NVCA BOARD OF DIRECTORS MEETING - No. 08!08
Chair Nix recognized G~~~orge Sheffer, farmer member of the NVCA who sadly passed away on August
22"d. Mr. Sheffer served on the NVCA Board of Directors from 1998 to 2006, representing the Town of
Wasaga Beach. Chair Nix remembered him as a champion of NVCA programs who was instrumental in
ensuring the continuation of the Healthy Waters Program after funding for Conservation Authorities was
significantly reduced in the 1990s. He will be missed.

CAO/Secretary-Treasurer Wayne Wilson and four board members will form an ad hoc committee to
review NVCA foundation options. The ad hoc committee members include Bill Van Berke!, Innisfil; Joan
Sutherland, New Tecumseth; Mary Brett, Adjala-Tosorontio; and Sandy Agnew, Oro-Medonte. The ad
hoc committee will report to the Board of Directors in December.
NOTTAWASAGA VALLEY SOURCE PROTECTION AUTHORITY (NVSPA~j MEETING -

After advertising to the public for comments or deputations regarding Draft 2 of the Terms of Reference, the
NVSPA received two submissions; one written comment regarding program updates and one deputation
regarding compensation for landowners affected by Source Water Protection regulations.
Upon reviewing the two comments, the NV5PA voted to receive Draft 2 of the Terms of Reference and
recommend only one change to correct a typo. The NVSPA will forward the two comments it received to the
Han. John Gerretsen, Minister of the Environment, for consideration.
Lynn Dollin, Chair of the Source Protection Committee (SPC}, said she would also bring the suggestion of a
provincial Water Ombudsman to the next meeting of all SPC chairs for discussion.

Minutes of July meeting: Moved by Bruce and seconded by Margaret that the minutes be
approved as circulated. Passed.
Old Business:
• Margaret's list of OMHA articles stored at the Township Office is ongoing and
not completed as yet. We still need to generate a report for the Parks & Rec.
consultant although the exact date needed is not known.
• There is more space now at the Old Town Hall for storage
s We need to move the displayldividers that Guthrie Church has stored. Discussed
keeping them at the Old Town Hall. They need to be labeled as History
Association property. Bruce and Allan will look at moving them next week.
• Allan will contact Shawn Binns about the Guthrie arena storage and options for
moving the articles, as we understand this is going to occur in the future.
• Moved by Jadeen that the original council table and chairs be plagued, as well as
the voting box that is at the Old Tawn Hall. Flu-ther the background supporting
documentation for each article be compiled and kept for posterity. Further that 50
plaques including identification numbers stating Property of Oro-Medonte History
Association be bought for this purpose. Seconded by Bruce. PASSED Bruce will
price them.
• Jadeen suggest that we also imprint a number on the underside of each bench at
the Oro African Church. Bruce will check for the tool to do this and Jadeen will
cheek with Bob. Bruce will purchase if no one has one-bill to the Association.
• Margaret has t~~o quotes for ground radar. ls`: quote Multiview Locates Inc.- Mr.
John E. Scafe $3395 and 2°~: quote Radarscan -Mr. Ken Blair $5500. Shawn
asked for references and only Multiview gave references. The Township will give
the okay to ga ahead when they are checked out. Margaret will give the size of the
lot including the bush to the company chosen.
• Margaret will take the map of the archeological sites to the Planning Department.
Correspondence
• Request from Margaret Davenport-Cole asking for articles for the Springwater
Library Board who is looking at increasing their research section of their library.
This was discussed and maybe considered in the future provided there are proper
rules and regulations for loaning a display and return policies.
• United Way email updating their request far proposals that we do not qualify for.
• Email re: church tolur from Margaret to Allan. Allan will send his belated regrets.
• Email re: Article about a National Historic Site Conservator who restores historic
buildings whale number is included in the article and who may be able to look at
the interior of the African Church for restoration as the white wash needs redone
and some chinking. Geoffrey will contact for a quote on this. (Of note m the past
volunteers did the whitewashing but unsure about the chinking and this was
before it was a NHS.1

have yet to receive the registration forms with more details.

Archaeological Services in Toronto. Margaret sent her a list and she will try to
send us a copy of the completed report.
• Email re. the 160`h Anniversary of the Oro African Church is next year-what are
we planning to do to celebrate? Will discuss over the next few meetings for
suggestionslplans.

• Heritage Day report: ~l antique tractors participated despite the weather, the meal
was a success and already people are asking about next year. The Officers of the
OPP did a great job. The participants were very pleased about the pictures they
received that Allan did. Jadeen suggests that we keep a copy for our records and
Allan can do that.
• Oro Fall Fair September 13-we will put up the tent and put out the displays. We
will move ouur display closer to the track as the antique ear show is growing. This
will give us better exposure for foot traffic.
+ Margaret received a request from someone looking at the Bass Lake area to
compile a history. She directed him to the Simcoe County Archives and the Land
Registry office as resources.

Mayor Hughes provided an update to the Committee members in regards to the intent of the
Working Group, how the group was formed and the importance of the role and opinions of
working group members. Mayor Hughes also reviewed the process for communications and
ensuring that should members of the working group be sharing personal opinions that this
should be clearly identified as their personal opinion and not necessarily that of the working
group.
The Mayor advised that to date no minutes from the July meeting held by the residents had
been received by the Township.
It was understood that Phillip Castan would fulfill the role of Chair of the Working Group. Andria
Leigh would prepare minutes of the meeting.
Lori Hunter from the Simcoe County District Health Unit was also appointed as a member of the
Group and was to be advised far attendance at the next meeting and provide a copy of the
minutes of this meeting.
The balance of the meeting was a discussion by the group in regards to the design and potential
conceptual plan layouts.
The character of Craighurst which was identified as being of importance to the group included:
the rural nature of the community, the historical character, its previous importance as a transient
stop for travelers. Residents interested in having linkagelconnection of the existing and future
planned development.
The fixed features within the Craighurst secondary plan area include the watercourses, the
requirement for 2 access points from County Road 93 and Horseshoe valley Road for each
quadrant of development.
Importance design characteristics of future development that were identified by the group
included:
- Tree preservation, landscaping, green space
- Character of community, need to find the common elements
- Relation of buildings to street, height of buildings to be maximum of 3 metres
- Central location should be identified far school, community park, seniors facilities

- Potential to utilized pioneer family names needs to be explored further in regards to street
signage, community gateway, entranceway fezture
- Transportation linkages to be explored -connections to existing trials, opportunities far
winter recreational connections i.e. snowmobiles, walking and bike trail linkages, etc to
be designated to provide maximum benefit for all users
Nick McDonald explained to the working group that he would be preparing conceptual plans
based on a variety of densities in accordance with the Places to grow Growth plan -the
proposed density designs would include 20,30, 40, persons and jabs per hectare -he explained
that the County was still reviewing the target for their Official Plan which is anticipated to be in
the range of 30-35 person or jobs per hectare calculated on a County wide basis.
Nick also reviewed the process for identifying a school site location and how the lands are
preserved for an established time frame for this proposed usage. The school board is required
to purchase these lands should they be required for a school site at fair market value.
The timeline and process for the balance of the Secondary Plan/Environmental Assessment
was discussed with the Working Group. It was identified that the timing before road and
building construction would likely occur in the community would likely be a minimum of 4 years.
The next steps in the process include: completion of the conceptual plans, review of the
conceptual plan by the working group and Council, scheduling of an Open House in the
community for review and comment on the conceptual plans.
Next meeting date to be confirmed once conceptual plans discussed are prepared, likely end of
September.

My name is Andrew Martin, I am writing today seeking claz-ification and support
regarding a business initiative I have. The motivation behind my letter is a desire for
clarity as to whether the Township of Oro-Medonte would be in support of my initiative
both in the short term as well as the long.
I am interested in opening a Outdoor Education Centre in the Township that focuses on
environmental sustainability and which, provides children with a better understanding of
their mark on the environment. The way I wish to go about this is by providing a fun and
safe environment where children can see first hand the work that goes on to provide the
products we so commonly take for granted. I wish to set up a facility that encompasses
both recreational and educational programs with a special interest in farming, organic
agriculture, no trace camping/recreation, and environmental sustainability.
I have spent the last few years searching for a property that would be appropriate for what
I am seeking to do. This fall I feel I have found just that. The property is located in your
township, off of Horseshoe Valley Road and is currently zoned Agricultural Rural. After
spending some time reviewing the townships "Official Plan" and reading over the Zoning
Bylaws, I met with Andria Leigh, the director of Development Services, who prompted
me to write this letter to your attention.
It is my hope and belief that the program I am interested in creating does positively
reflect the designation given to the land however I feel it prudent to seek the opinion of
the Counsel prior to moving forward. The current property of interest is just over 150
acres in size. I seek to use approximately 20-25 acres of the property as the hub of the
facility, and continue to farm the over 100 acres remaining. My long term vision for this
facility involves a total of approximately 30 strictures (which includes washroom
facilities, a nature hut, rec spaces, teaching facilities, a dining hall and temporary sleeping
cabins for kids), as well as two outdoor recreational courts. These buildings would all be
seasonal, and most built above ground, with the objective being to create a small
community focused facility where kids can learn and play.

I feel this initiative meets bath CL3.7 (Agricultural research and Training
Establishments) and C1.3.8 (Farm Related Tourism Establishment) however prior to
moving forward with my business plan I seek your opinion and support.
I believe I have a very unique and extremely relevant concept for the development of
youth, and am very keen to build my vision in Oro-Medonte. In my planning, I have
examined other similar programs in the Township and found that there was very little in
the area that is devoted to youth and their environment. I am confident that the facility
will attract local schools in the spring and fall, as well as youth locally and afar for the
summer day and residential programs. While there are few options currently available,
there are none I have found that specifically target youth, recreation and environmental
education as their primary purpose. As a secondary function, I also believe that the
connection to the farming industry will ailaw for numerous other possibilities to occur on
the facility from outdoor fairs and events to learning seminars.
Overall this is an initiative which, I am very excited about. I seek to move forward with
the project, and although my long term vision will not be realized right away, I do hope
to begin day programs as early as next spring. Before putting the cart before the horse, I
write to you today in search of clarification as to whether this initiative is one which fits
within the existing property designation?

Regarding the recent road work on our road we have a few concerns that need to be addressed right away. We have a
circular driveway and the south entrance does not line up properly and is already washing out. The road has been raised
considerably at our driveways and we would like to have the 2 culverts joined. This would make our exiting and entering
the driveway much safer in the winter months.

At the September 26`h, 2008, meeting of the Lake Simcoe Region Conservation Authority's
Board of Directors, a discussion was held regarding the proposed Lake Simcoe Protection
Act and the Lake Simcoe Plan.
12d Bayvtew Pathway As you are aware, on June 17, 2008, Bill 99 was introduced for first reading in the Ontario
~a zxz legislature by the Minister of the Environment. At the same time, Bill 99 was posted on the
Newtnarfcec,°°`~° Environmental Bill of Rights (EBR) fora 60 day review period. The Authority submitted
L3~ ixi comments, which were shared with all watershed municipalities requesting their support.

On September 22, 2008, Bill 99 was entered into Second Reading with extensive debate,
which was continued on September 23`d. The Hansard transcript of this debate can be found

The Authority's Board, in reviewing the transcript on September 26 and, based on past

concern as it relates to duplication of efforts, implementation of the Lake Simcoe Protection
Plan and the role and mandate of the Lake Simcoe Region Conservation Authority, which has
yet to be identified.

province is that this document will be released for public consultation in October 2008. Given

Subject: Green Bin Program
On September 29, 2008, the County of Simcoe officially launched the start of their new Green Bin
Program, with each resident receiving the necessary green bin, complete with instructions, to
participate in this program.
The County's Environmental Services Department has forwarded correspondence to each
municipality, requesting feedback as to whether they are interested in stocking a supply of the green
bins for the purpose of providing new residents with a bin or replacing damaged and lost bins. At the
present time, there is a limited supply of available green bins at no extra charge to interested
municipalities. Once this supply is depleted, there will be a $15.00 charge, per bin, to purchase
additional bins.
Unlike the recycling boxes, the green bins are bulky and will require additional space for storage. It is
recommended that the Township of Oro-Medonte does not participate in the stocking of the green
bins far this program, saving administration time and costs, as well as the need for outside forces to
transport bins to the Administration Office. Thus, local residents would be instructed to purchase bins
at the landfill site directly from the County of Simcoe Environmental Services Department, as
required.

It is recommended:
1. THAT Report No. DS 2008-067 be received and adopted.
2. THAT Council authorizes the request of Jeff and Susan Waring to temporarily reside in the
existing dwelling which will be demolished after the completion of the new dwelling to a
maximum of one year period.
3. AND THAT the Clerk bring forward the appropriate by-law authorizing the attached
agreement to this effect.
BACKGROUND:
The subject property is approximately 49.66 acres (20 ha), and is located on the north side of
the Warminster Sideroad, just east of Line 10 North (See Attachment #1). There is an existing
farmhouse dwelling located on the property, which was constructed in approximately 1900. The
applicant is proposing construction of a new dwelling, and is requesting Council's permission
(Attachment #2) to temporarily reside in the existing dwelling, which will be demolished after
completion of the new home.
The Township's Comprehensive Zoning By-law 97-95 only permits one dwelling per property,
therefore permission is required in order to allow the new permit to be issued prior to demolition
of the existing dwelling.
ANALYSIS:
The Township has historically allowed owners to temporarily reside in existing dwellings or
trailers and allow for a building permit to be issued for a new dwelling. This practice has been
followed contrary to the Township's Zoning By-law, which only allows one dwelling per property
and prohibits human habitation of a trailer (outside of licensed trailer parks), however is a
reasonable compromise to assist owners in these hardship cases. A financial deposit and

agreement (see Attachment #3) stipulating the terms of the approval will be required t~ be t
executed with the owners which ensures compliance after the new dwelling is complete.
Council has granted one-year temporary permissions on other properties in the Township.

A $213,0{}0 security deposit is required prior to issuance of a building permit for the new
dwellinglrenovations to ensure removal of the trailer.

Dear Ms. Leigh,
We reside at 1066 Warminster Sideroad and occupy the existing farmhouse located on the property. We
plan to construct a new home on a separate location on the property. Our estimated start date is
November 1, 2008. We would hope to complete the new home within the year.
We are asking for municipal approval to reside in the farmhouse during this period of construction as we
understand this requires council approval from the Township of Oro-Medonte. As part of our sustainable
approach to building, we plan to incorporate recycled portions of the old farmhouse into the new structure
after occupancy. Therefore we would appreciate a 12 month grace period to accomplish our goal.
Currently our septic system plan is being developed and our working drawings for the new house are with
an engineer for sign off.

ATTACHMENT 3: RGFiEEMENT
In consideration of receiving a building permit from the Township of Ora-Medonte, We, Jeff and
Susan Waring, of the Township of Ora-Medonte {formerly Township of Medonte) in the County
of Simeae, covenant and agree as follows:
1. That we are the registered owners of West Part of Lot 6, Concession 11 being more
particularly described as 1066 Warminster Sideroad.
2. That we have applied to the Council of the Corporation of the Township of Oro-Medonte
for permission to temporarily reside in our existing dwelling an the above-mentioned
lands, at the same time as a new dwelling is under construction on those same lands,
wherein such procedure is not provided far under the provisions of the Tawnship of Oro-
Medonte's Zoning By-law as amended.
3. That we hereby acknowledge that permission has been given by the Council of the
Corporation of the Township of Oro-Medonte subject to the following provisions:
a} That such permission is granted for the twelve month period from permit
issuance or until completion of the proposed .new dwelling, whichever is
the lesser period of time; and
b} That on completion of the new dwelling, as evidenced by a Provisional
Occupancy Certificate, the existing dwelling is to be removed within one
month to the satisfaction of the Township's Chief Building Official; and
c} That application to the Township of Oro-Medonte for a temporary use
permit will be made forthwith (Fee $100.00}.
4. That certified funds in the amount of $20,000.00 be retained by the Corporation of the
Tawnship of Oro-Medonte until the above-mentioned conditions are fulfilled to the sole
satisfaction of the Township.
a) Failure to comply with the aforementioned conditions will result. in the
Corporation of the Township of Oro-Medonte redeeming the certified
funds at its sole discretion.
5. That we hereby agree to the terms and conditions set out above.
6. It is understood that failure to comply with the terms and conditions as set out herein,
shall release and save harmless the Corporation of the Township of Oro-Medonte from
pursuing such litigation, as may be necessary to secure compliance or conformity with
any applicable Municipal By-law or provincial Regulation as may be provided for.
7. We hereby covenant and agree to indemnify and save harmless the Township of Oro-
Medonte from all costs, claims, liability and actions which may result or arise from the
issuance of the building permit or the entering into of this agreement.
