power Point presentation was presented.
Adrian Cammaert, MHBC, on behalf of applicant, provided an overview of the
proposed Amendment. A Power Point presentation was presented.
The following public persons offered verbal comments with respect to the
proposed Amendment: Scott Thomas, Victor Ohinski, Ann Budge, Ursula
Eugenius Grzelak, Adrian Cammaert, Debra Price Sherman.
Mayor H.S. Hughes advised that written submissions will be received at the
Township office until December 2, 2009 and that no additional deputations to
Council will be permitted with respect to the proposed amendment.
A digital recording of the meeting is available for review at the Township
Administration Centre, 148 Line 7 South.
There being no further comments or questions, the meeting adjourned at 6:26

b) 6:00 p.m. Plan of Subdivision and Zoning By -Law Amendment, 2008 SUB -02
and 2008 ZBA -14 (Lake Simcoe Aeropark Inc.), West Half of Lots 18 and 19,
Concession 8 (Oro), Township of Oro Medonte.
Mayor H.S. Hughes called the meeting to order at 6:27 p.m. and explained the
public meeting has been called under the authority of the Planning Act, Section
34 and 51, R.S.O. 1990 c.P.13, to obtain public comment with respect to
proposed Amendment to the Zoning By -law, Application 2009 ZBA -14 and
proposed Plan of Subdivision 2009 SUB -02 (Aeropark Industrial Subdivision),
401 and 225 Line 7 North, (formerly within Township of Oro), Township of Oro
Medonte.
Notice of the Public Meeting was mailed to landowners within 120m (400 feet)
of the specified site on November 5, 2009 and posted on a sign on the subject
property on November 4, 2009.
The following correspondence was received at the meeting: Lake Simcoe
Regional Airport dated October 14 and November 19, 2009; Simcoe County
District School Board dated November 13, 2009; Lake Simcoe Region
Conservation Authority dated November 24, 2009.

address questions.

Be it resolved that
1. Report No. DS 2009 -072, Andria Leigh, Director of Development
Services, re: Zoning By -law Amendment 2009 ZBA -15 (Willette
Smith) East Part of Lot 15, Concession 9 592 15/16 Sideroad East
(Formerly Oro Township) be received and adopted.
2. That Zoning By -law Amendment Application 2009 ZBA -15 for Willette
and Smith, East Part of Lot 15, Concession 9, Township of Oro
Medonte, (Former Oro Township) on Schedule Al 3 on the Zoning By-
law 97 -95 (as amended) from Institutional (I) Zone to Rural Residential
Two Exception (RUR2 *191) Zone be approved.
3. And Further That the Deputy Clerk bring forward the appropriate By -Law
for Council's consideration.

b) Report No. DS 2009 -73, Andria Leigh, Director of Development Services, re:
Zoning By -law Amendment 2009 ZBA -16 (Radio Com/Telequip) Part of Lot 4,
Concession 4, 2764 Line 4 North (Formerly Oro Township) [Refer to Item 8b)].

Be it resolved that:
1. Report No. DS 2009 -073, Andria Leigh, Director of Development Services,
re: Zoning By -law Amendment 2009 ZBA -16 (Radio Com /Telequip) Part
of Lot 4, Concession 4, 2764 Line 4 North (Formerly Oro Township) be
received and adopted.
2. That Zoning By -law Amendment Application 2009 ZBA -16 for Radio
Com/Telequip, Part of Lot 4, Concession 4, Township of Oro Medonte,
(Former Oro Township) on Schedule Al 5 on the Zoning By -law 97 -95 (as
amended) from the Rural Industrial (IR) Zone to the Residential One
Exception 193 (R1 *193) Zone be approved.
3. And Further That the Deputy Clerk bring forward the appropriate By -law for
Council's consideration.

a) A By -law to amend the zoning provisions which apply to lands within East Part
of Lot 15, Concession 9, municipally known as 592 15/16 Sideroad East,
(Former Township of Oro), now in the Township of Oro Medonte (Willette
Smith 2009 ZBA -15).

Be it resolved that a By -law to amend the zoning provisions which apply to
lands within East Part of Lot 15, Concession 9, municipally known as 592
15/16 Sideroad East, (Former Township of Oro), now in the Township of Oro
Medonte (Willette Smith 2009 ZBA -15) be introduced and read a first and
second time and numbered By -Law No. 2009 -160.
That By -Law No. 2009 -160 be read a third time and finally passed, be
engrossed by the Deputy Clerk, signed and sealed by the Mayor.

lands within Part of Lot 4, Concession 4, municipally known as 2764 Line 4
North, (Former Township of Oro), now in the Township of Oro Medonte (Radio
Com/Telequip 2009 ZBA -16) be introduced and read a first and second time
and numbered By -Law No. 2009 -162.
Carried.
That By -Law No. 2009 -162 be read a third time and finally passed, be
engrossed by the Deputy Clerk, signed and sealed by the Mayor.

a) Being a By -Law to Confirm the Proceedings of the Special Council Meeting
Held on Wednesday, November 25, 2009.

Be it resolved that a By -Law to confirm the proceedings of the Special Council
meeting held on Wednesday, November 25, 2009 be introduced and read a
first and second time and numbered By -Law No. 2009 -155.
That By -Law No. 2009 -155 be read a third time and finally passed, be
engrossed by the Deputy Clerk, signed and sealed by the Mayor.
