TAKE NOTICE that the Council of the Corporation of the Township of Oro-Medonte will hold a Public
Meeting on Wednesday June 25, 2008 at 7:00 p.m. in the Municipal Council Chambers. The purpose of
the public meeting is to obtain public comments on proposed amendments to the Official Plan and Zoning
By-law, under Section 17 and 34 of the Planning Act, R.S.O. 1990 c. P. 13.
THE PURPOSE of the proposed Official Plan and Zoning By-law Amendment is to redesignate and rezone
the lands described as 2976 Highway 11, being Part of Lot 20, Concession 7 (formerly Oro Township).
The lands are proposed to be redesignated from Highway 11 Special Policy area with a small portion at
the northwest corner of the site also designated Oro Centre-Office/Industrial to Oro Centre —
Commercial and rezoned from General Commercial (GC-32) Exception Zone to General Commercial
(GC) Zone, in order to facilitate the proposed commercial uses.
A KEY MAP illustrating the location of the subject lands is provided below.
ANY PERSON may attend the public meeting and/or make written or verbal representation either in
support of or in opposition to the proposed Amendments. If a person or public body that files an appeal of
a decision of the Township of Oro-Medonte in respect of the proposed Amendments does not make oral
submission at the public meeting or make written submissions to the Township before the proposed
Amendment is adopted, the Ontario Municipal Board may dismiss all or part of the appeal.
If you wish to be notified of the decision of the Township of Oro-Medonte in respect to the proposed Official
Plan and Zoning By-law Amendments, you must make a written request to the address below.

Further to your circulation, received June 09, 2008 the Ministry has reviewed the above noted
correspondence in accordance with the requirements under the ministry's Public Transportation
and Highway Improvement Act. The following outlines our comments:
The Ministry has no objection in principle to the proposed Zoning By-Law Amendment;
however, the land affected and located in part of Lot 20 Concession 7 is next to the
Highway 11 property limit and therefore falls within our permit control area.
In general, any proposed development of the rezoned lands, including any new
permanent buildings for both above and below ground, proposed accesses, fire routes,
sewers and stormwater management facilities (ponds) will require ministry review and it
will be subject to our approval. All above and below ground structures (including but not
limited to, frontage roads, fire routes, stormwater management facilities and
servicing/utilities) must be setback a minimum of 14m from all MTO property limits.
• MTO Building and Land Use permits are required prior to site grading/site servicing for
individual building within 45m of all MTO property limits and within a 395m radius of the
centrepoint of Highway 1 1/Line 7.
• Subsequent requests will require the applicant to submit to the Ministry of Transportation
a site plan (1:500), a survey plan, an illumination report, traffic impact study, site
servicing/grading plan and a stormwater management report. All submitted reports and
plans must be signed and stamped by a professional engineer and provided in copies of
four (4).
• Sign permits are required for development and location signing within 400m of Hwy 11.
• All proposed highway improvements must be to the ministry standards and will require
an MTO Encroachment Permit prior to construction.
We are in receipt of the Transportation Impact Study and the Functional Servicing Report for
this site and the preliminary comments have been provided to the proper agencies.

Thank you for circulating documents related to the above-noted proposed Official Plan
Amendment to the County of Simcoe. The subject property is within a designated
Special Development Area in the County of Simcoe Official Plan. A large majority of the
parcel is designated Highway 11 Special Policy Area within the Township of Oro-
Medonte's Oro-Centre Secondary Plan Area, with a small portion in the northwest
corner designated Oro Centre — Office/industrial. It is staff's understanding that the
applicant, 1698165 Ontario Limited (Ossom Enterprises Inc.) has applied to redesignate
the subject property to permit the creation of commercial uses. County staff have
reviewed the proposal and offer the following comments:
While the long-term plan and design for the Highway 11 corridor has not yet been
confirmed, it is our understanding that the Highway 11 Special Policy Area
designation and policies were intended to protect the highway from future
incompatible development. The restrictions on development within this
designation appear to provide for future improvements to Highway 11, such as
widenings, etc. Notwithstanding the above, the Ministry of Transportation's plans
and requirements regarding the Highway 11 corridor in this location should be
confirmed prior to further consideration of this Official Plan Amendment.
Both County and Township policies identify a need for comprehensive planning
of land uses and infrastructure in this area. It is proposed that the site be
redesignated to the "Oro Centre Commercial" designation. Subject to the
confirmation of IVITO plans for the Highway 11 corridor, County staff assume that
the proposed redesignation would also be required to meet the requirements of
Township Official Plan Section C17.3. While, the submitted Functional Servicing
Report (John Towle Associates Ltd. February 12, 2008) does not appear to
propose a servicing strategy at this time, County staff anticipate that such a
strategy will be submitted for the northwest quadrant of the Secondary Plan area.
County staff support the redevelopment of underutilized sites in the context of
applicable policies. We look forward to working with the Township and the applicant to
determine the most appropriate land uses for this site while achieving the objective of
comprehensive planning and development for the Oro-Centre area established through
County and Township policies.
The above information is intended to be comprehensive and all inclusive. However,
over time circumstances and requirements are subject to change and additional
information, research or study may be required to be provided. Policy circumstances
(Provincial, County or local), may also change. The applicant will be required to satisfy
any such requirements.
In accordance with Section 4.11 of the County of Simcoe Official Plan, this application is
also subject to all other applicable Provincial, County and local municipal legislation,
policies and by-laws.
