Dear Employer:
Please be advised that MR RAYBURN S MCIND00 (E41582) has completed Part One of Certification
(Basic Certification Training) forjoint health and safety committees in the Province of Ontario.
To complete the Certification process and become Certified, your employee is required to continue
on into Workplace-Specific Hazard Training (Part Two). To accomplish this, your workplace will
determine its own training needs based on the results of a workplace hazard assessment to be
conducted by the employer, preferably in consultation with the Joint Health and Safety Committee.
The hazard assessment is an identification of the hazards in a workplace that may affect a worker's
health and safety. Training on the significant hazards identified will complete Part Two training.
Assistance in conducting the hazard assessment or determining training needs can be obtained from
your Basic Certification Training Provider or a Health and Safety Association. Also, please visit our
Web site at www.wsib.on.ca and click on Prevention.
The Workplace Safety & Insurance Board believes that by working together and sharing responsibility
for health and safety, workers and management can reduce the number of injuries, illnesses and
fatalities in Ontario workplaces. Your support and commitment to this objective is critical to our overall
success.
I applaud your commitment to health and safety and thank you for your co-operation in regard to the
certification program. If you have any questions or concerns, please do not hesitate to write or call our

Dear Employer:
Please be advised that MR HUGH J MURRAY (E41600) has completed Part One of Certification
(Basic Certification Training) for joint health and safety committees in the Province of Ontario.

Saturday, July 18, 2009
On behalf of the Ontario Provincial Police Barrie [Detachment, we would like to thank you for your time and
generous support, to make our 100'h Anniversary Celebration such a huge success!
Without volunteers like you, this event would not have had the impact that it did on our neighbours, friends
and stakeholders who came out to enjoy the day. Our visitors learned that there are many different facets
to the Q.P.P., specifically Barrie detachment. Fun was had by all, as could be heard through such positive
feedback from our guests throughout the day. Thank you for volunteering your time to add to the
experience.
On behalf of the 100"' Anniversary Committee, we offer our heartfelt thanks,

Dear His Worship Mayor Hughes & Council,
4JG 1 2 7009
Boost Child Abuse Prevention & Intervention is planning the 50" annual Go Purple for Prevention! campaign.
The campaign is held each year to raise awareness and provide education to prevent abuse and violence in the
lives of children and youth and to raise funds to support our primary prevention programs.
Our goals for the coining year include advocating for the implementation of mandatory prevention programs for
all children in schools across Ontario. The cost of these programs is $3,000 per school. The programs are
delivered to classrooms to Grades 1 to 4 over six weeks. An investment of only $40 per child will benefit the
child that will last a lifetime. Isn't every child in our community worth it?
We are seeking your support to proclaim October as Child Abuse & Neglect Prevention Month in your
community. We would like to invite you and the Township of Oro-Mcdonte to think of Boost when you plan an
event and include a message on your outdoor advertising signs outside sports and recreation centres, city hall and
on your website during the month of October. Encourage your citizens to wear something purple to show their
support and don't forget to send us pictures so we can post them on our website and include them in our
newsletter.
Plans for this year's campaign include:
❖ Campaign Launch at the Air Canada Centre on September 27, 2009 to kick off our national campaign
❖ Encourage third party and community fundraising events in support of campaign
Promoting awareness to over 15,000 hockey fans at Toronto Maple Leaf Hockey game at the Air
Canada Centre
❖ Promoting awareness and holding a 50/50 draw at Toronto Marlies game at the Ricoh Coliseum on
November 1, 2009
❖ Organizing a kite flying day "One Sky, One World, No Violence" event at the fall festival at Downsview
Park and inviting kite clubs and members of the community to come out and fly kites with their children
and families
Inviting municipalities, child daycare centres, schools, colleges, universities, businesses, individuals and
community agencies to participate and support our campaign
Everydav in Canada thousands of children are at risk of abuse, bullying or other types of violence. Your support
is critical to the success of the campaign. Please feel free to contact us with any questions. Please do not hesitate
to contact Siew Lee Brett at 416-515-1100 ext. 224 to discuss an event in your community.
We look forward to our continued partnership with you and the Township of Oro-Medonte to end violence and
abuse in the lives of children and youth.
Thank you.

160"' Anniversary planning meeting:
• Roy gave report on Dett Chorale: the manager wants to be involved but
Collingwood has negotiated that this choir will play for the Festival there and exclude
anyone from 100mile radius of Collingwood which excludes us. Discussed going outside
of the contract dates which would be October 3. Changing would give more time to
organize the event. More ability to involve the larger TV channels. Roy spoke with
Brainard himself and he is very keen on doing this-it coincides with the 66th anniversary
of Nathaniel Dett's death. Collingwood is charging $35 per ticket and we were planning
on $20 per ticket. He also spoke to Tiki Mercury-Clarke and she is also willing to attend
and perform.
• Group consensus was that we change the date to get the Dett choir.
• Geoff emailed Dr.Bruce Meyer that the date may change.
• Samah gave report on a grant application that Margaret had been working on and
apparently we do not qualify. Samah is willing to work on assisting in fund raising for
this event.
May 6 Allan will present an update to Council
Councilor Agnew, Carol, Roy, and Samah left meeting as their portion complete.
Minutes of March meeting: Moved by Geoff and seconded by Bruce they are accepted as
circulated.

1. Carley Hall: moved by Geoff and seconded by Margaret that we work on making
it a historic designation. Will meet May 4 at 5pm at Carley Hall to view the hall
and take pictures.

Re: Petition to lower speed limits on Line 7 North from Rowanwood to Horseshoe Valley Road in
both directions and impose weight restrictions for heavy trucking.
Dear Major Hughes and Members of Oro Medonte Council:
Attached please find our petition in regards to the ever increasing truck traffic on Line 7 North from Old
Barrie Road to Horseshoe Valley Road.
Approximately 10 years ago the official trucking route for the trucks serviced by the gravel pit operations
located on Line 7 North between Old Barrie Road and Bass Lake Sideroad was determined to go south to
Hwy. 11 to connect to all major routes from there. For that very purpose Line 7 North was extensively built up
from the most northern gravel pit operation entrance south to Hwy. 11 to carry all traffic going to and coming
from the gravel pit operations. This would also have an impact on the least amount of residents since there are
no villages or communities on that part of Line 7 North and the speed limit was lowered accordingly from 80
km/h to 60km/h. The remaining stretch of Line 7 North towards Horseshoe Valley Road was left as a gravel
road with the regular speed limit of 80km/h.
A few years later the remainder of gravel road on Line 7 North received a simple hard top as it was identified
as the main connecting road to the townships administrative offices. At that time the residents of the village of
Coulson as well as the community of Rowanwood were assured that truck traffic was limited to 20 heavy gravel
trucks going to and from the gravel pit operation in total per day since the road surface was not built to handle
more and the residents should not be subjected to more than that.
In the years following the resurfacing of this part of Line 7 North the heavy truck traffic has increased far
beyond the initial truck traffic allowance to up to 25 trucks per hour! Needless to say this part of Line 7 North
cannot withstand these heavy loads. Not only is the wear and tear on the road-surface already quite visible, in
several places it is already breaking up and it also required major repair with the repaired part already showing
more signs of breakdown yet again!
Nothing was put in place to curb the speed either. The increased speed limit on this part of Line 7 North has
encouraged many truckers to choose this route as they can reach their destination a lot faster hence they travel
through the community even beyond the 80km/h speed limit. While driving the set speed limit I have been
unable to keep up with several of them. Since Line 7 North ends on a decline at Horseshoe Valley Road this is
becoming a large safety issue fast as the stop sign is not visible coming towards Horseshoe Valley Road. The
warning stop sign further up the road is largely ignored as the extensive skid marks caused by dual wheel
braking on the decline bear witness to the tell tale sign of high rate of speed combined with heavy loads. On
the other hand the constant noise and air pollution created by heavy truck braking using engine/jake-brakes as
well as acceleration ap the incline have become unbearable to the residents of Coulson and Rowanwood.

Agenda Item # 14b) - Petition dated September 1, 2009, re: Petition to lower spee...
-2- September 1, 2009
Not just the residents from Coulson and Rowanwood but also many residents from neighbouring subdivisions
such as Sugarbush use this part of Line 7 North for recreational purposes such as walks and bike/horse rides
with their children, families and pets. The current speed limit of 80/h does not allow for all users to be safe on
this road and it is now only a matter of time before a fatal incident will make this issue much more pressing.
In order to have this issue addressed by the members of council of Oro-Medonte I started a petition on
August 26, 2009 so these problems can be resolved and solutions can be instated.
To return the quality of life to the residents of Coulson and the community of Rowanwood as previously
enjoyed to more acceptable levels of noise and air pollution as well as safety we ask the members of council to
consider and impose a speed limit of 40 km/h to be placed 100 metres south of Rowanwood on Line 7 North
up to Horseshoe Valley Road in both directions and to declare this part of Line 7 North a community safety
zone with a sign that prohibits the use of engine/jake-brakes in the community safety zone.
We further ask the members of council to consider and impose a weight restriction for heavy trucking, local
traffic exempt only, from the most northern gravel pit operation entrance on Luce 7 North all the way to
Horseshoe Valley Road in both directions to prevent further accelerated breakdown of that part of Line 7
North and to save valuable tax payer dollars for other projects throughout the township in return.
We trust that you take this matter very seriously aznd to ensure proper connmunication please inform us directly
as well as all interested residents of any communication, meetings, council meetings and information sessions
regarding the above issues. We look forward to your earliest reply and can be reached as stated below:

Agenda Item # 14b) - Petition dated September 1, 2009, re: Petition to lower spee...
Petition before the Council of Oro-Medonte Township started August 26, 2009
Petition in favour of lowering the speed limit on Line 7 North from Rowanwood to Horseshoe
Valley Road to 40 km/h (current speed limit set to 80 km/h) and declaring this stretch of road a
community safety zone.
Reasoning:
This is a residential area in the town of Coulson. Families with children and pets and livestock
reside in this area. There is a stop sign at the end of Line 7 North at Horseshoe Valley Road at the
bottom of a hill which is not visible until the last 50 metres thus creating a hazard for everyone
with people coming through at high rate of speed not realizing the stop sign is this close.
Petition in favour of weight restriction for heavy trucking, local traffic exempt only.
Reasoning:
The road surface on this stretch of Line 7 North is not built to withstand the constant traffic of
heavy trucking coming from the pits. Hence years ago the trucking route from the pits through
Oro-Medonte was set to go south on Line 7 North only which was built up specifically for that
purpose and to use all major roads from there.
Noise pollution through heavy truck braking (air-brakes, jake-brakes) as well as heavy engine
noise and exhaust noise from acceleration up hill.

RE: Purchase of road allowance backing property of 16 Oro Road (Roll# 4' )46-010-009-

Dear Mayor, Members of Council and Mr. Doug Irwin,
We wish to express an eager interest in purchasing the road allowance directly backing
our property at 16 Oro Road.
Altar a discussion with Mr. Irwin, we have learned that we were not given opportunity
nor consideration to purchase this road allowance as it does not lend itself to making the
plan layout symmetrical. We understand that only those properties that "abut" the road
allowance were approached to purchase this property from the Township.
As our property still touches the road allowance, we believe it to be unfair that we were
not even made aware of the Township's intentions. Were it not for the fact that surveyors
left their stakes on the back of our property, we would not have been aware of the current
proposal by the Township. We feel that as neighbouring residents and tax payers to the
Township, we should have been advised of this proposal and in addition provided equal
opportunity to purchase a share of the road allowance.
At this time, we wish to submit this letter of interest to purchase a share of the road
allowance in question. Please advise us in writing of the next step we are required to
follow to maintain our opportunity to purchase the property in question.
Respectfully,
Mark and Shelley Divall

Bruce Pearson and I enjoyed meeting you and Deb Micks last week. The
purpose of our meeting was to provide you with early awareness and solicit
your support for elements of our September, 2009 celebration of the Grey &
Simcoe Foresters Regiment. The Fair Valley components of this event include,
on Sunday, September 13.
1. Raising the Regimental Garrison Flag at the Steele Memorial site
Fairvalley
2. Hanging the Regimental Garrison Flag in St. George's Church,
Fairvalley
3. Change of appointment of the Honoraries
A Regimental Mess dinner will be held in Barrie the evening of the 12th.
As discussed, we will require the support of the Township of Oro-Medonte on
Sunday, September 13 in:
1. Allowing several alterations to the Steele Memorial site:
i. adding a fourth flag pole
ii, adding a pillow stone or plaque to the site
iii. clearing overhanging brush and branches that may interfere
with the flag poles and the historical shelter across the road.
2. Allowing the local police to close the north end of the 11th concession
for about two hours for the formation and conduct of a parade at
the memorial site while raising and re-raising the flags that will
fly there. You did indicate that we should direct road closure requests
through you. We will also provide a briefing for Dept Comm Chris
Lewis.
3. Closing the church side road for much of the day.

Dear sir:
This is to confirm the meeting you and Ms Deb Micks had with Mr. Murray Cayley and
Mr. Bruce Pearson in December and letter by Murray Cayley dated December 23, 2008.
The purpose of that meeting, you will recall, was to provide you with early awareness
and solicit your support for and personal participation in elements of our September 12-
13, 2009 celebration of the Grey & Simcoe Foresters Regiment. Those are:
1. Regimental Anniversary Dinner
2. Raising the Regimental Garrison Flag at the Steele Memorial site Fairvalley
3. Hanging the Regimental Garrison Flag in St. George's Church, Fairvalley
4. Change of appointment of the Honoraries
In keeping with traditions established by Lord Strathcona's Horse (Royal Canadians) and
the Royal Canadian Mounted Police, The Grey & Simcoe Foresters Regiment would like
to add their Regimental flag to the Sam Steele Memorial at Fair Valley and to those now
displayed St Georges Church Fair Valley, honouring Sam Steele the man and his
connection to both this Regiment and our greater community. We have selected this
weekend as it falls on our Regimental Birthday, which we will also be celebrating with
some other events on 12 September.
The events we propose to carry out at Fair Valley on 13 September 2009 are:
• 1000 hours - Parade at the Steele Memorial Site to raise the flag on a new flag
pole installed for the occasion. OPP coverage will be required for that interval to protect
the parade and observers along the side road.
• 1100 hours - Church service, St. George's Church, Fair Valley, including a
dedication (not a consecration or retirement) service similar to the service used by the
RCMP and LdSH(RC) in 2000 of the Regimental Flag to hang in that Church along with
the RCMP and LdSH(RC) flags currently in place. We are also considering a change of

Agenda Item # 14e) - Correspondence dated December 23, 2008 and January 23,

Honorary Colonels at this time should the necessary approvals for this be done by then.
The whole service could take place under canvas if too large a crowd - over 150 - for the
church.
• All ranks Farewell to Honoraries and lunch under canvas in the church-yard
following the service, again contingent on receipt of the necessary approvals.
As you can see, this is a fairly ambitions proposal involving the participation of the
Township of Oro-Medonte and your agreement that we can make certain adjustments to
the Sam Steele Memorial Site, specifically, raising, at our expense, a new, fourth flag
pole at the site. We will need the Township to approve and assist with some brush
clearing and tree trimming or removal at the site as well. The purpose of this letter is,
therefore, to:
1. confirm what we would like to do:
2. solicit your approval and agreement that we can make these adjustments to the site as
outlined;
3. ask for your approval and support for a parade at that site on Sunday morning,
September 13. 2009 and police participation in closing the road for this purpose; and
4. ask you to nominate a person on your staff to act as coordinator and our contact for this
program
With your approval we will then undertake more detailed planning and ask for your close
participation in the process. You will know that Mr. Bruce Pearson, of your parish, Mr.
Murray Cayley and Major Marc Walsh of this Regiment will be participating in this
relationship.
Please note these dates in you personal calendar and plan to join us on both days.
We look forward to your response, to working with you and your community and to
sharing a grand day in September honouring our traditions and communities.
Yours truly
