a) 8:00 p.m. Public Meeting, Official Plan Review.
The purpose of the proposed amendments to the Official Plan is to complete
a conformity exercise to ensure the Township's Official Plan is consistent with
the Provincial Policy Statement (2005), the Province's Places to Grow Growth
Plan (2006), and the County of Simcoe Official Plan (adopted November
2008) and to provide Council with the most appropriate policies for directing
growth and change for the next 20 years.
Deputy Mayor Hough called the meeting to order at 8:05 p.m. and explained
the public meeting has been called under the authority of the Planning Act,
Sections 17 and 22, R.S.O. 1990 c. P.13, to obtain public comment with
respect to proposed Amendments to the Official Plan in order to complete a
conformity exercise to ensure the Township's Official Plan is consistent with
the Provincial Policy Statement (2005), Places to Grow Growth Plan (2005-
6), and the County of Simcoe Official Plan (adopted November 2008).
Notice of the Public Meeting was posted on the Township website on May 22
2009 and was posted in the June issue of the North Simcoe community
news.
The following correspondence was received at the meeting: Douglas
Downey, on behalf of Lewis Downey Tomosky Lassaline & Timpano.
Andria Leigh, Director of Development Services, explained the purpose and
intent of tonight's meeting and the requirement for the Official Plan Review. A
Power Point presentation was presented.
The following public persons provided input in respect to the Official Plan
review process: Gord Roehner, Jim Woodford, Jerry Young.
Deputy Mayor Hough advised that written submissions will be received at the
Township office
A digital recording of the meeting is available for review at the Township
Administration Centre, 148 Line 7 South.
There being no further comments or questions, the meeting adjourned at 9:00
p.m.

REF: Township of Oro-Medonte Submission -Simcoe Area: A Strategic Vision for Growth
The Township of Oro-Medonte is a primarily rural municipality located between the Cities of Barrie and Orillia
along the north shoreline of Lake Simcoe. The Township in the preparation of the first Official Plan for Oro-
Medonte began in July 1995 and resulted in a vision of the municipality which recognized: the location and
importance of the environmental features and natural resources of the Township, the rural character of the
area, the socio-economic characteristics of the area; and the needs of present and future residents. In July
2001, the Township initiated a review of the Official Plan to ensure the policies of the Plan clearly articulated
the desire to protect the Township's natural features and related ecological functions for future generations.
The Plan was intended to provide the basis for managing change in the Township to the year 2023. With the
adoption of the County of Simcoe Official Plan in November 2008, and the requirement for the Township to be
consistent with Provincial legislation including the Provincial Policy Statement and the Places to Grow Growth
Plan, the Township is proceeding with a review of their Official Plan anticipating a completion in June 2010.
The Township's Official Plan contains a number of policy directions and designations which have a direct
influence on the comments being submitted to the Province in regard to the Simcoe Area: Strategic Vision for
Growth which were discussed with Ministry and County representatives at a meeting on August 13, 2009.
The Strategic Vision for Growth in Simcoe is based on a five guiding principles including: Sustainable Growth
in the Simcoe Area; Protection of the Lake Simcoe, Nottawasaga River, and Severn watersheds; Promoting
intensification and revitalization of existing cities and towns; creation of a diverse economic base; and
co-ordination of growth with infrastructure investment. While the Township wishes to indicate their support
these guiding principles, there are specific concerns with the potential impacts of their implementation within
Oro-Medonte as follows:
Population Allocation -
Table 2: Population Allocations identifies a proposed Provincial allocation of 27.000 to the Township of
Oro-Medonte to 2031, this is a reduction in the current population allocation of 1100. The Township is
concerned with this reduction in allocation based on existing registered and draft plan approvals and the
identification in the Township's Official Plan of two identified growth areas: Craighurst and Hawkestone which
are intended to develop as complete communities consistent with provincial direction. The Township through
it's Official Plan review will need to reduce lands currently designated in settlement areas in order to achieve
the proposed reduction in allocation identified by the Strategic Vision. While the Township appreciates that
each municipality in Simcoe County will be providing submissions in regard to obtaining increased allocations;
The Township would request that the Province not consider further reductions in the Township's allocation

given these allocations provide the Township with the ability to plan for development to occur consistent with
the provincial directions.
In addition, given the Township's proximity to Lake Simcoe and Bass Lake and the close proximity to the GTA,
the Township has a number of seasonal units and allocation which are not identified in the proposed
population allocation. The Township has historically seen an increase in the conversion of these units from
seasonal to year round occupancy which would therefore affect the population allocation provided to the
Township without any additional permissions being required from the Township. This seasonal conversion has
the ability to further restrict the reduced allocation being suggested by the Province.
Strategic Employment Areas -
Figure 1 of the Strategic Vision identifies a "Highway 11 Employment District in Simcoe County Official Plan
(not approved)" which are identified as being of local importance and are intended to be recognized through a
proposed growth plan amendment (Page 19). The Economic District within Oro-Medonte is the Lake Simcoe
Regional Airport and the surrounding lands that have been designated in the Township's Official Plan since its
preparation in 1995 for airport-related Industrial development. The Township would propose the following in
regards to the permitted uses identified for these lands: airport facilities and accessory uses, airport related
manufacturing, assembly, maintenance, processing, fabrication, storage and/or warehousing uses, research
establishments, business offices, and wholesaling establishments. In regard to a more detailed identification of
the lands subject to the "Highway 11 Employment District" attached is a map (See Attachment #1) proposing a
suggested boundary for this District.
Edgar Special Policy Area -
The Township through their Official Plan has designated lands within the "Edgar Special Policy Area" as shown
on the attached map (See Attachment #2) this is the site of the former Edgar Occupational Centre which was
owned and operated through the Province. The lands are currently proceeding through a process with the
Ontario Realty Corporation to consider the potential re-development of these lands consistent with the previous
community structure which existed on the site. These lands are not located within an identified settlement
while providing a number of the amenities and features associated with a completed community. The
Township is seeking assurance form the Province of their support for the ability for ORC to continue with this
endeavor and the co-ordination between the various provincial ministries.
Craighurst Settlement Area -
The Township through their Official Plan designated Craighurst a one of the settlements within the Township
identified for future growth and have proceeded with the adoption of a Secondary Plan which provides the
ability for this currently partially services community to proceed with additional development on the basis of full
municipal services and the provision of a range of services and amenities in the development of a complete
community consistent with provincial direction. The Secondary Plan was adopted on the basis of the alternate
density target established in the adopted County Official Plan of 32. The Strategic Vision (page 21) identifies
that the Minister may permit an alternative target to recognize municipalities with few and small settlement
areas and lower forecasted growth, the Township is seeking confirmation from the Province in regard to their
support of the alternate density target established through the adopted County of Simcoe Official Plan.
Recreation and Tourism Development -
The Strategic Vision provides direction that municipal official plans are to provide appropriate planning
direction and limits on development associated with tourism and recreational activities. The Township
contains a number of recreation and tourism facilities including Horseshoe Valley Resort. Horseshoe Valley
Resort was purchase recently by Skyline International Development with the intent to proceed with
development of the resort lands for a major resort commercial and residential development. As Horseshoe
Valley is an identified settlement within the Township's Official Plan (See Attachment #2), The Township is

seeking clarification the policies within the Township and County Official Plans which would support the
recreation based development of this area would be supported through the Strategic Vision for Growth.
We would be pleased to meet further with Provincial representatives to discuss further at their convenience.
We look forward to additional consultations in regard to proposed amendments to the Strategic Vision and
future amendments to the Growth Plan.
