Dear Andria,
As per our conversation the other day, I am writing you to determine what would be required to get
permission from council to create a paintball J airsoft area on my property.
I would like to start off the paintball/airsoft field to determine if something like this would be a
worthwhile endeavor. I already have an existing stable, parking, water and hydro in the one small out
building which would be more than enough to run the paint ball. A portable tent for BBCi„ and a few
picnic tables and outside portable toilets, would be required to facilitate people coming to play.
Regarding the playing field, wooden obstacles, and sand bags are the primary props required for the
sport. These props would not be permanent structures and less than 100sq feet with open access. The
paintballs are made of a bio-degradable gelatin and as such have no negative impact on the
environment. Most fencing is minor, some "net" fencing maybe required which is usually only about 6-
8 ft high to prevent paintballs from entering other areas. There is already fencing between my property
and neighboring properties.
Paintball, is a growing sport, primarily for younger players in the 10 - 35 year age group, however, older
players are known to participate. The sport is one of the safest according to Stats Canada, and US
statistics with only 0.2% of the total of all sport injuries. This has been attributed to the safety
equipment, like face guards that protect against eye injuries.
The area we live, we believe is ideal because of the proximity to major highways, Horseshoe Valley
Resort, Barrie and Orillia. We believe that since there is no other paintball north of our area, it would
provide positive summer activities for many young people in the area. Players would become private
club members, and this would be restricted to these players only.
I trust this outline provides you with the overview you need for us to proceed toward council's approval,
We would like to open the park up as early as May 24th 2009, and start preparations as soon as possible.

Dear Andria,
f=urther to the previous letter I wrote, I have outlined below more detail with respect to starting a
private paintball park. After speaking with Glenn White, I felt it would be helpful.
I would like to start off the paintball/airsoft field to determine if something like this would be a
worthwhile endeavor as a home industry. I already have an existing stable, parking, water and hydro in
the one small out building which would be more than enough to run the paintball. A portable tent and
BBO, and a few picnic tables and outside portable toilets, would be required to facilitate people coming
to play.
The Game:
Paintball is a growing sport and is played between schools, colleges, teams and individuals. Basically it is
grown up tag, capture the flag, and cross country running all rolled into one. It is highly aerobic, and
generally caters to ages from 10 to 30 years of age. The equipment of the sport consists of a "marker" or
air powered gun that propels biodegradable paint capsules; participants shoot at each other and when
the capsule hits their opponent it "splats" and the opponent is out of the game. Rules may vary
depending on the "type" of game they play. Capture the flag is the most common and Paintball has
referees like most sports, and rules must be strictly adhered to.
Airsoft is identical in the way the game is played, however, the balls are smaller, and the marker can fire
at a higher rate.
Safetv:
Paintball /airsoft boast the highest safety, compared to all outdoor sporting activities with only 0.2% of
all injuries. This is due to the safety goggles and face protection required to play.
Plavine field and materials:
Wooden obstacles, and sand bags are the primary props required for the sport. These props are not
permanent structures and less than 100sq feet with open access. The obstacles provide players with
things to hide behind or defend against other players.

Paintball 1 neredients:
The fill of paintballs is a combination of water, a substance called Sorbitol (a color dye), and varying
amounts of wax. Sorbitol is a food sweetener used in candy and chewing gum for example. It is non
toxic, water soluble, and breaks down very quickly. The dyes themselves are actually commercial food
coloring dyes, such as the ones you might find on a nutritional label of your favorite food. Different
amounts of wax are added to some brands in order to thicken the fill. Paintball fills used to be iodine-
based however those days have ended.
The shells of paintballs are made of the same basic gelatin compound as found in Jell-O. Both the shells
and the fill within are both environmentally safe and completely edible, however they do not taste very
good according to some reports.
Noise:
Paintball is a very quiet sport with respect to the "markers" which make the most noise. A normal
conversation is between 60-70db, Telephone dial tone is 80db, City traffic (inside a car) is 85db, and a
paintball marker average is 77db. This is due to the fact that the markers are operated by a compressed
air cylinder. Airsoft markers are powered by air, or in some cases electrically powered, and quieter than
paintball markers.
Fencina :
Fencing is minor, some "net" fencing might be required which is usually only about 6-8 ft high to prevent
paintballs from entering other play areas. The fencing is not a permanent type as the playing fields need
to change in size and shape from time to time. The primary type of "fence" would be a rope with bright
tags hanging from it to let players know they are out of bounds, and in paintball rules it would mean
disqualification from the game.
There is a natural tree buffer between our property lines of approximately 100-200 ft. I have spoken to
our neighbours and Andy Mcniven, Paul Mckerroll, Marcus Schneider have all been very keen and
welcomed the idea. Andy and I have agreed that the existing fence between our properties is sufficient
as he is the closest neighbour.
They all believe it will be a good opportunity for young people in the area to play and help out as a
summer job.
We watch a lot of young people walking back and forth along the 7th line during the summer with
nothing to do. We all believe it will be a lot of fun and give them something to do.
Park Times:
Paintball is a seasonal sport, with hours similar to that of Golf Courses. But in our case we would operate
no earlier than 1 hour after sunrise to no later than 1 hour before sunset. We intend to be open 7 days a
week for the season. However, as the season matures, and players become less we will restrict those
days to consolidate.

Number of Plavers
We do not know the exact number of players but we hope to have around 50-80 players a day, and with
an average of 3 players per car, we are estimating 30 to 40 cars per day on a revolving basis due to the
average game lasting 4 hours. We have existing parking for over 40 cars now on existing gravel, and
paved areas. We expect approximately 30-50 players on the fields at a time.
Traffic will not significantly increase as most games only last for a total of 4 hours.
Revenue
Primary sources of revenue will be from "marker" rentals, paintballs, and membership dues.
Staling and accommodation:
As mentioned above there is a existing stable, which is made of concrete block walls, and a steel roof.
The building is in very good shape, and its primary use will be to store paintballs, rental equipment, and
for players to come into and pick up these supplies.
A 60 amp electrical panel already exists in the Stable and is more than enough for what is required. Our
current meridian telephone system already goes to this out building and water is also there and supplied
by the main house water supply. We will not be selling water.
Once players have picked up their supplies they will go out into the fields and play paintball.
The renovations we are looking to do, are basic, and will consist of cleaning, and painting. The existing
layout requires very little change, as we are looking at knocking out part of a chipboard wall, and putting
a counter in for players to get their supplies. The theme is intended to be "rustic" in nature.
Toilets will be in the form of Portable Toilets as required. It has been our experience that modern
portable toilets with running water, soap, mirrors, and even change tables have made the experience
very good and easy to maintain.
Trail Maintenance
Over the years, I have created approximately 3 km of trails throughout the bush portion of the property
to gain access to trees. I have done this as we heat our home with wood. We have cut trees that are
dead, diseased, and damaged only, as well this helps keep the wooded lot clean, reduces fire hazards,
and reduces safety risk due to damaged, and broken branches in the canopy. The grassy areas of the
trails are maintained by using a "bush hog" so the bush can be easily accessed throughout the year.
This ongoing work is required regardless, to maintain the lot.

The NVCA would have no objection to the paintball fields being established in open fields provided the activities/props/development etc. remain outside of the drip-line of the
trees. It would be our recommendation that out of bound areas should be clearly marked/fenced off so paintball activities do not extend into potentially sensitive areas. We
believe establishment of open field activities could proceed without the need for an Environmental Impact Statement (EIS) however, the municipality must be consulted for
conformity with Official Plan policies. We understand you may wish to establish a paintball use within the forested area at a later date (phase 2) and we would be requesting an
EIS for that phase should you proceed.
In regards to commenting on the specifics of what is being proposed in the open field area, the NVCA has not been given enough detail to provide additional comment. Please
note that the NVCA may provide additional comments on the site plan (e.g. stormwater management, drainage, fencing) if additional detail is provided.

considered significant woodland and there will be an area around it considered to be adjacent lands. The Provincial Policy Statement (produced by the Province of Ontario) is
the guiding policy document for planning issues and I have attached the section which discusses significant environmental features, associated adjacent lands and the
potential need for demonstration that there will be no negative impacts on natural features or ecological functions. The need for study is dependant on the location of the
