FOR PROPOSED AMENDMENT
TO THE ZONING BY -LAW
OF THE TOWNSHIP OF ORO- MEDONTE 2009- ZBA -04
TAKE NOTICE that the Council of the Corporation of the Township of Oro - Medonte will hold a Public
Meeting on Wednesday March 25, 2009 at 7:00 p•m• in the Municipal Council Chambers. The purpose of
the public meeting is to obtain public comments on a proposed amendment to the Zoning By -law, under
Section 34 of the Planning Act, R.S.O. 1990 c. P. 13.
THE PURPOSE of the Zoning By -law Amendment is to rezone a portion of the lands described as Part
1,2,3,4 and 5 of Plan 51 R -36467 being Part of Lot 15 and Part of the Original Road allowance between
Lots 15 and 16, Concession 1, in the Township of Oro - Medonte (formerly Oro). The subject land is part
of the road allowance, which the Township has determined is surplus. The lands are located on the north
side of Ski Trails Road west of Line 1 allowance the Zone. currently not zoned
to be zoned by the Zoning By -law, and are proposed Agricultural/Rural
A KEY MAP illustrating the location of the subject lands is provided below.
ANY PERSON may attend the public meeting and /or make written or verbal representation either in
support of or in opposition to the proposed Amendment. If a person or public body that files an appeal of a
decision of the Township of Oro - Medonte in respect of the proposed Amendment does not make oral
submission at the public meeting or make written submissions to the Township before the proposed
Amendment is adopted, the Ontario Municipal Board may dismiss all or part of the appeal.
If you wish to be notified of the decision of the Township of Oro - Medonte in respect to the proposed Zoning
By -law Amendment, you must make a written request to the address below.

My concern is the possible zoning to residential! If this land is not large enough now for
a residential use why re-zone it with" Residential Purposes" 9
If the landowner wishes to purchase this property I feel the township must Mpr e is

property on title and not create a separate lot. Then the owner could apply for a severance
from his farmland and due process would prevail.
What has happened in the past [ From this potential purchaser] council granted T
severances on this farm in the past and up went two identical houses side by side
rental units.
Any person driving along Ski Trails road can see how these units really damaged the
Rural Landscape. I ask any councilor who is not familiar with area to take a drive along
Ski Trails road and see this°
if the Council rezones this property what is there to stop the same " Development by
Severance" from happening again and stop what looks like " Ribbon Development"9
I ask that Council ensure good planning practices by not allowing this property to ever be
zoned in a way that "Residential Use" may occur.
Any decision council makes now could affect many such parcels of land along the Ski
Trails road and for that matter all roads in the township. There is a similar piece of land
just up the road at the comer of the second concession less than V2mile away.

At that immediate iocation on Ski Trails Road there is a rather pronounces curve

Adding a driveway at that location is dangerous. Additionally, considering the

I can appreciate the township selling surplus land for many reasons, one being to profit
from the sale. In this case however, I do hope you will look at the vision of Oro-
Medonte's Official Plan especially where it is noted 'the quality of life is created in large
part by the rural character of the community, the open countryside, farmland.........'
It is my understanding, after speaking to people at the township office, that this surplus
property will be sold as a separate lot, purchased by the adjacent agricultural landowner,
increased in size by a boundary change to become a lot for a residence.
I am surprised that Oro-Medonte does not follow the practice of most other
municipalities that choose to merge the surplus land to the adjacent parcel. In that way
Council is not making a decision on whether more development is appropriate on the
surplus land. If further development was to take place, the usual separate planning
process would be followed.
What purpose or benefit would flow from this application for the residents of Oro-
Mcdonte? It would appear the only benefit would be for the adjacent landowner. With a
consent for a boundary change, he would have another lot for a residence. Another
residential lot! The adjacent land has already had two building lots severed from the
property. If this were to happen there would be four residences built on what was once
one piece of agricultural land.
For the record let me quote a few lines from our Official Plan:
1. In accordance with the intent of this plan to protect land suitable for agriculture
and to maintain the rural character of the Township, the creation of new lots in the
Agricultural designation for non-agricultural purposes is not permitted.
2. A consent may be permitted for the purpose of modifying lot boundaries
provided no new building lot is created.
3. The fragmentation of agricultural areas and the introduction of incompatible uses
in these areas will be strongly discouraged by the Official Plan.
4. One objective of the plan is to minimize the negative impact of proposed
development on the open and natural character of the existing rural area.
5. It is the goal of this plan to direct most forms of residential development to
settlements
In closing, if a residence is allowed by the selling of this surplus land, I question why we
have an Official Plan.

Please consider my objection to the proposed Zoning By-Law change at this time.
I am not sure how it is that the Township has determined this land to be
considered surplus, whether there are many other properties under consideration for
changes to the zoning after a full review of Un-zoned lands the Township owns, or if this
particular piece came to your attention by some other means. I would also be interested
to find out if once it is rezoned, if the Township intends to sell this property and reduce
land holdings it considers surplus and by what means it will be sold.
With one of the properties adjacent to the one under consideration being Lot 16,
Concession 2 a prime piece for potential residential development in the future, I consider
it quite feasible that the I st Line of Oro will be extended past Ski Trails Road. With that
potential extension in the future, I find the decision the Township has made considering
the land to be surplus a very poor and short sighted one. This comer is already quite
dangerous and with the extension of the Is' line I feel this property will be very valuable
to the Township to alleviate traffic problems at that intersection.
I would also like to request that I be notified of your decision on this Zoning By-
Law change.
