Dear Ms. Andria Leigh,
Thank you for the opportunity to be consulted regarding the delivery of environmental services
within the Severn Sound watershed. On behalf of the ratepayers of Bass Lake (Oro-Medonte)
Ratepayers Association, please consider our views during your deliberations.
We understand that there are a number of options presented for discussion. Bass Lake may be
substantially affected by the township's decision as we fall within the Severn Sound watershed.
Over the years, both NVCA and SSEA have provided important environmental services to our
community. After reviewing the options presented in your proposal, we support Option 1,
maintaining the status quo for provision of environmental services to our community.
In 2003, the Township added NVCA to provide services to the Severn Sound watershed in
addition to SSEA. Bass Lake ratepayers were very pleased with this decision because NVCA
has more power and clout as an "Authority" to protect our sensitive environment. With this
decision, we believed that the Township had our very best interests at heart regarding
protection of the environment. We wonder what circumstances have changed to initiate these
significant alterations for services and programs to be provided.
We have a strong desire for Bass Lake to be professionally supervised regarding environmental
protection and have concerns when we are bounced back and forth between environmental
authorities and associations. We must acknowledge the excellent work NVCA has done for
Bass Lake since they were given some responsibilities for our area. Over the last 2 years, our
Ratepayers Association developed a stewardship plan in coordination with the Township of Oro-
Medonte, Severn Sound Environmental Association and Nottawasaga Valley Conservation
Authority. In early 2008, the Bass Lake stewardship plan was presented at the township offices
at a meeting with some Oro-Medonte council members and other relevant parties. Various
action items were decided at this meeting. We understand that SSEA requested funding from
the Township to complete some work on Bass Lake, but it was not approved by Council. NVCA
committed to some initiatives and has completed a number of important studies to update us on
the condition of Bass Lake environs, with a Report Card to be delivered at our Ratepayers
Annual General Meeting on June 6, 2009. Going forward, we need to be apprised regularly of
updated study results to monitor the condition of our lake, rivers, streams and wetlands.
We initiated a consultation meeting on May 18th with our councillor, Terry Allison regarding this
important matter as we have limited information on the challenges the township is facing. We
are now awaiting information from yourself, Andria Leigh, Director of Development Services to
outline to us the differences in mandate, authority, programs and services that are provided by
NVCA and SSEA. This information would better assist us in understanding what could be
gained or lost in environmental services provided to Bass Lake and environs. We recognize the
complexity and sensitivity of environmental issues affecting our constituents around Bass lake
and surrounding area.
We trust your decisions will be based on the best environmental services that can be provided
to protect the Bass Lake environs. Our ratepayers provide a significant amount of tax revenue
to Oro-Medonte and it is imperative that we receive value for our contributions. We understand
the importance to manage financial and human resources in the most cost effective manner with
accountability for services provided. We hope that all the organizations involved will be able to
come to a satisfactory service-sharing agreement and look forward to working in partnership
with you in the future.

Dear Andria,
We are writing to describe several concerns which the West Oro Ratepayers
Association has with respect to the above matter.
Notice of Public Meeting
The Notice of Public Meeting dated May 7th was not widely distributed or with sufficient
notice. It was only posted on the Township website on May 11th. The minimal
availability of broadband access does not encourage routine visits to the site. The
website itself is not particularly user-friendly. The same issue relates to the `Executive
Summary' which does not carry a date.
The newspaper ads which subsequently appeared only allowed two weeks for the
public to review information available on a complicated subject.
Objectives
As illustrated by our ongoing actions, we strongly endorse the `Environment First'
philosophy. This must be supported by programs which meet a high standard in a cost
effective manner.
Executive Summary
We accept that an Executive Summary is just that. However there are facts and
information omitted from this Summary which make it extremely difficult to grasp the
core of the issue much less the details of the Options which are presented.
You may argue that this will be alleviated by the information provided at the Public
Meeting. With respect, this presumes that the public can absorb, judge and comment
in an environment which presents a very limited opportunity.
A major portion of the information below was secured from the Noftawasaga Valley
Conservation Authority and Severn Sound Environmental Association websites. Some
of this information is from the Township's website, but the content related to
environmental matters on the Township website is minimal.
1. The history of services provided by each organization and the areas covered are
not particularly relevant. The focus should be on the present and whether
changes in the current arrangements are appropriate.
2. The Public should be made aware of the cost of services from each organization,
namely approximately $157,000 from NVCA, $19,000 from SSEA, $80,000 from
the LSRCA for a total of $256,000. The total represents 2.6% of the taxes paid
by Oro-Medonte ratepayers or 1.3% of the Township's Total Expenditures as
reported in the Statement of Operations for the year ending December 31,
2008. This is a very small amount for such an important subject and is
inconsistent with the `Environment First' philosophy. The specific cost for
environmental services is not displayed in the Township's financial information.
3. Of the $157,000, paid to NVCA about $106,000 is represented by the coverage
for the Severn Watershed. Thus the cost of duplication is the $19,000 from
SSEA.
4. Which services are covered by SSEA which are not covered by NVCA? The fact
that the amount from NVCA for the Severn Watershed is five times greater than
the amount from SSEA implies that the range of services provided from SSEA is
very small. If SSEA is filling in the gaps, then how are similar gaps being filled
in other areas of the Township? This could be illustrated in a simple exhibit:
organization, services and costs.
5. There is a difference between `Conservation Authority' and `Environmental
Association' wherein the former has legislated oversight and regulatory powers
and the latter only influence. Influence necessitates involvement by others at
the Provincial level for regulatory enforcement and other services.
6. The Township is one of two (the other being Springwater) among the 18
municipal members in the NVCA and one of two (the other also being
Springwater) among 9 in the SSEA where there is duplication of services. Can
we learn about duplication of services from Springwater's experience?
7. The future cost projections for NVCA and SSEA (as reflected in the latter's
Strategic Plan) differ in annual percentage terms, with SSEA albeit on a smaller
base, increasing at a much more rapid rate.
8. It must be difficult to monitor overlap when Council representation on the
respective Boards differs, i.e.: Deputy Mayor Hough and Councilor Coutanche
on NVCA and Councilor Allison on SSEA.
9. If the Township opts out of NVCA, which services does it forego?
10. Taking services `in house' coupled with consultants will negate the benefit of
scale of being part of a larger organization. Who will decide which services are
the most important?
11. If the Township chooses to opt out of NVCA or chooses services on a selective
basis, how will it affect the other remaining members? Oro-Medonte's

assessment is 9% of the NVCA 2009 Budget of $1.8 million: The NVCA total
Budget is increasing by 3.00%; O-M's levy contribution is increasing by only
1.44% or $2,217. The lower rate for O-M is a function of the Township's lower
rate of growth.
12. The Township's total expenditures in 2008 increased by 11% over 2007. Surely
if the objective is to save money there are other places to look. O-M's General
government expenditure was approximately $2.4 million, an increase of 17%.
Is this an opportunity?
13. The Executive Summary fails to a) describe the virtues and disadvantages of
each option including the cost consequences, nor b) make a recommendation.
14. The public should be made aware of the reason for this Public Meeting and the
fact that there will be another Public Meeting at the NVCA. The Township made
an appeal to the Mining and Lands Commissioner under the Conservation
Authorities Act against the 2009 General Levy Assessment of the NVCA. If Oro-
Medonte's goal is to eliminate NVCA coverage the savings would be $106,000.
The SSCA cost of $19,000 is a fraction (18%) of the NVCA cost. It is
inconceivable that services will not diminish substantially.
15. If the goal is to reduce O-M's assessment, this is a small opportunity. The year
over year increase as described above is very small and not unreasonable.
16. The outcome of the Mediation directed that, in addition to a joint staff report, a
Public Meeting be held in Ora-Medonte. Subsequently the NVCA decided that it
would be appropriate to have a second Public Meeting at NVCA which will occur
on June 12t".
Recommendation
Sever the relationship with SSEA. This will save $19,000 right now without considering
future fee increases and, unless something startling surfaces as a result of the
foregoing, not give up significant services while remaining quite in line with the
`Environment First' philosophy. In the absence of information as outlined above this
presumes that a high standard of services and accountability will be delivered on a cost
effective basis.
Further, the monies already expended by O-M staff, NVCA staff and Provincial officials
very likely exceed the potential cost savings by exiting from NVCA. Not only have
funds been spent, staff and Council have been distracted from other important issues.
We will be speaking at the meeting on Wednesday and are hopeful that you will be
able to digest and address these matters beforehand.

>BACKGROUND
> 1. In 2006 the Township of Oro-Medonte Roads Department was resurfacing > Broadview Avenue
close to Bass Lake. A resident who owned approximately 80 > acres that ended on the shores of Bass
Lake at the west end of Ward Avenue > asked the works crew for "some fill" to create a path from the end
of Ward Avenue to his shoreline on the lake. This land ran thru the wetlands behind the shoreline. The
Works crew decided that this was a cost efficient method to dispose of the tar and stone road surface of
Broadview Avenue and started depositing truckloads of this debris into the wetlands.
> 2. My neighbour, Gord Bonn, and I tried to stop them and were told by the works crew supervisor to
phone the Township Offices.
> 3. The trucks kept dumping.
> 4. Over the next several days we called the offices, documented our > concern and sent emails and
photos to the Mayor, Neil Craig, and Council demanding that they immediately stop dumping and remove
what they had already deposited. We also contacted the Deputy Mayor, Harry Hughes, and our
Councilor, Ralph Hough, who brought the matter up at a Council meeting.
> 5. We also contacted the Ministry of Natural Resources at Bass Lake Provincial Park, who said it was
not their responsibility.
> 6. The trucks kept dumping.
> 7. The Township said they had no authority to stop it, despite the fact that it was their people doing itl
They recommended that we take it up with the Nottawasaga Valley Conservation Authority (NVCA) who
had been funded by Oro-Medonte to look after environmental issues.

> 9. NVCA said that they had no authority as Oro-Medonte did not have a Fill Bi-law (which apparently
was not the case).
> 10. 1 also contacted the Rick Kiriluk at the Department of Oceans and Fisheries who decided that this
was not moving water, but standing water in the wetlands and, therefore, not their responsibility.
> 11. In total there were approximately 200 truckloads of gasoline and salt impregnated tar and stone
road surface from Broadview dumped into the wetlands creating a "path" as wide as Ward Avenue that
ran several hundred feet west and then a large (approximately 100 by100 foot) area running right into
Bass Lake.
> 12. My position was that the Township should stop the dumping and, indeed, should remove everything
they put into the wetlands.
> 13. Apparently the owner of the property was eventually sent a letter telling him to cease and desist
from adding any more fill or "improving" the land in any way.
> 14. After the letter was sent additional loads of "clean" fill were added and he allowed some friends to
dump building debris (chimney liners and concrete blocks, etc.) to the "path" down to the water creating
an unsightly mess for the adjacent neighbours and spring time flooding.
> 15. Apparently somewhere along the line a bi-law was passed NVCA and similar groups the authority to
enforce environmental issues. Neither the property owner, nor Oro-Medonte Township were ever fined or
forced to comply. I heard an unattributed quote supposedly from NVCA saying "if we fined the owner, we
would also have to fine Oro Township." Sounded like a good idea to me!
> 16. NVCA were asked to test the water where the road debris was dumped, but said it was on private
property and they could not trespass. Apparently the Oro Township spent (my) money doing this test by
checking from the lake. I understand that the test did not show any toxic effects from the dumped
> debris.
> 17. The then Mayor and some of his Council (despite the efforts of Harry Hughes and Ralph Hough)
seemed indifferent to the environment and more interested in saving money by not properly disposing of
their refuse.
> 18. The Township, MNR, Oceans and Fisheries and NVCA all hid behind a bureaucratic wall of bi-laws
and finger pointing.

tied up in "Tree Cutting Bi-laws" bureaucracy.

To the Honourable Mayor Hughes and respected Members of Council:
Re: the May 27 Public Meeting regarding Environmental Service; I regret that I am unable to attend this important
meeting. Instead please accept this written submission containing my concerns regarding this proposal.
It is my understanding that in 2001 the Township of Oro-Medonte unanimously approved a resolution enlarging the
area over which the NVCA had previously had jurisdiction.
The enlarged area would cover the region overseen by the Severn Sound Environmental Association (SSEA).
This resolution came about following the recommendations of an independent consultant's report (commissioned by
Oro-Medonte) regarding the possibility and merits of expanding NVCA services in Oro-Medonte to include the Severn
Sound watershed.
The consultant recommended this expansion for the following reasons:
The Severn Sound Environmental Association (SSEA) does not have the regulatory powers of a Conservation
Authority and thus is less able to achieve O-M's Environment First goals.
It would improve O-M's efforts to protect the natural and aquatic environments by having the entire township
(instead of less 50%) under the auspices of a Conservation Authority (either NVCA or LSCA) both of which have
regulatory powers.
It would be in the public interest to provide a consistent approach to watershed management within the whole
township.
For the purposes of effective regulation and enforcement, this move would also provide more consistency.
Now, for reasons that are not clear to me, Oro-Medonte is considering undoing the results of this unanimously adopted
resolution, thus weakening the effective and efficient watershed and environmental management system at the very
time when development pressures are increasing and when it has been clearly shown that our watersheds arid
permeable surface areas (fields, forest cover, etc) are significantly threatened - some critically.
To remove half of the Township from the oversight of a Conservation Authority is incomprehensible, to me; a huge step
backward that flouts the Environment First philosophy so wisely adopted in Oro-Medonte's Official Plan.
Please reconsider the serious implications of this reduction of effective services and keep the protection of our shared
environment paramount.
Our quality of life depends on a healthy and safe environment which is, in large part, affected by the many difficult
decisions that you and council make.
Oro-Medonte residents want to see many of our wonderful resources protected, even restored for future generations to
enjoy.
I respectfully suggest that Option #1 (Status Quo) be adopted.

With regard to the meeting tonight concerning Environmental Service to the
Township of Oro-Medonte:
On behalf of my sister, my brother and myself I would like to express our concern
that Council is considering withdrawing the Township from the aegis of the
Nottawasaga Valley Conservation Authority.
It appears that Council may feel that there has been duplication of services
between NVCA and Severn Sound Environmental Association, and that Township's
money has not been properly accounted for by the NVCA, and that this is the
rationale behind the suggestion of withdrawing from NVCA.
It would certainly be possible to arrange that services are not duplicated and to
set up procedures to make the financial accounting more transparent without going
to the somewhat drastic length of withdrawing from the NVCA altogether,
particularly as it was a consultant to the Township who recommended in 2001 that
all sections of the Township have the protection of a Conservation Authority.
The regulatory powers of the Provincially-affiliated Conservation Authorities
gives far more protection to the environmental goals of the Township, as
expressed in the Official Plan, than the SSEA would have on its own. Oro-Medonte
will be under increasing pressure from the expansion of Barrie on one side and
Orillia on the other, as well as from development displaced northward by the
Greenbelt. The more "teeth" we have to resist destruction of our truly unique
natural area, the better.
Please try to resolve the issues Council may have with the current arrangement
before severing that arrangement completely.

• In 2001, environmental services in Oro-Medonte were

a Con - t~ - uthority (NVCA) and Lake Simcoe
Region Conservation Authority (LSRCA)) and one
ironmental Association (Severn Sound Environmental
EA))
• In June 2003, agreement was reached with NVCA to expand
enviro~atal services provided by NVCA to include the
Severn Sound watershed lands with two enhanced outcomes
to be achieved: plan review of development applications, and
regulations for permits and enforcement which could only be
provided by a Conservation Authority

• Severn Sound watershed not only had NVCA programs and
services but services continued with SSEA, Township intent
was clear to ensure no duplication of programs or services
occurred and to streamline funding for one enhanced set of
programs and services provided by NVCA and SSEA
• NVCA provided confirmation that a Memo of Understanding
(MOU) was to be completed between NVCA and SSEA to
clarify roles and responsibilities of each to reduce any
duplica services, no MOU has been executed to date

• unicipal Act obligates Council to ensure there is
accountability and financial integrity for all funds paid by the
Township and its ratepayers for programs and services; and to
not continue with programs or services when this is not the
case
• Since th~pansion in 2003, Council has on numerous
occasions requested clarification from both the NVCA and
SSEA in regards to the overlap between the programs and
services each provides and the escalating costs to provide these
p~rain~ind services being requested of Council each year.

• To date, Council has not received a satisfactory response in
regards to the potential streamlining of programs and services
provided by NVCA and SSEA or specific accountability for the
costs of NV~ or SSEA to provide these programs and

• Council, through Municipal Act, has statutory responsibility to
ensure financial integrity, the need for cost effectiveness in the
provision of programs and services to their ratepayers, and the
req~ to ensure the services provided by NVCA and
SEA comply with the Act

budget format which would allow Council to determine
which environmental programs and services were to be
funded in the municipali~ach budget year, this budget

ilosophy contained in their Official Plan for
protection of natural heritage system. Township also
initi~mendment to the Official Plan to establish
policies for the protection of the Oro Moraine.
Township also established a working group to prepare
policies related to the Oro Moraine, adopted a no fill by-law
for environmental protection zoned areas in the Township,
and established the Environmental Advisory Group
(OMEGA) in 2007.

through their planning policies and implementation and
their support of the mandate and programs provided by
both the Nottawasaga Valley Conservation Authority and
the Severn Sound Environmental Association.
• The Township is emphasizing the need for cost
effectiveness in the provisions of these programs and
services to their ratepayers and the requirement to ensure
the se~ces provided by both the NVCA and SSEA are not
duplicated.
• The Township is therefore seeking to ensure the co-
ordination of these services in the most cost effective and
efficient manner which avoids duplication of services.

efficient and effective delivery of environmental programs
and services managed directly by the Township. The
integration of the services provided by the Severn Sound

Council for all funds paid for provision of environmental
services and programs.
