1. OPENING OF MEETING BY THE MAYOR
In the absence of Mayor H.S. Hughes, Deputy Mayor Hough assumed the
Chair and called the meeting to order.
2. ADOPTION OF AGENDA
a) Motion for Adoption.

Be it resolved that the agenda for the Special Council meeting of
Wednesday, October 28, 2009 be received and adopted.

3. "DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL
NATURE THEREOF - IN ACCORDANCE WITH THE ACT"
None declared.
4. PUBLIC MEETINGS:
a) Proposed Amendment to the Zoning By-Law, East Part of Lot 15,
Concession 9, 592 15/16 Sideroad (Willette & Smith).
Deputy Mayor Hough called the meeting to order at 6:02 p.m. and explained
the public meeting has been called under the authority of the Planning Act,
Section 34, R.S.O. 1990 c.P.13, to obtain public comment with respect to a
proposed Amendment to the Zoning By-law, Application 2009-ZBA-15
(Willette & Smith), East Part of Lot 15, Concession 9, municipally known as
592 15/16 Sideroad East (Formerly within the Township of Oro) Township of
Oro-Medonte.
Notice of the Public Meeting was mailed to landowners within 120m (400
feet) of the specified site on October 8, 2009 and posted on a sign on the
subject property on the same date.
The following correspondence was received at the meeting: Simcoe County
District School Board dated October 15, 2009.
Steve Farquharson, Intermediate Planner, explained the purpose and effect of
the proposed Amendment. A Power Point presentation was presented.
The following public persons offered verbal comments with respect to the
proposed Amendment: Nathan Willette, Laurie Smith.
Deputy Mayor Hough advised that written submissions will be received at the
Township office until until November 4, 2009 and that no additional
deputations to Council will be permitted with respect to the proposed
amendment.
A digital recording of the meeting is available for review at the Township
Administration Centre, 148 Line 7 South.
There being no further comments or questions, the meeting adjourned at 6:14

16, (Radio Com/Telequip).
Deputy Mayor Hough called the meeting to order at 6:15 p.m. and explained
the public meeting has been called under the authority of the Planning Act,
Section 34, R.S.O. 1990 c.P.13, to obtain public comment with respect to a
proposed Amendment to the Zoning By-law, Application 2009-ZBA-16
(Radio Com/Telequip), Part of Lot 4, Concession 4, municipally known as
2764 Line 4 North, (formerly within Township of Oro), Township of Oro-
Medonte.
Notice of the Public Meeting was mailed to landowners within 120m (400
feet) of the specified site on October 6, 2009 and posted on a sign on the
subject property on October 8, 2009.
The following correspondence was received at the meeting: Simcoe County
District School Board dated October 15, 2009.

Amendment. A Power Point presentation was presented.

Deputy Mayor Hough called the meeting to order at 6:25 p.m. and explained
the public meeting has been called under the authority of the Planning Act,
Section 34, R.S.O. 1990 c.P.13, to obtain public comment with respect to a
proposed Amendment to the Zoning By-law, Application 2009-ZBA-17
(Hunter), Part of Lot 17, Concession 4, municipally known as 5696 Line 4
North, (formerly within Township of Medonte), Township of Oro-Medonte.
Notice of the Public Meeting was mailed to landowners within 120m (400
feet) of the specified site on October 8, 2009 and posted on a sign on the
subject property on the same date.
The following correspondence was received at the meeting: Nottawasaga
Valley Conservation Authority dated October 21, 2009; Simcoe County
District School Board dated October 15, 2009.
Steven Farquharson, Intermediate Planner, explained the purpose and effect
of the proposed Amendment. A Power Point presentation was presented.
The following public persons offered verbal comments with respect to the
proposed Amendment: None.
Deputy Mayor Hough advised that written submissions will be received at the

deputations to Council will be permitted with respect to the proposed
amendment.

a) Report No. DS 2009-68, Andria Leigh, Director of Development Sevices, re:
Plan of Subdivision and Zoning By-Law Amendment 2008-SUB-02 and
2008-ZBA-14 (Lake Simcoe Aeropark), West Half of Lots 18 and 19,
Concession 8 (Oro).

Be it resolved that
1. Report DS 2009-068, Andria Leigh, Director of Development Sevices,
re: Plan of Subdivision and Zoning By-law Amendment for Lake Simcoe
Aeropark, West Half of Lots 18 and 19, Concession 8 (Oro), Township
of Oro-Medonte, be received and adopted.
2. And Further That Plan of Subdivision Application 2008-SUB-02 and
Zoning By-law Amendment Application 2008-ZBA-14 for Lake Simcoe
Aeropark, West Half of Lots 18 and 19, Concession 8 (Oro), Township
of Oro-Medonte, proceed to a Statutory Public Meeting in accordance
with the provisions of the Planning Act only after a revised draft plan
which identifies the two phases and corresponding addendum reports
are received by the Township.
Carried.
b) Report No. DS 2009-64, Glenn White, Manager of Planning Services, re:
Proposed Plan of Subdivision Application 2004-SUB-02, Robert White
(Thatcher) - Moonstone Road East, Part of Lot 15, Concession 9
(Medonte), Township of Oro-Medonte.

Be it resolved that
1. Report DS 2009-064, Glenn White, Manager of Planning Services, re:
Draft Plan of Subdivision Application 2004-SUB-02 for Robert White
(Thatcher), Part of Lot 15, Concession 9, (Medonte), Township of Oro-
Medonte, be received and adopted.
2. That cash-in-lieu of parkland as part of the subdivision approval
process be accepted.
3. That Draft Plan Approval to the lands proposed to be subdivided by
Robert White (Thatcher) and the draft plan conditions set out in.
Attachment #2 to Report No. DS 2009-064 be approved.
4. And Further That the applicant be advised of Council's decision.

c) Memorandum correspondence dated October 28, 2009 from Andria Leigh,
Director of Development Services, re: Status - Planning Applications.

Be it resolved that the memorandum correspondence dated October 28, 2009
from Andria Leigh, Director of Development Services, re: Status - Planning
Applications be received.
Carried.
Council recessed at 5:25 p.m. and resumed at 6:00. Item 4 was dealt with
at this time.
Mayor H.S. Hughes assumed the Chair.
6. CONFIRMATION BY-LAW
a) Being a By-Law to Confirm the Proceedings of the Special Council Meeting Held
on Wednesday, October 28, 2009.

Be it resolved that a By-Law to confirm the proceedings of the Special Council
meeting held on Wednesday, October 28, 2009 be introduced and read a first and
second time and numbered By-Law No. 2009-140.
Carried.
That By-Law No. 2009-140 be read a third time and finally passed, be engrossed
by the Deputy Clerk, signed and sealed by the Mayor.
Carried.
