Dear Colleagues;
The Lake Simcoe Region Conservation Authority is getting set to co-ordinate a funding program to assist watershed
municipalities that are undertaking stormwater management projects (retrofits or new installations) and are wanting to
initiate innovative low impact development best management practices within their respective communities. Low
Impact Development (LID) has emerged as a highly effective and attractive approach to controlling stormwater
pollution and protecting developing watersheds and already urbanized communities. LID is an innovative,
ecosystem-based approach to land development and stormwater management. By incorporating these integrated best
management practices as part of new and existing developments your municipality will conserve natural areas,
minimize development impacts, and maintain site runoff rates.
As we prepare to finalize this funding program, utilizing federal and provincial grants, we are very interested in knowing
what types of stormwater management projects your municipality has underway or planned for completion by March
31, 2010. Some examples of projects that we would like to assist with are:
• stormwater re-use\recycling;
• reconnecting floodplains\linear Stormwater management facilities;
• engineered ditches\grassed swales and wetlands;
• green roofs and rooftop storage;
• unique, innovative retrofits;
• soak away pits, infiltration galleries and permeable pavement;
• bioretention areas;
• oil\grit or hydrodynamic separators; and
• exfiltration systems and storage pipes.
LSRCA staff look at this as an exciting opportunity to work with our municipal partners to incorporate low impact
development best management practices into the myriad of infrastructure projects that have been announced recently
throughout the Lake Simcoe watershed. As mentioned above we are currently looking at projects that are underway or
planned for completion by March 31, 2010, however we are also very interested in learning more about future projects
that are planned in your respective municipalities to determine how these funds may be utilized over the next few
years.
It is our intention to continue working with the Ministry of Environment on the details regarding this funding program
over the next few weeks and get back to you with more detailed information on project eligibility and funding criteria.
In the meantime please forward your list of projects so that we can begin compiling a list for consideration.

COUNT ME IN MAYOR'S CONSERVATION CHALLENGE
Sorry if you've already received this earlier notice, and the AMO announcement. The
previously announced event was cancelled at the last minute because of local tragic
circumstances.
There are two quick things you might consider:
1. Tell me that your municipality is going to participate in this friendly provincial
competition; and
2. Get to a phone (even if you're at FCM) if you can this Wednesday (instructions
follow).
Many municipalities are already working on their own conservation strategies. August
14th could be considered a mid-term exam of the strategies in place. With the partners
already in place, and a level playing field that doesn't favour larger vs smaller
communities, it can be a fun event. It certainly has been for Woodstock over these five
years.

conservation challenge among communities in Ontario under the banner of the Count
Me In! Community Challenge. We're doing this with OPA, AMO, EDA and IESO.
The new date for our public announcement is next Wednesday, June 3rd, and I'd really

Dear Municipal Partner,
Please see the attached letter requesting your participation in the 2010 Tree Seedling Distribution Program. We are not
requesting funding support from the municipality. However, if you wish to have the program promoted to your
residents, we will require a minor commitment of staff time and some support for getting notices about the program
out to the residents. The requested support is outlined in the attached letter.
The 2009 program was very successful with five municipalities in the Severn Sound area participating. Over 11,000 tree
seedlings were distributed to residents at four distribution locations. Continued interest in planting more trees next year
was expressed by many of the residents.
We want to thank Al Winters and the North Simcoe Stewardship Board for their continued financial support and their in-
kind support during the 2009 Distribution Program.

RE: TREE SEEDLING DISTRIBUTION PROJECT - MUNICIPAL
PARTICIPATION IN 2010
Over the past three years, Severn Sound Environmental Association (SSEA) and North
Simcoe Stewardship have partnered with the Townships of Tay, Tiny, and Oro-Medonte,
and the Towns of Penetanguishene and Midland to provide local residents with
reasonably priced, native tree seedlings for spring planting. The objective of the project is
to promote tree planting by residents in the Severn Sound area, improving environmental
health and increasing tree cover.
The project has been very successful: in the past three years, over 35,000 tree seedlings
were purchased and planted by residents of the participating municipalities. The 2009
final report on the program (attached) recommends that the program be offered to
participating municipalities again for spring 2010.
At this time, SSEA would like to determine if your municipality is interested in
participating in the 2010 Tree Seedling Distribution Project. There is no direct funding
required from the municipalities to SSEA; however, municipal partners will be
responsible for assisting with project promotion and some aspects of project
implementation.
SSEA will be responsible for:
■ Ordering tree seedlings and coordinating seedling pick-up with the nursery.

Participating Municipal partners will be responsible for:
■ Providing the information/pricing sheet to residents via their tax bill or another
suitable municipal mailing at an appropriate time for the tree distribution program
(November 2009). Municipalities may also choose to promote the program at
municipal offices, on their websites or in the local media. Promotional materials
should be distributed to landowners by December 2009, to allow landowners
sufficient time to place their orders before the proposed January 29, 2010
deadline.
■ Mailing receipts and pick-up instructions (prepared and provided by SSEA) in
late March/early April 2010 to participating residents.
■ Providing a suitable facility (e.g. roads garage) for the distribution location. The
distribution location needs to be cool, indoors, and secure, with sufficient space to
store tree orders for a few days.
■ Providing assistance with pick up, sorting, and distribution of tree seedlings.
o Bulk order seedling nick-un from the nurserv (approximately '/2 day):
Several vehicles will be required, including SSEA vehicle(s); each
municipality may need to send one truck and driver.
o SortinLy bulk order into individual landowner orders (approximately '/z
day): Tree seedlings are typically picked up from the nursery and sorted
one day prior to the distribution day.
o Distribution of tree orders (approximately 3/4 day): The distribution day is
anticipated to be a Saturday in either late April or early May; the precise
dates will be determined in March; weather conditions determine when
seedlings can be harvested and packaged by the nursery.

Tree Seedling Distribution Project
SSEA Final Report - May 2009
Background
Severn Sound Environmental Association (SSEA), North Simcoe Stewardship (NSS), and
the Townships of Tay, Tiny, Oro-Medonte and the Towns of Midland and Penetanguishene
partnered together to provide local residents of the five municipalities with reasonably
priced, native tree seedlings for planting in the spring of 2009. The objective of the project
was to promote planting native tree species in the Severn Sound area.
SSEA coordinated the program, ordering the seedlings, providing promotional materials to
the municipalities, receiving seedling orders and payment from residents, and coordinating
the pickup and distribution of tree seedlings.
Results
Nurserv SeedlinE Order
The preliminary bulk tree seedling order was placed with the nursery in mid-August 2008.
The nursery has a large demand for seedlings, and some species and quantities requested
were not available, despite the fact that the order was placed almost nine months in advance
of the distribution date. The bulk seedling order was finalized with the nursery in March
2009, following the tree order deadline for residents.
Promotion
In January 2009, SSEA produced a one-page promotional sheet for each participating
municipality (Appendix A) that included a species and price list. Each municipality was
responsible for determining how to best distribute the information to residents.
Municipalities typically included the promotional sheet with tax bills, or mentioned the
program in a newsletter or newspaper; information was also posted on municipal and SSEA
web-sites. In addition, SSEA directly emailed past project participants to notify them the
program was being offered again in 2009.
SSEA also prepared more detailed information, including answers to `Frequently Asked
Questions' to assist landowners in selecting species, planning for tree planting, and
handling and planting trees. This information (Appendix B) was posted on the SSEA web-
site.
The prices charged to residents for seedling trees varied according to species, but were
reasonable (Appendix A).

Landowner Seedling Orders
SSEA accepted seedling orders by email or by telephone, to allow verification that the
seedlings would be available from within our bulk seedling order.
Response to the 2009 Tree Distribution Project was very good. In total, 225 participants
purchased 11,040 trees and shrubs of nine different species (Table 1). Many of the species
offered sold out just before the tree order deadline (February 27`n, 2009). General
information on demand for additional species and quantities was tracked to help estimate
seedlings that should be preordered in the future.
When seedling orders were placed, approximately 90% of the participants provided an
email address for correspondence about the program. Having email addresses enabled
SSEA to quickly provide order confirmation information to participants, as well as send out
reminders about the pick up day.
Generally, larger orders of 100 trees or more were primarily composed of conifer species
(pine, spruce, fir and cedar), which are likely being used for reforestation efforts. Smaller
orders usually contained a larger proportion of hardwood trees and shrubs, which the
landowner may be using for ornamental and/or wildlife habitat enhancement purposes.
In March, SSEA generated receipts and pickup instructions for each order, which were
mailed to participants by the municipalities in early April.
SSEA received seedling orders from landowners in other North Simcoe municipalities,
including the Townships of Severn and Georgian Bay. By pre-arrangement, these residents
picked up their seedlings from a location in one of the participating municipalities, since
there was no designated distribution location in the Townships of Severn or Georgian Bay.
Demand for tree seedlings continued for weeks following the order deadline; email
addresses were tracked for disseminating information on a 2010 Tree Distribution Program.
Seedlinu Pickup, Sorting & Distribution
The bulk tree seedling order was picked up on May 15` by SSEA staff (one van, on pickup
hock), and one pickup truck each from North Simcoe Stewardship, Town of Midland,
Township of Tay, and Township of Tiny. There were 85 large bags of seedlings in the bulk
order, and there was adequate room in the six vehicles to transport the entire order in one
trip.
Volunteers, SSEA, NSS and municipal staff sorted the seedlings into individual landowner
orders at the Township of Tay Roads Garage in Victoria Harbour in the afternoon on May
1". Orders for each municipality were then transported to the designated pickup locations
by municipal staff.
The distribution day was May 2„ d. In terms of the tree seedlings, this timing was perfect -
the nursery was able to harvest the trees to meet the deadline, and the majority of the trees
were still dormant (i.e., most hardwood species were not leafing out), which is optimal for
handling and transportation.

A joint pickup location for Midland and Penetanguishene residents was used, with the idea
that the pickup location would alternate between the two municipalities each year; Oro-
Medonte, Tiny, and Tay each used a facility in their own municipality to reduce travel time
for residents (Table 2).
On distribution day, participants were provided with a Tree Planting Tips sheet (Appendix
C).
Expenses Compared to Revenue
The main expenses SSEA incurred for the 2009 project were staff time (processing seedling
orders and project coordination), tree seedlings, mileage/vehicle costs, printing expenses,
and materials (i.e., tree bags for packaging individual orders); sources of revenue included
NSS funding, and proceeds from tree sales (Table 3).
In 2009, the revenue generated from tree sales and partner funding was sufficient to cover
the cost of trees as well as all of the project expenses (Table 3).
Conclusions and Recommendations
The pilot project in 2007 and expanded programs in 2008 and 2009 confirm that there
continues to be a large demand by local residents for a native tree distribution program. In
2009, demand for seedlings continued for weeks after the order deadline, and many
participants in all municipalities expressed an interest in purchasing trees again in 2010.
This is a popular program that encourages private landowners to become involved in tree
planting, improving environmental health at the local scale and beyond. Consequently, it is
recommended that the program be offered again in 2010.
• The preliminary tree seedling order should be placed as early as possible, and no
later than August 2009 in preparation for the 2010 Tree Distribution Program. The
provincial government's SO Million Tree Program (large-scale tree planting) has
increased demand for seedlings from nurseries.
• Longer time-frames would be beneficial for dissemination of promotional materials
and providing residents with ample time to consider participating in the program.
Municipalities have varied deadlines for tax bills and other municipal mailings, and
longer time-frames would allow for a variety of promotion options to be utilized.
• A large bulk tree seedling order requires a considerable amount of vehicle space to
transport. Bare-root seedlings are fragile and need to be handled carefully. Truck
and trailer combinations or larger capacity trucks would reduce the number of
vehicles required to pickup the bulk seedling order. If possible, depending on the
size and type of vehicles the municipalities can send, SSEA will alternate the
municipalities requested to assist with tree seedling pickup each year.
• Municipal staff and/or representatives assisting with seedling sorting and
distribution worked well, providing a more visible partnership to the program, and
helping to keep implementation costs low.
Recommendation #l: Continue the tree distribution program in 2010.
Recommendation #2: Follow the suggested schedule of activities and responsibilities
outlined in Appendix D.

planting in early spring 2009.

Residents of other North Simcoe municipalities can purchase seedlings through the program,
however these residents will be required to pick up their trees at a designated location in one of
the municipalities listed above.

What does "bare-root" mean?
Bare-root plant material is sold with the roots exposed and bare of soil (i.e., seedlings are not
potted). The stock is grown in fields, and is harvested in early spring when the plant is dormant.
Bare-root stock is perishable, and must be handled carefully and planted as soon as possible.
Buying bare-root stock is considerably cheaper than purchasing container-grown plants.
How big will the tree seedlings be?
In general, seedlings are 1 to 4 year-old bare-root plants (i.e. not potted). Seedlings are
approximately 15 to 60 cm (6 to 24") in height, and '/z cm (1/4") in stem diameter. The age and
size of seedlings varies by species (see our 2009 price list).
For the 2009 Tree Distribution Program, all species are being sold in bundles of 10 seedlings.
Bundles of pine, spruce, cedar and fir will appear larger than hardwood trees and shrubs because
the evergreen seedlmg~ have needles, making he bundles bushier.

For more information on preparing for tree planting, read the information on Site Prer)aration.
Tree seedlings are perishable, and must be handled carefully and planted as soon as possible,
ideally the same day they are picked up.
Where cain l l°in de ils, about the pick-tip date, h'Res and location?
The pick-up day for tree orders will be in late April or early May 2009. The pick-up date and
location varies by municipality. Receipts and pick-up instructions will be mailed in late March
2009, when the details are finalized. Receipts will be required as proof of purchase on the
pick-up date. If you are unable to pick up your seedlings, you are required to make arrangements
to have someone pick up your order on your behalf (send your receipt with them). We do not
have the appropriate facilities available to store or distribute seedlings after the pick-up day.

Individual orders of tree/shrub seedlings will be packaged in tree bags. Tree bags are large paper
bags with a plastic liner, similar in size to a large curbside garbage bag. Depending on the type
and size of the trees and the quantity of trees in the order, more than one tree bag may be
required. Generally, one tree bag will hold approximately 200-300 trees, therefore only large
orders will require more than one bag.

A trailer is not generally needed for picking up seedlings. Tree orders containing several hundred
trees and/or a large proportion of evergreen seedlings will be bulkier than small orders of
hardwood/shrub seedlings. Large orders may require a pick-up truck, but many smaller orders
will fit in a van or in the trunk of a car. It is important to handle seedlings gently, and keep the
seedlings cool and well ventilated at all times. Travel time should be minimized to prevent the
seedlings from overheating in your vehicle, so plan to take your seedlings directly home once you
pick them up.

If the right tree was selected for the planting site, fertilizer should not be needed to produce
healthy trees. Be aware that fertilizer can harm tree seedlings if used improperly:
■ Never add fertilizer to the hole before planting seedlings - fertilizer can damage the
delicate roots.
■ Too much nitrogen causes above-ground seedling growth at the expense of root
development.
To help your seedlings grow, keep the area around the tree free from grass or weeds that will
compete for moisture and nutrients, and water the seedlings during dry periods for the first few
years.

2. And Whereas OMEGA, at its meeting of June 18, 2009, endorsed the
following recommendation, through agenda item 7e), Sustainable
Agricultural Working Group Update and Motion No. OMEGA 090618-09:
"That Oro-Medonte Township commits to using local produce from local farmers
at Township functions where food is served. In the first year, Oro-Medonte
Township commits to using a minimum of 10 per cent (by price), and increasing
this by 5 per cent each subsequent year. This policy will apply to all events which
the Township of Oro-Medonte controls, and will be encouraged in other areas
through education.
And that the Township of Oro-Medonte introduce a Zero Waste program which
will implement features such as:
1. Reusable, recyclable or bio-degradable kitchenware,
2. Minimum 10% recycled paper products,
3. Elimination of plastic water bottles for water jugs and glasses, and
4. Elimination of polystyrene food ware.
5. Use of the green bin/composting and other programs designed to reduce
waste into landfills.
And that the Township of Oro-Medonte forward this resolution to other
municipalities within Simcoe County, including the County, and the cities of
Barrie and Orillia, and to other municipalities in Ontario encouraging them to
implement their own local food policies."
Now Therefore, Council endorses OMEGA's recommendation, in principle, to
adopt the above-noted local food policy and zero waste program.
