We were pleased to note that past recommendations have been implemented. The objective of an audit is to obtain reasonable assurance as to whether the financial statements are free of material misstatement, and it is not designed to identify matters that may be of interest to management in discharging its responsibilities. Accordingly, an audit would not necessarily identify all such matters. This communication is prepared solely for the information of Council and is not intended for any other purpose. We received a call from. Shawn Binns on November St'' of Councils decision to charge our club ~ 500 far use of trails for the up coming snowmobile season. I am very concerned about this fee, as it was explained to me that this was for road damage at the rail bed road crossings. It was explained to Shawn that the damage is actually road wear. Snowmobiles are a licensed motorized vehicle in Ontario, crossing roads or even being on them is legal and that any `wear' should be recovered from the province. Snowmobiles purchase the same fuel and pay the same 14.1 cents per litre road tax as a car or truck. As you know our club promotes the safe use of snowmobiling in our area and encourages riders to use local services (gas, food, lodging, servicing), this is done to help our local businesses. We have many local businesses that are very supportive and grateful to the club. You should also know that it is very expensive for our club to maintain, service, sign and build trails in the area. These costs are always escalating. All our labour through the club is strictly volunteer. The (Jrillia District Snowmobile Club is asking you and council to reconsider the $ 500 fee. As a side note we would like to add that our club received a grant to do work on trai1201. This is the St'' line from Bass Lake Sdrd to Ingram Rd. VVe are using approximately X2,000 to brush along the ditch from Horseshoe Valley Road to the Copeland Forest. This will keep the snowmobiles off the dangerous roadway and put the trail into the cleared ditch. This is a project that we have been asking the roads department to do, but because of money or priorities has not yet been done. This is being done far us by the same contractor the township uses, McKerrol Excavating with approval from the road department. BACKGROUND: At present, the Township of Oro-Medonte has forty-five (45} locations throughout the municipality that have streetlights. In thirty-five (35} of these locations, the hydro utility costs and repair costs are charged on a user-based system to the residents that live within close proximity to the streetlight system. The annual rates currently vary by system between $11.00 and $105.00, depending on location and number of users. The operating costs for the remaining ten (10} locations are paid through the general tax levy. ANALYSIS: There are 2,082 units being charged for streetlights, generating an approximate annual revenue of $84,000.00. The 2008 budgeted operating costs for the streetlights was $77,244.00. In January of 2008, the thirty-five (35} streetlight systems had a total reserve fund amounting to $90,228.00. Transportation and Environmental Services November y 9, 2008 Report No. TES2008-10 Rage 1 of 3 Currently, the Township maintains and tracks a separate set of accounts for each of the forty-five (45) locations. In 2000, Council adapted a streetlight policy for the installation of new streetlights, requiring that new lights installed in subdivisions, or at the entrance to subdivisions, be paid far through user fees. The policy goes on to state that streetlights installed at the intersections of Class 1, 2 or 3 roads, are for the good of the general public and operating costs are to be paid through general taxes. Staff are recommending removal of the streetlight user-pay system for the fallowing reasons: Streetlights in all areas provide benefits to the general travelling public. For example, streetlights in Shanty Bay, Hawkestone or Horseshoe Valley provide for improved safety to more than just the residents of those areas. Vehicles travelling along the Ridge Road, or accessing the boat ramp in Hawkestone, also benefit from the lights. Pedestrians and cyclists from nearby streets that do not have streetlights (e.g. Lakeshore and Harbourwood) often choose to walk within the lit subdivisions. As many of the Township parks are located within areas that have streetlights, park users who travel to and from the parks also benefit. FINANCIAL: The current operating expenses represent approximately $77,000.00. This total cost would be offset by the use of the existing reserve funds for the streetlights by $28,000.00, which could be used to fund repairs and general maintenance costs. The remaining $49,000 added to the general tax levy represents approximately a 0.5 increase in the general tax levy. Upon depletion of the existing reserve funds, a further review of capital reserve fund needs would have to be examined as part of the new Public Sector Accounting Board (PSAB) requirements. BACKGROUND: The subject lands are located south of Warminster Sideroad and east of Highway No. 12 as noted on the attached maps. It is noted Council approved an extension to the draft approval for this plan of subdivision on February 27, 2008. The developer has been actively working toward the fulfilling the provisions for the street naming policy. The plan depicts 28 residential lots as well as an open space black and a stormwater pond on a 21.1 hectare (52.2 acres). This is the developer's third proposed street name for the subdivision. The applicant. has had Humours submissions far consideration by the Township. However, the proposed names that met the Township's street naming policy had conflicts with surrounding municipalities or with internal departments and therefore the proposed names of Galrich Court (Street A) and Herrington Avenue {Street B) have been submitted for consideration. ANALYSIS: In considering proposed street names, the Township of Oro-Hedonte has the foNowing Street Naming Policy in place: When naming or changing street names in the Township, consideration be given to one of the following: a. A historic name which once identified the location; b. The surnames of local pioneer families in the immediate vicinity; c. The names of local servicemen who made the ultimate sacrifice; e. The names of prominent former residents who contributed to the bettermen# of the Township through their community involvement, athletic or business achievements. 2. Where there are two ar more proposed street names in a new development or plan of subdivision, at least ane street name will have regard to the above criteria and the developer be encouraged to research the following resources: a) Oro-Medonte Historical Association; b) Simcae County Histarical Society c) Simcae County Archives & Township records (i.e. assessment rolls, historical publications); d) Racal Registry Office (former land ownerships). 3. All proposed new street names shall be circulated to internal departments for review and comment prior to Council approval. 4. The duplication of street names used in adjacent municipalities shall be minimized as not to conflict with emergency response addresses. Circulation of proposed new names will be made by the Township to the neighbouring municipalities for comment when deemed appropriate. 5. A report will be submitted to Council for the approval of the proposed names. The developer is proposing to have ane main access road into the proposed plan of subdivision. Originally, the developer submitted a list of proposed street names that the Fire Department had concerns related to mispronunciation or incorrect spelling such as "Rix Road" and "Ponytrail Way". As a result, the developer had contact the Historical Society for a list of potential names that could be used. One of proposed the street names was Russell Hill Road, which is in relation to the name of the owner (Russell Moon) of the earner store along Warminster Side Road which was destroyed by a fire and rebuilt in 1890. One of the other proposed street names was Campbell Drive, which was named after Father Campbell, who was a pastor and under his leadership the Scared Heart Church was. built, and dedicated on July 8, 1883. However, bath of these proposed names either duplicated or closely resembled names in surrounding municipalities and therefore was eliminated. After this submission, the developer submitted a list of possible names including Homire Road, Galrich Court, Greenrich Avenue, Pine Meadows Dril~e, Herrington Avenue, Vanphia Raad, Highland Court and Riverdale Drive. After these proposed street names were circulated to both the internal departments and surrounding municipalities only Galrich Court and Herrington Avenue had no conflicts. Therefore, these are the names that the applicant wishes far consideration by Council The proposed street names of "Galrich Court" (Street A) and "Herrington Avenue" (Street B) on Attachment Two, do not meet the Township's street naming policy. However, staff are of the opinion that the applicant has gone through the necessary process for proposed street names but has incurred a number of conflicts with internal departments and the surrounding municipalities. Therefore, it is recommended that the street names of "Galrich Court" and "Herrington Avenue" be assigned to the Homire subdivision. If approved, these street names will fulfill one of the developer's draft plan conditions. For the past 8 years, the Township has purchased an insurance policy from Volunteer Firemen's Insurance Services that provides financial benefits to the estates of our fire fighters should they lose their lives in the service of the community. We also purchase dismemberment and disability benefits to provide financial assistance if they should be injured or permanently disabled while working for us. ANALYSIS: We have been purchasing insurance to provide protection to our fire fighters and their families should they be injured ar worse while in the service of the community. The services provided by the Department, even with all safety equipment and training that we provide, have a degree of risk above what most individuals face in their day-to-day lives. In North America, aver 120 Fire Fighters are killed annually in the line of duty. Fire fighters are paid approximately $16.30 per hour of work. The current insurance premium is approximately $61 per person. Fire fighters receive no medical, dental or other benefits from the Township. Our Fire Fighters, like all workers in Ontario, are covered by the Worker's Safety and Insurance Board, [WSIB] and would be covered through this for any on-duty injury. For comparison purposes only, the table below compares the insurance coverage we provide to our full-time staff receive to the coverage provided to our volunteers. In the past two years, the Department has had only one on-duty injury. In that instance, the Fire Fighter was injured while on duty for us and as a consequence, missed 7 months of work before being able to return to his regular job. These instances concern us in that an employer is not obligated to retain the position for an individual who is not injured while at work for that employer.
