implementation.
4. Council approves the Pandemic Influenza Business Continuity Plan to be included in the
Township of Oro-Medonte Emergency response Plan.
BACKGROUND:
As we approach the Winter Season it is very evident that the flu season has arrived, however
this year we are also faced with a very powerful influenza virus known as PH1N1 strain. This
influenza is particularly serious as it affects a very large portion of our population, especially the
young, old and those who may be child bearing. It is especially of concern because of the
effects on those who contract this virus, with the ability to transmit, infect and to carry the virus
throughout our community. Orders of caution from the Medical Community instructing that we
must be aware of the preventative measures of hand washing, sneezing into your sleeve,
distances to keep from others are two (2) meters, avoiding large concentrated crowds and the
strong recommendation to become vaccinated are all good precautionary measures on behalf of
all Township staff when dealing with the public.

ANALYSIS:
The current initiatives to prevent the impending growth of the virus known as PHI N1 will in fact
affect everyone in some way or another in the next few Months in Ontario. Our Community is
not exempt from this troublesome and health concern situation. Therefore, if approved the Oro-
Medonte Fire & Emergency Services intends to embark on a rigorous preventative plan of
action to protect our emergency personnel. Health & Safety Legislation is already in place
requiring Supervisors to protect the Health of the worker. We must adhere to the Health &
Safety Act , Section 27, (1), (2), (c), "Duties of the Supervisor" requires that "we take every
precaution reasonable in circumstances for the protection of a worker", therefore, we must
ensure is accomplished throughout the Township for Emergency and Non emergency personnel
during these turbulent times ahead. The following preventative measures are being
implemented to hopefully prevent the spread of any virus throughout the staff of the Emergency
Services and Township Staff at other facilities, also in an effort for us to continue to perform our
respective duties in serving the public.
• Highly recommend that all staff be vaccinated.
• Organize workplace vaccination centers throughout our community.
• Install hand sanitizers throughout our public facilities.
• Provide Emergency signage on hand washing, sneezing & coughing.
• Stock up on N95 face masks, eye protection.
• Inform all staff on emergency protocols
• Develop pre-pandemic protocol.
• Develop Pandemic protocol.
• Provide signage that indicates to the public of the Emergency situation.
These are the simple steps to help prevent the spread of the virus PH1 N1 throughout the
workplace

Pandemic Influenza Business Continuity Plan
Purpose
This Pandemic Influenza Business Continuity Plan has been developed as a guide for the Townships
departments to facilitate the maintenance of essential services and or functions during a Pandemic
emergencies. This plan is designed for and will be included as a subsection of the Townships Emergency plan.
By preparing for and managing outbreaks of influenza, the Township can ensure continuity and maintain
essential community services. The Township can play an extensive role in controlling risks by taking practical
actions to manage pandemic influenza.
This plan is aligned with the OHPIP (Ontario Health plan for an Influenza Pandemic), the CPIP (Canadian
Pandemic Influenza Plan) and the Simcoe County Health Unit Pandemic Influenza Plan.
A well managed plan and partnership with the Simcoe County Health Unit and the Soldiers Memorial and
Royal Victoria Hospitals will reduce the likelihood of widespread infection and the consequences of a
Pandemic emergency.
Background
Influenza outbreaks have occurred for centuries and there have been three Pandemics in the previous century
alone, the Spanish (1918), Asian (1957), and the Hong Kong (1968). Experts predict that another is overdue
although the timing and the pattern are unpredictable. When a Pandemic flu outbreak occurs, the impact could
be devastating.
Estimates suggest that in Ontario over 8 million people will be infected, of those 4 million will be clinically ill and
1200 will possibly die. It has been projected that the workforces will have absentee rates of 30-35% due to the
viral effects on employees and their families.
Based on the above projections, the Township of Oro-Medonte could experience massive staff shortages.
Since Pandemic flu spreads the same way as seasonal flu - through droplets contained in sneezes and
coughs and by hand contact, basic precautions can greatly reduce its spread.
For both the public and employees there is an expectation that services will continue as usual and
uninterrupted. In this context the disruptions created by the 2003 Power Outage and the SARS outbreak
emphasizes the need for and the benefits of an overall Emergency Plan and in this case a Pandemic Influenza
Business Continuity Plan.
Definitions
Influenza
Influenza is a contagious respiratory illness caused by a group of viruses including influenza Types A, B, C.
Most seasonal influenza epidemics are caused by influenza Types A, B, Type C rarely causes human illness.
Influenza can cause mild to severe illness.
Influenza usually starts suddenly. Common symptoms include:
• Fever (usually high, lasting 3 to 4 days)
• Headache (often severe)
• Aches and pains (often severe)
• Fatigue and weakness (can last up to 2 weeks)

• Extreme exhaustion (very common at the outset)
• Stuffy nose, sneezing, sore throat.
• Chest discomfort and cough.
• Nausea, vomiting and diarrhea (in children)
Many different illnesses, including the common cold, can have similar symptoms.
While most healthy people recover from influenza without complications, older people, young children, and
people with certain health conditions are at high risk for serious complications from influenza.
Some of the complications caused by influenza include:
• Bacterial pneumonia
• Dehydration
• Worsening of chronic medical conditions, such as congestive heart failure, asthma or diabetes.
• Children and adults may develop sinus problems and ear infections.
The incubation period for influenza is 1 to 3 days. People with influenza are infectious and able to transmit the
virus for up to 24 hours before symptoms appear.
Adults are infectious for 3 to 5 days after symptoms appear while children are infectious for up to 7 days after
symptoms appear.
People with influenza tend to shed more viruses in their respiratory secretions in the early stages of the illness.
Viral shedding tends to last longer in infants, young children and people with weak or compromised immune
systems.
The importance of influenza as a major human health threat is due to a number of factors, including a high
degree of transmissibility, the presence of a vast reservoir (primarily infected birds) of novel (new) variants, and
the usual properties of the influenza virus genome.
Influenza A viruses are composed of two major antigenic structures essential to vaccines and immunity: hem
agglutinin (H) and neuraminidase (N). The structure of these two components defines the virus subtype.
Pandemic Influenza
Pandemic influenza refers to the occurrence of a new strain of influenza that circulates worldwide.
The new strain, which usually occurs due to "antigenic shift", will not have been previously seen in humans and
so there will be no past immunity to provide protection.
In past influenza pandemics, emergence of new strains has caused significant hospitalizations and deaths, and
has spread rapidly around the world.
The 20th century pandemics were caused by the H1 N1, H2N2 and H3N3 strains. H1 N1 and H3N3 viruses
continue to circulate and cause yearly epidemics of influenza today.
Certain conditions make influenza pandemic more likely:
• A new influenza A virus arising from a major genetic change i.e., an antigenic shift.
• A susceptible population with little or no immunity.
• A virus that is transmitted efficiency from person to person.
• A virulent virus with the capacity to cause serious illness or death.

Guiding Principles
Understanding the Risk:
Decisions should be base on a good understanding of the science underlying and influenza outbreak and the
risks involved. The factors contributing to the presence and spread of the disease must be understood. The
Oro-Medonte Townships leaders must have a clear perception of the likelihood and consequences of a
Pandemic influenza.
Focus on Actions:
Knowledge is important but only actions can help manage pandemic risks. The Township need to take steps
to prevent the spread and severity of the disease. We need to plan now to protect our employees.
Internal Protection First:
The Townships first responsibility is to its employees and the services that we provide. Protecting the
workforce will help avoid interruptions to our essential services. The Township must also have facilities
available to assist the Simcoe County Health officials in caring for community members.
Protection of Employees:
Employees will look to the Township leaders for leadership and protection including revising the workplace
procedures to minimize exposure to the virus both from internal and external contacts; work from home
policies; care giving for affected family members.
Ensure the Deliverv of Essential Services:
Reduction in our workforce will place the delivery of essential services at risk. Interruption of critical public
services will compound the effects caused by the influenza.
Surmort of Health Authorities:
The Township will be expected to assist health care officials in delivering health services through non-medical
means. We may be asked to provide access to our facilities, to help with mass immunization. Arena facilities
may be needed to act as temporary morgues.
Minimizina Net Financial Impacts:
The Township's expenses are likely to increase and revenues may drop through decreased activity and use of
the Township's services. The involvement in emergency planning for the possible impending Pandemic can
offset any negative financial effects to the Township of Oro-Medonte.
Collaboration:
Pandemic influenza and its consequences can be managed more effectively through collaborative efforts of
many stakeholders including Simcoe County EMO, Simcoe County Health Unit, Mutual Aid Association,
neighboring Municipalities, Provincial Government and the Federal Government.
Simcoe Countv Health Unit (SCHU):
The SCHU works in partnership with local agencies and residents to promote health, prevention of illness, and
protection against disease.

The goal of the Simcoe County Health Unit has been to encourage healthy lifestyles and a safe environment
for residents of Simcoe County. The health unit also monitors health trends in our communities and keeps
track of local disease statistics.
Federal Government:
Health Canada is the primary federal agency with the authority to oversee the federal response to pandemic
influenza. The Nation Pandemic Influenza Committee will coordinate National influenza response,
communication with the World Health Organization (WHO) and other Nations, distribution of vaccine and anti-
viral medications and allocation of the National Emergency Stockpile System (NESS) of emergency Hospitals.
Provincial Government:
The Ontario Government implements National recommendations for surveillance and immunization programs,
coordinates the investigation of outbreaks, provides guidelines and direction to local health units, such as
Simcoe County Health Unit (SCHU).
Strategic Approach
Emergency Management in Ontario and Canada is organized into five stages:
1. Prevention - involves activities taken to prevent or avoid an emergency.
2. Mitigation - involves actions that can reduce the impact of an emergency. Examples are:
Immunization, social distancing and infection prevention.
3. Preparedness - involves measures that are put into place before an Emergency occurs that will
enhance the effectiveness of response and recovery activities.
4. Response - involves the coordinated actions that would be undertaken to an emergency.
5. Recovery - recovery involves activities that are conducted to help recover from the emergency and
return to a state of normalcy. The ongoing care and treatment of the sick would be an example.
This Pandemic Influenza Business Continuity Plan is based on a four (4) part strategic approach:
• Be Ready - Departments will identify those services that are critical to our Customers. They will also
identify those that are less critical and that can be curtailed to free up resources for the critical services.
A process will be developed to redistribute those resources.
• Be Watchful - The Ontario Government and the Simcoe County Health Unit is charged with
communicating the information to the Township of Oro-Medonte on influenza activity.
The Ministry of Health has an active screening and surveillance program established.
The departments function will be to watch for warning signs of infection.
The province in collaboration with local health units will provide stakeholders information on
identification and prevention of the disease.
• Be Decisive - The Township can act decisively to manage and contain the spread of the disease on its
employees by taking precautionary steps at the prevention phase, by educating employees to
prevention methods and by reviewing services offered that gather the public in public places.
• Be Transparent - Communication with our employees will be key in aiding in the prevention and
spread of the disease. Public communications through the Township and the SCHU health unit officials
will be paramount to the delivery of accurate and up to date Pandemic Influenza information.

Infection Control
The following are infection control measures that should be instituted and promoted now as common practices
by all departments within the Township of Ora-Medonte:
• Annual Influenza Vaccination - encourage all staff to get the annual influenza vaccination. While this
will not protect from the pandemic new virus strain, it will prevent other forms of influenza in 70% of the
healthy population.
• Hand Washing - frequent hand washing with soap and water or hand sanitizers is very effect in
limiting the spread of infection. Effective hand washing involves wetting hands, applying liquid soap,
scrubbing for 15 seconds, rinsing and drying with a paper towel. Effective use of sanitizers involves
applying enough sanitizer for hands to stay wet for 15 seconds, spreading sanitizer over all surfaces of
hands and rubbing hands together until dry.
Hands should be Washed or Sanitized:
• After coughing, sneezing or blowing the nose.
• After using the washroom.
• Before preparing food.
• Before eating.
• Before touching the eyes, mouth or nose.
• After shaking hands.
• Sneeze, Cough Etiquette - Covering your mouth and nose while sneezing and coughing will help limit
the spread of infection. If possible cover your mouth and nose with a tissue or cough, sneeze into your
upper sleeve. Dispose of tissue and wash your hands immediately.
• Stay at Home if ill - Staying at Home when ill will help limit the spread of infection. In all workplaces,
schools and childcare centers, it should be a common practice to stay at home when ill.
• Environmental Cleaning - The virus can survive on environmental surfaces (up to 48 hours on hard
surfaces) frequent cleaning can reduce the spread of the virus in the home or at workstations.
Cleaning should take place using common household disinfectants.
• Increase Fresh Air - in buildings where possible.
• Reduce Non-Essential Travel - and avoid crowds and close contact with people who are sick.
• Practice other Good Health Habits - Get plenty of sleep, be physically active, manage stress, drink
plenty of fluids, eat nutritious foods and avoid smoking.
Business Continuity Planning Process
The primary threat to maintaining essential services during a Pandemic Influenza is high absenteeism.
The objective of a business continuity plan is to determine how to maintain essential services and functions
given the high rates of absenteeism for reasons that may include:
1. Sickness
2. Staying at home to care for those family members who are ill.
3. Staying at home to care for children in the event that schools and daycares are closed.
4. Fear of returning to the work environment.

There are five (5) phases to our planning process which will be described below:
1. Identification of Essential Service (Complete Appendix 1)
• List all the services provided by our departments.
• Break the functions down within each service.
• Using the provided definitions assign a priority to each function.
• Priority 1 services are those that relate to Health and Safety and cannot be eliminated or
reduced during a Pandemic.
• Assign a rating to each function as to the potential for increased demand for that function during
a pandemic.
2. Staffing Essential Services (Complete Appendix 2)
• Utilize only the Priority 1 functions from Appendix 1. Enter current staff assigned to function.
• Enter the minimum staff required to perform the function. Enter Pandemic staff (65% of current
staff).
• Calculate the shortfall (C-D).
3. Business Continuity for Priority/Function Services (Complete Appendix 3)
• Develop your Business Continuity Plan for each function.
• Utilize the Priority 1 functions only.
• This will ensure that there is a plan to maintain essential services in the event of a Pandemic.
4. Considerations
• Who are the decision makers and their alternatives?
• Will there be any surge arising from the pandemic?
• Are there alternate staffing resources (retirees, volunteers)?
• Develop and implement cross training plans for staff?
• Are there enough supplies to last for 6 weeks?
5. Complete the Plan
• Communicate your plan with all staff so they become familiar with the plan.
• Show which Priority 2 and 3 functions will be discontinued, freeing up staff for essential
services.
• Where applicable, have staff trained for utilization in the delivery of the Priority 1 services.
• Send a complete copy of the plan to HR Services where it can be compiled for the Township
and used during any impending Pandemic.

SUBJECT: H1N1 Pandemic Outbreak
1:00 PURPOSE:
To establish procedures for the Oro-Medonte Fire & Emergency Services in preparation,
response and post incident action of all incidents that may relate to, or suspected,
probable or confirmed H1 N1 Pandemic Outbreak.
2:00 RESPONSIBILITY:
All Fire & Emergency staff will ensure that they read and understand this procedure and
to sign off the reading of this document. All Officers are responsible to ensure
compliance and that all affected personnel in their individual departments are briefed on
this process.
3:00 PROCEDURE;
All Fire & Emergency staff shall conduct a daily self-screen to assess and
monitor their personnel well being and require a pass in order to attend to their
work duties.
4:00 PUBLIC SCREENING PROCESS:
Fire & Emergency Staff should be aware that visitors to the Township facilities for
whatever reason must be screened to ensure the workplace is kept free of the possible
H1 N1 virus. In order to perform screening of the public the following procedures must be
kept in mind and practiced on a daily bases:
• Provide a safe workplace area by restricting public access to the offices area.
• Provide hand washing stations and strongly encourage multiple on daily use.
• Provide hand washing stations for the general visiting public.
• Ensure that common practice of sneezing or coughing should be done in your
sleeve or a handkerchief, and to be done at a distance.
• Strongly encourage to have all staff vaccinated.
• Have all touch points of door knobs, sink taps, telephones, counters etc to be
wiped at least 4 times in a business day.
• Post health reminders throughout the workplace on personal hygiene practices.
• Common practice in lunch room, communal and staff gathering areas that all
utensils are washed with a disinfectant soap.
• Avoid large gatherings of the general public and restrict the general public while
attending Township offices.
5:00 PERSONNEL RESPONSIBILITIES:
The affected Senior Staff and Officers are responsible to ensure that all Fire &
Emergency Staff are familiar with this SOP and also that all staff adhere to this
procedure based on compliance with Occupational Health & Safety Act. Every member

• Develop a policy on "restrictive access" to Township offices and off-sight
facilities, with exception of Fire & Emergency Services.
• Develop a Contingency Plan for Staffing requirements that dovetails with the
Pandemic Continuity Business Plan for Oro-Medonte.

SUBJECT: INFECTIOUS DISEASE CONTROL

1. PURPOSE
It is the goal of The Oro-Medonte Fire & Emergency Services to adequately
protect all its members from the risk of transmission of communicable diseases,
not only during emergency incidents, but also in all work environments. The
OMFES recognizes the potential for exposure of its members to infectious
diseases in the performance of their duties. In the emergency care setting,
infectious disease status of a patient is unknown. For that reason all patients
must be considered infectious and Body Surface Isolation precautions
against exposure to communicable diseases MUST be taken. The OMFES will
provide the appropriate protective clothing and equipment in sizes to fit all
personnel. Such clothing and equipment will be accessible to those needing
them. The OMFES will provide the appropriate training in the use of such clothing
and equipment, as well as providing instruction on infectious diseases and
methods to prevent infection. The protocol for communicable diseases is
available in the Section 21 book
2. RESPONSIBILITY
It is the responsibility for all members of the Oro-Medonte Fire & Emergency
Services to follow proper procedures in regard to infectious disease control.
Members should also point out risks to others in order to safeguard all members
of the OMFES. Members should not attend work if they have been exposed to a
possible contagious communicable disease.
The OMFES will appoint a Designated Officer (DO) to coordinate all infectious
disease control activities. To minimize risk of exposure, the OMFES will provide
gloves, face masks, gowns and eye protection, along with the necessary
cleaning and disinfecting supplies. The OMFES will provide initial, yearly and "as
needed" continuing education to personnel on communicable diseases and
infection control. Standard medical treatment will be given to exposed personnel
and necessary immunizations will be made available to protect personnel from
potentially infectious diseases.
The OMFES will maintain a record of exposures and treatment in each member's
confidential medical file.
Hepatitis B Virus (HBV) Exposure Management
Fire personnel are to be considered occupationally exposed to HBV and will be
offered HBV vaccination free of charge. Vaccination will be provided by the
OMFES according to recommended medical practice and proper testing shall be

done to ensure that the vaccine has been effective. When an exposure occurs,
an examination of the circumstances will determine whether further medical
treatment is indicated. If members choose not to take the vaccine, they may
change their mind at any time and still have the vaccine provided free of charge.
Exposure to Hepatitis other than "B" will be treated according to the current
recommendations of the base hospital infection control officers.
Confidentiality
Contact/Exposure forms and medical records shall remain confidential and
SHALL NOT be released without the express, written consent of the member. If
the infectious exposure places other personnel at risk, appropriate steps will be
taken to remove the risk without disclosing the member's confidential medical
record. To reduce the number of personnel handling forms utilized to report
exposures, forms should be hand delivered to the DO or sent in a sealed
envelope marked "Confidential".
3. GENERAL INFORMATION REGARDING INFECTIOUS DISEASES
Infectious substances are transmitted via an infected person's blood, and/or body
fluids visibly contaminated with blood or other potentially infectious material
which includes, but is not limited to: mucus, cerebrospinal fluid, semen, vaginal
secretions and placental fluids. Generally, the skin is a barrier against exposure
to infectious substances.
However, if the skin has open sores, cuts or abrasions, this protective barrier
becomes a route for transmitting infection. Airborne respiratory secretions from a
cough or sneeze also increase the risk of an exposure to some diseases, such
as Tuberculosis (TB) or Severe Acute Respiratory Syndrome (SARS). Contact
with blood, or body fluids visibly contaminated with blood, pose the greatest risk
of transmitting certain diseases, such as Hepatitis B Virus, AIDS/HIV, Hepatitis C
and Syphilis. The following list describes some diseases, which may be
considered an occupational hazard when providing pre-hospital emergency care
services.

This portion of the procedure outlines protective measures members MUST take
when treating patients. These precautions MUST be taken whether the patient
has symptoms or not. It will be the member's responsibility to initiate protective
measures. All members have a responsibility to make sure other members are
taking proper precautions.
A. PERSONAL PROTECTIVE MEASURES

8. If any exposure to blood or body fluids occurs, personnel are to
immediately wash and disinfect the area with soap and water or with a
disinfecting agent until such washing can be done.
9. Potentially infectious materials shall be placed in leak proof container.
If such containers should leak, they MUST be placed in another non-
permeable container.
10. During any treatment of patients having a disease suspected of spread
through airborne particles, the patient will be masked using either a
non-rebreather or N-95 face mask.
11. Should it become necessary to violate any of these precautions, any
violation shall be reported, and a review of the incident will be
conducted by the Designated Officer.
B. HAND PROTECTION
The use of Nitrile Gloves is strongly recommended for any patient contact. Spare
gloves will be kept on all vehicles. Disposing of gloves may be done in regular
trash containers unless they have blood and/or body fluids on them.
Contaminated gloves must be removed so the contaminates do not come in
contact with the members skin and discarded in the yellow bio-hazard containers
located in the OMFES vehicles or in the appropriate location in the ambulance.
If personnel are unable to properly wash their hands before treating another
patient, fresh aloves are to be donned. IF FIREFIGHTING GLOVES
ARE WORN DURING PATIENT CARE, MEDICAL GLOVES ARE TO BE
WORN UNDERNEATH.
C. PERSONAL PROTECTION EQUIPMENT
The Oro-Medonte Fire & Emergency Services provides the following Personal
Protective Equipment to its employees:
• Gloves
• Gowns
• Safety glasses
• Face Masks
The purpose of PPE is to prevent blood and body fluids from reaching the
workers skin, mucous membranes, or personal clothing. It must create an
effective barrier between the exposed worker and any blood or body fluids.

5. CLEANING AND DISINFECTING
A. HAND WASHING
Health Canada states that "hand washing before and after contact with
patients is the single most important means of preventing the spread
of infection"
Washing your hands after each patient is a must. Use soap/disinfectant
available on OMFES vehicles when other facilities are not available. Field
cleaning MUST be followed by hand washing as soon as possible. The
Oro-Medonte Fire & Emergency Services recommends hand washing a
minimum of 30 seconds to properly rid the hands of contaminants picked
up while handling patients. Vigorous scrubbing is essential. The following
is a suggested method to wash hands.
1. Wet hands 2-3 inches above the wrists (or as high as necessary to
remove contaminants).
2. Apply hand cleaning agent.
3. Rub hands to work up lather
4. Using a rotating motion, apply friction to all surfaces of hands and
wrists, including backs of hands, between fingers and around and
under nails. Interlace fingers and rub up and down. Cup hands inside
of each other and rub back and forth; continue for 30 seconds.
5. Holding hands downward, rinse thoroughly, allowing water to drop off
fingertips.
6. Repeat procedure.
7. Dry hands thoroughly with paper towel or electric hand dryer.
8. Turn off faucet with clean paper towel to avoid contaminating your
hands on a dirty faucet.
B. CLEANING AND DISINFECTING EQUIPMENT
It is imperative that personnel properly clean and disinfect reusable equipment to
avoid contaminating patients and other personnel. Cleaning removes all foreign
materials from the equipment, while disinfecting eliminates pathogenic micro
organisms (some germs and bacteria's). Equipment that has been contaminated
by blood and/or body fluids shall be decontaminated through cleaning and
disinfection, or disposed of as contaminated waste. ALL cleaning and

disinfecting SHALL be done using heavy-duty rubber gloves (such as
Playtex Living Gloves) and eye protection in areas designed for that
purpose. Other protective measures shall be taken when appropriate.
1. Environmental surfaces (fixed surfaces such as counter tops, flooring,
walls, seats, etc.) which have become soiled with blood or body fluids
MUST be cleaned and disinfected using the approved
disinfecting/cleaning agent in use. Spray the disinfectant on the
material and wait the manufacturers recommended kill time. Wear
gloves and use disposable paper towels to remove contaminants.
After removal of visible material, disinfect the area with the
disinfectant spray again; allow disinfectant to remain on according to
manufacturer's recommendations. Dispose of used paper towels as
contaminated waste. Such surfaces include apparatus floors, seats
and counter tops.
2. Reusable medical equipment (such as backboards, straps,
defibrillators, etc.) which comes in contact with blood or body fluids
MUST be cleaned with soap and hot water to remove all foreign
materials after patient contact. If equipment is contaminated by blood
or body fluids, it must be disinfected after cleaning.

1. This will be accomplished by using the approved disinfecting/cleaning agent
in use. Spray the disinfectant on the material and wait the manufacturers
recommended kill time at least 10 minutes.
When immediate cleaning or disinfection is not possible, reusable
equipment shall be secured to prevent contamination of other
equipment and personnel. Such equipment shall be cleaned and/or
disinfected at the earliest possible opportunity.
D. UNIFORM CLOTHING DISINFECTION
Contaminated clothing should be changed as soon as possible and
washed in detergent and water as recommended by the manufacturer.
Contaminated clothing is to be handled using gloves and should be put
in YELLOW bio-hazard bags, appropriately labelled and washed.

Boots and shoes shall be washed with soap and water to remove contaminants.
They should be washed as soon as possible to prevent the tracking of

disinfecting/cleaning agent will be used according to manufacturers instructions.

6. MEDICAL WASTE DISPOSAL
BIO-HAZARDOUS WASTE IS ANY MATERIAL, CLOTHING, ETC. THAT
HAS BEEN CONTAMINATED BY BLOOD AND/OR BODY FLUID.
Medical waste can be produced during medical operations. Proper
disposal depends on whether the waste is contaminated, liquid, solid or
sharp. Medical waste contaminated, or suspected of being contaminated,
by blood or body fluid shall be placed in YELLOW bio-hazard bags and
disposed of by ambulance staff, at the hospital in hazardous waste
containers or in the Bio Hazardous waste container at the fire station.
Disposable equipment shall be treated as hazardous waste in the same
manner.
Liquid waste shall be flushed into septic or sewer system utilizing toilets.
Sinks ARE NOT to be used to dump contaminated liquids. Body fluids in
public areas are to be flushed with water into storm drains or sewers. In
rural areas absorbent material may be used to collect the fluids, placed in
a YELLOW bio-hazard bag, secured at the fire station and have the
approved disposal company notified for immediate pick up. The area
should be washed with copious amounts of water.
Extremely soiled, bloody blankets shall be disposed of as hazardous
waste, preferably at the hospital.
Medical sharps should be handled by the ambulance or medical crew. If
the OMFES crew needs to handle medical sharps including sharp objects
contaminated with blood or body fluid the following precautions
should be followed.

1. All personnel should be made aware of the sharps location.
2. Sharps may be placed in the sharp container on the ambulance.
3. The sharps container or impermeable container should be
brought to the sharp object. With one hand the sharp object
placed in the container.
4. Personnel carrying sharps will not carry other equipment.
5. Sharps shall never be placed in pockets.
6. Sharp edges will have a blanket or similar device placed on
them and marked as a bio-hazard.
YELLOW bio-hazard bags will be available in the Universal Precautions
Kit on all front line vehicles. These bags shall be used to isolate biological
hazards. It is preferred to have bio-hazardous waste brought to the
hospital for disposal however, this is not always possible.
Biologically contaminated material will be defined as any article that
comes in contact with human (patient) blood or body fluid.
A bio-hazard waste container is available at fire headquarters. This
container will be emptied automatically every 24 weeks. If the container
needs to be emptied prior to the prearranged pick up, the number of the
approved disposal bio-hazard waste company should be notified (the
number is in the dispatch book). The approved bio-hazard waste
company shall be contacted for pick up of absorbent material used to
absorb biological hazardous waste.
Yellow hard plastic bio-hazard containers located in the vehicles shall be
used to transport used DRY PPE used in patient care. The PPE placed in
these containers may be disposed of in the regular garbage upon the
vehicles return to the station. Should the yellow hard plastic bio-hazard
containers become contaminated with blood or body fluid, they shall be
rinsed with a 1:10 solution of bleach and allowed to dry before being
placed back on the vehicle.

If the exposure results in an injury that requires immediate medical
treatment and transport to a medical facility the employee will be
transported without delay, notification of the DO may be done
concurrently.
2. When OMFES members are exposed to infectious contaminants,
diseases or hazardous materials the OMFES exposure/contact report
and the OMFES Incident Investigation Report are to be filled out and
the DO notified immediately.
Following a report of an exposure, the DO will begin investigating the
patient for possible communicable diseases to determine the need for
treatment of the exposed individual.
If considered necessary by the DO, the hospitals Infectious Control
Specialist will be contacted for consultation and the Medical Officer of
Health. Initiation of the documentation process is the responsibility of
the member and company officer.
The OMFES will maintain a record of exposures and treatment in each
member's confidential medical file.
This procedure is designed to help prevent infection from occurring in
both patients and OMFES personnel. This goes beyond simple
protective measures, such as donning gloves or washing hands.
Infection control is a comprehensive, pro-active approach to managing
the risks associated with communicable diseases. Bio Hazardous
waste will be removed from the fire station by an approved hazardous
waste disposal company on a pre-arranged basis.

2. GENERAL
A worker shall:
a) Wash hands often and thoroughly in warm soapy water and/or use supplied hand sanitizer.
b) Cough or sneeze in your arm, not your hand.
c) Keep common surfaces clean and disinfected.
d) Avoid touching your eyes, nose and mouth with your hands.
e) Stay home if they are sick and contact a health care provider if symptoms become worse.
3. PROCEDURE

dispensers, light switches

BACKGROUND:
Currently the Oro-Medonte Fire and Emergency Services Department receives its dispatching
through Barrie Fire and Emergency services contracted through an agreement. The Township
receives its 911 (CERB) services through an agreement with the Ontario Provincial Police and
the County of Simcoe and Simcoe municipalities.
When a 911 call is placed, it goes through the OPP 911 Center for Emergency Reporting
Bureau (CERB). It is then given to the requested agency (Police, Fire or Ambulance). The
person on the line may just ask for Ambulance, but may, in fact, require the Fire Department as
well. The call would be sent over to the ambulance agency where they would dispatch an
ambulance, and at the same time continue to gather information from the caller.
The information gathered may also determine that the Fire Department is required due to a
number of factors: the fire department may need to respond because of a delayed response
from ambulance, or that the call may be due to a motor vehicle collision.

If it is determined that the fire department is required, ambulance dispatch then needs to contact
Barrie Fire Control to dispatch our fire department. Barrie then has to determine the station or
stations required and proceed to put the call out to our department. In the meantime, the
ambulance is well on the way to the emergency. By having our dispatching and 911 (CERB)
handled by the Orillia Fire Department it would all be done by one agency at the same location.
The operator at the Orillia Fire Department receiving the 911 call would send the call to the
requested agency as is done by the OPP (CERB), but the difference is that they stay on the call
when it is transferred to ambulance and can determine if fire is required immediately and would
then dispatch our fire department more quickly.
ANALYSIS:
By moving our dispatching and 911 calls to Orillia it will greatly improve our response to
emergencies by getting our firefighters on the road sooner. It will also give us better information
as the dispatcher is also the 911 call taker and we do not have to have our dispatch call back to
ambulance for additional information.
The dispatching cost would remain the same to move to Orillia. However, there would be an
increase cost for the 911 (CERB) services.
In order to make the change to Orillia for 911 (CERB) services 180 days written notice to the
OPP and the County of Simcoe is required.
FINANCIAL:
The current charge for 911 (CERB) is $0.561 per capita ($10,000)
CERB increase of ($4,788.12)
Moving to the Orillia (CERB) would be $0.80 per capita 14,788.12)
An increase of $4,788.12 to the 2009 budget.

CONCLUSION:
Quick response to an emergency call is one of the most important goals of any fire department.
Through our analysis and our experience in being dispatched to emergency calls by Barrie Fire
Control, it has been noted that often ambulance is called to a scene first, then as additional
information is gathered, a call goes out to the fire department to assist, extricate victims from
motor vehicles, provide traffic control to ensure the safety of a scene.
We have determined the benefits of using the dispatching services of the Orillia Fire Department
as compared to Barrie Fire Control as follows:
• All police, fire and ambulance dispatches are performed through the same service
provider and the dispatcher remains on the line to monitor the call, notify the department
of any changes and updates
• This will ultimately improve our response time to every emergency.
• Barrie Fire Control has increased the number of departments for which they are now
providing dispatching services and at times during emergencies we are asked to standby
during our emergency. This has been our concern, in which not only is dispatch delayed
in reaching Barrie Fire but also during simultaneous emergencies in Simcoe County in
where time is of importance in the delivery of emergency communications.
The delivery of Emergency Dispatching from Orillia Fire will ultimately give Oro-Medonte Fire &
Emergency Services a much quicker notification and response time to every emergency by the
collection of calls from Orillia (CERB) directly and dispatching immediately to our Fire &
Emergency Services directly.

BACKGROUND:
In February 2008, Council enacted an updated Animal Control By-law which
consolidated the previous Animal Control By-law and its' amending by-laws.
From July 1, 1997 to present, the Township has entered into various agreements with
the Ontario Society for the Prevention of Cruelty to Animals (OSPCA), also known as
the Ontario Humane Society, to provide services as Pound Keeper and Animal Control
Officer, to enforce the Township's Animal Control By-law.
The current agreement with OSPCA expires December 31, 2009.
In September 2008, the Township hired a full-time contract Chief Municipal Law
Enforcement Officer (CMLEO). From April 2009 to present, there has been a contract
Municipal Law Enforcement Officer (MLEO) working with the CMLEO on a full-time
basis. Throughout 2009, both the CMLEO and MLEO have augmented the service
provided by the OSPCA with respect to the enforcement of the Animal Control By-law.

At its meeting of October 7, 2009, Council received and adopted Confidential Report
No. CS2009-032, which proposed that the Township undertake the enforcement of its
Animal Control By-law effective January 2010, and directed staff to request proposals
for the provision of Pound Keeping services for an 18 month period, commencing
January 2010.
The enforcement of the Animal Control By-law ensures compliance with the regulations
of the By-law. This includes such items as: licensing of dogs; maximum number of
dogs; dogs running at large; dogs becoming a nuisance; removal and disposal of dog
excrement; and possession of prohibited animals.
Staff proceeded with the requesting of proposals for Pound Keeping services in
accordance with the Township's Purchasing By-law. Five (5) organizations were
provided packages and asked to submit proposals for the Township's consideration.
Proposals were to be submitted by 3:00 p.m. on November 13, 2009. Two submissions
were received from the call for proposals, and these submissions were opened at 4:00
p.m. on November 13, 2009.
ANALYSIS:
Proposals were submitted by Pine Ridge Pet Centre Ltd. and the OSPCA - Orillia
Branch.
The proposals were structured to provide costing for Claimed Dogs and Unclaimed
Dogs. The owner of the dog would be responsible for the appropriate charges for
Claimed Dogs, while the Township would be responsible for charges related to
Unclaimed Dogs.

It is noted that the Pine Ridge Pet Centre proposal identifies that it would keep
Unclaimed Dogs for a maximum of 7 days, per the Animal Control By-law, and would
then transfer any Unclaimed Dogs to the OSPCA.
Given that Pine Ridge Pet Centre would transfer any Unclaimed Dogs, which become
the property of the Township, to the OSPCA, and would not be providing adoption
services for these dogs, it is recommended that the Township continue working with the
OSPCA - Orillia Branch for the provision of Pound Keeping services.
The OSPCA - Orillia Branch also offered an alternative to the individual pricing models
proposed. The OPSCA offered the same services for an annual fee of $18,000.00,
which includes the $2,000.00 After hours fee.
The OSPCA annual proposal is structured utilizing statistics from previous and present
years. On average from 2006 to present, there have been 43 dogs impounded per
year, with 29 of the dogs being claimed per year.
This annual pricing proposal would reduce the clerical burden on both the Township and
the OSPCA, and any confusion of the exchange of cost and statistical information for
billing purposes.
It is recognized that there may be fluctuation in the statistics in any given year. The
statistics may also fluctuate with the Township undertaking enforcement of the Animal
Control By-law.

November, we had someone open the door to our house, while we were asleep, and take all of our keys.
Fortunately our dog started to bark which chased the burglars away, however not before they stole my
wife's wallet and both of our truck and house keys. Through our dealings with the local OPP officers,
whom I must commend on their professionalism and diligence in this matter; it has come to light that
there is no official detachment tasked to cover our wonderful township. As you may have heard our
little town of Hawkestone is going through a bit of a rough period with the influence of certain
individuals. The OPP do not have the necessary manpower dedicated to our township to be able to deal
with this problem. The result of this is that petty crime and public disturbances are up. This not to
mention that breaking into a home is a serious escalation in the level of violence, mostly if you consider
that it was obvious we where home. As we have two young children we feel this to be a very disturbing
and trend we hope to see reversed. Unfortunately this is impossible with the current level of OPP
officers tasked with protecting our township from these nefarious influences. We used to be proud to
say that we lived in an area that was so safe we felt at ease leaving our door open at night when home;
today this is no longer the case. It is my hope that you will be able to put pressure where it is required to
get the provincial politicians to act and address the lack of police officers tasked with patrolling our
township. Based on the five police cruisers I saw within 1 hour involved in speed traps on highway 11 it
is obvious the issue is more one of focus and priorities than staffing levels in the area. We that one day

Being a By-Law to Authorize the Execution of an Agreement Between the
Township of Oro-Medonte and Her Majesty The Queen in Right of Canada as
Represented by The Minister of Fisheries and Oceans
WHEREAS the Municipal Act, 2001, S.O. 2001, c.25, Section 224, as amended, states
that it is the role of Council to ensure that administrative practices and procedures are
in place to implement the decisions of Council;
AND WHEREAS the Council of The Corporation of the Township of Oro-Medonte did,
on the 5t" day of September, 2007, pass Motion No. CW070905-22 to accept the offer
from Fisheries and Oceans Small Craft Harbours to assume ownership of the
Hawkestone Wharf facilities upon completion of all necessary upgrades;
AND WHEREAS all necessary upgrades to the Hawkestone Wharf facilities have now
been completed;
NOW THEREFORE the Council of the Township of Oro-Medonte hereby enacts as
follows:
THAT the Mayor and Clerk be authorized to execute the Transfer/Deed of Land
attached hereto as Schedule "A" and forming part of this By-Law.
THAT this by-law shall take effect on the final passing thereof.

COVENANTS BY TRANSFEREE

2. In the event that at any time within the period of five (5) years commencing on the date of
registration of this Transfer, the Transferee ceases to use the lands described herein for the purpose

as existed on the lands described herein during the twelve (12) month period prior to the registration
of this Transfer, or the Transferee disposes of all or part of the lands described herein, the Transferee

BY-LAW NO. 2009-159
A By-law to Permanently Close and Sell Part of the Road Allowance known as
Part of Unopened Road Allowance between Concessions 4 and 5,
designated as Part 2, Plan 51R-17464, being PIN # 74055-0109 (LT),
Township of Oro-Medonte, County of Simcoe
WHEREAS pursuant to Section 11(2) of the Municipal Act 2001, S.O. 2001, c.25, as
amended, Council is empowered to pass by-laws respecting highways;
AND WHEREAS Section 34 of the Municipal Act, S.O. 2001, c.25, as amended,
provides procedures for highway closing;
AND WHEREAS the Part of Unopened Road Allowance between Concessions 4 and 5,
designated as Part 2, Plan 51 R-17464, being PIN # 74055-0109 (LT), Township of Oro-
Medonte, County of Simcoe is no longer required for municipal purposes;
AND WHEREAS Section 270 of the Municipal Act, 2001, S.O. 2001, c.25, as amended,
authorizes a Council of a municipality to sell or otherwise dispose of land in accordance
with policies adopted and maintained by the municipality in respect thereof;
AND WHEREAS Council passed By-law No. 2007-083 on the 18th day of July, 2007,
being a By-law to establish a policy/procedure with respect to the sale and other
disposition of land;
AND WHEREAS Council has previously caused notice to be given of its intention to
permanently close and sell the lands described in Schedule "A" attached hereto and
forming part of this by-law, in accordance with the requirements set out in By-law 2007-
083, as amended;
AND WHEREAS Council has determined that the said lands are not required for
municipal purposes, and has by resolution declared the lands described as Part of
Unopened Road Allowance between Concessions 4 and 5, designated as Part 2, Plan
51 R-17464, being PIN # 74055-0109 (LT), Township of Oro-Medonte, County of
Simcoe, described in Schedule "A" attached hereto, to be surplus to the needs of the
municipality;
AND WHEREAS Council has received no notice of objection to the proposed road
closure or the proposed sale of land from any party;
AND WHEREAS pursuant to By-law 2007-083, the Clerk of the Township of Oro-
Medonte did cause a Notice of the proposed by-law to permanently close and sell Part
of Unopened Road Allowance between Concessions 4 and 5, designated as Part 2,
Plan 51 R-17464, being PIN # 74055-0109 (LT), Township of Oro-Medonte, County of
Simcoe, to be published in newspapers of local circulation, a copy of which is attached
as Schedule "B" and forms part of this by-law;
AND WHEREAS the proposed by-law came before Council of The Corporation of The
Township of Oro-Medonte for consideration at its meeting on the 25th day of November,
2009, and at that time Council received no notice of objection to the proposed road
closure or proposed sale of land from any party;
NOW THEREFORE the Council of the Township of Oro-Medonte hereby enacts as

BY-LAW NO. 2009-164
Being a By-law to authorize the execution of a
Tax arrears extension agreement
WHEREAS The Corporation of the Township of Oro-Medonte has registered on the 3155
day of March 2009 a tax arrears certificate against the land described in Schedule "A"
attached hereto and forming part of this By-Law.
AND WHEREAS Section 378 of the Municipal Act, 2001, S.O., 2001, C.25 as amended
provides that a municipality may by By-law authorize an agreement with the owner of such
land to extend the period of time, which the cancellation price payable on the land is to be
paid.
NOW THEREFORE the Council of the Corporation of the Township of Oro-Medonte
hereby enacts as follows:
1. THAT an agreement be entered into by the Corporation with the owner of the land
described in Schedule "A" to extend the time period in which the cancellation price
payable on this land is to be paid beyond March 3155, 2010.
2. THAT the agreement be substantially the same form and contain the same terms
and conditions as set out in Schedule "B" attached hereto and forming part of this by-
law.
3. THAT the Mayor and Clerk be authorized to enter into the agreement on behalf of
the Corporation.
4. THAT this By-law shall have effect immediately upon final passing.

BY-LAW NO. 2009- 164
THIS AGREEMENT made in triplicate the 251hday of November, 2009.
BETWEEN
THE CORPORATION OF THE TOWNSHIP OF ORO-MEDONTE
Hereinafter called the "Corporation"
-and
Hereinafter called the "Owner"
WHEREAS the owner is the owner of the land in the Township of Oro-Medonte
described in Schedule "A" attached hereto and forming part of this agreement.
AND WHEREAS the said land is in arrears of taxes on the13th day of November,
2009 in the amount of $17,810.09 and a tax arrears certificate was registered in the Registry
Office on the 31't day of March, 2009 in respect of the said land.
AND WHEREAS pursuant to Section 378 of the Municipal Act, 2001, S.O. 2001,
C.25 as amended a municipality may by By-law, authorize an extension agreement be
entered into by the Corporation with the landowner to extend the period of time in which the
cancellation price in respect to the said land is to be paid.
NOW THEREFORE THIS AGREEMENT WITNESSETH that in consideration of the
premises and of the covenants and obligations hereinafter contained, it is hereby agreed as
follows:
1. The Owner agrees to pay to the Corporation the amount of $ 10,100.OD on
November 30th,2009 and the sum of $375.00 (three hundred and seventy-five)
dollars monthly, commencing on the 31st day of December, 2009, to and including
the 31st day of December, 2014.
2. In addition to paying the amounts provided for in Clause 1, the Owner agrees to pay
all taxes levied on the land as they become due during the tenor of this Agreement.
3. Notwithstanding any of the provisions of this Agreement, the Municipal Act, 2001,
S.O. 2001, C.25, as amended, shall continue to apply to the collection and
enforcement of all tax arrears and all taxes except that the Treasurer and the
collector of taxes of the Corporation, without waiving the statutory rights and powers
of the municipality or of the Treasurer, shall not enforce collections of such tax
payments, except as set out in Clauses 1 and 2, during the time the Agreement is in
force so long as the Owner is not in default hereunder.
4. In the event the Owner defaults in any payments required by this Agreement, this
Agreement upon notice being given to the Owner by the Corporation, shall be
terminated and the Owner shall be placed in the position he or she was before this
Agreement was entered into. In the event of a default, this Agreement shall cease to
be considered a subsisting agreement on the day that the notice of termination is
sent to the Owner.
5. Immediately upon the Owner making all the payments required under paragraphs 1
and 2, this Agreement shall be terminated and, the Treasurer shall forthwith register
a tax arrears cancellation certificate in respect of the said land.
6. Notwithstanding the provisions of paragraphs 1 and 2, the Owner and any other
person may at any time pay the balance of the cancellation price and upon receipt of
the aforesaid payment by the Corporation, this Agreement shall terminate and the
Treasurer shall forthwith register a tax arrears cancellation certificate.
7. This Agreement shall extend to and be binding upon and ensure to the benefit of the
Parties and to their respective heirs, successors and assigns.

8. If any paragraph or part of paragraphs in this Agreement be illegal or unenforceable,
it or they shall be considered separate and severable from the Agreement and the
remaining provisions of the Agreement shall remain in force and effect and shall be
binding upon the Parties hereto as though the said paragraph or paragraphs or part
or parts of paragraphs had never been included.
Any notice required to be given to the Owner hereunder shall be sufficiently given if

BY-LAW NO. 2009-165
BEING A BY-LAW TO ESTABLISH AND REGULATE A FIRE DEPARTMENT
AND TO REPEAL BY-LAW NO. 2005-063 and 2006-071
WHEREAS Part II, Section 5 (0.1) of the Fire Protection & Prevention Act, 1997, S.O.
1997, c4, as amended, permits the Council of a municipality to establish, maintain and
operate a fire department for all or any part of a municipality;
AND WHEREAS Council of the Township of Oro-Medonte did, on the 15th day of June
2005, enact By-Law No. 2005-063, Being a By-Law to Establish and Regulate a Fire
Department;
NOW THEREFORE the Council of the Township of Oro-Medonte hereby enacts as
follows:
1. DEFINITIONS:
In this By-Law, unless the context otherwise requires:
a) "Approved" means approved by Council;
b) "Company", means a complement of fire department personnel operating one or
more pieces of fire apparatus or equipment under the direction of an officer;
c) "Corporation" means The Corporation of the Township of Oro-Medonte;
d) "Council" means the Council of The Corporation of the Township of Oro-
Medonte;
e) "Department" means the Oro-Medonte Fire and Emergency Services
Department;
f) "Fire Chief" means a Fire Chief appointed by by-law of the Council of The
Corporation of the Township of Oro-Medonte under subsection 6 (1), (2), or (4) of
the Fire Protection & Prevention Act;
g) "Deputy Fire Chief" means a person appointed by the Corporation to act on
behalf of the Fire Chief in the case of an absence or a vacancy in the office of the
Fire Chief;
h) "Fire Prevention Officer" means a person appointed to carry out the functions of
Fire Inspections, Investigations and oversee Public Education;
i) "Fire & Emergency Services Department" means the group of firefighters
authorized to provide fire protection services by the Township of Oro-Medonte;
j) "Fire Protection" means a range of services that provide protection to persons
and property, as outlined in Schedule "B" attached hereto and forming part of this
By-law;
k) "Fire Prevention" means a range of services that provide prevention education,
inspections and investigations to persons or property, as outlined in Schedule "B"
attached hereto and forming part of this By-law;
I) "Member" means any person employed in, or appointed to, the Oro-Medonte Fire
and Emergency Services Department assigned to undertake fire protection
services, and includes officers, full time, part time and volunteer firefighters;
m) "Volunteer Firefighter" means a firefighter who provides fire protection services
either voluntarily or for a nominal consideration, honorarium, training or activity
allowance.

2. FIRE AND EMERGENCY SERVICES DEPARTMENT
ESTABLISHED/CONTINUED:
A Department for the Township of Oro-Medonte to be known as the Oro-Medonte
Fire and Emergency Services Department is hereby continued and the head of the
department shall be known as the Fire Chief / Director of Fire and Emergency
Services.
3. ORGANIZATION OF DEPARTMENT:
a) The Department shall be organized as per Schedule "A" Organizational Chart,
attached hereto and forming part of this by-law;
b) In addition to the Fire Chief, Deputy Fire Chief and Fire Prevention Officer, the
department personnel shall consist of such number of officers, such as District
Chiefs, Captains and Firefighters as from time to time may be deemed necessary
by Council.
4. SERVICES PROVIDED BY THE FIRE & EMERGENCY SERVICES
DEPARTMENT:
As outlined in Schedule "B" attached hereto and forming part of this By-law.
5. DISCIPLINE:
Disciplinary measures exercised within the Fire and Emergency Services
Department shall conform to the discipline policies of the Corporation and the Fire
Protection and Prevention Act, 1997, as amended.
6. REMUNERATION:
The remuneration for all volunteer firefighters shall be determined by Council.
7. DUTIES AND RESPONSIBILITIES:
7.1 The Fire Chief/Director of Fire and Emergency Services shall be responsible for the
proper administration and operation of the Department, as outlined in his/her job
description; and
a) Shall take all proper measures for the prevention, control and extinguishment of
fires and the protection of life and damage to property;
b) Shall enforce all municipal By-laws respecting Fire Prevention;
c) Shall adhere to the provisions of the Fire Protection and Prevention Act, 1997, as
amended, and ensure compliance with all applicable By-laws, legislation,
statues, codes and regulations.
7.2 The Fire Chief/Director of Fire And Emergency Services recommends the
appointment of any qualified person as a member of the fire department, subject to
the approved hiring policies of The Township Of Oro-Medonte;
a) Persons appointed as members of the fire department to provide fire protection
services shall be on probation for a period of 12 months, during which period
they shall take such special training and examination as may be required by the
Department;
b) If a probationary member appointed to provide fire protection services fails any
such examinations or physical testing, the Fire Chief may recommend that he or
she be dismissed.

7.3Where the Fire Chief/Director of Fire and Emergency Services designates a member
to act in the place of an officer in the Fire and Emergency Services, such member,
when so acting, has all of the powers and shall perform all duties of the officer
replaced.
8. SERVICE OUTSIDE MUNICIPAL BOUNDARIES OR LIMITS:
The Department shall only respond to a call with respect to a fire or other emergency
outside the approved response areas of the municipality at the discretion of the Fire
Chief or by agreement and/or participation in the Simcoe County Mutual Aid Plan
and Program.
9. FEES:
a) The Fire and Emergency Services Department shall be authorized to implement
fees for services as prescribed by the Township of Oro-Medonte Fees and
Charges By-Law.
b) And shall be authorized to recover expenses incurred by such necessary actions
for The Corporation in the appropriate manner.
10.REPEALS:
That By-Law Nos. 2005-063 and 2006-071 are hereby repealed in their entirety.
11. FORCE AND EFFECT:
That this By-Law shall come into force and effect upon final reading.

SERVICES PROVIDED BY THE ORO-MEDONTE FIRE AND EMERGENCY
SERVICES DEPARTMENT:
The Oro-Medonte Fire And Emergency Services Department will provide the following
services:
a) Fire prevention, public fire safety education in schools, public functions and
organizations.
b) Fire extinguishing which includes, structural firefighting, fire control and property
conservation.
c) Fire Investigations, to determine the origin and causes of fires.
d) Fire Inspections on industrial, commercial and residential properties.
e) Pre-fire planning and fire safety plan assistance.
f) Protection of persons and property from injury or destruction by fire.
g) Salvage operations.
h) Ice water rescue.
i) Hazardous materials response and containment (awareness level).
j) Motor vehicle collisions and extrication.
k) Emergency precautionary standby.
1) Emergency response and control of wild-land urban Interface fires.
m) Emergency fire alarm response.
n) Response to any request that the Fire and Emergency Services deems an
emergency, including but not limited to Carbon Monoxide alarms, and Gas
Detection.
o) Lost persons, animals in peril, search and rescue, recovery.
p) Confined space rescue, entrapment rescue.
q) Heavy equipment and farm rescue type calls.
r) Service type calls as deemed necessary by the Fire Chief or designate, including but
not limited to, burning complaints, odour investigations, public inquiries regarding
Fire Safety or prevention.
s) Emergency Management control and response to public evacuation and relocation.
t) Airport Emergency Standby, Response and Rescue.

WHEREAS authority to enter into Site Plan Control Agreements is provided for in
Section 41 of The Planning Act, R.S.O., 1990, c. P. 13, as amended, and Council
deems it necessary to enter into a Site Plan Control Agreement on the lands described
herein;
AND WHEREAS By-Law No. 2009-062, a By-Law to Designate Areas of the Township
as Site Plan Control Areas, was passed by Council for the Township of Oro-Medonte,
pursuant to the provisions of The Planning Act, R.S.O., 1990, c. P. 13, as amended;
AND WHEREAS the lands referred to in this By-Law are subject to Site Plan Control,

2. THAT the Mayor and Clerk are hereby authorized to execute the Site Plan Control
Agreement on behalf of the Corporation of the Township of Oro-Medonte;
3. THAT the attached Appendix "A" and Schedules "A, B, C and D" shall form part of
this By-Law;
4. THAT this By-Law shall take effect on the final passing thereof.

SITE PLAN CONTROL AGREEMENT
This Agreement made, in triplicate, this 25'h day of November 2009, in accordance
with Section 41 of the Planning Act.
BETWEEN: SOLEX ENTERPRISES INC
Hereinafter called the "Owner"
PARTY OF THE FIRST PART
-and-
THE CORPORATION OF THE TOWNSHIP OF ORO-MEDONTE
Hereinafter called the "Township"
PARTY OF THE SECOND PART
WHEREAS the Owner has applied to the Township of Oro-Medonte to permit to permit
the construction of a second commercial building for storage and fabrication on lands
described in Schedule "A", attached hereto;
AND WHEREAS the Township has enacted a By-law to provide for the designation of the
lands as a "Site Plan Control Area";
AND WHEREAS the Owner intends to develop the lands in accordance with the Site Plan
attached hereto as Schedule "B";
NOW THEREFORE This Agreement Witnesseth THAT in consideration of the mutual
covenants hereinafter contained, the parties hereto hereby covenant and agree as
follows:

1. COVENANTS BY THE OWNER
The Owner covenants and agrees as follows:
a) The Owner owns the subject lands described in Schedule "A", attached hereto,
and has provided the Township with a Registered Deed containing the legal
description of the subject lands.
b) This Agreement may be registered against title to these subject lands and shall
take priority over any subsequent registrations against the title to the subject lands.
G) No work shall be performed on the lands, nor any use made of the subject lands
with respect to the proposed development, except in conformity with all the
provisions of this Agreement.
d) The Owner shall, prior to the execution of this Agreement, obtain all necessary
permits and approvals from the Township and from all Ministries and Agencies,
including, but not limited to, the County of Simcoe.
e) The Owner shall, prior to the execution of this Agreement, pay all municipal taxes
and charges related to obtaining the approval of these lands for the intended use.
The Owner shall pay a refundable deposit for such reasonable costs as maybe
involved to the Township in having its solicitor, engineer, planner and staff, perform
any work in connection with this Agreement, including the preparation, drafting,
execution, and registration of this Agreement. The Owner acknowledges and
agrees that the Owner shall be responsible for the cost of performance of all the
Owner's obligations hereunder, unless the context otherwise requires. Every
provision of this Agreement, by which the Owner is obligated in any way, shall be
deemed to include the words "at the expense of the Owner", unless specifically
stated otherwise. The refundable deposit for expenses and actual cost shall be
N/A. The Owner shall replenish the refundable deposit, to its full amount, when
the expenses and actual costs are submitted by the Township.
g) The Owner shall have delivered to the Township, all Transfers/Deeds, Discharges
and Easements, or other documents required by Schedule "C", as well as
certification from the Owner's solicitor that the Transfer/Deeds and Easements
shall provide the Township with good title, free and clear from all encumbrances.
h) The Owner agrees that prior to issuance of a Building Permit, a Sewage System
Permit approval must be received by the Township/Ministry of the Environment.
2. COVENANTS BY THE TOWNSHIP
The Township covenants and agrees as follows:
a) That the Township has enacted a By-law to permit the construction of a second
commercial building for storage and fabrication as described on the Site Plan.
b) That the Township agrees that subject to compliance by the Owner with all
relevant Municipal By-laws and Provincial Statutes and Regulations, the Owner
may proceed to develop the subject lands, as indicated on the Site Plan attached
hereto as Schedule "B", subject to the development restrictions contained herein.

3. DEVELOPMENT RESTRICTIONS
The Parties hereto acknowledge and agree that any use of the subject lands by the
Owner shall be on and subject to the following terms and conditions:
a) Site Plan
The use and development of the subject lands shall be in accordance with and as
set out on the Site Plan, attached hereto as Schedule "B".
b) Liahtinq
All lighting systems installed outside, such as floodlights, shall be directed away
from any adjacent residential use and/or roadway, not to cause interference in any
way.
C) Parkins Areas and Drivewavs
All parking areas and driveways shall be constructed in conformity with Sections
5.19 and 5.20 of By-law No. 97-95, as amended, and the Ontario Building Code
Regulation #419/86, and such parking areas, loading, and access areas shall be
kept free and clear of snow and ice and kept adequately drained. The Owner
agrees to obtain all necessary approvals from the Ministry of Transportation,
County of Simcoe and Township of Oro-Medonte.
d) Accessorv Outdoor Storaae
Accessory outdoor storage is permitted in accordance with the provisions in the
Township's Zoning By-law 97-95, as amended.
e) Garbaae Storaae
The Owner agrees to provide suitable storage areas for garbage and waste,
and to install and maintain litter containers in and around
development on the lands.
f) Garbaae Collection
The Owner acknowledges and agrees that any Industrial, Commercial and
Institutional (I. C. & 1) and multi-unit locations (six (6) units and over) will not
receive curb side waste collection services from the County of Simcoe. Each I. C.
& I location and multi-unit residential location will be responsible for their own
garbage and recycling disposal.
g) Landscaping
The Owner shall complete all landscaping and landscaped areas shown on the
Site Plan, attached as Schedule "B", as soon as weather permits, and all grading
and sodding required, according to any Engineering drawings submitted, shall be
done on all lawn areas.
h) Erosion and Siltation Control
The Owner must take all necessary precautions to prevent erosion and
sedimentation of ditches and culverts, slopes, etc., within the Site Plan, and
downstream prior to and during construction. The Owner agrees to maintain all
erosion and siltation control devices in good repair until vegetative cover has been
successfully established.
Ministrv of Transoortation Aooroval
The Owner will obtain written approval from the Ministry of Transportation prior to
applying for a Zoning Certificate and Building Permit.

4. DEVELOPMENT CHANGES
The parties acknowledge and agree that there shall be no changes to this Agreement or
the Schedules attached hereto, unless and until such changes have been approved by all
parties. It is the intention of the parties that material amendments to this Agreement be
properly recorded. Such amendments may take the form of a registered Amending
Agreement, an unregistered Agreement, exchange of correspondence, Memorandum of
Confirmation, or notations on Engineering drawings. The nature of such record of
amendment shall depend on circumstances.
5. SECURITY
Prior to signing the Agreement, the Owner will deposit, with the Treasurer of the
Township, to cover the faithful performance of the obligations of the Owner arising under
this Agreement, including but not limited to the construction of the works and services
identified in Schedule "D" to this Agreement (the "said Work"), the following securities:
a) Cash in the amount of one hundred percent (100%) of the estimated cost of the
said work, as approved by the Township Engineer and Township Council, or:
b) An irrevocable Letter of Credit from a chartered bank, issued in accordance with
the requirements of Schedule "E", with an automatic renewal clause in the amount
of one hundred percent (100%) of the estimated costs of the said works, and as
approved by the Township Engineer. The Letter of Credit shall be for a minimum
guaranteed period of one (1) year, or such time as the Township decides, and
shall be renewed automatically, as necessary, thirty (30) days prior to expiration.
c) The Township reserves the right to accept or reject any of these alternative
methods of providing securities. Prior to depositing the securities, the Owner's
Engineer shall submit an estimate of the cost of the works to the Township
Engineer for approval. When the cost estimate has been approved, it will be set
out in Schedule °D" of this Agreement and will become the basis for the limits of
the securities.
d) Any Letter of Credit or security filed with the Township is based upon the estimated
cost of completing the various matters prescribed by this Agreement. However, all
Letters of Credit and security received by the Township may be used as security
for any item or any other matter which, under the terms of this Agreement, is the
responsibility of the Owner, including without limiting the generality of the
foregoing, payment of engineering, legal, planning or other costs incurred by the
Township, which are the responsibility of the Owner, under the terms of this
Agreement.
e) Upon written notification by the Owner's agent, certifying that all required works
for which the Letter of Credit was submitted have been completed in accordance
with the plans submitted and upon confirmation by the Township or its agent that
the Owner's obligations under this Agreement have been completed, the
Township will return said Letter of Credit.
f) If in the event of default of the Owner under any of the provisions of this
Agreement, it becomes necessary for the Township to realize on its security or
deposits, then the Township shall give, by registered mail, twenty-one (21) day's
notice, its intent to draw down on the security or deposit.
6. COMPLIANCE
Any action taken by the Township or on its behalf, pursuant to this Agreement, shall be in
addition to and without prejudice to any security or other guarantee given on behalf of the
Owner for the performance of its covenants and agreements herein, and upon default on

the part of the Owner hereunder, the Township shall, in addition to any other remedy
available to it, be at liberty to utilize the provisions of Section 466 of the Municipal Act,
2001, S.O. 2001, c. 25, as amended.
7. CO-OPERATION
The Owner consents to the registration of this Agreement by the Township, upon the title
of the subject lands, at the expense of the Owner and agrees to execute such further and
other documents, consents or applications, as required, for the purpose of securing
registration and giving effect to the provisions of this Agreement.
8. BINDING EFFECT
This Agreement, and everything contained herein, shall be binding upon the successors
and assigns of the parties hereto, and upon the lands described in Schedule "A", attached
hereto, such Schedule being a legal description of the lands, and it is further agreed that
this Agreement shall be prepared, approved and registered on title.
9. SEVERABILITY OF CLAUSES
Should any section, subsection, clause, paragraph, or provision of this Agreement be
declared by a Court of competent jurisdiction to be invalid, the same shall not affect the
validity of the Agreement as a whole or any part thereof, other than the provision so
declared to be invalid.
10. SAVE HARMLESS
The Owner, on behalf of itself, its successors and assigns, agrees to indemnify and save
harmless, the Township from and against any and all claims, suits, actions and demands
whatsoever, which may arise either directly or indirectly by reason of any work or service
performed by the Township, its servants or sub-contractors in order to complete the work
or services required to be completed under this Agreement, provided the subject matter
of such action, suits, claims or demands was not caused intentionally or through gross
negligence on the part of the Township, its servants or agents or sub-contractors.

DEEDS AND EASEMENTS TO BE CONVEYED
All title documents shall be properly drawn and executed by the parties, with the
appropriate Lot or Block Number inserted in the description of the document, and the
registered Plan Number shall be left blank, to be inserted by the solicitors for the parties
after the Plan is registered and a Plan Number assigned.
The consideration for all conveyances shall be the sum of Two Dollars /52.001 and the
cost of preparation, execution and registration thereof, shall be borne by the Owner.
All documents to be registered shall be prior approved by the solicitor for the Township.

BY-LAW NO. 2009-154
BEING A BY-LAW TO CONFIRM THE PROCEEDINGS OF THE
COUNCIL MEETING HELD ON WEDNESDAY, NOVEMBER 25, 2009
THE COUNCIL OF THE CORPORATION OF THE TOWNSHIP OF ORO-
MEDONTE HEREBY ENACTS AS FOLLOWS:
1. THAT the action of the Council at its Council Meeting held on Wednesday,
November 25, 2009, and in respect to each Motion, Resolution and other actions
passed and taken by the Council at its said Meeting is, except where prior
approval of the Ontario Municipal Board is required, hereby adopted, ratified and
confirmed.
2. THAT the Mayor and the proper Officials of the Township are hereby authorized
and directed to do all things necessary to give effect to the said action or to
obtain approvals where required and to execute all documents as may be
necessary on behalf of the Council of the Corporation of the Township of Oro-
Medonte. And, the Clerk is hereby authorized and directed to affix the corporate
seal to all said documents.
